Expansion or establishment of new regions (Provinces, Regencies/Cities) is a consequence of the politics of decentralization implemented in Indonesia. The development of decentralization in Indonesia underwent fundamental changes after the reformation in 1998. Inception of UU No 22 tahun 1999 concerning regional government has given a new color to the administration of government in Indonesia or what is called broad autonomy. Restructuring regional governments that provide discretion in the form of broader authority in running their government in accordance with regional needs has created many implications for the region, one of which is stretching and the spirit of the region to bloom. In determining the boundaries of forming new regions, the geospatial aspect is an important and strategic aspect. Problems related to geospatial aspects such as maps of regional boundaries, area size, etc are issues that need to be clearly defined and calculated in the new (autonomous) regional (Province, Regency/City) determination. But in fact the law on the formation or establishment of regions in the period 1950-1999 on the geospatial aspect did not become an important part so that it caused problems later which could potentially trigger social conflicts such as regional boundary disputes. Post-reformation, the development of the role of the geospatial aspects has evolved a little more advanced, such as the existence of regional boundary maps in the appendix to the law on the formation or expansion of new regions, such as UU No 7 tahun 2002, UU No 2 tahun 2003, and others. However, there is still something that must be evaluated regarding the map in the attachment to be in accordance with the geospatial rules. A very progressive development in terms of the geospatial aspect is in UU No 20 tahun 2012 concerning the formation of the Kalimantan Utara province that utilizes geospatial data properly

<p align="center"><strong>ABSTRAK</strong></p><p>Pengentasan kemiskinan di Indonesia merupakan sebuah isu multi dimensi yang membutuhkan pendekatan multi dimensi juga. Salah satu isu yang mendasar adalah bagaimana tidak berdayanya masyarakat berpenghasilan rendah yang menyebabkan mereka tidak dapat berpartisipasi dalam pembangunan atau mendapatkan manfaatnya. Kondisi ini dapat terlihat dari adanya ko-eksistensi<em>—</em>tapi tanpa kohesi<em>—</em>dari pemukiman tradisional (mis. kawasan kumuh, kampung, dsb) di antara yang modern (mis. perumahan, <em>mixed use development</em>, dsb). Kondisi ini juga nampak pada DAS Cisadane yang selalu menjadi salah satu tempat dengan populasi terbanyak untuk pemukiman tradisional karena rendahnya kendali dari pemerintah. Sayangnya, pembangunan yang pesat di Kabupaten Tangerang telah menyebabkan pemukiman ini dikelilingi oleh pembangunan yang lebih maju (baik secara fisik maupun ekonomi) dan menciptakan jarak sosial di antaranya. Pada awalnya Pemerintah Kabupaten melaksanakan program pengentasan kemiskinan secara mandiri, tetapi setelah pemaparan pendapat penasehat dari kalangan non-pemerintah maka diputuskan untuk melibatkan perguruan tinggi sebagai fasilitator dan pelaksana program karena perguruan tinggi dianggap mempunyai sumber daya yang lebih relevan untuk program ini. Tujuan dari penulisan makalah ini adalah untuk memaparkan skema kolaborasi di antara para pemangku kepentingan dan secara khusus akan menekankan peran perguruan tinggi sebagai <em>community developer</em>; demikian juga tantangan yang dihadapi dan hasil pembelajarannya. Makalah ini diharapkan dapat menambah wawasan tentang peran institusi perguruan tinggi dalam menangani isu kemiskinan di sekitarnya.</p><p><em> </em></p><p>Kata Kunci: peran perguruan tinggi, pengentasan kemiskinan, multi dimensi, kolaborasi, ko-eksistensi tanpa kohesi.</p><p> </p><p align="center"><strong><em>ABSTRACT</em></strong></p><p><em>Poverty alleviation in Indonesia has always been a multi dimensional issues that needs a multi dimensional approaches as well. One of the fundamental issue is how helpless are the low income community that caused them unable to participate with the progressive development or benefit from it. This situation can be pictured with the coexistence—but without cohesion—of traditional settlement (i.e. slums, kampungs, etc) among the modern ones (i.e. housing estate, mixed use development, etc). This situation is also occurred in Cisadane riverbanks which have always been one of the most populated area for traditional settlements because the lack of control from government. Unfortunately, the progressive real estate development in Tangerang region has caused these settlements surrounded with more advanced (both economically and physically) development and created the social gap in between. Initially the Regional Government (Pemerintah Kabupaten) conducted the poverty alleviation program independently, but soon after the hearing from non-governmental advisors then decided to involve universities as facilitator and conductor of the program because the universities are considered to have more relevant resources needed for the program. The purpose of this paper is to present the collaboration scheme taken among stakeholders and particularly will stressed the role of universities as the community developer; as well as the expected challenge and the lessons learned. This paper is expected to add more knowledge on how higher education institution addresses poverty issues around them.</em><em></em></p><p><strong><em> </em></strong></p><p><em>Keywords: </em><em>role of universities, poverty alleviation, multi dimensional, collaboration, coexistence without cohesion</em></p>

This chapter focuses on the role of the International Tribunal for the Law of the Sea (ITLOS) in global ocean governance. Established under the United Nations Convention on the Law of the Sea (UNCLOS), the jurisdiction of the ITLOS comprises all disputes and all applications concerning interpretation or application of the Convention and all matters specifically provided for in any other agreement which confers jurisdiction on the Tribunal. In the performance of its responsibilities, ITLOS has accumulated a body of jurisprudence which constitutes its contribution to the progressive development of international law of the sea and thus global ocean governance. The chapter discusses the most important examples of the ITLOS's contribution to the global ocean governance, such as dealing with contentious cases, requests for provisional measures, and prompt release cases as well as providing advisory opinions.

Writing this scientific article is a research with normative (doctrinal) research method which aims to find out the legal review of the regulation of revenue sharing of petroleum mining between the central government and regional governments. This study uses an analysis of secondary data that the authors obtained from various literatures using the law approach, conceptual approach and case approach that occurs in everyday life regarding petroleum. The difference in the mechanism of distribution of funds and profit sharing between the central government and local governments results in imbalances in economic growth between all regions in Indonesia. The results of the research and analysis carried out by the authors indicate that the regulation of mintak mining revenue sharing funds between the central government and local governments through general allocation funds, special allocation funds and revenue sharing funds is in line with the objectives of regional autonomy, but lack of attention from the central the regions that have the highest natural resource income and lack of attention to development will lead to inequality between revenue sharing funds from the central government and regional governments. Supposedly with equal distribution between central government and regional government through policies in the form of natural resource priorities, it will create a main goal of the law, namely legal certainty, justice for some people and the last is to provide benefits to the community.

The research objective was to identify and analyze the role of district / city government in the guidance and supervision of village regulations. This research method is a normative-empirical approach, by examining Laws and regulations related to the role of district / city local governments in fostering and supervising village regulations with their implementation. The conclusions from the results of this study indicate that in the formation of a Village Regulation, the role of district / city Regional Government is regulated in Article 115 of Act No. 6 of 2014 concerning Villages, one of which is to provide guidelines for drafting village regulations and village head regulations. The technical guidelines for the preparation of village regulations in Kolaka district are regulated in Perda No. 4 of 2009 in its implementation the technical guidelines are still very difficult to adjust to the current conditions due to the issuance of the Law of Permendagri No. 6 of 2014 concerning the Village.Keywords: Coaching; Supervision; Regional Government; Village Regulations; Regent Regulation.

The author of this journal aims to analyze the cooperation agreement between the tourism management Tanah Lot Tabanan District Government with Pakraman Beraban not provide the right balance for the parties to the agreement and a cooperation agreement tourism management Tanah Lot justice for Pakraman Beraban.jurnal was prepared using methods using a normative juridical research approaches legislation and approach to the concept. Based on the survey results revealed that the cooperation agreement tourism management Tanah Lot between the Regional Government of Tabanan regency with Pakraman Beraban not provide the right balance for the parties to the treaty because Tabanan regency has a higher position than Pakraman Beraban, so that the rights granted to the village pakraman not the same, the imbalance is also due Tabanan District Government want to manage the DTW Tanah Lot, in accordance with Article 12 Paragraph 3 of the Law of regional governments. Further, management cooperation agreement Tanah Lot tourism fair is to revise the substance of the agreements II in chapters 8 and 9 Paragraph (1), by applying the principle of legal equality and the principle of balance. Penulis jurnal ini bertujuan untuk menganalisis perjanjian kerjasama pengelolaan pariwisata Tanah Lot antara Pemerintah Daerah Kabupaten Tabanan dengan Desa Pakraman Beraban tidak memberikan keseimbangan hak bagi para pihak dalam perjanjian tersebut serta perjanjian kerjasama pengelolaan pariwisata Tanah Lot yang berkeadilan bagi Desa Pakraman Beraban.jurnal ini disusun menggunakan metode penelitian yuridis normatif dengan menggunakan pendekatan pendekatan perundang-undangan dan pendekatan konsep. Berdasarkan hasil penelitian diketahui bahwa Perjanjian kerjasama pengelolaan pariwisata Tanah Lot antara Pemerintah Daerah Kabupaten Tabanan dengan Desa Pakraman Beraban tidak memberikan keseimbangan hak bagi para pihak dalam perjanjian tersebut karena Kabupaten Tabanan memiliki kedudukan yang lebih tinggi dari Desa Pakraman Beraban, sehingga hak yang diberikan kepada Desa pakraman tidak sama, Ketidakseimbangan tersebut juga dikarenakan Pemerintah Daerah Kabupaten Tabanan ingin mengelola sendiri DTW Tanah Lot tersebut, yang sesuai dengan Pasal 12 Ayat 3 UU Pemerintah daerah. Selanjutnya, Perjanjian kerjasama pengelolaan pariwisata Tanah Lot yang berkeadilan adalah dengan melakukan  revisi terhadap substansi perjanjian kerjasama II pada pasal 8 dan 9 Ayat (1), dengan menerapkan asas persamaan hukum dan asas keseimbangan.

Land is an essential part of human life. On the land there are various rights that arise, including ownership rights, building use rights, cultivation rights and usage rights. Besides land that already has land rights on it, there is also land without rights on it which is called State land. This paper will examine the legal problems that arise over State land which is claimed by regional governments as regional assets. The method used in this writing is through a doctrinal / law approach where the law is conceptualized as statutory regulations. The results of the analysis show that the regional government cannot automatically say that State land is land controlled by the regional government through management rights, but the regional government must apply to the national land agency to have rights over State land.

Zakat is often seen as a very long problem, an ordinary matter and lacks a future in terms of its development. This is due to the legal status of zakat in Law NO. 23 of 2011 is not something that is required as an Indonesian citizen, but as a form of obedience in worship. Next is the lack of awareness of obligatory zakat people to issue zakat. However, there are actually some things that can overcome these problems. basically the regional government has the authority to establish laws in its territory, there are also several articles in the Zakat Management Act (Law NO 23 of 2011) on the role of regional governments, and some regions in Indonesia are quite successful with some of their applications. In this paper some systems of zakat implementation are reviewed in the regions of Indonesia and other Muslim countries which can be taken into consideration for the progress of zakat in Indonesia.Zakat kerap dipandang sebagai persoalan yang sangat lama, perihal yang biasa dan kurang memiliki masa depan dalam hal pengembangannya. Hal ini disebabkan status hukum zakat dalam UU NO. 23 Tahun 2011 bukanlah sesuatu yang diwajibkan sebagai warganegara Indonesia, tetapi sebagai bentuk ketaatan dalam beribadah. Berikutnya adalah kurangnya kesadaran orang-orang wajib zakat untuk mengeluarkan zakat. Meskipun demikian, sebenarnya ada beberapa hal yang dapat mengatasi problem-problem tersebut. pada dasarnya pemerintah daerah berwenang dalam pembentukan hukum di wilayah kekuasaannya, terdapat juga beberapa pasal dalam UU Pengelolaan Zakat (UU NO 23 Tahun 2011) tentang peran pemerintah daerah, serta beberapa wilayah di Indonesia cukup sukses dengan beberapa penerapannya. Dalam tulisan ini diulas beberapa sistem penerapan zakat di wilayah-wilayah Indonesia dan negara muslim lainnya yang dapat dijadikan pertimbangan untuk kemajuan zakat di Indonesia.

Since the reformation era, the government made the revolution in government administration to develop Indonesia. One of the revolutions is the issuance of Law no. 32 of 2004 on Regional Government; the authority of land is one of the law components. Previously, the authority of land is centered in the central government. Conversely, through the Article 10 paragraph (3) of Law No. 32 of 2004 on regional autonomy, the authority of the land sector should be submitted to the local government for its more understanding about the land nowadays. The transfer of authority is one of development step in Law aspect in Indonesia. Sejak era reformasi bergulir, pemerintah melakukan revolusi dibidang administrasi pemerintahan guna memajukan Negara Indonesia. Salah satu revolusi yang terjadi adalah dengan dikeluarkannya Undang-undang No. 32 Tahun 2004 tentang Pemerintahan Daerah, antara lain dibidang pertanahan. Semula kewenangan bidang pertanahan ini urusannya berada di pemerintah pusat. Namun  di era reformasi ini melalui Pasal 10 ayat (3) UU No. 32 tahun 2004 tentang otonomi daerah, kewenangan bidang pertanahan sudah seharusnya  diserahkan  kepada pemerintah daerah yang lebih mengetahui kondisi pertanahan tersebut. Pengalihan kewenangan tersebut merupakan salah satu bentuk dari langkah pembangunan di bidang hukum di Indonesia.
