The article represents the issues of information and analytical support of clinicians. The article deals with the theory and practice of creating a digital subsystem of medical support for the population and a modern system for examination and treatment, the collection, storage and use of medical information in the databases of medical organizations, as well as data processing centers and situational control centers of the federal level or subjects of the Russian Federation. The basic principles of digital medicine, such as continuous development, mobility of doctors and patients, as well as the interaction of sensors and executive devices are discussed.

The article analyzes the development trends of regional medical information systems in the field of health care. The authors pay special attention to the peculiarities of the development of regional medical systems, identify individual and general problems of these systems, and finally draw conclusions about the ongoing development of the legal framework of the Russian Federation in the field of e-health, and as a solution to the identified problems, they propose to form unified rules at the federal level containing general principles and provisions on regional medical information systems, including the electronic health records.

В статье подробно изучены и проанализированы нормативно-правовые акты Российской Федерации, охраняющие жизнь и здоровье каждого человека, так как данные нормативно-правовые акты в такой же мере распространяются и на лиц, находящихся в местах лишения свободы. Актуальность данной проблемы, на наш взгляд, обусловлена тем, что в своей практической деятельности администрация учреждения часто сталкивается с вопросом такого характера. Это в свою очередь порождает ряд проблем современной УИС: медицинское обеспечение УИС, сокращение численности штата, плохо организованное сотрудничество с государственными медицинскими учреждениями, что также было рассмотрено в данной работе. Авторы, проанализировав вышеупомянутые пробелы в УИС, предложили свои пути решения, которые, по их мнению, позволят решить как основную проблему - организацию безопасных условий во время охраны осужденных и заключенных под стражу лиц в медицинских учреждениях, так и сопутствующие проблемы. In this work, the author examined in detail the problematic issues of organizing safe conditions during the protection of convicted and detained persons in state and municipal medical institutions. For this, the author thoroughly studied and analyzed the regulatory legal acts of the Russian Federation protecting the life and health of each person, since the data of the legal acts apply to persons in prison to the same extent. In my opinion, the problem of this article in prisons is relevant today, since in its practical activities the administration of the institution often faces a question of this nature. I believe that the relevance of this article gives rise to many gaps that are inherent in penal correction systems, such as: medical support of Penal System, downsizing, poorly organized cooperation with state medical institutions, which was also considered in this paper. Having analyzed the above-mentioned gaps inherent in the Penal System, the author proposed his own solutions, which, in his opinion, will solve both the main problem, the organization of safe conditions during the protection of convicted and detained persons in medical institutions, and related gaps in general.


Robert May's seminal book has played a central role in the development of ecological science. It will also be of interest to the general reader seeking a better understanding of a range of global environmental problems.

The article examines the constitutional foundations of the legitimacy of public authorities, concludes that their activities correspond to the political interests of Russian citizens. The problem of the legitimacy of the activities of public authorities in the Russian Federation and the process of their legitimation, after the constitutional amendments, acquired particular relevance. Participation in the management of state affairs is determined by the peculiarities of the modern system of organization of power, as well as the ability of citizens to influence the functioning of the activities of its bodies, which makes it possible to determine the degree of legitimacy of public administration. The author, analyzing the existing structure of public authorities through the prism of the legitimacy of their activities, identifies some problems of an organizational nature and suggests ways of solving them in this regard.

This paper examines the Russian migration and citizenship regime as encountered by forced migrants from Ukraine who fled to Russia during the period of 2014–2016. Based on legal and other official documents, media articles, and interviews, it gives an account of these migrants' reception in Russia in theory and practice. Russia made great efforts to accommodate them, and in Russian media they were often spoken of as an easily integrated labor resource and as potential citizens. In 2015–2016, around 165,000 Ukrainians acquired Russian citizenship. While ethno-cultural similarity does privilege Ukrainian migrants in Russia, full asylum has been granted sparingly, and citizenship is not unconditionally granted. As this paper shows, Russian authorities have rather tried to control and distribute these forced migrants for the benefit of the state, according to principles of selectivity and economic interests — giving privileged access to permanent residency and citizenship to working-age people willing to settle in regions where population growth and more workers are deemed necessary. However, permanent residency and citizenship are also available to those able to circumvent or pay their way through the obstacles encountered — taking advantage of the flexibility inherent in a system that is not totally consistent.

The article reveals the features of the tax law system, which is considered, on the one hand, as an Autonomous, separate branch of law in the system of branches of law of the Russian Federation, and on the other, as a derived category from the norms that determine financial law and, thus, are a sub-branch by their functional purpose. The criteria on the basis of which it seems appropriate to allocate institutions in the tax law system are highlighted. The General and special parts of tax law are characterized through the prism of their Conditioned norms.

Since the adoption of the current Constitution of Russia that established the constitutional foundations of the implementation of state power and local self-government in the Russian Federation, more than 25 have passed. This period was saturated from the point of view of the formation of the legal framework of socio-political and socio-economic relations in our country. The analysis shows that local self-government is one of the basic characteristics of the Russian model of democracy. On the other hand, in recent years it is impossible not to mention the tendency to increase the efforts of federal authorities, and first of all the head of state, to maximize the involvement of local authorities of self-government in a unified political and legal field of the State. This is largely justified by the need to provide every resident of the country with equal opportunities for a comfortable and safe life. The paper formulates the author’s view concerning the changes that are taking place; and at the same time, it is proposed to continue scientific discussions regarding the development of local self-government—an institution of a modern civilized democratic state that is necessary for us all.
