Countries of former Yugoslavia and Albania are considered as countries with many common problems as well as changes, which in this context are regarded as insignificant. On their way towards development, these countries are characterized by common problem, among which the most sensitive have been and still remain, unemployment, increasingly compressed public administration, unjustified optimism when planning the budget, mismanagement of public finances and poor fiscal discipline which mostly depends on being or not an election year. In these countries we notice the lack of harmony between economic and fiscal policies and the real needs of the economy. This is seen as other major common ofWest Balkan countries. This similiarity of problems narrows the possibility of competition associated to the foreign investment absorbing capacity. But, which is the moacroeconomic picture in the countries of West Balkan? What are their tax systems? How much are the foreign direct investments? Does the tax system serve as a promoter for these invvestments? This paper represents a comparative analysis of the fiscal systems in the countries of this region. The subject of this paper is the protection with arguments of the economic and fiscal policy which are built for the economic development of a country. This because we are given that there are two types of experiences related to tax system, one of which handles taxes as instruments for revenue collection and the other as a promoter factor for economic development.

Abstract The paper aims to carry out a comparative analysis of heating of school facilities under the administration of municipalities in Macedonia, Moldova and Kosovo and to test the factors that affect the heating costs of school facilities. For a definition of the theoretical fundament parts of the theory of fiscal federalism are used. Subsequently five hypotheses are put forward that are verified using the method of benchmarking. The theoretical conclusions and recommendations may be used for a more effective implementation of public policies within the surveyed countries.

Low-carbon transport is a priority in addressing climate change. Transport is still almost totally dependent on fossil fuels (96%) and accounts for almost 60% of global oil use. Sustainable transport systems, both passenger and freight, should be economically and technically feasible, but also low-carbon and environmentally friendly. The calculation of greenhouse gas emissions in transport projects is becoming a primary target of transport companies as a part of an endeavor for low-carbon strategies to reduce the energy demand and environmental impact. This paper investigates the CO2 impact of construction and operation of the main highway and railway line infrastructure in Greece, which connects Athens and Thessaloniki, the capital and the second biggest city in Greece respectively and provides a comparative analysis in roadway and railway transport.

One of the main tasks in improving management of the transportation process is the transition to enhanced quality of transport service focused on meeting users’ requirements while achieving the most economical results for all the components of the technological process stages. The quality of the services offered by railway transport is gradually becoming an increasingly significant indicator of economic efficiency for both carriers and cargo owners. Customers are ready to buy more and more qualitative services to save time, expand their business, and meet new needs. This necessitates dev elopment of modern approaches to optimizing the use of existing railway infrastructure, including by establishing priorities in organizing traffic. The objective of the research was to study the procedure for establishing dynamic priorities for organizing transit of cargo trains. To achieve this goal, a comparative analysis method, special engineering calculation methods associated with organization of train traffic were used. During the study comparative analysis of main characteristics of a number of world railways was carried out. Following clearly defined strategy of railways of the Russian Federation aimed at customer focus, this article provides preliminary research results, the findings of which revealed the expediency of establishing dynamic priorities for cargo trains transit. It is especially important to implement these approaches in the context of an operational change in the train situation in the event of emergency events on the infrastructure and for a possible reduction in the financial losses of consignors and consignees. The same approaches can rightfully be used on the railway of the Republic of Kazakhstan.

The number of various transport facilities used in Europe is rapidly growing. They release a big amount of pollutants into the atmosphere. Therefore, environment protection from these pollutants ejected by internal combustion engines is a key problem facing us today and which will be acute in the future. Biofuel is the only effective and widely used alternative fuel which can reduce pollution of the environment. The main aim of the present paper is to perform a comparative analysis of burnt gases of engines using rapeseed oil methyl ester and petroleum diesel oil and to determine ecological effectiveness of biofuel used in diesel locomotive engines in railway transport.

The EU countries are obliged to harmonize their legislation in the field of flood protection, and thus torrential floods, in accordance with the Water Framework Directive (WFD) which was adopted in 2000. Two EU countries, Austria and Italy, and three Western Balkan countries were selected for the strategic and legal framework of torrential flood control: Serbia, North Macedonia, and Bosnia and Herzegovina. In addition to the legal framework of torrential flood control in EU countries, policies and strategies related to this area were studied for comparative analysis with non-EU countries. The strategic framework for the protection of water resources, and in particular torrential flood protection, is lacking in all Western Balkan countries. The aim of this chapter is to determine the directions of future strategic directions and torrential flood control policies in the Western Balkans based on the experiences of EU countries, advantages and disadvantages of the existing strategic, and legal frameworks.

Purpose The paper aims to deal with the education for sustainable development (ESD) competences of university educators. The purpose of this paper is to provide a comparative analysis of opportunities for the development of ESD competences in higher education (HE) institutions in Serbia, Croatia and Macedonia. In addition, the paper explores the drivers and barriers experienced in this area using a process-oriented approach. Design/methodology/approach For the purpose of collecting data, internet and desktop research was carried out, which was then followed by interviews with key respondents and experts in HE. The interviews were carried out face-to-face or via telephone. In addition, information collected from the interviews was compared with both data found in the literature and official documents. Findings The comparative analysis indicated how specific institutional and cultural contexts affect the development of ESD competences in HE in the region. There were differences but also common opportunities for developing the ESD competences of university educators in the countries analysed. For each country, the drivers and barriers, as well as their relevance, were manifested differently and specific key constructs were identified to explain the implementation process for developing ESD competences of university educators. Practical implications This paper tried to respond to this diversity of perspectives, contexts and initiatives and attempted to extract the benefits of different approaches to the ESD professional development of university educators in Serbia, Croatia and Macedonia. It is hoped that this paper will provide valuable insights into the development of ESD in HE and support the development of ESD competences in the region. Originality/value This is one of the first papers that provide a comparative analysis of the ESD professional development of university educators in Balkan countries. The value of the paper lies in its potential to help us to understand the role that different drivers and barriers play in different patterns of implementation for developing the ESD competences of university educators.
