Participatory budgeting in the Russian Federation is experiencing a new round of development. The practices of participatory budgeting, which are implemented by state and local governments, are becoming more and more diverse. Some of them involve people who are not well-represented in standard practices, for example, people with disabilities, young people etc. The authors conduct a study of the development of participatory budgeting practices for young people, highlight their characteristic features, and summarize foreign and Russian experience. A key aspect of designing the practice of participatory budgeting is its goal setting. The article systematizes the goals of participatory budgeting practices for “adults” and, based on the available data, determines the priorities of goal setting for youth participatory budgeting practices. The authors substantiate the relationship between the practices of participatory budgeting for young people and programs to improve budget literacy.

The research is devoted to the modern enhancement of budget allocation effciency at the municipal level. Internationally, it is referred to as participatory budgeting. The subject of the research is the world and Russian experience of participatory budgeting and the effectiveness of such initiatives. The research objective is to determine the correlation between the international experience of public participation in the budget allocation and the program of initiative budgeting in the Russian Federation; based on this, to develop recommendations for improving the effciency of budget expenditures. The theoretical basis and the relationship between the concepts of “participatory budgeting” used to denote public participation abroad, and the “proactive budgeting” adopted in Russia have been considered. More than 30 international studies of participatory budgeting over the past 15 years have been analyzed. The aspects and effectiveness of the approaches have been highlighted. The best international and Russian experiences of participatory (initiative) budgeting, their characteristics and commitment to results have been identifed. As a result, the authors have presented a basic scheme to organize the participatory budgeting process, highlighting the stages, activities and criteria for the effectiveness of programs implemented within this approach. The initiative budgeting perspectives in Russia have been shown on the example of Yekaterinburg. Some recommendations have been given to enhance the implementation effciency. Among them are: infrastructural differences between the territories, expanding fnancial independence of municipalities in terms of initiative budgeting, building a system of representatives of local communities. It has been concluded that the initiative budgeting in the Russian Federation differs notably in its form from the international initiatives. The main difference is the requirement to the population and business to co-fnance projects. Some measures have been proposed to move gradually from the Russian participatory budgeting to the international standards, including: developing a methodology for project effciency evaluation, providing tax incentives, extensive use of information technology, and introducing the annual schedule of meetings and polls.

Introduction. The relevance of the study is caused by the spread of participatory budgeting practices in Russia and abroad. In 2017 the joint project ‘Development of initiative budgeting in the Russian Federation’ of the Ministry of Finance of the Russian Federation and the World Bank has been launched. More than 50 Russian regions are involved in this project today. In March 2018 the need to develop citizen engagement was reflected in state program of the Russian Finance Ministry ‘Public Finance Management and Regulation of Financial Markets’. Since citizen participation in the budget process is still new, scholars and practitioners take interest in foreign experience, in particular, in the mechanisms used in European countries. Portugal is of a particular interest because the only nationwide practice of participatory budgeting is being implemented there.Materials and methods. The article is based on the comparative historical analysis and case-study method. Academic articles, thematic books and monographs, official websites of the state and local authorities of Portugal, specialized online-participation portals, reports of foreign experts at the Moscow Financial Forum 2018 were involved as sources. The author also relied on oral information received from the representatives of the Branding and Communication Department of Lisbon during an in-person meeting at the City Hall in June, 2018.Results. The historical and political context of the development of modern mechanisms of direct democracy in Portugal was identified. The nationwide program, national programs of school and youth participatory budgeting are analyzed. The specificity of the projects, the target audience and the results within each of the directions are described. Special attention is paid to the city of Lisbon, in which several crowdsourcing and participatory practices are implemented.Discussion and conclusions. The most original approaches that are interesting from the point of view of the procedures used for engaging citizens or specifics of local issues that are presented for discussion in the framework of participatory practices are identified.

The problems of transparency as an economic, social, political and legal phenomenon attract the attention of scientists in various fields of liberal arts - economics, sociology, political science, and jurisprudence. In this article, the authors are primarily interested in legal and political aspects of this phenomenon, since the current Constitution of the country pays considerable attention to the issues of democratic organization of power and the institutions of participation of citizens in the management of state affairs. Describing the real state of transparency in the public authorities of the Republic of Crimea, both static (institutional, organizational) and dynamic (functional, procedural) aspects of this phenomenon are taken into account. The current Constitution of the Russian Federation 1993 does not have the concept of "transparency". The analysis of Russian legislation shows that the principle of transparency, even without being enshrined at the highest constitutional level, has been adequately reflected in federal laws and other regulations. Legislatively enshrined transparency, openness, publicity, accessibility of information together create a regime of transparency of the activities of the three branches of state and local government, ensure the access of citizens to information and determine the forms of interaction and cooperation of citizens and power institutions in this area. The authors emphasize that the principle of transparency plays an important role in the system of principles of the organization and functioning of the public authorities of the modern democratic state. Its further legislative development will promote the confidence of citizens in public authorities, establish the dialogue between the state and civil society, and strengthen anti-corruption measures. Legal regulation of openness, publicity, accessibility of information about the activities of public authorities is carried out within the framework of several legislative acts ("On the media," "On ensuring access to information on the activities of state and local governments" and others). It seems appropriate not only to generalize these norms but also to include other ones developing this institution within the framework of a single federal law on the transparency of state authorities in the Russian Federation. The authors believe that we need the measures to improve the effectiveness of the institu-tion of transparency, including, for example, the consolidation of criteria (indicators) of trans-parency of public authorities The study of the principle of transparency of public authorities in the Republic of Crimea shows that the new subjects of the Federation have created legal and organizational conditions for the implementation of the principle of transparency. Though, there are some problems including the lack of developed and accessible telecommunication infrastructure, the orienta-tion of the Crimean providers to Ukraine, formalism in the consideration of citizens' appeals, not always prompt and objective information about the activities of the authorities of the new subjects of the Russian Federation, the need to ensure information security, the development of cooperation between Crimean and foreign organizations in the field of information and communication technologies.

Доходы бюджетов публично-правовых образований являются финансовой основой, обеспечивающей органы государственной власти и местного самоуправления денежными средствами для организации всестороннего развития субъектов Российской Федерации, муниципальных образований и государства в целом. Однако на сегодняшний момент имеющихся у местных бюджетов доходных источников недостаточно для полного выполнения возложенных на них задач. Для решения выявленных проблем нужен обоснованный комплекс действенных предложений, учитывающих современные тенденции социально-экономического развития РФ и зарубежный опыт. Budget revenues of public legal entities are the financial basis that provides state and local governments with funds for the organization of comprehensive subjects’ development of the Russian Federation, municipalities and the state as a whole. However, at the moment, the revenue sources available to local budgets are not enough to fulfill the tasks assigned to them. To solve the identified problems, we need a justified set of effective proposals that take into account current trends in the socio-economic development of the Russian Federation and foreign experience.

The presented study develops theoretical and methodological foundations for assessing the fiscal sustainability of the constituent entities of the Russian Federation in perspective.Aim. The study aims to develop a systems approach to assessing the fiscal sustainability of the constituent entities of the Russian Federation in the medium and long term.Tasks. The authors analyze the major approaches to assessing the fiscal sustainability of federal subjects and determine the significance of quantitative and qualitative assessment methods in the development of a methodology for assessing the fiscal sustainability of federal subjects in the medium and long term.Methods. This study uses scientific methods of cognition, analysis and synthesis, comparison and analogy, systems and institutional approaches to assess the fiscal sustainability of federal subjects.Results. The authors examine the major approaches to assessing the fiscal sustainability of federal subjects developed by Russian scientific schools and disciplines; approaches used by state and local authorities; approaches to assessing the fiscal sustainability of federal subjects used by international and national rating agencies; foreign experience. In general, this implies the development of a universal system of indicators for assessing the fiscal sustainability of federal subjects.Conclusions. It is substantiated that under the current conditions of new challenges, particularly in the context of the coronavirus pandemic, it is necessary to assess the long-term balance and sustainability of the budgets of federal subjects using a systems approach based on quantitative and qualitative methods, making allowance for the medium- and long-term prospects to make efficient management decisions at different levels of the economic system.

Статья посвящена анализу возможностей сетей связи для сокращения цифрового разрыва между регионами Российской Федерации. Основным результатом статьи является установление взаимосвязи валового регионального продукта и доли занятых в сфере информатизации и связи в общем числе занятых во всех отраслях. Результаты статьи могут быть использованы заинтересованными министерствами и ведомствами при реализации программы цифровой экономики, научными и проектными организациями при планировании и проектировании сетей связи, а также университетами в учебном процессе. The article is devoted to the analysis of the capabilities of telecommunication networks with ultralow latency to reduce the digital divide between the regions of the Russian Federation. The main result of the article is to establish the relationship between the gross regional product and the share of people employed in the field of informatization and communications in the total number of people employed in all industries. The results of the article can be used by interested ministries and departments in the implementation of the digital economy program, scientific and design organizations in the planning and design of communication networks, as well as by universities in the educational process.

In the article, the authors pay attention to the issue of value preferences of Russian youth on the example of the one of the regions of the Russian Federation – the Kemerovo region - Kuzbass. The problem of political activity of young people is considered through the system of current legislation on youth, socialization and directly value orientations and preferences of young people. The main legal acts regulating youth policy in the Russian Federation are marked. As an empirical basis a number of methodological approaches were used-the system approach (D. Easton, G. Almond), the normative-value approach of J. Rawls, a method of expert interviews and questionnaire survey. The article shows the inconsistency of the value beliefs of modern youth, which is caused by the Russian model of democratic development.
