The article presents the results of a study of the UK’s involvement in the European Union–NATO relations process during 1990–2010s in the context of establishment the EU’s Common Security and Defense Policy (CSDP). The methodology of the study was formed by a systematic approach, methods of historical analysis, historical-genetic, periodization, comparative-historical, etc. An interdisciplinary approach made it possible to use certain methods of other sciences, in particular, political science (institutional comparative analysis, event analysis), elements of political modeling and forecasting. It is stated that the British leadership has been in the position of preserving the integrity of the Atlantic co-operation system since the early 1990s. The UK’s position as a staunch supporter of Atlanticism has become one of the decisive and at the same time controversial factors in the creation of the EU Security and Defense Council. Until the second half of the 1990s, British governments opposed the EU’s provision of military and political resources and supported the WEU as a «European support» for NATO. The Blair government’s consent to the transfer of WEU functions to the European Union opened the way for establishing a direct relationship between the union and the Alliance. The signing of the Berlin Plus Agreement with the European Union in 2002–2003 was one of the main elements of NATO’s reform. The political and strategic crisis of NATO in the early 2000s reinforced the relevance of a purely European defense structure. However, the inability of the EU to deploy military resources, the resistance of the Atlanteans, led to a general failure of the autonomy of the CSDP. During the Cameron governments, London openly favored the formation of a NATO Response Force, rejecting the development of EU military resources. Although in the context of Russia’s aggressive foreign policy, Europeans’ attention has shifted from the EU’s military capabilities to traditional Atlantic security structures, the strengthening of the Union’s military mechanisms following Britain’s exit has not been ruled out. The United Kingdom is directly involved in the strategic weakness of the EU as a subject of the European and world security system, in a NATO-dependent operational and resource plan. At the same time, Brexit can complicate the task of unifying security, weakening the difficult EU–NATO relationship. Key words: Great Britain; EU; NATO; Common Security and Defense Policy; USA.

The task of building an effective security architecture facing the European Union is extremely important in that the approach to its solution will determine the nature of the relations between the countries in the region in the future. An analysis of the processes of building a common security and defense policy (EUSR) of the EU is impossible without addressing the interrelated problems: security in the EU with the European Union's place in the Euro-Atlantic processes and in the world at large. The development of the SPBO has a significant impact on all countries of Central and Eastern Europe, including Ukraine, which explains the relevance of its further study by national science. Until the scientific and legal literature has addressed the issue of forming and developing a common security and defense policy in the EU. In many ways, this is explained by the relatively short period of existence of the ESDC as a phenomenon, with the result that, in most cases, the study focused on considering the formation, rather than the functioning, of the ESDC mechanisms designed to prepare the EU component for further work. First of all, we are referring to studies on various aspects of the history and current activities of the European Union. In addition, the authors analyze the common issues of European security: from the problems of building security models for Europe to issues related to the activities of European regional military-political organizations on the security and interaction of European and US countries in the field of the common security and defense policy of the EU. Other authors have considered some aspects in the process of becoming an EU Security Council. However, the existing work does not allow for a holistic picture of the process of forming and developing a common foreign and security policy of the EU, in turn, the continued development of a common foreign and security policy of the EU necessitates the development of new aspects of identified issues and generalizations. In this article, the author focuses on highlighting the main stages of the EUSF formation and its importance for the effective functioning of the EU as a whole. There are four main stages in the development of the common security and defense policy: the first stage (1992-1997) is the signing of the Maastricht and Amsterdam Treaties; the second stage (1998-2002), when the EU declared its intention to form an ESDP in Saint-Malo (1998), as well as the decisions taken at the Cologne, Helsinki, Nice, Lachen summits; the third stage (since 2003), the Berlin Plus agreement was reached (March 2003). The Council of Europe adopted the first European Security Strategy (December 2003); and the final stage began with the entry into force of the Lisbon Treaty on 1 December 2009. Within this framework, the European Union is trying to adequately respond to some of the new challenges that emerge in the process of globalization, shaping European identity.

The aim of this study is to analyze the normative power of the European Union in the relations with Turkey and to answer the question: is the normative power of the European Union effective in relations with Turkey? The work consists of three parts. In the first one, the author analyzes the concept of the European Union as a normative power. The second part is a historical analysis of the relationship between the EU and Turkey. The last part is an analysis of current relations between the European Union (as a Normative Power) and Turkey. The analysis is based on EU’s documents.

The exit of the United Kingdom from the European Union (so-called Brexit) is one of the most important events in the process of European integration. It has a lot of extremely remarkable implications – both for the EU and for the United Kingdom. Among other, Brexit will affect the security of the United Kingdom and the EU. The aim of the study is to answer the research question: how will Britain’s exit from the EU influence the EU common security and defence policy? In order to answer this question, the factors that are most relevant to the United Kingdom’s significance for the EU’s security and defence policy will be identified. This will show how the EU’s potential of the security and defence policy will change, when the UK leaves this organisation. The most important conclusions are included in the summary.

In recent years, it is difficult not to notice the growing number of serious crises experienced by the European Union. It is clear that the old methods of overcoming crises in today’s reality do not work anymore. The United Kingdom European Union membership referendum in June 2016 (the so-called Brexit) can undoubtedly be called a special turning point in the existence and functioning of the EU. The aim of the article is to present, analyse and compare opinions and assessments created in the expert and academic environment in Russia on the future of the European Union after the referendum in Great Britain. Another goal is to find an answer to the question of what future of relations between the EU and Russia is expected by Russian researchers and experts. In the article the following research methods were used: desk research, critical analysis, comparative method and analysis of media discourse.


In this issue of the Contemporary Military Challenges, we focus on the relations between the European Union and NATO in the field of security. On 1 June 2021, NATO Foreign Ministers met in Brussels to discuss the details of the NATO Summit to be held on 14 June 2021 in Brussels, Belgium; the period, which coincides with the publication of this thematic issue. Twenty foreign ministers represented NATO member states, which are also EU members, making an event such as the NATO summit all the more important for the future of European security. Many topics were mentioned at the ministerial, such as Afghanistan, Belarus, Russia and China. In general, however, the emphasis was put on the fact that NATO should adapt to new challenges, security settings in a highly competitive environment. As mentioned by NATO Secretary General Jens Stoltenberg, we are presented with a number of challenges to our security that we need to tackle together, because no country and no continent can deal with them alone. This includes strengthening the existing partnerships and building new ones, including in the Asia-Pacific, Africa, and Latin America. The participants also discussed the stepping up of training and capability building for partners, as well as work to address the security impact of climate change. In the conclusion, the ministers broadly agreed that it was important to start work on NATO's next Strategic Concept, because our strategic environment has significantly changed since 2010. Secretary General underlined that NATO’s future adaptation would require Allies to continue investing in defence, and to invest more together, as a force multiplier and a strong message of unity and resolve. During Donald Trump’s mandate as President of the United States, the fact that the European Union or its Member States pay too little attention and thus resources for their own defence has often been a hot topic of political debate. In 2016, a year before the US President Trump took office, the European Union adopted a Global Strategy which envisaged several options to strengthen the Common Security and Defence Policy, which we will discuss in further detail in the next issue of the Contemporary Security Challenges. The Global Strategy provided that the European Defence Fund, the Permanent Structured Cooperation, the Coordinated Annual Review on Defence, and other existing and new mechanisms would operate in such a way that activities, resources and capabilities would not duplicate with NATO’s, but would complement each other. True enough that, within the Common Security and Defence Policy, the European Union has already foreseen many activities at its meetings and in the adopted documents in terms of strengthening this policy, but later implemented little. Has anything changed in this area in the past four years, or will perhaps something change at the time of the conference on the European future? Just as the Alliance is planning a new strategic concept, the European Union is announcing a Strategic Compass, which will set new directions for future cooperation, also in the field of security. In this issue, the authors present how the cooperation between the European Union and NATO is taking place in 2021 in some areas of security. The article titled EU-NATO cooperation and the Slovenian presidency of the Council of the European Union by Marko Mahnič presents an interesting thesis on whether obstacles to the coherent functioning of the European Union and North Atlantic Treaty Organization in the field of common security and defence are of a purely technical nature, or are there maybe differences in the policies, bilateral relations and national ambitions of certain countries. Damjan Štrucl writes about the EU-NATO partnership and ensuring information security and cybersecurity: theory and practice. According to him, the development of information and communication technology and new challenges of the modern security environment have led to the signing of the Joint Declaration on deepening the strategic partnership between both organizations in 2016. The author provides an analysis of the EU-NATO strategic partnership in ensuring security and defence in the modern security environment. Defence initiatives to strengthen the security of the European Union motivated Gregor Garb to write an article presenting what the 2016 European Union Global Strategy contributed to the EU’s strategic defence autonomy. Initially, in a theoretical sense, and after five years in a practical sense. All of course, given the fact that the European Union will continue to maintain strong relations and cooperation with the North Atlantic Alliance. David Humar and Nina Raduha present the process of creating the Military Strategy of the Republic of Slovenia in the Slovenian Armed Forces. Changes in the international environment have initiated security-related strategic considerations of NATO and the European Union. Slovenia as a member of both organizations also needs a strategic consideration in both military and security fields. Their article provides more details about the The process of devising the Military Strategy of the Republic of Slovenia. Tackling irregular migration in Europe is a topic addressed by Miklós Böröcz. Ever since 2015, the then mass illegal migration has posed a major problem for Europe and the European Union. The mass refugee crisis has gradually transformed into illegal migrations of individuals and small groups, who have maintained and strengthened contact with everybody along the way, who take part in this and ensure that the migration flow with of illegal character does not subside. The author provides some solutions to this problem.

Purpose – examine the European Union (EU) integrated political crisis response system, within the scope of the EU common security and defence policy and the present value of negotiations as a tool. Research methodology – a systematic analysis of the scientific literature and descriptive methods were applied to analyse actual and recent theoretical scientific work on integrating the European Union security and defence policy. We were discussing the concept of security from the theoretical perspective of constructivism, presenting the essential features. The empirical part of the work proves how discourse theory may help develop both negotiations and constructivism methodology. Findings – Negotiation theory play an important role in crisis management, developed proposals for the theory and methodology of negotiations. Research limitations – research does not cover negotiations in the context of military actions; the research examines the only civil empirical case of COVID-19 crises. Practical implications – presented conclusions show how the development of negotiations theory may substantially increase responsiveness to any EU crisis. Originality/Value – this study as interdisciplinary combined mixed methodologies: constructivism methodology of threat identification was compared with discourse theory (Austin’s) speech act.

The acquisition of full membership for the Republic of Serbia in the European Union depends on a large number of factors. The combined and synergistic effect of these factors has made the process of Serbia's accession to the European Union extremely uncertain in terms of date and final outcome. The new reality, including the COVID-19 pandemic, U.S. isolationist policies during President Trump's tenure, the strengthening of China and Russia, and Britain's exit from the EU, has made this process even more uncertain. In this context, it is crucial to identify and prioritize key factors that affect or could affect the process of Serbia's accession to the European Union, in order to evaluate the possible outcomes of this process. To solve problems of this level of complexity and uncertainty, it is necessary to apply an interdisciplinary approach of the appropriate level of complexity. Therefore, this paper is an extension of previous research (Krstic et al, 2018; Mimovic et al, 2019) based on the defined research goal, but incorporates a complex, network model called theAnalytical Network Process, which included new circumstances that determine what is colloquially called the new reality. All calculations in the paper were performed using the software package SuperDecisions as computer support for the Analytical Network Process.

This empirical and historical analysis of the Western European Union (WEU), an intergovernmental defense organization, contributes to the broader understanding of the construction and integration of European security and defense policy. The WEU was established in 1954 by the Modified Brussels Treaty after the failure of the European Defense Community and at the time of the construction of the North Atlantic Treaty Organization (NATO). Over its lifetime, the WEU was confronted by two major trends: the centrality of collective defense agreement providing security on the European continent enforced by NATO and the construction of a European security and defense policy within the broad integration process of the European Union (EU). The WEU provided a platform for Western European powers, particularly France, the United Kingdom, and Germany, to engage in the construction of a European defense. Historically, these countries had diverging visions ranging from an autonomous force to one that should remain under the NATO auspice. The end of the Cold War accelerated the transfer of the WEU mission to the EU, but the crises in the Gulf region and in the Balkans in 1990s led to a period of activity for the WEU. The institutionalization of the EU, beginning with the 1992 Treaty of Maastricht, accelerated the construction of a European defense and security policy within EU structures. The transfer from the WEU to the EU began in the late 1990s and the WEU was dissolved in 2011.

The Brexit is a term used to explain about the withdrawal of Great Britain from the European Union. Brexit is an important political development in the recent political scenario of Europe. It has its impacts on the economic and political future of the UK and the EU. In mid of 2016, a referendum was held in the UK to decide whether they should remain in the EU or exit. The British decided in favour of exit. In this study, descriptive analysis study covers the impacts of Brexit on the EU, possible post-Brexit challenges, and way forward for the EU. The post-Brexit challenges for the EU such as rise of anti-EU political forces spreading anti-migrants’ sentiments in member states and economic challenges such as Budgetary gap, impact of Brexit on the structures of the EU institutions have been observed. It has also been observed that the EU will remain stable despite of the challenges. If it deals the situation with unity and harmony among its member states, the challenges can be turned into opportunities.
