The 2020 crisis caused by the negative impact of the COVID-19 pandemic had a positive influence on the development of regional air travel. Against the background of an overall drop in passenger traffic exceeding 40%, a number of airports in the Southern Federal District have demonstrated positive development dynamics. With the opening of regular flights to cities in the Southern Federal District and the Republic of Crimea, a number of airports in the Central Federal District and the Volga Federal District by the end of 2020 increased passenger traffic due to the development of the domestic route network. The Russian air passenger market demonstrated high growth and development rates during the period of 2009–2019. The underlying factors of growth and development were the implementation of the subsidizing regional air routes program, the development of competition and the increase in the growth rate of production of the regional jet “SSJ-100”. According to the results of activities at the end of 2020, the Russian regional airline (a mono-operator of the “SSJ-100” jet) demonstrated the lowest rate of passenger traffic reduction. The airline also increased its aircraft fleet by 2 units and expanded its regional route network. The Republic of Crimea is a strategically important region of the Russian Federation. Modernization of the regional logistics complex, which includes the development of regular flights to the regions of the Russian Federation, is a priority task of domestic policy. Based on the structural analysis of the air passenger market and the regional logistics system, a model for creating a regional budget airline for the Republic of Crimea is proposed. The result of overcoming the 2008 crisis on the European air passenger market was the strengthening of the role and influence of the budget airlines (increase in market share from 15% to 50% from 2009 to 2019). The low-cost air transportation segment of the Russian market demonstrates high potential for development due to growing demand. The development of regional air transportation is one of the key factors in the development of the national aircraft construction system. The results of the study can be used in developing a strategy for the aviation logistics system of the Republic of Crimea, as well as in developing strategies for the development of regional airports on the island and peninsular territories.

The article presents an analysis of the activities of regional airports in France in 2019. The growth of passenger traffic was observed in those airports that actively developed cooperation with budget airlines, increasing the number of destinations in the route network. Regional airports in France, whose route network structure did not expand in 2019, showed a slight decrease in passenger traffic (from –0.1% to –3%). The first and only experimental regional airport in France (city of Beziers), handling flights of only one budget airline, Ryanair, showed an increase in passenger traffic by 14.5% in 2019. The share of routes of budget airlines in the structure of the route network of regional airports in France is quite high. The key problems of regional airports in Russia are the low passenger traffic and the underdeveloped route network. Due to the presence of the only national budget airline "Pobeda" on the market and the minimal impact on the segment of budget air transportation of foreign airlines, the share of budget air transportation destinations in the structure of regional airports of the Russian Federation continues to remain at an extremely low level. 2019 showed a record growth in passenger traffic at regional airports in the Central Federal District (an increase from +2.8% to +262%, with the exception of Tambov Airport, whose passenger traffic fell by 57.4%), which indicates an increase in demand and the need to expand the route network of regional airports. On the example of the Voronezh airport, a model for the development of low-cost airline destinations is presented.

Purpose of the study. Information and communication technologies are becoming a powerful tool for the development of electronic business. Today, the leaders in the global economic and political space are precisely those countries that have learned to determine the vector of development of information technologies and use new opportunities for their application. The development of innovative digital technologies in Russia and in the world is widely discussed in the framework of various discussion platforms. In particular, at the International Forum “The Digital Future of the Global Economy” (January 31, 2020 Almaty), digitalization of trade processes between the EAEU membercountries became one of the main topics. The annual Tech Week conference (Moscow) is becoming a traditional place for discussing the implementation of innovative technologies in business, as well as for the exchange of experience of leading Russian and world corporations in the field of electronic business. In this regard, there is a need for a comprehensive statistical assessment of the development level of electronic business of the territory.Materials and methods. The research was based on the data of the Federal State Statistics Service for 2018 for the regions of the Volga federal district, and the results of monitoring the development of the information society in the Russian Federation. As a tool for assessing the degree of digitalization of business in the regions of the Volga federal district, the graphic polygon (radar) method is used.Results. The article provides a retrospective analysis of the stages of development of electronic business in Russia. Among the characteristic features of the modern stage of its development are the mass introduction of Internet technologies and the transformation of traditional business methods. The introduction of advanced information and communication technologies contributes to greater involvement of the business sector in electronic business. In terms of the level of development of information and communication technologies (ICT Development Index), Russia ranks 45th among the countries of the world. For the period 2010 - 2018 the development of electronic business in Russia has a positive trend. According to the results of 2018, the volume of the Russian e-commerce market amounted to 1280 billion rubles, or 4.1% of the total trade turnover. According to forecast estimates, by 2023 the volume of Russian e-commerce market will grow to 8.5% of the total turnover and amount to 2780 billion rubles. An integrated assessment of the development level of electronic business was carried out according to sixteen local criteria. As a result of calculating the private and local ranks of the values of the relevant criteria, fourteen polygons of the level of development of electronic business were constructed by the number of regions of the Volga federal district. The results obtained allow us to state the existence of a high degree of heterogeneity of the regions of the Volga federal district according to the integral indicator under study. Among the leading regions in terms of electronic business development are the Republic of Tatarstan, Perm krai and Nizhny Novgorod region. Outsider regions – the Mari El Republic, the Republic of Mordovia, and the Kirov region – are characterized by a low percentage of organizations that used the capabilities of the Intranet and Extranet, the absence of special software for managing sales of goods (works, services), and limited use of software, in particular ERP, CRM and SCM systems.Conclusion. The widespread use of information and communication technologies entails the expansion of opportunities and improving the quality of coordination of business activities. We should remember that if modern business cannot quickly adapt to the new requirements of the digital economy, then it risks becoming uncompetitive. The results of the study revealed a differentiation in the development of electronic business in the regions of the Volga federal district. A similar situation is observed in most constituent entities of the Russian Federation and is due in many respects to specific reasons for each region. The timely fulfillment of the goals and objectives of digital transformations in the Russian Federation reflected in the Digital Economy of the Russian Federation Program and other regulatory documents will help to smooth out the existing imbalances.

The expansion of the borders of the Far Eastern Federal District due to the inclusion of the Trans-Baikal Territory and the Republic of Buryatia in its composition actualizes the problem of inequality of regions (primarily in the social sphere), which in the new boundaries of the macroregion has significantly increased and has acquired a «supernormal» character. It has been established that the lag of the «new» Far Eastern subjects in the level of social development is accompanied by an increase in negative phenomena in the social sphere. The necessity of implementing a set of measures to form a «corridor of opportunities» that regions can use, including within the framework of interregional interaction within the Far Eastern Federal District, has been substantiated

This article is devoted to a comparative analysis of the financial stability of the development of regional budgets of certain constituent entities of the Russian Federation – Rostov Region, Republic of Kalmykia and Orel Region in comparison with the dynamic fluctuations of Russia’s economic development over the period 2010–2019. The relevance of the research topic is due to the need to create a methodology for assessing the financial stability of regional budgets of the constituent entities of the Russian Federation. The purpose of this scientific article is to study and test the methodology suggested by the authors for the analysis of financial stability of regional budgets of Russia in the process of cyclical changes in the financial and economic environment of the national economy, as well as to demonstrate its practical application. The regional budgets of such constituent entities of the Russian Federation such as Rostov Region, Republic of Kalmykia, which are part of the Southern Federal District, and Orel Region, which is a constituent entity in the Central Federal District, were selected as the objects of the study. The authors define the subject of research as a system of financial and economic indicators that characterize the implementation of regional budgets of territorial units under analysis in the period 2010–2019. The obtained statistical data for the regions under analysis will be used in the subsequent material for the tests of the suggested methodology. When choosing the criteria for the assessment of the independence of the regional budget, the authors rely on the fundamental budget parameters, including its effectiveness, financial stability and balance of the revenue and expenditure parts of the budget. When analyzing the dynamics of the level of stability of the regional budgets of Rostov region, Republic of Kalmykia and Orel region, it was found that the region with a more developed social and economic infrastructure is more comfortable with cyclical shifts in the national economy (with the least losses, both for further development prospects of the region and for the population living in this territory). For regions where the social and economic situation is deteriorating, economic crises in the country have a multiplier effect, increasing both the gap in comparison with the developed regions of the Russian Federation, and the degree of imbalance of the regional economy and finance.

Objective is to analyze the incidence of Siberian tick typhus (STT) in the Russian Federation over the period of 2010–2020, Astrakhan spotted fever (ASF) and Mediterranean fever (MF) since the official registration, and to forecast the development of the epidemic process for endemic rickettsioses for 2021. The analysis of the incidence of STT, ASF and MF in Russia for the period of 2010–2020, 2013–2020 and 2014–2020, respectively, has been carried out. The forecast of endemic rickettsioses morbidity in the European and Asian parts of Russia for 2021 has been made. The average long-term incidence of STT for 2010–2020 in the Russian Federation as a whole was 1.04 (CI95 1.02÷1.05) 0/0000, with no tendency to change. The maximum relative incidence of STT is typical for the Siberian Federal District (SFD), where the average long-term incidence rate for 2010–2020 was 6.20 (CI95 6.08÷6.31) per 100 thousand of the population. The Far Eastern Federal District (FEFD) – 4.70 (CI95 4.53÷4.87) 0/0000 came in second place, the third place was taken by the Ural Federal District (UFD) – 0.08 (CI95 0.07÷0.10) 0/0000. When assessing the 11-year dynamics of the relative incidence of STT by the Federal Districts, we have detected a tendency to its stabilization in the SFD and the FEFD. In the UFD, a significant downward trend was revealed. The upward trend in the incidence of STT remained in the Altai Republic. Major decline in STT incidence was observed in the Kurgan Region, Trans-Baikal Territory, Krasnoyarsk Territory, and the Republic of Khakassia. There was a declining trend in the incidence of Astrakhan spotted fever in the Astrakhan Region and the Republic of Kalmykia. In the Republic of Crimea and the city of Sevastopol there is no trend to increase the incidence of Mediterranean fever.

This study reviews and compares the market potential of two macro-areas in the Republic of Sakha (Yakutia) in the AZRF (Arctic zone of the Russian Federation) and the FEFD (Far Eastern Federal District. Moreover, this work shows that a significant part of supply and demand in municipalities' domestic markets is concentrated in the FEFD. Until recently, the AZRF and the FEFD were not considered by the State as a single government body. Transferred powers to the Ministry of the Russian Federation for the development of the Far East and the Arctic has allowed the territory of the Arctic uluses of the Republic of Sakha (Yakutia) to be included in the social and economic development of the FEFD.

The article presents the genesis and stages of the digital economy development. The object of the study is the subjects of the Volga Federal District (PFD) of the Russian Federation. The subject of the study is determined by the assessment of the state and development of the digital economy using the tools of the Boston Consulting Group matrix and the grouping of statistical measurement indicators for 2005-2019. The chosen analytical tools made it possible to diagnose the level of digitalization of the economy: to determine the degree of digitalization of the region at the current moment, to identify regions with similar trends, to find best practices that allowed some regions to reach the forefront. The obtained indices are combined into a summary indicator, the results of which allowed us to divide the subjects of the Volga Federal District into 4 groups: "depressed", "lagging", "stable", "progressive". The resulting typology of the regions of the Volga Federal District will allow us to develop specific measures in the field of regional digital policy and accelerate the processes of digital transformation of the regions and the country as a whole. Among the regions of the Volga Federal District, the IT sector is developing most successfully in the Republic of Tatarstan, the Perm Territory and the Nizhny Novgorod Region. These regions are implementing a consistent and most effective digitalization policy, which creates the basis for the successful development of the economy and social sphere.

Аннотация. Республика Бурятия и Забайкальский край указом президента Российской Федерации 3 ноября 2018 года вошли в состав Дальневосточного федерального округа. Эти субъекты имеют свою социальноэкономическую специфику по отношению к другим субъектам по структуре экономики, уровню жизни населения, экономикогеографическому положению. Одна из главных целей работы была сравнить новые субъекты с другими субъектами Дальневосточного федерального округа по структуре экономики и социальноэкономическому положению и его динамики. Оба региона как было установлено имеют схожие структуры экономики с приграничными субъектами юга Дальнего Востока. Они имеют довольно низкие социальноэкономические показатели по отношению к подавляющему большинству субъектов Российской Федерации, так и в особенности среди субъектов Дальневосточного региона находясь наряду с Еврейской автономной областью в числе аутсайдеров. Это было подсчитано на примере одного из коэффициентов сравнения, который показывает степень социальноэкономического развития между субъектами федерального округа. Также на примере этого коэффициента выявлено, что рассматриваемые регионы также уступают значительной части других регионов по динамике социальноэкономических показателей. Оба региона имеют небольшую долю в социально экономических показателях округа, прежде всего за счет слабого развития регионов. Это вызывает и снижение этих показателей в расчете на 1 человека по округу. Был выявлен ряд экономических особенностей и географических факторов характерных для причинноследственной связи низкого социальноэкономического положения и развития Республики Бурятия и Забайкальского края по отношению к другим субъектам федерального округа. На примере структуре экономики регионов указано, что наибольшие социальноэкономические показатели имеют регионы с высокой долей промышленности за счет добычи полезных ископаемых. Обозначен ряд факторов, которые сказываются или должны сказываться положительно на развитии новых субъектов в будущем в составе нового федерального округа. Были подсчитаны изменения социальноэкономических показателей для Дальневосточного федерального округа в результате произошедшего изменения его границ. By a decree of the President of the Russian Federation on November 3, the Republic of Buryatia and the TransBaikal Territory became a part of the Far Eastern Federal District. These subjects have their own socioeconomic specifics relatively to other subjects by the structure of economy, the standard of living of the population, and the economic geographical position. One of the main goals of the work was to compare new subjects with other subjects of the Far Eastern Federal District in terms of the economic structure, a socioeconomic situation, and its dynamics. Both regions were found to have similar economic structures with the border regions of the south of the Far East. They have rather low socioeconomic indicators relatively to the overwhelming majority of the subjects of the Russian Federation, and especially among the subjects of the Far Eastern region, being together with the Jewish Autonomous Region among the outsiders. This was calculated by example of one of the comparison coefficients, which shows the degree of socioeconomic development between the subjects of the Federal district. Besides, by example of this coefficient, it was revealed that the regions under consideration conceded a significant part of other regions in the dynamics of socioeconomic indicators. Both regions have a small share in the socioeconomic indicators of the district, primarily because of weak development of the regions. This causes a decrease in these indicators per 1 person in the district. A number of economic features and geographical factors typical of a causal relationship of a low socioeconomic status and development of the Republic of Buryatia and the TransBaikal Territory relatively to other subjects of the Federal district were identified. By example of the structure of regional economy, it is indicated that, the regions with the highest share of industry have the highest socioeconomic indicators at the expense of mining. A number of factors are indicated that affect or should have a positive effect on the development of new subjects in future as part of a new federal district. The changes in socioeconomic indicators for the Far Eastern Federal District that occurred as a result of the change in its borders have been calculated.

The results of updating the Cadastre of stationary anthrax-unfavorable points in the Russian Federation (2005) and the creation of databases for nine out of 11 subjects of the Far Eastern Federal District (in the Magadan Region and the Chukotka Autonomous District, anthrax was not officially registered) are presented, information on 1285 points has been updated, instead of 1089 previously recorded. For the period 1856–2008 according to official data and literary sources, 8346 heads of animals and 253 people fell ill in nine subjects. The largest share of sick animals (72.3 %) falls on the Republic of Buryatia, and people (45.1 %) — in the Zabaikalsky Territory. The years of manifestation of activity of 99.8 % of permanently unfavorable points for anthrax are known. Most of the new points were formed in 1890–1899 and 1930–1939. Anthrax on the territory of the Far Eastern Federal District was annually recorded from 1910 to 1989. The maximum epizootic activity was noted in the city of Blagoveshchensk in the Amur Region and in the village of Kyren in the Republic of Buryatia. Based on updated information on the former and renamed settlements in accordance with the territorial-administrative division of the country; specified locations of settlements, former collective and state farms, liquidated in the 90s of the twentieth century; data on years of activity, species and number of dead animals and sick people; Determination of the geographical coordinates of the SNP created a database of stationary anthrax-unfavorable points in six regions (Zabaikalsky, Kamchatka, Primorsky and Khabarovsk territories, Jewish Autonomous Okrug, Sakhalin and Amur regions.
