Among the raft of information systems (IS) applications developed for use by local governments are those that attempt to introduce more open community engagement (CE) and facilitate e-democracy. In this paper, we report on a longitudinal study that reveals how the open nature of e-democracy challenges the practices of government bureaucracies. In 2012, we partnered with the Community Engagement Team of a Local Government Council in Australia, to study their planning for, and use of, IS for CE. Our study involved an action research intervention to gain a rich understanding of the contradictory demands of the bureaucratic imperative of the Council and the informal activities of the community. This was the first step of a longitudinal qualitative study of the Council’s e- democracy efforts over the ensuing seven years. Our analysis has been conducted through a dialectic lens, informed by the Cynefin sense-making framework. Our theoretical contribution is an e-Democracy Framework that incorporates the dialectic between the ordered environment of government and the community view that is ill-defined and unordered. As a practical contribution, government organisations can use the Framework to assess the current status of their CE and design a CE strategy to make interactions with civil society more meaningful.

This chapter studies community engagement policies in the era of populism in Finland. Finland, although performing excellently in international comparisons of social cohesion, has seen the steepest decrease in the level of trust in the government among all the Organisation for Economic Co-operation and Development (OECD) countries during the past decade. At the same time, right-wing populist rhetoric has strengthened and the populist movement has established its support in the political spectrum. To transform Finnish democracy, participatory programmes have been created in order to reach out and engage different groups to join community development practices. These efforts stem both from the public authorities and the renewed Finnish Local Government Act of 2017, as well as from projects undertaken by civil society organisations (CSOs). Further, there is a long tradition of building civil society in Finland, which has often been based on the unique Finnish liberal adult education system. Yet growing inequality is currently deepening the polarisation in political participation. The chapter then explores the ways of countering the polarisation and populism by supporting the political capabilities of communities and nurturing deliberative discussion.

In Scotland, innovative designs for community engagement have been developed by national and local governments, public authorities, and civil society organisations, leading to a wealth of literature and research. This evidence review of 79 articles and reports, explores the intersection between community engagement and inequality in Scotland. We find that the ways in which equality must be supported within community processes are often overlooked. Community engagement must be placed in the context of broader democratic innovation and citizenship at regional, national and global scale in order to become future proof. Appropriate resources are required to avoid replicating systemic inequalities as well as to support the development of a variety of institutions, processes and methods that cater for groups often mislabelled as ‘hard to reach’ but that are perhaps best seen as ‘easy to ignore’ ( Matthews et al. 2012 ). The paper highlights key learning and strategic considerations to inform practice in Scotland and beyond. The findings and recommendations are of relevance to reformers, innovators, researchers, practitioners and policymakers working across diverse policy areas and levels of governance.

The study aims to compare management reforms in the Hungarian and Polish local government structures which were introduced at the beginning of the transformation of the socio-political system and during the first two decades of the 21st century. The analyses show that local governments in both countries have implemented solutions derived from different management paradigms, which are in many respects contradictory. In the process of implementing management reforms in the local governments of the two countries there have been both convergent and divergent trends. The public administration reforms in Hungary after 2010 reflect a coherent vision of a strong and centralized state and are intended to ensure effective resolution of social problems. The market and civil society have been given a subordinate role. As far as the Polish local government model is concerned, currently it is difficult to indicate one organizational model constituting a coherent whole.

This article seeks to uncover the reason culture on Muslim society Kembangarum Salatiga in the Badan tradition. It also intends to reveal the meaning of the tradition for today's society. This qualitative study uses literature review andfinds that the tradition is one of the expression of religious communities, as a manifestation of gratitude to God, concern for nature, and cohesion and communality among the public. In addition to the cultural meanings, Badan tradition also has economic and sociocultural significance for local governments and communities.

Communication between local governments and the public is an important component of democratic development of the state, formation and development of civil society and socially and politically active citizens. The Revolution of Dignity in 2014 activated the Ukrainian society, encouraged the emergence of new active local communities, which until then were almost not represented in the political life of the state and in fact were not involved in the process of preparing and making managerial decisions at all levels of public life. A breakdown in the established system of relations between local authorities and the public is taking place, which gives a powerful impetus to find the new models of interaction and active involvement in the decision-making process on local development of socially active citizens, public associations and social groups. In this context, the need to build an effective system of interaction and to provide local government with effective public relations, introduction of the European standards of communication “power-society” is extremely relevant, because they are the esssencial factors in legitimization of management decisions ensuring creation of conditions for real participation of the population in formation and implementation of state policy, especially in the field of local self-government. The article examines the issues of development of social institution of communication with civil society that is new for the Ukrainian society, state and local self-government bodies aimed at providing communication with local communities and creating conditions for their real participation in solution of local problems, specifying definitions, principles and rules of institutional analysis, working out the evaluation criteria system of efficiency of strategic models of communication with civil society that is used in local self-government bodies.

Efforts are intensifying to spur innovation in the public sector, and multiactor collaboration seems to offer a viable strategy for doing so. However, though government actors are relatively keen to involve citizens and civil society actors in the design and implementation of innovative solutions, co-initiation of public innovation is rare. As a result, local governments often fail to tap into the experiences, ideas, and resources of civic actors when identifying and defining problems and challenges that call for innovative solutions. To explore the conditions, process, and impact of co-initiated public innovations in urban spaces, this article analyzes three Danish cases of co-initiation. The empirical cases are described and compared to identify the conditions of co-initiation, describe the different phases in the collaborative process, and assess the various impacts. The article also reflects on the role of institutional design and leadership in facilitating co-initiation of collaborative innovation.

This article attempts to explore the Islamic interpretation within the legal framework of the Malayan indigenous sovereignty. The position of Islam within the country’s legal framework became important when the Court’s decision in Che Omar Che Soh vs the Public Prosecutor, made the sovereignty of the Malay Rulers as a parameter in interpreting Islam within the context of Article 3 of the Federal Constitution. This is a qualitative study applying the legal history design. The findings showed the indigenous sovereignty was sourced from the Islamic teachings which had not been dissolved despite the introduction of the doctrine of advice by the British. Besides, the agreement made between the Malay Rulers and the British retained the indigenous sovereignty despite of various policies introduced by the British throughout their interference in Malaya which was subjected to the old Malayan Constitution. In conclusion, the accurate interpretation of Islam should be based on the al-Qur'an and al-Sunnah because it is in line with the principle of the indigenous sovereignty inherited from the Malay Sultanate of Malacca.

The article is devoted to the research of goals and functions of lobbying activity. The author has processed the ideas of domestic and foreign scientists, proposed his own approaches to the definition of goals and functions of lobbying activities through the prism of public administration. As a result, a generalized vision of the goals and functions of lobbying activities as interrelated elements of the lobbying system was proposed, and a forecast for further evolution of the goals and functions of domestic lobbying was provided. The analysis of lobbying functions allowed us to notice the tendencies in shifting the goals of this activity. If the objectives were fully covered by functions such as mediation between citizens and the state, the information function and the function of organizing plurality of public interests, then the role of strengthening the self-organization of civil society and the function of compromise become increasingly important in the process of formation in the developed countries of civil society and the development of telecommunication technologies. Ukrainian lobbyism will not be left to the side of this process. Already, politicians of the highest level, leaders of financial and industrial groups have to act, adjust their goals (even if they are — declared), taking into account the reaction of the public. In the future, this trend will only increase. The analysis of current research and political events provides all grounds for believing that, while proper regulatory legislation is being formed in Ukraine, the goals and functions of domestic lobbying will essentially shift towards a compromise with the public. It is noted that in spite of the existence of a basic direction of action, lobbying may have several ramified goals. Guided by the goals set, lobbyism can manifest itself in various spheres of the political system of society, combining the closely intertwined interests of various actors in the lobbying process, or even — contrasting them.
