Adequate availability of facilities and infrastructure needs of good enough quality, is very much needed by each group in carrying out any activity and is expected to achieve the objectives as desired. If the facilities and infrastructures are not available, it is impossible for an organization and administration to run smoothly, for example in a school or office, of course in supporting the success of work, they need facilities and infrastructure, without the means and infrastructure how the school or office will succeed.In order to achieve a goal well and correctly, then all activities carried out must be carried out with operational technical methods that are expected to support the results of work effectively and efficiently, and also the implementation must be carried out as well as possible. In the administration of facilities and infrastructure are all components that can directly or indirectly encourage the running of an educational program in order to achieve the desired goals. The limited ability and knowledge of individuals in school administration regarding the administration of educational facilities and infrastructure, as well as their interest in understanding the administration of facilities and infrastructure well, therefore the author's purpose is to make this article, so that growing interest and want to know and also understand the administration of facilities and infrastructure. CENTRALLY prescribed managerialist practices have become part of the assumed processes of secondary school administration. But the logic which linked the new practices for central office bureaucrats was absent in the understandings of teachers in Western Australian secondary schools in 1992. There were substantial differences in the meanings attributed to key concepts and the value ascribed to the required procedures. The implications of these differences are established in this paper, using insights from central office and school personnel. Particular attention is given to the three agendas of school improvement, accountability and participative decision making. The pressure to re-norm the management of schooling has been applied through a range of discursive practices including the use of language, the presumption of meaning and the enforcement of policy. Although claims have been made that these changes have resulted in a more professional approach to teaching and learning, questions remain as to their real impact.

The teaching and learning of computers in secondary schools is very beneficial for preparation of students for more challenging education in the University. However, many factors militate against the effective computer education in the schools. This study sought to assess these factors in Enugu State Nigeria. Specifically it sought to assess teachers-related factors; students-related factors; government-related factors and school administrative factors that militate against effective teaching and learning of computer in the State. The study adopted survey research method and hundred questionnaires were used for the study.  Data were analysed with the use of descriptive statistics (mean) in SPSS. Respondents agreed that teachers based factors that contribute to ineffective teaching and learning of computers in secondary schools included that teachers of the subject were unqualified (=2.9) and lack experience (=2.6). Students based included absenteeism by students (=2.7) and lack of interest by students (=2.7). Government based factors included that government provide voluminous curriculum (=2.9) and do not provide funds (=3.2). School administration based factors were that mismanagement of procured instructional materials (=2.9) and mis-use of provided funds (=2.9). This study concludes that students, teachers, government and school administration have important roles to play for effective teaching and learning of computer in secondary schools. For a way forward, the study recommends that government and individuals should encourage in and out of school computer education by establishing learning centres in the State. Computer teachers should always be provided with on-the-job training or re-training programmes. Government and school administration should as a matter of priority provide computer systems and other lacking instructional materials in their schools. Students should attend to classes and improve their interest in computer education.

REGROUPING PROGRAM OF PRIMARY SCHOOL (SD) IN IMPROVING EFFECTIVENESS AND EFFICIENCY OF EDUCATION. The fact shows that the implementation of primary school level education must still receive attention, whether in the aspects of employment, finance, educational facilities and infrastructure which are still far from the desired expectations, the limited budget for education as well. The effort to improve the education budget appears to be in the current situation and condition, not yet possible to do. On the basis of that consideration, the policy of Primary School Regrouping is the most feasible effort to be done as a breakthrough step to realize efficiency and effectiveness in carrying out educational operational tasks. Judging from the public policy study the significance of the Elementary School regrouping program is to increase the success of effective and efficient primary school. While from the aspect of public interest, with the incorporation of Primary School can provide the best service to the public in the field of education. Further data obtained and the value of information that the policy of incorporation elementary school is appropriate to be implemented and has been able to create teaching and learning activities more effective and efficient. In addition, it has also been able to improve the work performance and motivation of principals and teachers in performing their duties, to improve the participation of the School Board significantly in assisting the smooth management of the school.
