Research of the specifics of logistics for the pilot production of new aircraft

The article considers the results of the research of the logistics system of one of the leading aircraft construction enterprises of the Russian Federation. Conclusions are made about the need to improve the coherence of the logistics plan and the production plan of the enterprise, taking into account the results achieved. It is proposed to use software agent systems to reduce losses associated with production downtime.

The article reveals the concept of a logistics unit, logistics and digital hubs. The aim of the study is to assess the competitive prospects for digitalization of the Russian logistics block of the Northern Sea and New Silk ways as a set of international logistics and digital hubs, as well as exhibition complexes and educational sites. The research is focused on combining the logistics sections of the Northern Sea Route and the New Silk way into a single logistics system with its further registration in digital space. The main goal of this system is to unite all available resources of the Russian Federation in its block of the international logistics system to attract the largest number of partners and customers. It is considering the possibility of combining the Northern Sea and New Silk way sections into a single system on the territory of the Russian Federation. The authors investigated the ways of digitalization of the logistics block of the NSR-NSW with the subsequent creation of a virtual space for the control and redistribution of trade throughout the Russian Federation. During the research, studies were conducted in the field of public administration, which use modern digital communications and digital security systems. Possibilities of implementing a system of digital hubs based on the results. As a result of the study, potential positive results from the implementation of the project of digital inter-hub networks in both the economic and social sectors were highlighted.

Одной из важнейших задач, стоящих перед федеральными и региональными властями является развитие транспортно-логистической системы регионов. Возникает ряд сложных проблем, таких как: транснационализация товарных рынков из-за углубления кооперации и специализации производства, увеличение количества позиций товарной номенклатуры. Учитывается параллельный рост потребляемой массы продукции, внедрение инновационных технологий в логистические цепочки поставок и другие возникающие изменения. The article deals with the problems of functioning of the transport and logistics system in the regions of the Russian Federation. One of the most important tasks facing the federal and regional authorities is the development of the transport and logistics system of the regions. There are a number of complex problems, such as: the transnationalization of commodity markets due to the deepening of cooperation and specialization of production, an increase in the number of items in the commodity nomenclature. It takes into account the parallel growth of the consumed mass of products, the introduction of innovative technologies in the logistics supply chain and other emerging changes.

The 2020 crisis caused by the negative impact of the COVID-19 pandemic had a positive influence on the development of regional air travel. Against the background of an overall drop in passenger traffic exceeding 40%, a number of airports in the Southern Federal District have demonstrated positive development dynamics. With the opening of regular flights to cities in the Southern Federal District and the Republic of Crimea, a number of airports in the Central Federal District and the Volga Federal District by the end of 2020 increased passenger traffic due to the development of the domestic route network. The Russian air passenger market demonstrated high growth and development rates during the period of 2009–2019. The underlying factors of growth and development were the implementation of the subsidizing regional air routes program, the development of competition and the increase in the growth rate of production of the regional jet “SSJ-100”. According to the results of activities at the end of 2020, the Russian regional airline (a mono-operator of the “SSJ-100” jet) demonstrated the lowest rate of passenger traffic reduction. The airline also increased its aircraft fleet by 2 units and expanded its regional route network. The Republic of Crimea is a strategically important region of the Russian Federation. Modernization of the regional logistics complex, which includes the development of regular flights to the regions of the Russian Federation, is a priority task of domestic policy. Based on the structural analysis of the air passenger market and the regional logistics system, a model for creating a regional budget airline for the Republic of Crimea is proposed. The result of overcoming the 2008 crisis on the European air passenger market was the strengthening of the role and influence of the budget airlines (increase in market share from 15% to 50% from 2009 to 2019). The low-cost air transportation segment of the Russian market demonstrates high potential for development due to growing demand. The development of regional air transportation is one of the key factors in the development of the national aircraft construction system. The results of the study can be used in developing a strategy for the aviation logistics system of the Republic of Crimea, as well as in developing strategies for the development of regional airports on the island and peninsular territories.

The objective of the article is to show the importance of modernisation and development of the transport and logistics system of the Yamal-Nenets Autonomous Area (hereinafter – YNAA) for socio-economic development of the country, of its single economic space, and implementation of its export capacity. The current state of the transport system of YNAA is analysed considering a particular role of transport system of the region in development of the Arctic zone of the Russian Federation (hereinafter –the AZRF), while showing the inconsistency of the existing level of its development with the needs of the economy and the population of the area, the strategic goals of development of the Russian Arctic and the country. The research used general scientific methods, e.g., analysis and synthesis.The implementation of several large infrastructure projects in YNAA being initiated at the federal level requires the corresponding development of the regional transport and logistics infrastructure and the solution of transport problems in this region. Modernisation and development of the regional transport and logistics infrastructure through implementation of infrastructure projects will allow: to form a single interconnected transport space with a significant reduction in infrastructure constraints for development of YNAA; to achieve the required level of population mobility and transport accessibility of municipalities for all categories of population; to combine the mainland and port infrastructure within a single logistics system through implementation of federal infrastructure projects in parallel with measures to develop the existing regional transport infrastructure; to integrate the transport complex of YNAA as part of the transport system of the Russian Federation into the world transport system.The development of an effective regional transport and logistics system within the framework of the corresponding federal system, considering the geostrategic features and geo-economic potential of the region, will remove infrastructural constraints for development of the national economy and the region’s economy.

The matters of the “green” logistics in Russia are considered in the article. The analysis of data on gas emission from motor transport, the influence of transport and logistics system on the environment, and calculation of ecological damage from transport and logistics systems in St. Petersburg are carried out. Methods of the ecology-focused approach to the introduction of the principles of “green” logistics and creation of the ecology-focused logistics systems in the cities are developed.

The article considers the budgeting system of the enterprise when receiving budgetary funds in 2016 for the event preparation and holding of 2018 FIFA World Cup in the Russian Federation related to the construction or reconstruction of training grounds.
