In developing countries, tourism positions the government not just as a policymaker, but also as a party that assists in the implementation of policies. Government initiatives towards the promotion of agro-tourism, for example, are implemented by agro-tourism-related legislation and policies. However, agro-tourism development has not been optimal due to a lack of communication and coordination between parties, as well as inadequate execution of legislation or regulations controlling agro-tourism. The purpose of this study was to assess and examine government agro-tourism legislation and policies in Indonesia. The study is qualitative in nature, evaluating and analysing ten government's agro-tourism legislation and policies, with data collected through document analysis and in-depth interviews and analysed descriptively. The findings demonstrate that the government's agro-tourism regulations include controlling cross-sectoral collaboration in agro-tourism development, certification for agro-tourism guides, the establishment of agro-tourism commissions, and agro-horticulture business arrangements, among other things. Regulations and policies are ineffectual because there is a lack of engagement, coordination, and synergy among the parties involved in agro-tourism. Collaboration is required not just in terms of bureaucracy, but also in terms of resources in order to establish, promote, and maintain agro-tourism sustainability. The suggestions and limitations of the current study are also discussed.

The research is aimed at understanding the government policies on cultural tourism and pandemic mitigations in Bali made during the covid-19 pandemic. It uses qualitative method in which the primary data were collected through face-to-face and virtual video interviews to seven informants who were selected using purposive sampling to assure they aware of and understand the researched case; and the secondary data were collected from online publications. The research finds the regional regulation on cultural tourism was amended during the Covid-19 outbreak to strengthen the use of local cultures for tourism adapting both national and international tourism policies to lead to a more responsible tourism designating Bali’s local indigenous cultures of Tri Hita Karana and Sad Kerthi as basis of cultural tourism development in Bali; and more importantly, Bali’s government issued particular policies and  executed immediate measures to reopen tourism in Bali which totally shut down due to pandemic. These policies reacted differently by local people and remains become a hot debate within Balinese communities.

This article addresses the effect of government R&D policies on the development of Korea’s automobile industry, particularly in relation to technological upgrading. The automobile industry is a highly value-added, technology-intensive industry that generates many good job opportunities. In addition, it is linked to various industries. Korea developed its own car model in the mid-1970s and since then Korea’s automobile industry has continued to develop. Effective government policies have played a significant role in its remarkable success. This article provides policy suggestions for developing countries intending to develop their own automobile industries.

Adolescents are particularly vulnerable to a variety of health risks, especially about sexual promblems and reproductive health problems. The government develops adolenscent health programs in Indonesia by using the Adolenscent Friendly Health Service (PKPR) at the health care level. Adolescent health programs in 2019 at Magelang city has not achieved performance targets, so that it becomes attention to optimizing the PKPR program. This research is to find out cause the implementation of the PKPR program in Magelang Tengah health center which is not optimal with influencing factors. The method of research was qualitative with descriptive approach. The technique of collecting data was through in-depth interviews with subject sellection with purposive sampling criteria. Data analysis used content analysis. Analyzed variables were communication, resources, dispositions or attitudes, and bureaucratic structure. The results showed that implementation of PKPR in health center has not been optimal because have some constraints which influenced by several factors, such as the lack of communication between PKPR teams in coordinating scheduling activities, the understanding and clarity about PKPR program owned by officers was limited, the function of public service room in health center has not been optimal to provided service to adolescent, and monitoring and evaluation was limited. Therefore, it needs to communication and coordination was scheduled regularly so that has a good team management, and needs to monitoring and assessment of SNPKPR by Department of Health regularly in order to know the achievement and factors which influence the unoptimability of implementation PKPR program in the health center.

Digital governance or e-governance is the application of information and communication technology (ICT) for delivering government services, exchange of ICT between government and people. The government services are made available to the citizens in a convenient, efficient and transparent manner through e-governance. The purpose of this study is to highlight digital governance in Nepal during and after international pandemic COVID-19. This paper emphasizes review of different studies on development of e-government and e-governance in Nepal as well as in developing countries. The outcome of the study will be helpful for policy makers and leaders to formulate effective e-government policies and standard during crisis.

Culture has an important role in the tourism industry as one of the factors that attract tourists to visit tourist attractions. One of the cultural tourism areas in West Java is Kampung Naga in Tasikmalaya Regency. Tourism has begun in this traditional village since the 1970s, but its development can be said to be slow because many tourism principles are considered not following customary rules. Unique even though tourism development is not recognized by the community, but continues to run and also benefits the community. This study uses a qualitative method that aims to identify the development of tourism in Kampung Naga. The types of data used are quantitative data and qualitative data with data collection carried out by observation, in-depth interviews, and documentaries. The data analysis used is qualitative descriptive analysis with an inductive approach. The results of this study show that the development of tourism in Kampung Naga has reached the second stage in the theory of the tourism area life cycle. Besides, there are community organizations that in charge of tourism issues in Kampung Naga, namely the Association of Indonesian Guides. Meanwhile, there are two Regional Organizations that have authority in Kampung Naga, which are the Tourism, Youth and Sports Departement and the Education Departement. The obstacle in developing tourism in Kampung Naga is a conflict between the government and local communities regarding regulations that are not obeying the customary rules in Kampung Naga. Gizi buruk (malnutrisi) dan pendek badan anak (stunting) masih merupakan permasalahan kesehatan di Indonesia. ‘Aisyiyah sebagai salah satu organisasi kemasyarakatan melalui program kesehatannya telah mendampingi pemerintah menjalankan program-program guna menurunkan angka malnutrisi dan stunting di Indonesia. Salah satunya adalah melalui program Rumah Gizi di beberapa kabupaten di tanah air. Melalui pendekatan kualitatif, dengan metode wawancara mendalam dan analisa dokumen, studi ini bertujuan untuk menjelaskan dan menganalisis implementasi program Rumah Gizi ‘Aisyiyah di tiga daerah yaitu Kabupaten Cianjur, Sambas, dan Mamuju. Melalui analisis kritis-budaya, yakni modernitas refleksif dalam pendekatan komunikasi kesehatan, hasil studi ini menunjukkan bahwa keberhasilan penerapan program kampanye dan advokasi Rumah Gizi untuk menurunkan angka malnutrisi dan stunting di wilayah studi melibatkan pendekatan budaya dan agama yang terintegrasi disamping penguatan dan pemberdayaan perempuan. Malnutrition and stunting remain a health problem in Indonesia. ‘Aisyiyah as one of the civil society organizations through its health program has assisted the government to reduce the number of malnutrition and stunting cases in Indonesia. One of them is through the Rumah Gizi program run in several districts in the country. Through a qualitative approach, in-depth interviews, and document analysis, this study aims to explain and analyse the implementation of the Rumah Gizi in three regions, namely Cianjur, Sambas, and Mamuju districts. Using a cultural approach—reflexive modernity in health communication, the findings of this study indicate that the success of Rumah Gizi campaign and advocacy program to reduce malnutrition and stunting requires an integrated cultural and religious approach as well as strengthening and empowering women.

This research is aimed to investigate how the teachers of Early Childhood Education (ECE) in Indonesia or Pendidikan Anak Usia Dini (PAUD) have been struggling to sustain and develop their schools. The data was collected through a focus group discussion with teachers in Kelompok Bermain (KB) from four sub-districts in Kendal, Central Java. It is followed by individual interviews and the teachers’ document analysis. The government policies are also gathered and analysed to know to what extent the government supports the teachers and their schools. The research found that despite the different reasons for being PAUD teachers, they established (ECE) from ‘zero’ and put their schools as a priority over themselves; being proactive and communicative the only ways to develop both their professionalism and institutions; Dana Desa and Dana Kelurahan are two desired financial resources; and they hope that the government could raise their status from non-formal educators to be formal and bring equality. In conclusion, the teachers have struggled to advance their professionalism and institutions despite disadvantaged circumstances and expecting that in the future they will gain more government support.DOI: http://doi.org/10.31098/ijeiece.v1i2.50

This paper explores the effects of government policies on the development of Small and Medium Enterprises in developing countries through the examination of the case of Nigeria. Many research studies reported that SMEs in Nigeria have not benefited from the policies formulated by the government. This paper investigates the impediments to manufacturing SMEs growth and the needed pre-requisite environment for SMEs to benefit from government specific policies. The study adopted a qualitative methodology depending on face to face interviews with 20 SME owners and/or managers in five of the six geographical arears of Nigeria, 20 bank managers in the capital city of Lagos and 20 government officials located in the federal capital city of Abuja. The study unveils unique contextually novel insights, including particularly the distinctive processes and different relationships related to lenders decision. The research findings are consistent with those reported by other scholars in the field, and confirm that government policies and support in the areas of technology, infrastructure and finance affects the performance of SMEs to a great extent in Nigeria.

<p><em>This study aims to determine how disaster management is carry out by the government and stakeholders in dealing with the Mount Sinabung Eruption disaster, especially in the mitigation phase. By using the Qualitative Method, data collection was done through in-depth interviews, Focus Group Discussion (FGD) and Observations to get an overview of the handling of the Mount Sinabung Eruption in terms of two aspects; Communication and Coordination. The FGD was held in three locations; Simacem, Bekerah, and Sukameriah Villages, while FGD participants involved three categories; teenagers, women and men. The results showed that the eruption victims did not receive adequate communication regarding the knowledge of the Mount Sinabung Eruption disaster, both from the government and other organizations outside the government, even though in the mitigation phase awareness efforts should be made to the community through counseling, training, mentoring and inputting topics about the eruption of Mount Sinabung in the learning curriculum in schools ranging from kindergarten to senior high school, as well as conducting regular training. However, the training was not carried out as a result of the eruption victims had no preparation, guidelines and did not know the anticipatory measures in the face of Mount Sinabung every time an eruption occurred, while this eruption could not be ascertained when it will end. Until now there has been no organized and permanent coordination between the government and community groups outside the government, so that disaster management is still carried out spontaneously without any specific guidelines for inter-agency coordination..</em><em></em></p>

AbstrakTulisan ini merupakan hasil penelitian tentang seni pewayangan yang dikembangkan oleh masyarakat Tionghoa di Singkawang Kalimantan Barat, yang dikenal dengan nama Wayang Gantung Singkawang. Tujuan dari penelitian ini adalah untuk mendeskripsikan perkembangan Wayang Gantung Singkawang sejak awal kedatangannya hingga saat ini, serta perubahan-perubahan yang dilakukan oleh para pelaku seni Wayang Gantung Singkawang sebagai strategi untuk mempertahankan eksistensinya. Pendekatan kualitatif diterapkan dalam penelitian ini. Sedangkan teknik pengumpulan data dilakukan dengan pengamatan terlibat dan wawancara mendalam. Hasil dari penelitian ini menunjukkan bahwa Wayang Gantung Singkawang telah mengalami kemunduran yang cukup pesat, disebabkan adanya kebijakan pemerintah Orde Baru yang membatasi penyelenggaraan adat istiadat masyarakat Tionghoa, perkembangan budaya pop dan media hiburan, serta permasalahan dalam proses regenerasi. Para pelaku seni wayang telah melakukan beberapa perubahan dalam cerita, tokoh dan durasi waktu pertunjukan, sehingga bersesuaian dengan permintaan penonton. AbstractThis paper ia the result of research on a Chinese puppet show called wayang gantung Singkawang, developed by the Chinese community of Singkawang (West Kalimantan). The author tries to describe the ups-and-downs of wayang gantung Singkawang beginning from its arrival to the modifications enabled by the puppeteers in order to preserve its existence. A qualitative method was applied on the research, and data collecting was conducted by means of participants observations and in-depth interviews. The author finds that there is no progress in wayang gantung Singkawang due to the government policies during the New Order Regime (Rezim Orde Baru) which restricted any kinds of performaces related to the Chinese traditions. Meanwhile, the development of popular culture and some problems concerning regeneration make these things worst. The puppeteers have to make some modifications either by changing the plot of the story, the characters of the puppets, or making the showtime shorter.
