Responses to Centre Street Bridge Closure: Where the “Disappearing” Travelers Went

An ongoing topic of interest in urban transportation engineering is the impact of changes in road network capacity on the amount of vehicle travel in an urban area. In many cases, the debate focuses on potential increases in vehicle travel that occur with increases in road capacity—the phenomenon of “induced demand.” Some studies have also looked at the effects of reductions in roadway capacity and found that, in many of these cases, reductions in vehicle travel occur, generally confirming that a relationship exists between roadway capacity and vehicle travel. Additional information is provided on this subject in a North American context. The city of Calgary, in Alberta, Canada, is a major urban center with a population of over 850,000 and a downtown employment of over 100,000. Centre Street Bridge is a major road bridge across the Bow River that connects downtown Calgary to the residential area in the northern part of the city. The bridge carries over 34,000 vehicles per day, with heavy peak-period flows. In August 1999, the Centre Street Bridge was closed to car and truck traffic for 14 months for major repairs. A detailed study was undertaken of changes in traffic and in transit and pedestrian flows that took place in weekday travel patterns during the closure. This included both analysis of observed count data before and during the closure and an interview survey with over 1,300 car users of the Centre Street Bridge and the other bridges serving the north side of the downtown. The major findings of this study are summarized here. Particular emphasis is placed on explaining what happened to the vehicle trips that used the bridge before the closure.

Abstract. Ship emissions in and around ports are of interest for urban air quality management in many harbour cities. We investigated the impact of regional and local ship emissions on urban air quality for 2012 conditions in the city of Gothenburg, Sweden, the largest cargo port in Scandinavia. In order to assess the effects of ship emissions, a coupled regional- and local-scale model system has been set up using ship emissions in the Baltic Sea and the North Sea as well as in and around the port of Gothenburg. Ship emissions were calculated with the Ship Traffic Emission Assessment Model (STEAM), taking into account individual vessel characteristics and vessel activity data. The calculated contributions from local and regional shipping to local air pollution in Gothenburg were found to be substantial, especially in areas around the city ports. The relative contribution from local shipping to annual mean NO2 concentrations was 14 % as the model domain average, while the relative contribution from regional shipping in the North Sea and the Baltic Sea was 26 %. In an area close to the city terminals, the contribution of NO2 from local shipping (33 %) was higher than that of road traffic (28 %), which indicates the importance of controlling local shipping emissions. Local shipping emissions of NOx led to a decrease in the summer mean O3 levels in the city by 0.5 ppb (∼2 %) on average. Regional shipping led to a slight increase in O3 concentrations; however, the overall effect of regional and the local shipping together was a small decrease in the summer mean O3 concentrations in the city. In addition, volatile organic compound (VOC) emissions from local shipping compensate up to 4 ppb of the decrease in summer O3 concentrations due to the NO titration effect. For particulate matter with a median aerodynamic diameter less than or equal to 2.5 µm (PM2.5), local ship emissions contributed only 3 % to the annual mean in the model domain, while regional shipping under 2012 conditions was a larger contributor, with an annual mean contribution of 11 % of the city domain average. Based on the modelled local and regional shipping contributions, the health effects of PM2.5, NO2 and ozone were assessed using the ALPHA-RiskPoll (ARP) model. An effect of the shipping-associated PM2.5 exposure in the modelled area was a mean decrease in the life expectancy by 0.015 years per person. The relative contribution of local shipping to the impact of total PM2.5 was 2.2 %, which can be compared to the 5.3 % contribution from local road traffic. The relative contribution of the regional shipping was 10.3 %. The mortalities due to the exposure to NO2 associated with shipping were calculated to be 2.6 premature deaths yr−1. The relative contribution of local and regional shipping to the total exposure to NO2 in the reference simulation was 14 % and 21 %, respectively. The shipping-related ozone exposures were due to the NO titration effect leading to a negative number of premature deaths. Our study shows that overall health impacts of regional shipping can be more significant than those of local shipping, emphasizing that abatement policy options on city-scale air pollution require close cooperation across governance levels. Our findings indicate that the strengthened Sulphur Emission Control Areas (SECAs) fuel sulphur limit from 1 % to 0.1 % in 2015, leading to a strong decrease in the formation of secondary particulate matter on a regional scale was an important step in improving the air quality in the city.

In this paper, the impacts of some meteorological parameters on the SO2 concentrations in the City of Obrenovac are presented. The City of Obrenovac is located in the north-west part of Serbia on the banks of the River Sava. The observed source emission, the power plants TENT A and TENT B are situated on the bank of the Sava River in the vicinity of Obrenovac. During the period from January to November 2006, the concentrations of sulfur dioxide in the air at 4 monitoring sites in Obrenovac were measured. It was noticed that the maximal measured daily concentrations of sulfur dioxide ranged from 1 ?g/m3 (16th November, 2006) to 98 ?g/m3 (29th January 2006) and lie under the maximal allowed concentration value according to the Serbian Law on Environmental Protection. The measured sulfur dioxide concentrations mostly showed characteristics usual for a daily acidification sulfur dioxide cycle, excluding the specificities influenced by the measuring site itself. Sulfur dioxide transport was recorded at increased wind speeds, primarily from the southeast direction. Based on the impact of meteorological parameters on the sulfur dioxide concentration, a validation of the monitoring sites was also performed from the aspect of their representivity.

While self-report of overall quality of life has been widely examined, there are no studies that explore the impact of the relative importance people give to the various categories of their quality of life. Therefore, with a quantitative methodology and a co-relational transverse design, we analyze differences in the assessment when the importance given to each category is evaluated. Participants were 530 students from the city of Antofagasta in the North of Chile, aged between 15 and 18 years. They were from subsidized, public secondary schools and private and state universities in the city who were assessed using the KIDSCREEN-27 questionnaire. Results: Differences were found in the assessment of categories when results were analyzed based on gender and age and when incorporating an assessment of importance. Even when the results were not conclusive, there was evidence of a need to incorporate an importance variable when assessing quality of life.

AbstractCities develop around industry, markets and transport links. Dublin in the nineteenth century was similar, but additionally the north-west of the city developed around the expansion of a complex of institutional buildings for the reception, confinement and welfare of the poor and sick. This article argues that these institutions were implicit in the development of the modern city in the same way as industry and commerce. The physical development of the buildings altered and defined both the streetscape and, over time, the social identities and historical communities in the locale, in the same way that industrial development defined urban areas.

The city of Johannesburg offers insights into urban governance and the interesting interplay between managing the pressures in a rapidly urbanizing context, with the political imperatives that are enduring challenges. The metropolitan municipality of Johannesburg (hereafter Johannesburg), as it is known today, represents one of the most diverse cities in the African continent. That urbanization, however, came up hard against the power of the past. Areas zoned by race had been carved into the landscape, with natural and manufactured boundaries to keep formerly white areas ‘safe’ from those zoned for other races. Highways, light industrial plant, rivers and streams, all combined to ensure the Johannesburg landscape are spatially disfigured, and precisely because it is built into the landscape, the impact of apartheid has proved remarkably durable. Urban growth is concentrated in Johannesburg’s townships and much of it is class driven: the middle class (of all races) is increasingly being found in cluster and complexes in the north Johannesburg, while poor and working-class African and coloured communities in particular are densifying in the south. The racial and spatial divisions of the city continue to pose fundamental challenges in terms of governance, fiscal management and spatially driven service delivery.

Lying to the north of the Haixinsha Island, where the Opening and Closing Ceremonies of 2010 Asian Games were hosted, the Flower City Square (the Square) by itself forms an integral part of the new Central Axis of Guangzhou. Thanks to the media publicity of the Asian Games, the Square has now become a household name in Guangzhou and China. Relating major sports events with city squares, as in this case, taking advantage of the Asian Games to foster a festival atmosphere on the Square and present a spectacular metropolitan view, is proven to be a very effective measure to brush up the city image. This paper, based on a two-year survey on the Square, the record of spatial annotation analysis on uses of the Square, and questionnaire surveys involving the randomly selected visitors on the Square, compares the uses of the Square during and 2 years after the 2010 Asian Games through the means of Frequency Analysis, probes into the visitors satisfaction degree on the Square and its evaluation factors with the Factor Analysis Method, and demonstrates the impact of mega-events on the city squares and its implications.

The city of Lisbon, has any other capital of a European country, has a large number of issues while managing the waste and recycling containers spread throughout the city. This document presents the results of a study promoted by the Lisbon City Council for trialing LPWAN technology on the waste management vertical under the Lisbon Smart City initiative. Current waste management is done using GSM sensors, and the aim is to use LPWAN to reduce the costs, improve range and reduce provisioning times when changing the communications provider. After an initial study, LoRa was selected as the LPWAN of choice for the trials. The study is composed of multiple use cases at different distances, types of recycling waste containers, placements (underground and surface) and different kinds of waste level measurement LoRa sensors, deployed in order to assess the impact of the different use cases on the LoRa sensor usage. The results shown that the underground waste containers present the most difficult challenge, where the container itself imposes attenuation levels of 26dB on the link budget. The results promoted the deployment of a city wide LoRa network available to all departments inside the Lisbon City Council, and considering the network capacity the network, the network is also available to citizens to be used freely.

Can we discern differences in the way water was managed at larger and smaller Greek cities? Let us take two Greek cities in Sicily as case studies, examining them in some detail as to area, population, date, geological situation, and the water system elements known at each. The aim of this exercise is to begin to understand the impact of scale differences on the clusters of water system elements in ancient cities. Useful examples are Akragas—modern Agrigento—and Morgantina (Figs. 15.1, 15.2). Akragas is located on the south coast of Sicily, approximately in the center, and occupies a dramatic site on a hill between two rivers. The earliest settlement—and later the medieval town—were located on the highest peak of the 280-meter hill (Storia della Sicilia, 1979, map 1), but during classical and Hellenistic times the city spread down the hill to the wide and gentle valley to the south, which then rises again to form a ridge that separates that valley from the plain leading to the sea. In the sixth and fifth centuries B.C. a line of temples was built along the lower ridge, forming today the single largest, best preserved, and most impressive group of Greek temples anywhere. These architectural glories were possible because of the size and wealth of the city, the same factors that necessitated and made possible the extensive water system of the city. In contrast, Morgantina was built inland, on a ridge at the juncture of the Catania plain with the plateaus of the center of Sicily. This ridge stands 578 to 656 meters above sea level, higher by 300 to 350 meters than the valleys to the north and south, but lower than the site of the nearest modern town, Aidone (885 meters), about 3 kilometers away. Morgantina began as a prehistoric settlement of migrant tribes from Italy whose king, Merges, gave his name to the city. The earliest Sikel settlement was on Cittadella, the easternmost wedge of the ridge, during the archaic period, no later than the sixth century.

In the many discussions of the different shapes and capacities of the playhouses of Elizabethan and Jacobean London, insufficient attention has been paid to the impact of differing theatre forms upon the spectators. In this article, Andrew Gurr points out that the first Globe on Bankside, built from the timbers of the Theatre in Shoreditch, and the Fortune, erected for Henslowe's company on the other side of the river, just to the north of the City, were both the work of the same builder, Peter Street. He discusses the differences the shapes of the two playhouses – the Globe polygonal, the Fortune square – had on their construction and the spectators’ reception. Because the audience capacity had to be similar, this meant that spectators at the Fortune, especially latecomers, would need to squeeze into corners of the building, with their ability to see and hear what was happening on stage much restricted. In addition to his many books, among them the now classic study, The Shakespearean Stage, 1574–1642 (1992), Andrew Gurr was chief academic advisor in the ‘rebuilding’ of Shakespeare's Globe on the South Bank. He is Professor Emeritus at the University of Reading.
