The article is devoted to the study of the phenomenon of meri tocracy, which arouses considerable interest today both in political journalism and academia. The article shows that meritocracy has largely become the ideo logy of modern neoliberal elites, and therefore often serves as a cover for the actual plutocracy. Although the framework of cognitive capitalism witnesses a certain movement towards meritocratic principles of the formation of elites, it simultaneously prepares ground for the emergence of a kind of “trap of meritocracy”, when, for a number of reasons, the layer of “educated and talented” turns into a hereditary caste. At the same time, according to the author, the future hardly belongs to meritocrats, no matter how well they fit into the realities of the high-tech economy. New developments in artificial intelligence are jeopardizing many forms of intellectual work, leading to a cut-throat competition for a decreasing number of high-paying jobs. In turn, the bourgeois world of labor is being replaced by a post-capitalist world of idleness and creativity as the production of intangible goods. The rapid development of social media makes emotional and social intelligence, as well as the ability to achieve popularity and influence through media activities, increasingly important. In other words, modern technology makes life difficult for cognitive elites, while opening up enormous opportunities for very different social groups. In this regard, the author puts forward a hypothesis according to which popularity will become a key criterion for the formation of elites in the foreseeable future rather than merit. Postcapitalist personocracy will gradually replace bourgeois meritocracy, which, however, does not exclude the possibility of the preservation of the myth of meritocracy, implying that those who can skillfully attract attention will be assigned various merits.

Due to the fact that the modern world is in the context of globalization, the development of the countries of the world is accompanied by a qualitative increase in technology in the field of science and technology, in connection with which, there is an internationalization of scientific developments, high-tech production, as well as competition between countries over the distribution of resources is intensifying, in terms of new developments and development in general. Cooperation in itself bears the potential of mutual assistance, joint solution of a set of international, scientific problems by the participating countries. For this reason, modern scientific cooperation is a consequence of well-built scientific diplomacy. Scientific diplomacy is called upon to promote the development of scientific cooperation; it is aimed at maintaining partner diplomatic relations, which, on the one hand, can use science to bring together interstate priorities, and, on the other hand, contribute to the development of science itself. The latest diplomacy has adopted scientific approaches and is actively solving modern challenges facing governments and countries. The article discusses the work of international organizations in the designated area of research, provides Kazakhstani experience in resolving the issue

This article uses key terms and concepts from Television Studies to “close read” the reality TV show Duck Dynasty in its visual form. This article questions not only how Duck Dynasty represents rednecks, but also how the representation of the “redneck” is understood by the TV audience. It explores the success of Duck Dynasty as a reality TV show and argues that it redeems “rednecks” from Hollywood’s previous portrayals of the overly caricatured redneck stereotype. The Robertsons have the ability to convey truth – even if it is through a partially fake/mediated realm – and what they actually represent is a more subdued, modern form of redneck identity in comparison to classic Hollywood depictions. However, viewers cannot trust reality TV to wholly or singularly inform how they understand other social groups despite how “real” reality may appear on reality TV shows. Instead of viewing the redneck jokes and portrayal on reality TV as offensive, Duck Dynasty’s jokes and portrayals can be powerful tools for exposing the absurdity of the stereotypes previously perpetuated by Hollywood and can help subvert them. Digital camera which has the advantage of real-time image transferring and easily processing is more and more widely used in the packaging and printing industry with the rapid development of high-tech electronics industry. However, the color in digital camera is not accurate which affect the application. To minimize the color difference between the color in the digital camera and the real color, the color reproduction methods is developing. The field comparative experiment is carried out to compare the performance of color reproduction methods, such as polynomial regression algorithm in different color space, and color checker passport. The results show that fourth order polynomial regression color reproduction in XYZ color space has the best performance.

Стремительное развитие технологии блокчейн сделало криптовалюты широко распространенными по всему миру платежными средствами, используемыми в качестве альтернативной онлайн-валюты. Одновременно с этим криптовалюты также зарекомендовали себя как идеальная валюта для киберпреступников из-за их нерегулируемого и псевдоанонимного характера. Такое положение дел привело к возникновению возможности использования криптовалют в качестве инструмента содействия преступлениям, совершаемым как в киберпространстве, так и в реальном мире, включая легализацию (отмывание) денежных средств, кибер-вымогательство, фишинг, взлом, кибермошенничество и иные преступления в финансовой сфере. Учитывая высокотехнологичный, децентрализованный и, следовательно, сложный характер криптовалют, криминологам важно иметь базовое представление о методах работы, используемых в криптовалютных преступлениях. Таким образом, в представленных тезисах проанализированы проблемы, связанные с использованием криптовалюты для содействия преступной деятельности, и рассмотрены методы противодействия им. The rapid development of blockchain technology has made cryptocurrencies widespread around the world, used as an alternative online currency. At the same time, cryptocurrencies have also established themselves as the ideal currency for cybercriminals due to their unregulated and pseudo-anonymous nature. This state of affairs has led to the emergence of the possibility of using cryptocurrencies as a tool to facilitate crimes committed both in cyberspace and in the real world, including money laundering, cyber extortion, phishing, hacking, cyber fraud and other crimes in the financial sector. Given the high-tech, decentralized and therefore complex nature of cryptocurrencies, it is important for criminologists to have a basic understanding of the methods of operation used in "cryptocurrency crimes." Thus, this article analyzes the issues of using cryptocurrency to promote criminal activity, as well as countering issues.

Problem setting. The rapid development of public relations determines the use of information technology in all spheres of life, including in the field of public administration. There is no doubt about the need to introduce elements of e-government into everyday life, as it improves the lives of ordinary citizens, increases trust in public authorities and local governments, reduces the time spent on businesses and individuals needed to receive services. Analysis of recent research. The issue of providing digital social services was paid attention to by, V.P Kohan, M.M. Petrova, N.M. Terletska, D.I. Rusnak, V.L. Polar, V.V. Ripples. The formation of an appropriate mechanism for the digital provision of social administrative services in Ukraine remains unresolved. Target of research. The article is to define the tasks for the formation of the administrative and legal mechanism and the use of digitalization in the provision of social administrative services. Article’s main body. New online services are being introduced on the territory of Ukraine, which enable consumers to receive it remotely. In our opinion, in the future, these services should simplify the procedure for accessing them, given the subjects who are primarily interested in using them, and expand the scope of their provision: from informing the consumer to receiving the result. But these tasks can be accomplished only with the proper financial and material support of local governments, including the poorest financially united territorial communities. In addition, local governments should be required to retain technical specialists and consultants who will provide software and hardware for the provision of administrative social services and eliminate the inability of certain segments of the population to use high-tech digital services. These tasks should be attributed to those that require constant monitoring of their implementation and improvement of their mechanism. Features of the regime of social services are that: 1) their list is not defined by law, so it is more determined by the subjects – recipients of services; 2) socialization of services involves the organization of simplified access of citizens to administrative services; 3) the mechanism for providing accessible social services must ensure the protection of personal data of service recipients. Conclusions and prospects for the development. The unification of types of social administrative services and mechanisms of their provision with similar services provided in the countries of the European Union may be key to Ukraine’s progress towards a single digital space with the European Union.

Modern technology development created significant innovations in delivery of healthcare. Artificial intelligence as “a branch of computer science dealing with the simulation of intelligent behaviour in computers” when applied in health care resulted in intelligent support to decision-making, optimised business processes, increased quality, monitoring and delivering of personalised treatment plans and many other applications. Even though the benefits are clear and numerous, there are still open issues in creating automation of healthcare processes, ensuring data protection and integrity, reduction of medical waste etc. However, due to rapid development of AI techniques, more advances and improvements are still expected.

Purpose. To identify and characterize the 100 most-cited articles in the field of transient elastography.Methods. The top-cited articles focusing on transient elastography from 1999 to 2017 were retrieved from Science Citation Index Expanded (SCI-E) database. The most prolific article, journal, country and continent, top-cited article in different period, international collaboration, cocitation analysis of journal were retrieved and analyzed in this article. Bibexcel 2016, Microsoft Excel 2010, and VOSviewer 1.6.5 were used to analyze bibliometric records we downloaded.Results. The 100 most-cited articles were published between 2003 and 2015. The total citations ranged from 54 to 1376 (mean, 167.52 ± 208.46; median, 89.5) and the annual citations ranged from 4.91 to 98.24 (mean, 17.21±15.68; median, 12.1). The top-cited article was published inGastroenterologyin 2005 by Castera L. et al. (n=1376). The most-cited articles in 2003-2007 (n=1380), 2008-2012 (n=599) and 2013-2017 (n=159) were located. All of the most-cited articles in three periods were focusing on the topic of noninvasive assessment of liver fibrosis. The most prolific author was de Ledinghen V. (n=21) and France (n=43) was the leading country. The most productive journal wasJournal of Hepatology(n=20). The major article type was original research article.Conclusions. We undertook efforts to provide an insight into the features and evolvement of the most-cited articles in the field of transient elastography. For transient elastography, as a noninvasive assessment of liver fibrosis, its use in the evaluation of liver fibrosis is gradually mature and shows great advantages. Moreover, the field of transient elastography is in a stage of rapid development.
