A Maze of Challenges and Opportunities: An Autoethnography of a Queer Latinx Woman and Her Journey in Elementary Education Workplaces in the Borderland

Heteronormativity, gender bias, and whitewashed notions of education threaten queer identities in K–12 educational spaces, specifically queer women educators of color seeking leadership roles within the public school system. The understanding of race, gender, and sexuality in K–12 education spaces are each worthwhile as focal points of educational research. However, the intersection between race, gender, and sexuality requires consideration. Prior scholarly research focuses on educators of color, female educators, and LGBTQ+ educators, not on the intersection of these identities. The lived experiences of educators who identify as queer women of color lack attention. Hence, this autoethnography focuses on the maze of challenges and opportunities I experienced while navigating elementary educational spaces in a US Texas/Mexico borderland city as a queer Latinx woman of color. I accomplish this by reflecting upon, and analyzing, my (re)memberings and previous experiences in my journey from K–8 teacher to K–8 administrator. Finally, I provide recommendations to inform both scholars and practitioners.

Approximately one-third of the K-12 student population attends school in areas identified as rural/small town. Rural schools offer counselors unique opportunities to lead by guiding students’ education in directions that best fit their career aspirations, thus impacting the region educationally, economically and socially. The purpose of this paper is to identify the leadership role of school counselors in rural communities as identified by the American School Counselors Association (ASCA). Numerous challenges and opportunities inherent rural settings have been identified and suggestions offered as to ways in which counselors can effectively undertake leadership roles.

AbstractOver the last year, the dangerous severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) has spread rapidly around the world. Malaysia has not been excluded from this COVID-19 pandemic. The resurgence of COVID-19 cases has overwhelmed the public healthcare system and overloaded the healthcare resources. Ministry of Health (MOH) Malaysia has adopted an Emergency Ordinance (EO) to instruct private hospitals to receive both COVID-19 and non-COVID-19 patients to reduce the strain on public facilities. The treatment of COVID-19 patients at private hospitals could help to boost the bed and critical care occupancy. However, with the absence of insurance coverage because COVID-19 is categorised as pandemic-related diseases, there are some challenges and opportunities posed by the treatment fees management. Another major issue in the collaboration between public and private hospitals is the willingness of private medical consultants to participate in the management of COVID-19 patients, because medical consultants in private hospitals in Malaysia are not hospital employees, but what are termed “private contractors” who provide patient care services to the hospitals. Other collaborative measures with private healthcare providers, e.g. tele-conferencing by private medical clinics to monitor COVID-19 patients and the rollout of national vaccination programme. The public and private healthcare partnership must be enhanced, and continue to find effective ways to collaborate further to combat the pandemic. The MOH, private healthcare sectors and insurance providers need to have a synergistic COVID-19 treatment plans to ensure public as well as insurance policy holders have equal opportunities for COVID-19 screening tests, vaccinations and treatment.

Genuine inclusive participation in the self-governance of communal irrigation systems remains a challenge. This article analyses the mechanisms of participation in irrigation water users’ associations (WUAs) with focus on women as leaders of those organizations by drawing on cases from a comparative, multicase mixed-method study in Ethiopia and Argentina. After having being a topic for decades in gender and development debates, in many irrigated areas of the world, WUAs continue to be male dominated at all levels, especially in influential positions. Findings in this article suggest that despite large socio-economic and cultural differences, the current water management systems in both research locations reinforce problems of unequal gender participation; women have more obstacles and constraints in establishing equal access in membership, participation, and decision making in irrigation management. The lack of inclusive participation and the low representation of women in leadership roles lead to WUAs being poorly rooted in their community of users. Incomplete social rootedness of WUAs jeopardizes their effectiveness and equality in water management and, as a result, affects long-term sustainability. Through analysis of empirical data of communal small-scale irrigation systems in both countries, the article discusses who participates, how and why they participate, and the reasons for low numbers of women in leadership roles within the WUAs. Finally, the article reflects on possible enabling conditions that could foster inclusive participation, increase the quantity and capacity of women in management and leadership roles, and the benefits this may bring to sustainable irrigation systems.

Abstract Since 2012, hundreds of thousands of people mobilized and demonstrated against a French law that made both marriage and adoption possible for same-sex couples. In these demonstrations, seemingly heterogeneous groups and political traditions came together against those they saw as common enemies, namely Jews, LGBT people and feminists. Are these paradoxical alliances new? How have they transformed the public space and the imaginary of citizenship? The analysis of these activist repertoires shows that the ethos of anti-modernism, which has historically characterized reactionary groups, expressed itself through an obsessive focus and fear of the alleged undoing of gender, which is seen as emblematic of a post-modern society. Whether online or in demonstrations, a collection of political actors, ranging from the far-right to post-colonial second-generation groups, join forces in denouncing mass media, capitalism, and human rights, which they believe to be avatars of the decadence of their postmodern world. Their activism has reshaped the French political landscape.

In this case study, undergraduate students presented physics concepts to patrons at a planetarium. This created an early opportunity for these pre-professionals to practice the process skill of oral communication to a lay audience. The case study resulted from working with students participating in a grant called the da Vinci project. It reports on a situated experience pre-engineering and calculus-based physics students had working with their professor to create a brochure and present a physics concept to patrons visiting a public planetarium. Working closely with their professor, students were able to use this required professional skill in a real world (situated) context. This opportunity helped bridge the gap between these pre-professionals’ experiences in training and in their careers in STEM fields. Thirty students attending a two-year college in the Southwestern US self-selected to participate in the project. Each student participant built a kit-based model of a machine, designed an informational flyer aligned to state K-12 physical science standards, and presented informally to the public visiting a planetarium. Data were collected from the students via written reflections before and after the presentation and from email correspondence with their professor. Qualitative analyses of these reflections assessed the students’ progress toward a finished presentation. Results suggest that obstacles to public speaking fluency come from the fear of making mistakes or giving out misinformation. Opportunities to engage in informal public speaking helped overcome these obstacles. Students demonstrated increased confidence in their ability to share their knowledge with the public after undergoing guided informal speaking practice. The opportunity for students to practice public speaking during their undergraduate training can increase confidence and better prepare them for a career.

Este ensaio aborda as produções artísticas de um coletivo colombiano chamado Mujeres Al Borde e busca descrever algumas de suas atividades e as maneiras como produzem e articulam relações entre arte, ativismo e produção audiovisual, abordando aí gênero, sexualidade e questões étnico-raciais. O trabalho trata das relações transnacionais desse coletivo com um grupo queer ativista estadunidense, Queer Women of Color Media Arts Project, para a criação de seu próprio programa de treinamento cinematográfico, a Escuela Audiovisual Al Borde; reflete sobre as possibilidades de pensarmos sobre ativismo queer no contexto latino-americano; e, por fim, analisa algumas das produções audiovisuais do Mujeres Al Borde, naquilo que compreendem como seu artivismo, neologismo que articula arte e ativismo. Enfocam-se as maneiras pelas quais esses coletivos produzem redes de colaboração transnacionais em contextos geopolíticos globalizados dissidentes, ao mesmo tempo em que buscam, através da relação que criam entre arte e política, promover transformação social e meios de expressão visual para comunidades LGBTQ, cultivando queer artivismos feministas no sul e no norte globais.

Um dos debates mais antigos nas políticas públicas educacionais é, sem sombra de dúvida, a participação do setor privado no atendimento educacional e a destinação (ou proibição) de recursos públicos para escolas privadas. Aproveitando as brechas abertas com a redação da Constituição Federal de 1988, o setor privado aprofundou sua presença na prestação de serviço na educação básica. Os dados censitários mostram que é forte a presença do setor, com destaque para uma parcela de instituições que sobrevivem às custas de repasse de recursos públicos para a manutenção das vagas por elas oferecidas. Ao contrário do que era esperado, é nas capitais que encontramos as situações que mais contrariam a conquista da educação como direito de todos e dever do Estado. Em que pese salvaguardas presentes no PNE, os programas federais e mudanças legais são fortes sinalizações de que parcelas maiores da oferta educacional poderão ser ocupadas pelo setor privado na próxima década.

<p>This research implicates gender in the study of sexuality and suggests a genealogy of transgender that consists of both the medicalisation of transsexuality and the articulation of gender performances in gay liberation’s politics of difference. While the transgender subject is often idealised in queer discourses, this research positions the transsexual (one articulation of transgender) as normative: conservative gender politics, the ontological separation of gender and sexuality that echoes assimilationist gay and lesbian politics, an identity based on essentialist biology and psychiatric “wrong body” discourses, and the privileging of passing technologies such as hormone replacement therapies and sex reassignment surgery (themselves justified though the elaboration of wrong body discourses). Further to this, the public rendering of some transgender bodies as nonconformist results in violence and the need to explore alternate spaces of being, namely the internet which has the potential to build community, raise consciousness of gender and transgender oppression, but can also be used to legitimate transnormative (re)productions of the self. The analysis of two online communities of transgender individuals shows the most frequent users tended to be transsexual and privileging conservative gender politics and an essentialist medical etiology of transsexuality. Users were also typically more knowledgeable in passing biotechnologies than some medical professionals. In one community that are tailored to transgender individuals, subjects felt at ease to discuss a variety of topics and explore the complications of transgender. In the second community, tailored towards feminists in general, transgender issues were addressed in a more confrontational manner, often exposing the transphobic nature of some feminisms.</p>

Using interview data on LGBT young people’s policing experiences, I argue policing and security works as a program of government (Dean 1999; Foucault 1991; Rose 1999) that constrains the visibilities of diverse sexuality and gender in public spaces. While young people narrated police actions as discriminatory, the interactions were complex and multi-faceted with police and security working to subtly constrain the public visibilities of ‘queerness’. Same sex affection, for instance, was visibly yet unverifiably (Mason 2002) regulated by police as a method of governing the boundaries of proper gender and sexuality in public. The paper concludes by noting how the visibility of police interactions with LGBT young people demonstrates to the public that public spaces are, and should remain, heterosexual spaces.
