The article analyzes the provisions of the Concept of sustainable development and their evolution in the historical perspective, as well as the impact on modern international and national environmental legislation. Within the framework of the Concept, it is planned to create a new model of civilizational development, which consists in achieving a balance between solving social and economic problems and preserving the environment in the interests of current and future generations of people. At the same time, special attention is paid to the preservation of a favorable state of the environment and the sustainable use of its components, ensuring the stability of local ecosystems, which, in turn, should ensure the global stability of the entire biosphere.

The article examines the impact of internal and external risks on the stability of the financial system of the Altai Territory. Classification of internal and external risks of decline, affecting the sustainable development of the financial system, is presented. A risk management strategy is proposed that will allow monitoring of risks, thereby these measures will help reduce the loss of financial stability and ensure the long-term development of the economy of the region.

We argue that environmental legislation and regulation of more developed countries reflects significantly their moral values, but in less developed countries it differs significantly from their moral values. We examined this topic by using the keywords “sustainability” and “sustainable development”, studying web pages and articles published between 1974 to 2018 in Web of Science, Scopus and Google. Australia, Zimbabwe, and Uganda were ranked as the top three countries in the number of Google searches for sustainability. The top five cities that appeared in sustainability searches through Google are all from Africa. In terms of academic publications, China, India, and Brazil record among the largest numbers of sustainability and sustainable development articles in Scopus. Six out of the ten top productive institutions publishing sustainable development articles indexed in Scopus were located in developing countries, indicating that developing countries are well aware of the issues surrounding sustainable development. Our results show that when environmental law reflects moral values for betterment, legal adoption is more likely to be successful, which usually happens in well-developed regions. In less-developed states, environmental law differs significantly from moral values, such that changes in moral values are necessary for successful legal implementation. Our study has important implications for the development of policies and cultures, together with the enforcement of environmental laws and regulations in all countries.

At present, according to experts evaluations, industrial enterprises in compliance with environmental legislation carry out environmental expenditures of the order of several hundred billion rubles. While not the entire volume of industrial environmental costs is associated with the maintenance of a favorable state of the environment, some of them appear due to various defects (contradictions, gaps) in environmental legislation, leading to the emergence of administrative barriers (absurdities).

This article is aimed at summarizing the results of the fieldwork research conducted by a group of researchers from the University of São Paulo within local communities in the municipalities of Salvaterra, Bragança and Breves, which are located in the state of Pará in the Northern part of Brazil. The object of analysis is the production chain of oleaginous seeds obtained through the extraction activity that are used as inputs in the processing food and cosmetics industries.This article seeks to answer the following questions: what role do non-state actors play in sustainable development and biodiversity regulation at the local level?Which are the social and environmental impacts? In order to answer it, this research focuses on the impact of the extractive activity on income generation, local development and local environmental externalities caused by market incentives. The main hypothesis is that it is possible to go beyond the trade-off between welfare gains and the preservation of the environment, and thus contribute to the rational use of Common-Pool Resources (CPRs).The motivation of this article is intimately related to the Sustainable Development Goal (SDG) 15 and the sustainable use of biodiversity. It is argued that the whole process is subjected to a multilevel context in which actors and arenas interact with each other through ‘authoritative mechanisms’. Both quantitative and qualitative data have been collected through surveys conducted among local families.

This article assesses the impact of government expenditure on environmental protection and various social and economic variables on GDP. It analyzes the environmental legislation necessary for the development of environmental activities if Ukraine. The current problem is determined by reducing government expenditure on environmental protection, which will negatively affect the implementation of environmental protection projects. The result of the study is to clarify the extent to which government expenditure on environmental protection should be modified to increase GDP, which changes should be made to the legislation achieving a transition to economies that guarantee sustainable development. The relationships between the variables were analyzed by making use of the neural network model. The study concludes suggestions on how to increase government expenditure on environmental protection for the coming years to strengthen funding for important environmental programs and to make appropriate amendments to the legislation of Ukraine.

Growing actions on putting into practice the policy for improving sustainable development gives universities great variety of opportunities on implementation of different ‘green’ technologies in their campuses. Campus greening is the first step towards sustainability. The purpose of this article is to present existing approaches on the categories of sustainable campus initiatives, their significance for complete region development and the state of the environment. On the example of the inner garden of Volgograd State University, the authors describe the importance of greening the external campus sites for minimization of the negative environmental and health affects for students and faculty staff. The green initiative reflects the institution’s function as center of technological and social regional development. The green garden can reduce stress and also provide an esthetic sense by involving attractive surroundings. The impact of climatic zone on emerging of appropriate management and maintenance systems, meaningful comparison with the past landscape solutions are also reviewed in the present article. By implementing green technologies, the university shows its prudence and readiness to behave responsibly, sensibly and maturely in response to sustainability issues of the present and the future.

AbstractMaternal effects can provide offspring with reliable information about the environment they are likely to experience, but also offer scope for maternal manipulation of young when interests diverge between parents and offspring. To predict the impact and outcome of parent-offspring conflict, we model the evolution of maternal effects on local adaptation of young. We find that parent-offspring conflict strongly influences the stability of maternal effects; moreover, the nature of the disagreement between parents and young predicts how conflict is resolved: when mothers favour less extreme mixtures of phenotypes relative to offspring (i.e., when mothers stand to gain by hedging their bets), mothers win the conflict by providing offspring with only limited amounts of information. When offspring favour overproduction of one and the same phenotype across all environments compared to mothers (e.g., when offspring favour a larger body size), neither side wins the conflict and signaling breaks down. Only when offspring favour less extreme mixtures relative to their mothers (the case we consider least likely), offspring win the conflict and obtain full information about the state of the environment. We conclude that a partial or complete breakdown of informative maternal effects will be the norm rather than the exception in the presence of parent-offspring conflict.

Abstract Air quality is an issue of general, global interest, which requires the implementation of appropriate environmental policies, taking into account the essential connection between the world economy and the environment. Air is an important natural element of the environment, vital for human life and health, as well as for fauna and flora, and it needs to be protected by all means, including legal methods. Lately, scientific studies and researches have shown that the chemical structure of the atmosphere is changing for natural or anthropogenic causes, which requires more effective monitoring of the impact of human activity on the atmosphere, doubled by the implementation of radical measures, including legal ones, meant to insure the protection of this environmental element. The increase in the quantity of polluting gases eliminated into the atmosphere causes global warming, destroying the ozone layer and generating other imbalances in the natural environment. In these conditions, and since pollution knows no political-administrative borders, being a global phenomenon, there is an absolute need for international cooperation based on conventions and treatises on this topic, or directives from international bodies and organisations, and at a national level, the environmental legislation must aim to protect the air in the troposphere as well as the other elements outside the troposphere, such as the ozone layer, which is part of the stratosphere.
