ABSTRACT In the exercise of police discretion, the Traffic Unit officers Bogor City Police guided by Article 18 paragraph (2) of Law No. 2 of 2002 on the Indonesian National Police "In the circumstances it is necessary to pay attention to laws and regulations, as well as the Code of Professional Ethics of Indonesian Police". One example of the application of police discretion were conducted by the Traffic Police Unit Bogor City to tackle congestion in the city of Bogor, especially at traffic light Bogor Palace is to regulate traffic density without referring to the traffic light.  Identify the problem in research 1) How does the application of police discretion in setting tasks traffic? 2) What positive and negative impacts discretionary actions carried out by the police in traffic control? The purpose of this study are as follows: 1) To determine and analyze on the application of police discretion in setting tasks traffic, and 2) To determine and analyze the impact of the actions undertaken by the police discretion in the regulation of traffic. The research method used in this research is normative juridical approach that is used legis positivist concept which states that the law is identical with the norms made written and enacted by institutions or authorities. In addition this concept also saw law as a normative system that is autonomous, closed and detached from public life. The conclusion from this study is the adoption of police discretion in the task of traffic management needs to recognize the Professional Ethics of Police, as very fundamental and important and substantial influence on both the poor implementation of police discretion in the regulation of traffic.  Keywords: Discretion Police, Traffic Management

The main task in ensuring the appropriate level of organization of traffic on the street and road network of cities is to minimize traffic delays, increase traffic safety, provide transport and pedestrian communication between the planning elements of the city. Problems caused by the deterioration of the street and road network significantly affect the work of the entire transport complex of the city. Significant traffic delays, congestion, characterized by increased travel time, deterioration of transport services, increased pollution of urban environment due to increased emissions and noise, increasing the number of road accidents indicate the inconsistency of the road network of cities to the modern level of motorization. To ensure the required capacity of the elements of the road network, there is a need to create appropriate road conditions, namely the construction of new and reconstruction of existing engineering structures and elements of streets and roads. However, addressing these issues may not always improve the performance of the entire network, as, in parallel with technical measures based on the construction and reconstruction of transport infrastructure, the application of effective traffic management measures to manage traffic in urban areas should be addressed streets. When creating conditions for optimizing the operation of regulated intersections, it is necessary to take into account the technical condition of vehicles, road conditions and the condition of the road surface. One of the main tasks of any traffic organization is to increase the capacity of intersections and reduce vehicle delays, ie the passage of traffic lights with minimal delay. To solve the problem of congestion of the street and road network of the city is to increase the efficiency and use of coordinated management of traffic and pedestrian flows, improving the operation of traffic lights. To implement the introduction of coordinated traffic light regulation, or the so-called green wave, it is necessary to establish the intensity and composition of traffic flows, the capacity of the elements of the road network and the modes of operation of traffic light facilities. The paper considers the results of the study of the impact of coordinated traffic management in the central part of Rivne on reducing traffic delays when passing intersections by vehicles and proposed technical solutions to improve road safety by equipping intersections with additional technical means of traffic control.

The use of express lanes (ELs) in freeway traffic management has seen increasing popularity throughout the United States, particularly in Florida. These lanes aim at making the most efficient transportation system management and operations tool to provide a more reliable trip. An important component of ELs is the channelizing devices used to delineate the separation between the ELs and the general-purpose lane. With the upcoming changes to the FHWA Manual on Uniform Traffic Control Devices, this study provided an opportunity to recommend changes affecting safety and efficiency on a nationwide level. It was important to understand the impacts on driver perception and performance in response to the color of the EL delineators. It was also valuable to understand the differences between demographics in responding to delineator colors under different driving conditions. The driving simulator was used to test the responses of several demographic groups to changes in marker color and driving conditions. Furthermore, participants were tested for several factors relevant to driving performance including visual and subjective responses to the changes in colors and driving conditions. Impacts on driver perception were observed via eye-tracking technology with changes to time of day, visibility, traffic density, roadway surface type, and, crucially, color of the delineating devices. The analyses concluded that white was the optimal and most significant color for notice of delineators across the majority of subjective and performance measures, followed by yellow, with black being the least desirable.

Continuous, automatic measurements of road traffic volume allow the obtaining of information on daily, weekly or seasonal fluctuations in road traffic volume. They are the basis for calculating the annual average daily traffic volume, obtaining information about the relevant traffic volume, or calculating indicators for converting traffic volume from short-term measurements to average daily traffic volume. The covid-19 pandemic has contributed to extensive social and economic anomalies worldwide. In addition to the health consequences, the impact on travel behavior on the transport network was also sudden, extensive, and unpredictable. Changes in the transport behavior resulted in different values of traffic volume on the road and street network than before. The article presents road traffic volume analysis in the city before and during the restrictions related to covid-19. Selected traffic characteristics were compared for 2019 and 2020. This analysis made it possible to characterize the daily, weekly and annual variability of traffic volume in 2019 and 2020. Moreover, the article attempts to estimate daily traffic patterns at particular stages of the pandemic. These types of patterns were also constructed for the weeks in 2019 corresponding to these stages of the pandemic. Daily traffic volume distributions in 2020 were compared with the corresponding ones in 2019. The obtained results may be useful in terms of planning operational and strategic activities in the field of traffic management in the city and management in subsequent stages of a pandemic or subsequent pandemics.

Online games themselves have positive and negative impacts, but if playing excessive online games can have positive impacts which are definitely addicted to playing continuously. The main study of this research focuses on the identification, analysis and design of Video Motion Graphic works and other supporting media. This design uses premedia media planning methods, playing media and media follow-up. Data collected through, observation, interviews, literature and website. The data is then identified, classified, selected, then analyzed using the 5W + 1H method and interpreted according to the text and context. The design of the social media campaign of the impact of online games for teens in the city of Palembang as a visual communication media which is part of the design discussion. This design aims to encourage adolescents to reduce and reduce the number of addictions due to online games especially teenagers in the city of Palembang in order to be able to balance between playing online games and learning to get achievements in education. </span></p></div></div></div>

<p><strong>Vehicular traffic is continuously increasing around the world, especially in urban areas, and the resulting congestion ha</strong><strong>s</strong><strong> be</strong><strong>come</strong><strong> a major concern to automobile users. The popular static electric traffic light controlling system can no longer sufficiently manage the traffic volume in large cities where real time traffic control is paramount to deciding best route. The proposed mobile traffic management system provides users with traffic information on congested roads using weighted sensors. A prototype of the system was implemented using Java SE Development Kit 8 and Google map. The model </strong><strong>was</strong><strong> simulated and the performance was </strong><strong>assessed</strong><strong> using response time, delay and throughput. Results showed that</strong><strong>,</strong><strong> mobile devices are capable of assisting road users’ in faster decision making by providing real-time traffic information and recommending alternative routes.</strong></p>

Traffic management of intersections is an important factor that can determine traffic density at the intersection, as well as its surrounding. Long traffic queues we encounter in daily life, were often caused by ineffectiveness of traffic lights management of the cross sections.In this article, an analytic study of traffic light management of a four-leg intersection, based on the kinematic LWR model, was presented. Comparison was based on observing the end of queues over three cycles of red-green lights, under the assumption of a constant traffic flux. On every leg of the intersection, the end of the queues were obtained from characteristic lines of the shock waves.From these observations, the three phase regulation was preferred over the four-phase one. Finally, a case study of Taman Sari - Baltos intersection located in Bandung City, Indonesia, was discussed. Parameter values used in these simulations were obtained from direct observation.

AbstractIndonesia is one of the countries that has also been affected by the corona virus or covid-19 which originated from China, to be precise in the city of Wuhan. In early 2020 the corona virus or covid-19 began to enter the country of Indonesia. The corona virus has had a huge impact on the lives of Indonesian people, both positive and negative impacts. Communities affected by covid-19 are increasing day after day, but now to be precise in 2021 the increase in covid-19 infections is not as fast as 2020. And the impact is slowly being controlled by both the government and most Indonesians. The Indonesian people are now able to adjust to life in the midst of this Covid-19 pandemic, even the hospitality that faded at the beginning of Covid-19 entering Indonesia is now starting to slowly be shown by the Indonesian people. This paper aims to provide information about Covid-19 in Indonesia and the Christian hospitality that should be practiced by the Indonesian people, especially believers or Christians. This research uses a qualitative approach with theological research type and social descriptive research

Vacant land is a ubiquitous urban phenomenon. The existence of vacant land in a neighborhood can either lower or heighten nearby housing values, depending on its relative development potential. However, this condition has rarely been examined longitudinally, nor has it been examined thoroughly across different socioeconomic conditions. This research examines the impact of vacant lots on housing premiums using 2006–2015 single-family home sale transactions in the City of Minneapolis, Minnesota. The study area was divided into low-, middle-, and high-income levels. The results show that vacant lands have negative impacts on nearby single-family houses and these impacts differ by income level per neighborhood. The study sheds light on how planners and researchers should conceive vacant lands differently in various surroundings and conditions.

It is now widely recognised that a paradigm shift in air traffic control concepts is needed. This requires state-of-the-art innovative technologies, making much better use of the information in the air traffic management (ATM) system. These paradigm shifts go under the names of NextGen in the USA and SESAR in Europe, which inter alia will make dramatic changes to the nature of airport operations. A vital part of moving from an existing system to a new paradigm is the operational implications of the transition process. There would be business incentives for early aircraft fitment, it is generally safer to introduce new technologies gradually, and researchers are already proposing potential transition steps to the new system. Simple queuing theory models are used to establish rough quantitative estimates of the impact of the transition to a more efficient time-based – four-dimensional (4D) – navigational and ATM system. Such models are approximate, but they do offer insight into the broad implications of system change and its significant features. 4D-equipped aircraft in essence have a contract with the airport runway – they would be required to turn up at a very precise time – and, in return, they would get priority over any other aircraft waiting for use of the runway. The main operational feature examined here is the queuing delays affecting non-4D-equipped arrivals. These get a reasonable service if the proportion of 4D-equipped aircraft is low, but this can deteriorate markedly for high proportions, and be economically unviable. Preventative measures would be to limit the additional growth of 4D-equipped flights and/or to modify their contracts to provide sufficient space for the non-4D-equipped flights to operate without excessive delays. There is a potential for non-Poisson models, for which there is little in the literature, and for more complex models, e.g. grouping a succession of 4D-equipped aircraft as a batch.

This article analyses the impact that the confinement measures or quarantine imposed in Spain on 15 March 2020 had on urban mobility in the northern city of Santander. Data have been collected from traffic counters, public transport ITS, and recordings from traffic control cameras and environmental sensors to make comparisons between journey flows and times before and during the confinement. This data has been used to re-estimate Origin-Destination trip matrices to obtain an initial diagnostic of how daily mobility has been reduced and how the modal distribution and journey purposes have changed. The impact on externalities such as NO2 emissions and traffic accidents have also been quantified. The analysis revealed an overall mobility fall of 76%, being less important in the case of the private car. Public transport users dropped by up to 93%, NO2 emissions were reduced by up to 60%, and traffic accidents were reduced by up to 67% in relative terms.
