Guidelines for organizing learning in tertiary institutions in online courses are developed based on learning process planning documents, one of which uses teaching materials. Good teaching materials are teaching materials that meet qualification standards. Teaching materials have an important position in learning and have an effective influence on increasing student activity and learning outcomes in the lecture process. Because learning in tertiary institutions should be able to involve students in higher-order thinking activities, it is better if in the lecture process in higher education learning materials used are HOTS (Higher order thinking skills) based teaching materials so that in their activities they can involve students to be involved. in higher-order thinking activities.

<p class="Abstrak"><strong>Abstract:</strong> This study aimed to describe both process and result of the development of teaching materials used to enhance higher order thinking skills based on open ended problem and its products should be valid, effective and practice. This study adopted a 4D developmental model modified be 3D which comprises three stages: define, design, and develop. The results showed: (1) The teaching materials that have been develop declared valid with the mean score 3,30, lesson plan declared valid with the mean score 3,125, achievement test declared valid with the mean score 3,45, (2) effectiveness characterized by whole class achievement test mean score obtained 78,83, and whole class questionnaire mean score obtained 2,35, (3) practicality of teaching materials characterized by observation sheet mean score for whole observer obtained 3,6, and (4) using open ended problem significantly enhances students higher order thinking skills, as well as students justify effectiveness of several procedure that is followed by appropriate arguments, integrate different characteristic within it’s unity, also think creatively construct the problem themselves.</p><strong>Abstrak:</strong> Penelitian ini bertujuan untuk mendeskripsikan proses dan hasil pengembangan perangkat ajar untuk menumbuhkan keterampilan berpikir tingkat tinggi beracuan <em>open ended problem</em> yang valid, efektif, dan praktis. Penelitian ini merupakan bagian dari penelitian pengembangan menggunakan modifikasi model 4-D (four-D model) menjadi 3-D yang meliputi tahap penetapan (<em>define</em>), perancangan (<em>design</em>), dan pengembangan (<em>develop</em>). Hasil penelitian menunjukkan bahwa: (1) peragkat ajar yang dikembangkan valid dengan skor rerata 3,30 untuk bahan ajar; 3,125 untuk RPP; dan 3,45 untuk lembar tes hasil belajar, (2) perangkat ajar efektif ditandai dengan rerata skor tes hasil belajar seluruh siswa adalah 78,83, dan rerata skor respons keseluruhan siswa adalah 2,35 (3) bahan ajar praktis ditandai dengan rerata skor hasil observasi keterlaksanaan bahan ajar dari seluruh observer adalah 3,6, dan (4) penggunaan <em>open</em> <em>ended problem</em> memberi dampak yang signifikan dalam menumbuhkan keterampilan berpikir tingkat tinggi siswa. Siswa antara lain telah dapat menjustifikasi tingkat efektifitas dari beberapa alternatif prosedur yang ada disertai dengan argumentasi yang sesuai, siswa dapat mengaitkan unsur-unsur yang berlainan dalam sajian masalah dengan satu kesatuan strukturnya yang utuh dan mengorganisasikannya dalam menentukan penyelesaian, serta siswa berpikir kreatif ditandai dengan kemampuan mengonstruksi masalah sekaligus penyelesaiannya sendiri.

This study aims to determine the validity and practicality of RME teaching materials containing Higher Order Thinking Skills (HOTS) on straight line equations in class VIII SMP Negeri 1 Kotagajah. This type of research is development research that uses the 4-D development model, while the stages are Define, Design (Planning), Develop (Development), and Disseminate (Spread) but this stage is not used. The data collection instrument used was a questionnaire. The practicality test was carried out online. Validation of material experts was carried out by two validators, and the results obtained were 81.31% with very valid criteria. design expert validation was carried out by two validators, and the results obtained were 76.02% or were in the valid criteria. The small group trial was conducted by 7 students, and the results of the small group trial were 79.3% or were in practical criteria. Based on the validation process and the small group trial process, RME teaching materials containing Higher Order Thinking Skills (HOTS) on straight line equations material for class VIII SMP Negeri 1 Kotagajah are declared valid and practical.

Higher Order Thinking Skills (HOTS) is a competency that must be achieved by students as stated in the 2013 curriculum. Indirectly, Unimed - LPTK which will create graduates to become teachers has a central role in realizing students who have such high-level thinking skills. Previously, when becoming a student at Unimed, high-level thinking skills of students had to be honed and improved continuously so that when becoming a teacher, Unimed graduates were able to train students to think high-level through HOTS-oriented questions. This study aims to: 1) Describe the relevance of the semester final exam questions compiled by the lecturer on the measurement of high-level thinking skills of Indonesian Language and Literature Department students, FBS Unimed, 2) Describe the relevance of teaching materials used by students to improve higher-order thinking skills, and 3) Developing a HOTS-oriented Indonesian language and literature learning assessment course module at Unimed FBS Language and Literature Department. This study uses a research and development (R & D) approach. The stages that will be carried out in this study include: defining, design, develop, and disseminate. The results showed that the learning planning tools made by the lecturers did not integrate the achievement of students' high-level thinking skills.

This study aims to determine the learning outcomes of class XI students in Tugumulyo State Senior High School 2018/2019 Academic Year after using the physics-based teaching material of elasticity and hooke’s law and to find out the students response to learning using the higher order thinking skills approach to elasticity and hooke’s law material of class XI students at Public High School Tugumulyo 2018/2019 Academic Year. The population of this study were all students of class XI and the subject of this study consisted of 34 students of class XI IPA 5 of State Senior High School Tugumulyo. Data collection is done by questionnaires, tests, and observations. The overall percentage of teaching material components was 79,24% (very good). The percentage of student responses to higher order thinking skills -based teaching materials is 76,53% (very good). In addition, from the results of daily test tests, the effectiveness percentage of 88.89% (very good) of students who scored above 70 out of 10 test items. The value of t count> t table with the value of t count = 2,13and t table = 1,697. So that the use of higher order thinking skills -based teaching materials can be said to be valid, practical and effective.

Environmental learning at the school and university levels, often still uses conventional learning. This is a problem, considering the ability of students' Higher Order Thinking Skills (HOTS) is very necessary for the 21st century. The purpose of this study is to do need assessment on learning media, teaching materials, learning materials, worksheets, and learning evaluations used in the learning environment in schools and universities. The study was conducted from November 2017 - January 2019 at several schools in Bekasi and one university in Jakarta. The research method used is descriptive method with data collection techniques using observation and interviews. The results showed that media learning, teaching materials, learning materials, students worksheets, and learning evaluations at various levels were not all based on HOTS. HOTS-based learning has been applied at the university level and senior high school but is still rarely used. This is due to the lack of development in environmental learning. The conclusion of this study is that environmental learning is not all HOTS-based.

This research aims at generating: (1) the procedure of teaching material development (handbook) for the principles of nonformal education based on higher order thinking skills on the subject of population and education goals non formal education, and (2) the teaching materials for the principle of nonformal education based on higher order thinking skills on the Subject of Population and education goals that was valid to be used in learning process. With this purpose, the research was conducted using research and development methods. This research was held for 3 months at the Faculty of Education, Medan State University. The data was collected through a survey that was constructed by the appraisement of teaching materials for the principles of nonformal education based on higher order thinking skills from validator experts, language experts, instructional experts and students. The data was analyzed using descriptive-quantitative approach. The results of this research were (1) the procedure of teaching material development for the principles of nonformal education based on higher order thinking skills were valid to be used, and (2) The teaching materials of the principles of nonformal education were valid to be used in learning process for the subject of the principles of nonformal education.

he important demands  in learning in college is the lecturer should empower the potential of students with various skills  primarily related to Higher Order Thinking Skills (HOTS). These aspects need to attention by the lecture, seeing that in the 21st century learning skills, critical thinking, creative, make decisions, and solve problems is required in the work. Through the development based on contextual video teaching materials is expected to increase HOTS students of animal physiology subjects. The method used in this research is the ADDIE (Analysis, Design, Development, Implementation and Evaluation). Results of this study was an increase in the average value HOTS activity after treatment where the value of the average highest and lowest C41 analysis indicators are C52 evaluation indicators. Ngain value calculation is equal to 0.2 with a low category. While the results of the validation of two experts in a row both material and media experts in the amount of 3.2 and 3.12 in both categories.

The aim of this research is to develop a practical and effective STEM-oriented e-module to improve students' higher order thinking skills. This research uses research and development method with ADDIE model. Data collection techniques used test and non-test instruments by analyzing the feasibility, practicality, and effectiveness of the product. The results showed that the average value of content validity was 82.2% and the average value of construct validity was 83.9%, thus indicating that this product is suitable for use as teaching materials. Based on the results of the practicality test, the average value of the practicality of this product is 76.3%. Meanwhile, based on the results of the product effectiveness test, 27 students gave a score of 77.8%, which means this product is effective for use as teaching materials. The N-Gain score from the application of this product is 0.45 which means there is an increase in the moderate category. Based on the results of the study, it was concluded that this STEM-oriented e-module is feasible, practical, and effective to be used as a stimulus to train students' higher-order thinking skills during the covid-19 pandemic.

This research is conducted based on the unavailibility of the planning, process, and evaluation of learning which refers to the higher-order thinking skills as literacy needed to facilitate in twenty-first century science teaching and learning.  The purpose of the research is to develop a model of guided discovery learning through participatory biomonitoring activities to improve students' higher-order thinking skills on water pollution materials. The type of this research is development research which implemented in a grade VII at SMP Negeri 1 Deket Lamongan. The development of learning on package in the research carried out using 4-D model of Thiagarajan, wich consist of stages of development, namely: define, design, develop, without using disseminate stage. The result data from this research are: (1) the valid learning syllabus, lesson plans, student teaching materials, student worksheets, tests and assessment instruments, (2) the legibility of teaching materials and student worksheets show the excellent category, (3) feasibility of lesson plan syntax was considered good and reliable, (4) the understanding of the learning concept has been completed individually, classically, and indicators, (5) higher-order thinking skills of students’ can improved (6) the students’ activity showed successful and reliable, and (7) the students’ response to the learning activities were interested in they  feel something new, easy and interesting in using the model in teaching learning process. Based on the findings of this research it can be concluded that the matterial learning development of guided discovery models through participatory biomonitoring activities has feasibility, practically, and effectiveness of the good category  to use in and it could improve students higher-order thinking skills in the material of water pollution. Penelitian ini dilatarbelakangi belum tersedianya perencanaan, proses, dan evaluasi pembelajaran yang merujuk pada keterampilan berpikir tingkat tinggi sebagai literasi yang perlu dilatihkan dalam kegiatan pembelajaran sains abad dua puluh satu. Tujuan penelitian yaitu mengembangkan perangkat pembelajaran model guided discovery berbasis kegiatan biomonitoring partisipatif untuk meningkatkan keterampilan berpikir tingkat tinggi siswa pada materi pencemaran air. Jenis penelitian adalah penelitian pengembangan yang diimplementasikan di kelas VII di SMPN 1 Deket Lamongan. Pengembangan perangkat pembelajaran dalam penelitian ini menggunakan Model 4-D dari Thiagarajan, yang terdiri dari tahap-tahap: define, design, develop, tanpa menggunakan tahap disseminate. Data hasil penelitian adalah: (1) Silabus Pembelajaran, RPP, Materi Ajar Siswa, LKS, dan Instrumen Penilaian Tes memperoleh kategori valid, (2)  Pemahaman siswa terhadap Materi Ajar Siswa dan LKS menunjukkan kategori sangat baik, (3) keterlaksanaan  sintaks pada RPP dinilai baik dan reliabel, (4) secara individual dan indikator, hasil belajar pemahaman konsep telah tuntas, (5) keterampilan berpikir tingkat tinggi siswa meningkat (6) aktivitas siswa dinyatakan baik dan reliabel, dan (7) respon siswa terhadap komponen-komponen pembelajaran adalah merasa ketertarikan, merasakan kebaharuan, kemudahan dan menyatakan keberminatan terhadap kegiatan pembelajaran.  Berdasarkan temuan pada penelitian ini dapat disimpulkan bahwa pengembangan perangkat pembelajaran model guided discovery berbasis kegiatan biomonitoring partisipatif memiliki kelayakan, kepraktisan, dan efektivitas yang baik sehingga dapat digunakan dan dapat meningkatkan keterampilan berpikir tingkat tinggi siswa pada materi pencemaran air.
