AbstrakTulisan ini merupakan hasil penelitian tentang seni pewayangan yang dikembangkan oleh masyarakat Tionghoa di Singkawang Kalimantan Barat, yang dikenal dengan nama Wayang Gantung Singkawang. Tujuan dari penelitian ini adalah untuk mendeskripsikan perkembangan Wayang Gantung Singkawang sejak awal kedatangannya hingga saat ini, serta perubahan-perubahan yang dilakukan oleh para pelaku seni Wayang Gantung Singkawang sebagai strategi untuk mempertahankan eksistensinya. Pendekatan kualitatif diterapkan dalam penelitian ini. Sedangkan teknik pengumpulan data dilakukan dengan pengamatan terlibat dan wawancara mendalam. Hasil dari penelitian ini menunjukkan bahwa Wayang Gantung Singkawang telah mengalami kemunduran yang cukup pesat, disebabkan adanya kebijakan pemerintah Orde Baru yang membatasi penyelenggaraan adat istiadat masyarakat Tionghoa, perkembangan budaya pop dan media hiburan, serta permasalahan dalam proses regenerasi. Para pelaku seni wayang telah melakukan beberapa perubahan dalam cerita, tokoh dan durasi waktu pertunjukan, sehingga bersesuaian dengan permintaan penonton. AbstractThis paper ia the result of research on a Chinese puppet show called wayang gantung Singkawang, developed by the Chinese community of Singkawang (West Kalimantan). The author tries to describe the ups-and-downs of wayang gantung Singkawang beginning from its arrival to the modifications enabled by the puppeteers in order to preserve its existence. A qualitative method was applied on the research, and data collecting was conducted by means of participants observations and in-depth interviews. The author finds that there is no progress in wayang gantung Singkawang due to the government policies during the New Order Regime (Rezim Orde Baru) which restricted any kinds of performaces related to the Chinese traditions. Meanwhile, the development of popular culture and some problems concerning regeneration make these things worst. The puppeteers have to make some modifications either by changing the plot of the story, the characters of the puppets, or making the showtime shorter.

Penelitian dilakukan di Dusun Serukam, Desa Pasti Jaya, Kecamatan Samalantan, Kabupaten Bengkayang, Provinsi Kalimantan Barat, yaitu di lokasi Pos Intai Belanda Bukit Van Dering. Keberadaan pos intai tersebut masih belum diketahui secara luas oleh masyarakat baik yang berada di sekitar Kabupaten Bengkayang maupun di luar daerah Kabupaten Bengkayang. Saat ini, kondisi bangunan pos intai cukup memprihatinkan dan terkesan dilupakan keberadaannya baik oleh masyarakat mapun pemerintah setempat. Tujuan penelitian untuk memahami rencana pemugaran kawasan Pos Intai Belanda Bukit Van Dering di Serukam sebagai kawasan pariwisata peninggalan sejarah kolonial Belanda di Bumi Sebalo Bengkayang. Metode penelitian bersifat kualitatif dengan melakukan wawancara mendalam terkait Pos Intai Belanda terhadap narasumber yang dapat dipercaya serta ditunjang dengan data dari dinas terkait. Hasil penelitian menunjukkan belum adanya perhatian pemerintah dalam menginventarisasi dan merevitalisasi peninggalan sejarah Pos Intai Belanda di Bukit Van Dering Serukam serta belum ada upaya untuk memperkenalkan kawasan pariwisata sejarah Pos Intai Bukit Van Dering. Lokasi Pos Intai tersebut berada pada kawasan Bukit Van Dering dengan keindahan alam sangat alami dan lestari yang cukup potensial untuk dikembangkan menjadi sebuah kawasan pariwisata khas Kabupaten Bengkayang tetapi belum tersentuh oleh pembangunan pariwisata. Dengan demikian, dapat disimpulkan bahwa harus ada kerjasama dengan pelibatan setiap unsur pemangku kepentingan dalam upaya merevitalisasi situs Pos Intai Van Dering, serta dapat memanfaatkannya sebagai sumberdaya pariwisata dan materi pembelajaran muatan lokal di Kabupaten Bengkayang.The research was conducted in Dusun Serukam, Desa Pasti Jaya, Kecamatan Samalantan, Kabupaten Bengkayang in the Province of West Kalimantan, which was at the location of the Dutch Lookout Post of Bukit Van Dering. Not many people, either in or outside Bengkayang, know about the existence of this lookout post. Presently, the condition of the construction of the lookout post is devastating and seems to have been forgotten by the community and the local government. The objective of this study was to determine the plan to restore the area of the Dutch Lookout Post of Bukit Van Dering in Serukam as a tourism area of the Dutch colonial history and heritage of Bumi Sebalo in Bengkayang. This research used a qualitative method and carried out by in-depth interviews related to the Dutch Lookout Post and supported by data obtained from relevant agencies. The results suggest that the government has not conducted inventory and revitalization of the Dutch Lookout Post of Bukit Van Dering in Serukam. There has not been attempt also to introduce this historical tourism area. The lookout post was built on Bukit Van Dering surrounded by natural beauty and potential for the development of a tourism area.

This study aimed to explore the harmonious relationship between human and nature that is still maintained by the Malay people of Kampong Tua Nongsa in Batam. Everyone who visited Batam will have perception that Batam is an industrial city with various metropolis conditions. It cannot be denied that it is true. The industrialization magnet in Batam has attracted the attention of many immigrants from various regions to try their luck to be better. The effects of rapid immigration and the many industrialization of Batam have had quite an impact on environmental conditions, especially this island which is bordering with Malaysia and Singapore. The amount of industrial pollution, deforestation, settlements, and reclamation has a bad impact on the natural situation. But behind all of that, Batam has uniqueness. The government still maintains there are 37 points of Kampong Tua Malay scattered throughout Batam. Behind the glamor of Batam's industrialization, there are still remnants of Malay culture that have a close relationship with the environment. In the research conducted, researchers analyzed three of cultural objects that are still preserved, namely the Sacred of Bunbun, the Sacred of Puak, and the Sacred of Batu Belah. In this article, researchers focused on the Myths behind the Sacred of Batu Belah, which still reflected the harmonious relationship between humans and nature. By using an ecocritic approach, the researcher answers the variable related with the relationship between man and nature behind the myth. The method used is a qualitative method with in-depth interviews and observation as data collection techniques. Using critical analysis techniques, the results of this study indicated that the ecocritic representation behind the Batu Belah myth is reflected from the existence prohibitions behind it. These prohibitions show how the Malay community is still able to maintain a harmonious relationship between humans and nature.

The research is aimed at understanding the government policies on cultural tourism and pandemic mitigations in Bali made during the covid-19 pandemic. It uses qualitative method in which the primary data were collected through face-to-face and virtual video interviews to seven informants who were selected using purposive sampling to assure they aware of and understand the researched case; and the secondary data were collected from online publications. The research finds the regional regulation on cultural tourism was amended during the Covid-19 outbreak to strengthen the use of local cultures for tourism adapting both national and international tourism policies to lead to a more responsible tourism designating Bali’s local indigenous cultures of Tri Hita Karana and Sad Kerthi as basis of cultural tourism development in Bali; and more importantly, Bali’s government issued particular policies and  executed immediate measures to reopen tourism in Bali which totally shut down due to pandemic. These policies reacted differently by local people and remains become a hot debate within Balinese communities.

Literary works, such as novel, usually comes from the writer’s feeling; it could be the feeling of love, frustrations, angers, satisfactions, disappointments, satire, and many other feelings towards an individual, social, organizations, even the government. A novel could also be some kind of warning towards the readers so that they could be cautious if there are any similar events happen in their real life. The main objective of this research explains the American manipulative leadership and the American cultural values seen in Ender’s Game and to analyze the effect of American Manipulative Leadership towards its Subordinate shows by Ender’s Game. The researcher uses the qualitative method to analyze the primary data and the supporting data using content analysis to interpret the images, symbols, and words.    This undergraduate thesis concludes two major points. Firstly, American manipulative leadership uses two values; which are risk-taking and the future, change, and progress and forgotten two other values, directness/openness/honesty and freedom of American Cultural values. Secondly, American manipulative leaderships also affect the subordinate psychological condition. And novel can also be called as a popular culture due to its enormous achievement and its consumption by the mass.

Small and Medium Enterprises (SMEs) has been a backbone for Indonesian economy over the years. This study aims to explore and gain an in-depth understanding of SMEs’ perceptions regarding tax imposed by the government. The study is a qualitative investigation in which nine in-depth interviews with SMEs were conducted based on the Zaltman Metaphor Elicitation Technique (ZMET). The findings reveal deep-seated perceptions in SMEs regarding to tax imposed on them. There are 24 elicited constructs which describe SMEs’ mental model of tax. The constructs are framed into four deep metaphors which reflect SMEs perceptions on tax: Distrust to the Government, Misclassification, Mistreatment and Disincentive. This study will contribute to provide suggestion to the government, particularly General Directorate of tax, that in order to give “stick” to SMEs, government may try to give “carrots” in SMEs tax cases. This study contributes to the use of ZMET as a data collecting method to examine issues that tend to be "sensitive". Previously, ZMET has been used widely in marketing research, however this research could prove that other topics of research could also use this method

The increase in the number of HIV-AIDS cases in the last ten years from 2008 to 2017 in Toba Samosir Regency with an average HIV growth of ≥ 7% and AIDS growth of ≥ 31%, has to be handled by implementing a special program. The lack of coordination between HKBP AIDS Committee Balige and Regional Government has to be made since there is no similar opinion about HIV-AIDS, the government agencies which are joined in the Committee of Regional AIDS Handling are not focused on prioritizing HIV- AIDS problems, and coordination in planning has not been optimal so that the budget is limited. The objective of the research was to find out the coordination between HKBP AIDS Committee, Balige and the Regional Government in HIV-AIDS Handling program in Toba Samosir Regency. The research used qualitative method (phenomenology design) which was aimed to get information about the coordination in preventing and handling HIV-AIDS in Toba Samosir Regency, with 20 informants. The data were gathered by conducting in-depth interviews and documentary study and analyzed by using content analysis. The result of the research showed that coordination, involvement, and active participation of all agencies in the KPAD (Regional AIDS Handling Committee), the implementation of budget planning, and activity planning were inadequate. It is recommended that formal meetings be increased in order to develop communication and to create good coordination, either from budget planning or from the implementation of handling HIV-AIDS in Toba Samosir Regency.

Islamic education during the New Order experienced a growth both quantitatively and in terms of the quality of the organization. The New Order policy in Islamic Education, for example: the government implemented Islamic religious education taught in elementary schools to higher education, madrasa institutions and pesantren began to be recognized, the provision of facilities and others. Government policies during the New Order era, although providing fresh air for the development of Islamic education, the stakeholders must fight and work hard to convince the government so that the existence of Islamic education remains recognized and has the same position with other education nationally.

This article reveals the results of research on the contents of history subjects in history textbooks for High School that issued in two different government, those are the New Order Government and Reformation Government, which are considered to contain ideological messages. History textbooks that flowed from the curriculum follows on government policies. That wasn’t surprising if the government changed, they will change the curriculum, and also change the content of text books, in this case includes the history text books. The change indicates that history text books cannot be separated from the interests of the government’s ideology. The aim of this research is wanting to reveal the forms of ideology that is present in the content of history text books. The method that used is critical discourse analysis to know the ideological discourse in history text books from two different government periods. The history text books that are examined based on the 1994 Curriculum and the 2013 Curriculum to indicate two curriculums results from two reigns. Based on the results of this research, it can be compared with the ideology of writing content of history text books in the New Order and Reformation period, there are includes communism and Pancasila, deceit democracy and freedom for democracy, militarism and anti-militarism, neoliberalism and anti-communism, liberalism and anti-liberalism. However, there is still a single narrative of the nation in the New Order that could not be replaced by the Reformation era.

This research is motivated by the outbreak of the Corona virus since May 2020 causing fear and anxiety for everyone in various aspects of life, including the world of education, students, parents and teachers are also the impact of the COVID-19 pandemic outbreak. Moreover, the massive spread of this virus has penetrated throughout the country so that it is declared a pandemic condition. One solution that is highly recommended by WHO and supported by health experts and government policies is to maintain physical social distance. These conditions have an impact on the implementation of the program at home only. This requires all activities that were originally carried out outside the home to move into the house. Of course, this adaptation change presents quite a serious polemic, especially in the process of implementing learning, the term school from home (SFH) has become a new order in the world of education. So there are various innovations in the learning process from home, so that children continue to absorb knowledge even though they do not come to school. One of the educational services that serve the implementation of learning from home, especially in conducting guidance is homeschooling. This learning implementation service through homeschooling is an alternative to implementing learning that strongly supports the absorption of knowledge for children who do not have the opportunity to attend formal schools. The method used in this research is a descriptive qualitative method. Ways to obtain data in this study include observation, interviews and documentation. Based on the results of research findings in the field, it can be concluded that the learning process through homeschooling based on learning services from home is considered effective during the Covid-19 pandemic, where parents, teachers can work together in monitoring children while studying from home more effectively on children's development in learning. study from home.

In developing countries, tourism positions the government not just as a policymaker, but also as a party that assists in the implementation of policies. Government initiatives towards the promotion of agro-tourism, for example, are implemented by agro-tourism-related legislation and policies. However, agro-tourism development has not been optimal due to a lack of communication and coordination between parties, as well as inadequate execution of legislation or regulations controlling agro-tourism. The purpose of this study was to assess and examine government agro-tourism legislation and policies in Indonesia. The study is qualitative in nature, evaluating and analysing ten government's agro-tourism legislation and policies, with data collected through document analysis and in-depth interviews and analysed descriptively. The findings demonstrate that the government's agro-tourism regulations include controlling cross-sectoral collaboration in agro-tourism development, certification for agro-tourism guides, the establishment of agro-tourism commissions, and agro-horticulture business arrangements, among other things. Regulations and policies are ineffectual because there is a lack of engagement, coordination, and synergy among the parties involved in agro-tourism. Collaboration is required not just in terms of bureaucracy, but also in terms of resources in order to establish, promote, and maintain agro-tourism sustainability. The suggestions and limitations of the current study are also discussed.
