O artigo trata das redefinições no papel do Estado, que reorganizam as fronteiras entre o público e privado e materializam-se das mais diferentes formas na educação básica pública, e suas implicações para o processo de democratização da educação. No caso brasileiro, muito lutamos no período de abertura política pela democratização com direitos sociais materializados em políticas. In the Brazilian case, we have struggled so hard since the so-called ‘opening period’ of political democratization with social rights materialized in public policies. The article deals with the new theoretical approaches to natural monopoly. It describes essential features of the appropriate branches of economy. The role of the state in the regulation of natural monopolies in the developed and transition economies is also analyzed. The author compares the advantages and shortcomings of various institutional alternatives of organization of natural monopolies functioning as well as the perspectives of public-private partnership in this sphere. Special attention is paid to the analysis of Russian natural monopolies reforms.

The evolution of relations between the institutions of state and entrepreneurship in developed and developing countries at various stages of economic development has proved that their constructive interaction is a critical factor for successful socio-economic development. The constantly increasing gap between the needs and requirements of the population to public services, infrastructure, and budget constraints have resulted in the development of state-business partnership structures. The transforming role of the state in the economy necessitates the importance of finding alternatives to direct regulation of economic processes. One of them is the institute of public-private partnership (hereinafter referred to as PPP), which allows attracting additional resources to the economy, redistributing risks between the state and the business sector, directing entrepreneurial efforts to address important social and economic goals and objectives while maintaining the powers and functions of the state. Foreign experience shows that the implementation of PPP projects ensures significant cost savings.

T. H. Marshall’s claims that the twentieth century was the era of social rights, embodied in education and welfare policy, has found enduring favour with a wide variety of scholars and social commentators. To what extent, however, was his theory of citizenship and social rights a reflection of the specific moment in which he was writing? This chapter places T. H. Marshall’s concept of ‘citizenship’ within its historical context. Through examining his biography, this essay suggests that Marshall’s theory of citizenship was informed by an appreciation for continental, and especially German, conceptions of social policy, the role of the state, and the nature of community. Parsing this aspect of Marshall’s intellectual biography has important implications for our own understanding of British ideas about the purpose, structure, and scope of social policy during the formative middle decades of the twentieth century.

Modern economic conditions and the integration of the national economy into the global economy require structural changes and a search for a new model of relationship between the public and private sectors. The relevance of this article is determined by the fact that the existing scientific concepts have not formed a general understanding of the theoretical aspects for the implementation of public-private partnership at the railway transport, have not established development priorities and tasks of the state in the implementation of the mechanism of public-private partnership at the railway transport. Realization of the projects capable of maintaining implementation of the development priorities of the railway industry requires significant investments of private business and financial, organizational and legal support of the state. The authors substantiate the necessity of using public-private partnership at the railway transport of Ukraine for solving the most urgent current problem – renewal of the material and technical resources and bringing them in line with the requirements of the leading European countries. The proposed priority-partnership approach and the obtained results open up new opportunities for further research into the solution of the problem regarding the implementation of public-private partnership at the railway transport.

In market economies, the subject of scientific research is the extent to which the state can contribute to the sustainability of development. However, the question is to know where the boundaries of the market and the role of the state lie. The study briefly introduces different views of the state's economic role and how states have changed the proportion of their entrepreneurial assets. Among these, it highlights privatization, which is one of the significant segments of today's economic policy practice at both micro and macroeconomic levels. It then describes Brazil's economic circumstances that led to the formulation of a proper size privatization program. Finally, the socio-economic factors that, according to the author, make the realization of Brazilian privatization plans uncertain presented.

The article reveals the problems and prospects of interaction between public and private structures in education, among which the main problems that hinder the effective development of public-private partnership in the educational sphere are highlighted. The effectiveness of the development of this form of partnership cooperation greatly expands the possibilities of educational institutions in training higher-level specialists, and for business structures opens up the possibility of personnel renewal of production in accordance with the needs of innovative economic development, in this connection, the article shows that the development of public-private partnership in Ukraine has great prospects. It is noted that the essence of interaction between the state and business in the framework of projects is the formation of partnerships, which are not a simple addition of resources, but the need to coordinate interests. It is determined that the effectiveness of the state in the implementation of projects mainly depends, on the one hand, on the need for business resources, and, on the other hand, on awareness of the need to involve non-state structures in the development of educational institutions. So, the interaction between the state and business is based on the conscious need for both the state and business to cooperate effectively in the educational sphere. It is proved that the main directions of stimulating this process should focus on direct state participation in educational projects that have a national priority in the implementation of state support for innovative activities of business structures through lending, preferential taxation and other preferences that facilitate the conditions of enterprises activities. Partnership in the field of higher education encourages the unification of the state, the business community and educational organizations for the implementation of socially oriented projects and the provision of public services.

This paper discusses inequalities of the health system in Brazil and advocates that now, more than ever in light of the Covid-19 pandemic, the world needs to put in place a more collaborative and egalitarian way of financing health research and investments in public health systems. The role of the state and institutions in the design of public policies for the realization of social rights is debated in the face of the economic and political crisis. Here we draw upon Martha Fineman’s vulnerability theory and Thomas Pogge’s view on justice with regard to health.

The research features the problem of searching for a model of relations between the state and the business in the conditions of the changing development vector of the Russian economy. An important place in this discussion is the issue of the boundaries of the public and private sectors. Based on the analysis of modern approaches to models of government-business relations, the authors define the role of relations in the state-business tandem. The most effective form of relations is public-private partnership. The development of the partnership between the state and the business is a mechanismfor the implementation of socially significant projects, as close to the market as possible. It contributes to the socio-economic development and the changes in the development vector of resource regions. The paper introduces a classification of relations in the "state-business" tandem. The authors use the basis method of comparative analysis to distinguish two diametrically opposite models of state-business interaction, i.e. pluralistic and corporate. The approach based on the dichotomy of a liberal and a coordinated model is more promising for analyzing the interaction between the state and the business in regions with a mono-profile orientation.
