This article attempts to identify and analyze the problems of forms of financial participation of public partners in PPP agreements, which may be solved by legislation improvement. The article presents a comparative analysis of Russian and international practice and legislation in the field of types and procedures for choosing forms of state financial participation in PPP projects. Conclusions are made about the absence of formal criteria for choosing the form of financial participation of a public partner in the PPP agreement and the rules for determining their volume, about the uncertainty and shortcomings of legislative regulation of “financial provision” in relation to a public partner, about the refusal from using the provision of debt financing and budget investments in share capital of project companies, on the establishment of high security budgetary requirements for regressive rights of the state in relation to the principal, which make the use of state (municipal) guarantees unclaimed in Russian practice of PPP projects.

Introduction. An integral condition for the efficient functioning of the economy is the constructive financial interaction between the state and business. Such cooperation is due to the need to improve the infrastructure sectors, the efficiency of which affects not only the welfare and quality of life, but also creates the conditions for intensifying investment activities and increasing productivity in the fields of material production. However, modernization of infrastructure is not possible only at the expense of private partners, so it requires financial participation of state or local authorities. The purpose of the article is to identify the problems of public funding of public-private partnership infrastructure projects in Ukraine and to develop recommendations for their solution, taking into account the best world practices. Results. The study showed that public funding of public-private partnership projects in Ukraine is carried out through the use of direct and indirect state support. It is established that its forms are insufficiently adapted in domestic practice, as they have a restrictive nature of action, and also contain many gaps in the legislation. Conclusions. Increasing the investment attractiveness of infrastructure projects implemented on the basis of public-private partnership requires state support. At the same time, state and local authorities should adhere to the provisions: providing state support in the process of implementing strategically important PPP projects in the field of socio-economic activities by legislative regulation of the procedure for determining the level of contribution of a supported investment project; determining the type of financial participation of the state (provision of state guarantees, subsidies or budget investments) should be based on economically justified performance indicators; involvement of state representatives to assess the feasibility of choosing certain forms of state support, forecasting the possible risks to prevent budget imbalances; ensuring transparency of public funding of PPP projects, which will increase the level of confidence in the investment market.

Modern economic conditions and the integration of the national economy into the global economy require structural changes and a search for a new model of relationship between the public and private sectors. The relevance of this article is determined by the fact that the existing scientific concepts have not formed a general understanding of the theoretical aspects for the implementation of public-private partnership at the railway transport, have not established development priorities and tasks of the state in the implementation of the mechanism of public-private partnership at the railway transport. Realization of the projects capable of maintaining implementation of the development priorities of the railway industry requires significant investments of private business and financial, organizational and legal support of the state. The authors substantiate the necessity of using public-private partnership at the railway transport of Ukraine for solving the most urgent current problem – renewal of the material and technical resources and bringing them in line with the requirements of the leading European countries. The proposed priority-partnership approach and the obtained results open up new opportunities for further research into the solution of the problem regarding the implementation of public-private partnership at the railway transport.

The article is devoted to the development of such a form of state property management as a public-private partnership. Public-private partnership is one of the most widespread format of interaction between the state and business. The article analyzes the legal foundations and trends in the development of this form of interaction. Modern methods for assessing risks, benefits and effects for different stakeholders of projects implemented in the form of PPPs are considered. The authors propose their approach to building a financial model and assessing the effects of PPP projects. Taking into account risks, the fair price of participation in the PPP project for both parties is estimated. The proposed financial model can be used to calculate the concession fee in tariff-regulated projects where the state is supposed to participate, usually with the subsequent transfer of the ownership for the created object to the state. The results of the work can be used by departmental and regional centers of public-private partnerships, by specialists of private investor companies and tariff regulation bodies when formulating the financial and economic justification for public-private partnership projects, justifying its preference in comparison with other forms of state budget investments.

Many countries are moving to a new technological structure, caused by the 4th industrial and technological revolution. This transition is accompanied by the transformation of the previously existing territorial organization of the economy, infrastructure and resettlement, which relates to issues of urban development policy. In this case, coordination of the interests of the state and business is required. An effective tool in this area is public-private partnership (PPP). The main goal is the development of tools for the implementation of innovative urban development policy in the technological and social transformation of the economy. The methodological basis is the methodologies, approaches in the works of foreign and Russian scientists in the field of PPP research in the implementation of innovative urban policy. The main results of the study are following: 1.The modern task of urban development policy is the formation of a comfortable environment that will ensure a high standard of living for the population. 2. For the implementation of this task, the “adaptive territory” approach is suggested. 3. The modern tool for this approach is PPP. The main conclusions and recommendations can be used to justify the mechanisms for implementing innovative urban development policy in order to harmonize the interests of the state and business in the implementation of the “adaptive territory” approach, which meets the modern development paths of the global economy.
