This paper evaluates the inequalities in employment trajectories during the first COVID-19 pandemic lockdown in Germany. We assess individual-level panel data collected weekly between 20 March and 25 June (N=2,297), which allows us to examine the risks of short-time work, furlough, and job loss, as well as changes between working on-site and from home. Using sequence analysis, we detect typical patterns of employment trajectories and analyse how these vary between socio-demographic groups. Finally, we relate the types of employment trajectories to changes in income, subjective job security (compared to values in January and February 2020), and COVID-19 infection risks. Our results show clear gradients in employment risks: low-wage workers were severely affected by furlough and job loss, while highly qualified employees were able to work from home. Furthermore, in contrast to previous crises, service sector and female employees were more affected by short-time work; however, its timing and duration differs compared to male workers in manufacturing. Income loss was pronounced among those who became unemployed and those continuously in short-term work, while everybody—including employees continuously working from home—experienced a significant reduction in subjective job security compared to employees whose employment hours or location have not changed. The infection risk was only increased for individuals who changed from furlough to working on-site.

This paper evaluates gender inequality in employment risks during the first and the second wave of the COVID-19 pandemic in Germany. We use individual-level panel data collected weekly between 20 March and 9 July 2020, and again in January 2021, to examine the risks of short-time work, job loss and unpaid furlough, as well as having to work on-site by means of growth curve modelling. The results reveal gender inequality in employment risks and gendered use of governmental support schemes. During the early phase of the pandemic, women had a higher probability of being temporarily exempted from work, but a lower probability of being in short-time work and receiving the associated state benefits. Compared to men, women also continuously had a higher probability of working on-site rather that from home. Consequently, women’s employment during the pandemic is more polarized between job loss or working on-site with the associated infection risk. Gender inequalities are rooted in the long-term gendered dualization of the German labour market with the low-wage sector and marginal employment being female dominated. The results call for close monitoring of long-term gendered effects of the pandemic recession and an adjustment of governmental crisis measures to the requirements of the female workforce.

Emerging research on the economic consequences of the COVID-19 pandemic draws attention to the labor effects of the crisis in the Global South. Developing countries show high levels of labor informality, where most workers cannot work from home and depend on daily income. In addition, the scarce and late state aid makes it difficult for workers to cope with the economic hardships caused by the pandemic. This research explores the employment trajectories of workers throughout the ongoing pandemic in Chile: a neoliberal country with a strong male breadwinner culture and high levels of income inequality. Using longitudinal non-probabilistic data for Chilean employment, this study finds that men lost their jobs to a lesser extent and returned to the labor market faster than women. Likewise, male workers with family (with a partner and young children) remained employed in a higher proportion than female workers with family, and most of these women shifted from employment into care work. The existing literature already pointed out how economic crises can have adverse effects on progress towards gender equality, and the current economic crisis seems to be no exception. Labor informality and low-skilled jobs were highly related to unemployment during the first months of COVID in Chile. These are important variables in a developing economy such as Chile, where around one-third of the population works under these conditions. This article concludes by reflecting on the importance of addressing the present crisis and future economic recovery with a gender perspective.

This article investigates the employment effect of short-time work in the Netherlands during the Great Recession (2009–2011). Short-time work was introduced during the period as a special arrangement with the aim of reducing unemployment hikes by offering firms the possibility of adjusting the working time of specialised workers rather than adjust the size of their workforce. The authors focus on the effect of short-time work at the individual level of the worker and study whether short-time programme participants in surviving firms had a lower job turnover rate and transition rate to unemployment compared to workers who did not participate in the programme. Furthermore, the authors study whether the flexibility policies of the firm had a substantial influence on the effectiveness of short-time work in protecting workers from unemployment. Specifically, they investigate whether the effect of short-time work is related to the intensiveness of its use by the firm and the extensiveness of the use of external flexibility arrangements – i.e. temporary contracts and temporary agency workers – by the firm. For this purpose, the authors apply a discrete-time survival model using a unique dataset with monthly register data from Statistics Netherlands. Participants in the short-time work programme are compared with non-participant workers from firms that used short-time work and workers from firms that did not make use of the programme. The findings indicate that, in surviving firms, short-time work had a positive effect: the risk of unemployment and job separation is, in most cases, lower for short-time work participants than non-participants. Short-time work is most effective in protecting workers from unemployment in firms that extended the use of the programme to many workers and for a relatively small number of hours, and that made either moderate use of temporary agency workers or extensive use of fixed-term contracts.

Workplace incivility, also called bullying, mobbing, and harassment, is pervasive and takes a high toll on employees. This study draws on 18 in-depth interviews with women in the precarious, low-wage, service sector in jobs such as customer service representative, retail sales, food service, pharmacy technician, and bank teller. Women service workers are a particularly vulnerable group, and yet most research on workplace problems of this type focus on professional women’s experience. We find that in this sample, most incivilities came from supervisors, followed by customers and then coworkers. Among supervisors, women were the most common perpetrators, while customer and coworker perpetrators were largely men. The type of incivility varied depending on role: Disparagement was common on the part of supervisors and customers, while coworkers were far more likely to engage in sexual harassment, which was virtually nonexistent among supervisors. Consequences for targets of these incivilities included anxiety, which most had experienced, and income loss. We offer suggestions for future research and policy.

The effects of nationwide lockdown were disproportionate on informal workers. Based on a primary household survey conducted among Muslim casual labour working in Aligarh lock industries, we add to studies on the socio-economic impact of the lockdown. We find 44% reduction in employment rate and fall in daily wage for 60% of workers, in the post-lockdown period. A net job loss of 20% was found. The incidence of violation with the minimum wages is severe in the lock industries, and this has increased tremendously as high as 90% for some workers, in the post-lockdown. Muslim women were affected more than men, in terms of unemployment and wages. With little to no savings, the income loss during the lockdown has led to a rise in indebtedness with one-third of households incurring debt Rs. 5,000–10,000. More than 90% of them were found unable to pay rent and electricity bills. Protecting livelihoods and dignity of workers is a constitutional duty of the state. AbstractThe COVID-19 pandemic has forced governments to impose major restrictions on individual freedom in order to stop the spread of the virus. With the successful development of a vaccine, these restrictions are likely to become obsolete—on the condition that people get vaccinated. However, parts of the population have reservations against vaccination. While this is not a recent phenomenon, it might prove a critical one in the context of current attempts to manage the COVID-19 pandemic. Consequently, the task of designing policies suitable for attaining high levels of vaccination deserves enhanced attention. In this study, we use data from the Eurobarometer survey fielded in March 2019. They show that 39% of Europeans consider vaccines to cause the diseases which they should protect against, that 50% believe vaccines have serious side effects, that 32% think that vaccines weaken the immune system, and that 10% do not believe vaccines are tested rigorously before authorization. We find that—even when controlling for important individual-level factors—ideological extremism on both ends of the spectrum explains skepticism of vaccination. We conclude that policymakers must either politicize the issue or form broad alliances among parties and societal groups in order to increase trust in and public support for the vaccines in general and for vaccines against COVID-19 in particular, since the latter were developed in a very short time period and resulted—in particular in case of the AstraZeneca vaccine—in reservations because of the effectiveness and side effects of the new vaccines.

Abstract This article argues that short-time work stabilized employment in Germany substantially during the Great Recession in 2008/09. The labor market instrument acted in timely manner, as it was used in a rule-based fashion. In addition, discretionary extensions were effective due to their interaction with the business cycle. To ensure that short-time work will be effective in the future, this article proposes an automatic facilitation of the access to short-time work in severe recessions. This reduces the likelihood of a too extensive use at the wrong point in time as well as structural instead of cyclical interventions.

Before the COVID-19 pandemic forced large sections of the workforce to work from home, the uptake of working from home in the public sector had been limited and subject to the discretion or ‘allowance decisions’ of individual managers. Allowance decisions are influenced by factors at the organisational, group and individual levels. This research examines managers’ allowance decisions on working from home at each of these levels. It compares two qualitative datasets: one exploring managerial attitudes to working from home in 2018 and another dataset collected in mid-2020, as Australia transitioned out of the initial pandemic lockdown. The findings suggest a change in the factors influencing managers’ allowance decisions. We have identified a new factor at the organisational level, in the form of local organisational criteria. At the group level, previous concerns about employee productivity largely vanished, and managers experienced an epiphany that working from home could be productive. At the individual level, a new form of managerial discretion emerged as managers attempted to reassert authority over employees working remotely. These levels intersect, and we conclude that allowance decisions are fluid and not made solely by managers but are the result of the interactions between the organisational, group and individual levels. Abstract. This project deals with the question of what the overall social and economic consequences of dismantling a nuclear power station are for the population and the site. Various disciplines and specialist fields are concerned with questions that touch on the topic of dismantling nuclear technical facilities; however, there are so far no research projects that examined these processes from social scientific, geographic and engineering scientific perspectives. This article concentrates predominantly on the former perspective of the dismantling. Within the framework of this project the affected population and experts from the communities were asked how they deal with the dismantling of the nuclear power stations, which were triggered by the rapid change in energy policy following the accident in Fukushima in 2011. It became clear that there were various strategies for dealing with this process depending on the location. This was the reason to follow up the question of coping with this process at different locations. It could be shown, for example, that the consequences of this event were essentially determined by how the community was already positioned beforehand, e.g. whether the economic situation was a monostructure or whether long-term considerations about the future had already been made during the operating time of the power station. At the individual level, the “prerequisites” in the sense of individual value orientation and the spatially related identity, were also essentially responsible for how the risks of the dismantling and the further development of the community were perceived and evaluated. Furthermore, it was compiled from where the people extracted their information, which sources had a high or low credibility, which worries they have with respect to the near future and whether they have the intention to leave the community. In this project it became clear that there were examples of best practice with respect to dealing with this rapid and fundamental change at the locations.
