Kathmandu and Lalitpur are two metropolitan cities of the Capital of federal Republic Nepal. Both cities have many identical similarities in culture, language, taste, and preferences. However, there are substantial differences in governing facilities. So, to compare the Information and Communication Technologies (ICT) infrastructure, human resource capacity, opportunities and threats to adapt governance in Kathmandu and Lalitpur. Methodologically, in depth interview with IT officers of both metro cities and library method have been conducted. The information has been verified in the legislative declaration (Council Report). ICT Infrastructure and ICT based human resource capacity are better in Kathmandu whereas ICT Adaptation opportunities and threats both are higher in Lalitpur. In comparison, Kathmandu is more advanced. Both metro cities need to work a lot to provide smart facilities to people in global context.Research Nepal Journal of Development Studies Vol.1(1) 2018 66-72

The tremendous developments in information and communication technologies (ICTs) over the last 20 years have substantially changed communication practices across the world. The Internet and mobile phones help to open new horizons for connections between people, leading to a global network for the sharing of information and ideas. In this new environment, human rights need to have a place, and traditional notions related to mass media need to be adapted to the needs of civil society. Freedom of expression has become much more individualistic, with information exchanges no longer relying on the traditional intermediaries (mass media) but on the exchange of ideas on social networking and other platforms. Civil society participation in the information world requires the necessary infrastructure however. And since states have an obligation to see to it that human rights are realized in practice, this may mean the facilitation of private investments to improve the ICT infrastructure. In this context, ICT policies favoring human rights must encompass a right to development.

Deficient information and communication technologies (ICT) infrastructure, lack of awareness on e-commerce issues, network payment and secure transaction services present enormous challenges to developing countries. For e-commerce to be a viable tool for trade in developing countries (DC), a “secure infrastructure” which makes possible the electronic exchange of financial transactions is a necessary prerequisite. There has been significant research on e-commerce security, although most of these studies have focused on developed countries. Less attention has been paid to underdeveloped countries that face different circumstances due to the above challenges. From technological perspectives, this work discusses important issues of e-commerce security for developing countries in regards to lack of fraud repression and justice in those countries.

The hasty development of information and communication technologies (ICTs) has overwhelmingly altered many aspects of life and societies all around the globe. High-quality information and communication technology (ICT) infrastructure is essential for developing countries to match the pace of economic growth. This can be achieved only with sophisticated infrastructure. Enormous competitive pressure on businesses across the world has made Information and Communication Technologies (ICTs) one of the main drivers of economic growth. This paper studies a select set of economic factors and their respective impacts on ICT development in five leading emerging economies known as BRICS (Brazil, Russia, India, China, and South Africa). The authors' findings demonstrate that in addition to deregulation, existing conditions (socioeconomic factors) must also be considered. They conclude by avowing that policy makers can more easily realize economic development via ICTs if they consider these conditions while cultivating their technology strategies.

Produk olahan pertanian yang sebagian besar beroperasi di pedesaan dan berupa sektor usaha kecil biasanya membuat promosi melalui media konvensional seperti brosur, poster, booklet dan lainnya sudah tidak efektif. Penjualan secara konvensional mulai banyak ditinggalkan karena munculnya inovasi dalam teknologi informasi dan komunikasi dimana pembelian barang atau jasa dapat dilakukan melalui internet salah satunya media sosial instagram. Tujuan penelitian adalah menghasilkan analisis efektivitas instagram sebagai media promosi, menganalisis hubungan karakteristik followers dengan tingkat keterdedahan media sosial serta menganalisis hubungan tingkat keterdedahan media sosial dengan efektivitas instagram sebagai media promosi. Penelitian menggunakan metode survei dengan data kuantitatif berupa kuesioner online yang didukung oleh data kualitatif berupa wawancara mendalam dengan satu orang admin instagram Serambi Botani sebagai informan. Jumlah responden dalam penelitian adalah 40 orang. Hasil penelitian menunjukkan bahwa instagram efektif dalam meningkatkan pengetahuan (aspek kognitif) responden terkait produk olahan pertanian Serambi Botani.Kata Kunci : efektivitas media sosial, instagram, karakteristik, keterdedahan media sosial, produk olahan pertanian=====ABSTRACTProcessed agricultural goods which are mostly operated in villages and most likely be part of small scale businesses are usually promoted through conventional media such as brochures, posters, booklets etc. that are no longer effective. Conventional methods in marketing and trade are being replaced by innovative information and communication technologies in which the trade of goods or services can be done online through the internet and one of the media is social media Instagram. The purpose of this study is to analyze of the effectiveness of Instagram as promotional media, to analyze the relationship between the characteristics of followers with the level of social media exposure and relationship between the level of social media exposure with the effectiveness of Instagram as promotional media. This study uses a survey method by using quantitative data in the form of an online questionnaire which is supported with qualitative data in the form of an in-depth interview with one Serambi Botani Instagram admin as an informant. The total number of respondents in this study is 40 people. The results of the study showed that Instagram was effective in increasing knowledge (cognitive aspects) of respondents related to agricultural products of Serambi Botani.Keywords: characteristic, the effectiveness of social media, exposure of social media, Instagram, processed agricultural goods

This study aims to investigate the relationship between Information and Communication Technologies (ICT) on innovation performance. Information and Communication Technologies consist of ICT Infrastructure, ICT Personnel, ICT Training, and ICT Department. This research method uses descriptive quantitative method with a questionnaire as a method of data acquisition. The subjects of this study were 70 respondents taken by random sampling method from various manufacturing companies in Surabaya. Data analysis techniques using Partial Least-Square (PLS). The results of this study indicate that ICT Infrastructure and ICT Training have a significant effect on innovation performance. Meanwhile, ICT Personnel and ICT Department did not significantly influence innovation performance. In this article certain pillars as basics are presented being necessary to develop Web services (W3C, 2007) supporting human resource (HR) processes like assessing, hiring, modeling information systems, staffing, and so forth; by the help of these Web services. Current HR information systems in general do not adequately support tasks related to cross-organizational or global skills and competence management. In the following, the topic is presented which relates to knowledge management especially to “communities of practice,” as well as related topics such as e-skills and ICT (information and communication technologies) professionalism; the latter currently being broadly discussed by experts in Europe.

This paper describes 10 years of efforts in introducing the state-of-the-art information and communication technologies (ICT) and development of ICT infrastructure on the national level. The aim of the project was to build Internet in Croatia and to foster its leverage in the broad range of activities of public interest in the society as a whole. The prime target group was academic and research community, as a vehicle for the overall development in the society. Croatian Academic and Research Network (CARNet) had been started as a project in 1991, and, after five years, it was transformed into a government agency. A broad range of activities had been started, from building and maintaining private nation-wide communication and computer network to information services, user support, education, pilot projects and promotion. The academic community has been treated not only as the main customer, but also as an active partner in developing and providing services. CARNet has been fully funded by the state budget for 10 years, without any participation of the commercial sector, domestic donations or international financial support. Although CARNet is treated as Croatian success story, recognized inside and outside of the country, the question is whether the initial goals have been realistic and achievements sufficient, considering the low penetration of ICT into the Croatian society. Likewise, budget cuts, continuous struggle for political recognition and authority, as well as fights with national telecommunication monopoly, have created an array of questions to be answered at the beginning of the second decade of this highly ambitious endeavor.

This chapter introduces a concept ‘the knowledge advantage’ (K-Adv) that describes a model in which knowledge leadership provides the setting in which an organisation’s knowledge vision can be developed and activated. This is supported by a people infrastructure that allows people to effectively create and share knowledge. This infrastructure is further supported by an information and communication technologies (ICT) infrastructure. This chapter also provides examples of how the K-Adv can be developed, and several tools are illustrated for this purpose. These include using a soft systems methodology (SSM) approach as part of developing the knowledge leadership vision and how the K-Adv can be used for benchmarking at both a course and fine-grained level. The contribution that this chapter makes is to provide some strategic and practical tactical tools that companies can use to develop their competitive advantage.

Information and Communication Technologies (ICT) are regarded as a major contributor to the transforming of distance learning. The researcher assumed that education practitioners in developing countries like Lesotho, have limited, or no access at all to ICT for supporting instruction, since they still rely heavily on print and tutor/learner meetings as their distance mode of course delivery. The study assessed the feasibility of introducing ICT-mediated education for tutors and learners on a Distance Education Programme in Lesotho. The paper specifically focused on issues relating to the place of ICT in teaching and learning at a distance, ICT policy initiatives and challenges of infrastructure, human resource capacity, and cost as they affect provision of, and access to computer-mediated learning. Interventions critical to alleviating the situation are also discussed. Policy-makers and distance education practitioners require this type of feedback to be able to effect meaningful improvements in ODL programmes.
