The article is devoted to the development of spatial thinking using 3D modeling for students of the specialty «Applied Art» in art colleges at the initial stages of training. The Sketch Up and Blender3D programs are considered as one of the ways of developing spatial thinking, programs features and the possibility of using them in the educational process.

The following paper discusses the actual task of modern technical specialist training: getting him/her ready to communicate professionally in a foreign language. Practice requests are naturally reflected in the development of curricula and programs of higher professional education. The author demonstrates the urgency of the task in connection with the constantly changing foreign language professional communication, especially computer-mediated part of it. The author identifies two main approaches to the organization of studies at the university: changing the structure, content, methods of the course Foreign Language and the development of new courses of the curriculum. Within the framework of the second approach, the process of designing an educational and methodical complex for a professional communication course on the basis of a process approach is considered in some detail. The paper emphasizes the importance of using professional skills of prospective specialists to increase the effectiveness of the educational process, in particular, the development of copyright audio and video materials. The workshop for audio engineers, developed by the author of the paper, is successfully used in the educational process of Samara State Institute of Culture.

The article considers the work of the Department of Library-Information Resources (LIR) of the East-Siberian State Institute of Culture (VSGIK), aimed at supporting the reading of young people. The purpose of this article is to reveal the experience of the Department of Library-Information Resources in the implementation framework of the project “Self-realization of young people in the journalistic creativity as the basis of psychological preventive health care”. The authors consider the stages of project implementation: conducting the contest of journalistic materials, publication of miscellany containing the best journalistic works of pupils of secondary schools, distribution of miscellany in school and university libraries of the Republic of Buryatia, implementation of different preventive events with VSGIK students and school pupils basing on the publication materials. The authors characterize the expert evaluation of competition works of pupils of senior school, based on the use of qualitative and quantitative criteria. The contest was held in two categories: “Best analytical materials” and “Best information materials”. The article describes the results of voting in the nomination “Popular vote Winner” in the social network “Vkontakte” on the VSGIK official web page. The authors describe the stage of work associated with publication of miscellany “On the threshold of adulthood: reflections of schoolchildren on literature, creativity and life”, which includes 28 competition works.The article highlights the most interesting works of senior school students, rich in reasoning, reflecting the emotional state of person, empathy for the main characters and clearly expressed life positions. The miscellany received feedback from library staff of the Republic of Buryatia, Irkutsk Region, Trans-Baikal Region, which gave high assessment of the overall level of published materials and emphasized the wide readership of the publication. Based on the feedback of library specialists and school pupils, the article concludes about the main results of the project: there were created interesting creative works containing the authors’ arguments and reference to their own, though small life experience. Students revealed the role of book in their lives and disclosed how the book forms the personality of a person.The authors present the quantitative and qualitative indicators of project performance. Distribution of the miscellany in 368 school libraries of the Republic of Buryatia makes it possible to ensure its wide application in the educational process.

The approaches to the category "History of Ukrainian Law" are analyzed, its author definition and periodization in the historical dimension is proposed. Doctrinal approach of the Department of History of Law and State of the law Faculty of Taras Shevchenko National University of Kyiv is defined, which consists in recognition of the right of law before the State Institute. In our opinion, with the advent of the state, history of law appears as a history of national legislation in its relationship and interdependence with the state's regulatory activities – its administrative and judicial institutions, organization and activities of the army, police, and punitive agencies etc. The author indicates that the story is indicative that society can develop steadily in the coordinate of the environment, and the function of the instrument of the Zaman environment executes the right. The porpose of article is reserchirg the history of Ukrainian law: conceptual, istoriografìcal and comparative components of its identification It is alleged that for the first time the definition of "history of Ukrainian Law" is not implemented in Ukraine but beyond its borders. The galaxy of lawyers, and among them and historians of law, after the defeat of the Ukrainian Revolution of 1917 – 1921, were forced to leave the motherland and settle in the neighboring countries of Eastern Europe. A textbook of such name appeared in the conditions of Ukrainian emigration in the early 1920-ies. This primacy belongs to several researchers of the Ukrainian diaspora, who, with no historical, historical, legal sources and archival materials, have remained in the absolute majority in the libraries and archival funds of Soviet Ukraine. However, in these conditions they were able to lay the foundations for the formation of the appropriate field of scientific knowledge. It is noted that the successor of the traditions preserved in the diaspora can be called the Department of the History of law and State of the law Faculty of Taras Shevchenko Kyiv University, whose members for many years advocate not only the name of the educational The subject "History of Ukrainian Law", but also prove its genetic connection with the right of the Rus state, other national state formations of the later period. A few manuals on the history of Ukrainian law came from the pen of the lecturers. Special emphasis was made on the works of Alexander Shevchenko, who became the author of several textbooks and manuals that are still widely used in the educational process of law faculties in Ukraine. In one of them, O. Shevchenko actualized The problem of periodization of Ukrainian law, where the main criterion was determined by the evolution of the sources of law. In these positions is the author of the proposed publication. In the final part of the work emphasized the examples in the differences in the evolution, essence and content of the Ukrainian law from the Russian.

The article represents major issues of academic subject «Libraries architecture and design» at the library-information faculty of Saint-Petersburg State Institute of Culture. Authors examine the course evolution, present its scientific and educational base (dissertations, monographs, textbooks, etc.). Goals and objectives of the discipline are identified. The represented structure of the discipline contains the following sections: 1. Introduction to architecture. Theoretical bases of architectural design; 2. Architecture and planning of library buildings. 3. Functional division of libraries’ rooms; 4. Library interiors; 5. Design of library iconic-information systems. Students are familiarized with basic terminology and theoretical approaches of architectural design in the training process. Architectural features of libraries’ buildings, main architectural styles, professional biographies of eminent architects are examined in the course. Practical trainings include developing a library building draft. The libraries’ interior design is carried out in 3D-models and compact layouts on physical media. The educational process is organized in close cooperation with professionals in the field of architecture, particularly with the leading teachers of the Department of the Interior and Equipment of St.-Petersburg State Art-Industrial Academy. They provide methodical assistance and scientific advice, thus the course get the necessary format of teaching and the complexity level of formed competencies, which is available for non-architect students taking into account their existing knowledge, skills and abilities.

The article considers the regionalization of education as an important condition for preservation and development of ethnocultural artistic traditions. Regional culture is understood to mean a world of material and spiritual elements that make up being of particular region inhabitants with their constituent parts such as history, religion, folklore, and traditional applied art. The authors emphasize special role of culture and art universities in the process of humanizing art education. The article draws attention to the problem of identity in the modern global world and the importance of introducing the values of the past through the knowledge of the region’s cultural heritage to the modern person. In this context, the authors emphasize the importance of traditional folk art as an area of self-determination and human identity.The article proposes a set of special tasks for inoculation of a regional component in the educational process. The main methodological task is the formation of national historical self-awareness, group and individual self-identification, patriotism through the acquisition of cultural samples by their mastering in the process of creative activity and the further development of traditional arts and crafts in the new conditions of cultural existence.The article concludes the renewal of the content of teaching arts and crafts on the basis of its enrichment by studying various national cultures taking into account regional peculiarities becomes the most important thing at the present stage. The training of future artists of decorative and applied art should be based on the principles of cultural appropriateness, historicism, creative development and socialization, which presuppose students’ development in the process of nonmaterial culture learning

A long story could be told about the educational institutions where young Dutchmen were trained for an administrative and legal career in the Indies. This educational process started with the foundation of the Javanese Institute (Instituut voor dejavaanse taal) in Surakarta in 1832. Ten years later this institute was closed and the training of Dutch civil servants was transferred to the city of Delft in the Netherlands. A Royal Academy for Engineers has been established in that town and was subsequently made subservient to this overseas task too. The study of language at an engineering academy reads strangely but was done for reasons of economy. In the words of the Minister of the Colonies (J.C. Baud) who was responsible for this decision: the arid and unpleasant study of Oriental languages could better be accomplished in a cold climate than in the hot climate of Java which was not at all conducive to hard work and study! In 1864 the instruction of civil servants for Indonesia was transferred to a state institution in Leiden (Rijks-instelling van onderwijs in Indische taal-, land- en volkenkunde). But the municipal authorities of Delft were unwilling to lose the young hopefuls for the Indies and their wealthy parents, many of them with a colonial background themselves, who, for the sake of the education of their children, had taken domicile in Delft after their retirement. In the same year 1864 the municipal council of Delft established a local Indies Institute (Indische Instelling) of its own that turned out much more successful than the Leiden state institute which soon disappeared. On the other hand, the training of Indies lawyers and judges became a firm monopoly of Leiden University after the passing of a new law on Dutch universities in 1876.

The article describes the results of the study of information needs of students in the formation of the electronic educational environment of the Kazan State Institute of Culture.  The study aims to solve the following problems: identify and evaluate the attitude of students to the use of new information technologies in the educational process; define the range of sources of information used by students; to evaluate the degree and effectiveness of using various elements of the electronic educational environment of the institute. The methodological base of the study was a systematic approach as a direction of the methodology of scientific knowledge, which is based on the consideration of the object of study as a system. This study uses empirical research methods, in particular survey and comparison methods, as well as analysis of publications and regulatory documents. Studying the information needs of students to optimize their information support system, intensify their activities in mastering the basic educational program and improve the quality of training of future specialists.
