Introduction: Different communication services with varying bandwidth are used to send information in the form of telemedicine technology. Bandwidth management, as defined in telemedicine technology, refers to using the desirable communication services according to the type of transaction and the information size to be transferred. Selection of communication services must be in such a way to result in minimum latency in the process of sending information and maintaining maximum cost-effectiveness.Material and Methods: This is an applied research which was conducted in 2019 by questionnaire survey amongst 60 participants, specialized in health information technology and medical informatics, who are working in hospitals and educational institutions of Tehran. Likert rating scale was used to quantify the research questions. Finally, by analyzing each weighted average, this study revealed the desirable communication services that correspond to the required transactions for deployment of telemedicine.Results: Transfer of multimedia information, using synchronized teleconferencing via primary low bandwidth technologies,  had the lowest number average (0.96) and transmission of hybrid data (combination of picture, text,  multimedia templates in synchronized or asynchronized modes)  via Asymmetric Digital Subscriber Line (ADSL)  technology  had the highest average (4.96).Conclusion: Selection of communication services, with regard to its convergence with the information size and the type of their application, plays a significant role in controlling network traffic and preventing latency in the process of sending information in the context of telemedicine technology. High bandwidth communication services should be used for those telemedicine systems, which are offering services to many users, as well as those in which real-time transmission of information is essential. It needs to be pointed out that with regard to the cost-effectiveness of sending information, it is necessary to use low-cost services with low bandwidth for transfer of light weight information as well as for asynchronous applications in which latency in the process of information transfer is not detrimental.

The requirement for an automated test system has immensely increased due to the realization that manual testing is associated with additional resources and staffing constraints. In order to achieve a competitive edge, reduced development cost, timely product delivery, and product quality are mandatory in today's organization. Manual testing requires skilled operators that increase cost, time, and product delivery. The low cost computer-based automated system helps to get an edge by fulfilling these organizational demands. In this paper, an automated testing system has been developed to support functional testing of all phases of Nortel Networks 1-Meg modem system as its system under test (SUT). The modem is an inherently complex asymmetric digital subscriber line (ADSL) product and its testing is far more complex than just verification of process faults. The complexity of ADSL system renders automated test system an important and imperative part of ADSL testing. The subject paper demonstrates the indispensable need of automated test system for ADSL testing and its relative advantages in providing some benefit for the organization.

AbstractFinance is vital for the green energy transition, but access to low cost finance is uneven as the cost of capital differs substantially between regions. This study shows how modelled decarbonisation pathways for developing economies are disproportionately impacted by different weighted average cost of capital (WACC) assumptions. For example, representing regionally-specific WACC values indicates 35% lower green electricity production in Africa for a cost-optimal 2 °C pathway than when regional considerations are ignored. Moreover, policy interventions lowering WACC values for low-carbon and high-carbon technologies by 2050 would allow Africa to reach net-zero emissions approximately 10 years earlier than when the cost of capital reduction is not considered. A climate investment trap arises for developing economies when climate-related investments remain chronically insufficient. Current finance frameworks present barriers to these finance flows and radical changes are needed so that capital is more equitably distributed.

Printed circuit boards (PCBs) have a portentous position in constructing modern electronic equipment. Currently, chemical etching is the process used to produce PCBs at huge volumes, which is not suitable for preparing prototypes. The working environment is also not an encouraging one. There is no economical way to manufacture PCBs in low volumes, which is the basic requirement for Small and Medium Scale Enterprises (SMEs). Prototyping the desired circuit boards, prior to the mass production, is essential to avoid major losses by producing faulty designs. Developing a low-cost machine for prototyping PCBs may overcome these drawbacks. Hence, in this work, a machine capable of performing PCB mechanical milling operation on wide range of materials like copper/epoxy boards and flexible substrates has been developed. The machine developed is capable of milling lines that are 0.3 mm in width and 0.46 mm in depth. The performance of the machine reveals that it can mill any complex shapes and designs with expected accuracy. Selection of hardware components according to the needs would reduce the cost and programming snag further, which makes it affordable to SMEs.

Aerospace actuators can be found throughout modern commercial and experimental aircraft, as well as in military and space exploration. The aerospace industry is not only growing, but also rapidly changing and the demand for aerospace actuators is permanently increasing. Linear actuator is able to push, pull, and hold objects in a way that our bodies cannot. Additionally, electrically powered technology provides more sophisticated control options. Linear actuator drive many different functions that are essential to safe and efficient aircraft operation. Manufacturers and hobbyists alike are always on the hunt for new ways to automate functions while keeping development costs low. Providing cost-effective linear solutions for aerospace application is one of the biggest challenge. This research will provide a cost-effective actuator conceptual design for variable span morphing wing UAV. The cost-effective design will be presented along with the application-based selection of linear actuators for morphing wing UAV.

A low cost and reliable protection scheme has been designed for a three phase induction motor against unbalance voltages, under voltage, over voltage, short circuit and overheating protection. Taking the cost factor into consideration the design has been proposed using microcontroller Atmega32, MOSFETs, relays, small CTs and PTs. However the sensitivity of the protection scheme has been not compromised. The design has been tested online in the laboratory for small motors and the same can be implemented for larger motors by replacing the i-v converters and relays of suitable ratings.

Abstract Advanced jet training still relies on old concepts and solutions that are no longer efficient when considering the current and forthcoming changes in air combat. The cost of those old solutions to develop and maintain combat pilot skills are important, adding even more constraints to the training limitations. The requirement of having a trainer aircraft able to perform also light combat aircraft operational mission is adding unnecessary complexity and cost without any real operational advantages to air combat mission training. Thanks to emerging technologies, the JANUS project will study the feasibility of a brand-new concept of agile manoeuvrable training aircraft and an integrated training system, able to provide a live, virtual and constructive environment. The JANUS concept is based on a lightweight, low-cost, high energy aircraft associated to a ground based Integrated Training System providing simulated and emulated signals, simulated and real opponents, combined with real-time feedback on pilot’s physiological characteristics: traditionally embedded sensors are replaced with emulated signals, simulated opponents are proposed to the pilot, enabling out of sight engagement. JANUS is also providing new cost effective and more realistic solutions for “Red air aircraft” missions, organised in so-called “Aggressor Squadrons”.

Switched reluctance motors (SRMs) are simple in structure, easy to manufacture, magnet-less, brushless, and highly robust compared to other AC motors which makes them a good option for applications that operate in harsh environment. However, the motor has non-linear magnetic characteristics, and it comes with various pole-phase combinations and circuit topologies that causes many difficulties in deciding on which type to choose. In this paper, the viability of SRM as a low-cost, rugged machine for vehicle radiator cooling fan is considered. First, necessary design considerations are presented, then three commonly use types of SRM are analyzed: A 3-phase 6/4, 3-phase 12/8, and a 4-phase 8/6 to find their static and dynamic characteristics so the most suitable type can be selected. Simulation results show that the 8/6 SRM produces the highest efficiency with less phase current which reduces the converter burden. However, with asymmetric half bridge converter, eight power switches are required for 8/6 SRM and thus put a burden on the overall drive cost. As a solution, the Miller converter with only six switches for four phase SRM. To verify the proposed idea, the 8/6 SRM was manufactured and tested. The results show that Miller converter can be used for the proposed SRM with slightly reduced efficiency at 80.4%.

The risk of theft of goods is certainly an important source of negative influence in human psychology. This article focuses on the development of a scheme that, despite its low cost, acts as a smart antitheft system that achieves small property detection. Specifically, an Internet of Things (IoT)-based participatory platform was developed in order to allow asset-tracking tasks to be crowd-sourced to a community. Stolen objects are traced by using a prototype Bluetooth Low Energy (BLE)-based system, which sends signals, thus becoming a beacon. Once such an item (e.g., a bicycle) is stolen, the owner informs the authorities, which, in turn, broadcast an alert signal to activate the BLE sensor. To trace the asset with the antitheft tag, participants use their GPS-enabled smart phones to scan BLE tags through a specific smartphone client application and report the location of the asset to an operation center so that owners can locate their assets. A stolen item tracking simulator was created to support and optimize the aforementioned tracking process and to produce the best possible outcome, evaluating the impact of different parameters and strategies regarding the selection of how many and which users to activate when searching for a stolen item within a given area.

The selection of advanced manufacturing technologies (AMTs) is an essential yet complex decision that requires careful consideration of various performance criteria. In real-world applications, there are cases that observations are difficult to measure precisely, observations are represented as linguistic terms, or the data need to be estimated. Since the growth of engineering sciences has been the key reason for the increased utilization of AMTs, this paper develops a fuzzy network data envelopment analysis (DEA) to the selection of AMT alternatives considering multiple decision-makers (DMs) and weight restrictions when the input and output data are represented as fuzzy numbers. By viewing the multiple DMs as a network one, the data provided by each DM can then be taken into account in evaluating the overall performances of AMT alternatives. In the solution process, we obtain the overall and DMs efficiency scores of each AMT alternative at the same time, and a relationship in which the former is a weighted average of the latter is also derived. Since the final evaluation results of AMTs are fuzzy numbers, a ranking procedure is employed to determine the most preferred one. An example is used to illustrate the applicability of the proposed methodology.
