The subject of the study is the process of preparing applicants for higher education in the context of assessing its effectiveness. The purpose of the study is to develop a balanced system of non-financial indicators suitable for analyzing the costs of training applicants for higher education. Method or methodology of the work.General scientific methods (scientific abstraction, comparison, analysis, synthesis, generalization) and a specific method of key performance indicators (KPI). The results.The article describes modern approaches to understanding the phenomenon of nonfinancial indicators applied to the education system effectiveness analysis in Ukraine, in particular it deals with the issues of the higher education applicants training effectiveness. The key elements of the strategic goals of educational institutions are considered. Author reveals basic stages of non-financial indicators balanced system formation including formation of strategy, determination of the most important factors of success, definition of efficiency indicators system, which corresponds to the needs and opportunities of the institution of higher education. The main risks and peculiarities of the implementation of non-financial indicators are investigated. An indicative list of key performance indicators is proposed, which can become the basis for effective monitoring of the cost effectiveness of training for higher education. Scope of the results: for development of a strategy for managing higher education at the macro and micro levels by state and regional authorities. Conclusions.The method of key performance indicators is acceptable for analyzing the cost-effectiveness of training applicants for higher education. Existing methodological approaches allow to develop a system of efficiency analysis both at the macro level (analysis of the entire higher school) and at the level of individual institutions. Using developed system of indicators, it is possible to go beyond the naive quantitative assessment of indicators and to achieve a real assessment of the return on state investment in training.

ABSTRACT: Higher education institutions contribute to society in multiple ways through the technical and professional formation of the population and disseminating new information. This diversity of objectives that interact with each other hinder both the acquisition and the allocation of resources. In other words, they affect the institutions' capacity to meet costs at a given level of financing or income. For this reason, the costs attributable to degrees bestowed by educational institutions help to provide critical financial information, especially when computing the margin between income and expenses, evidencing the efficiency in resource consumption, and significantly aiding in the decision-making process. This article presents an integral and flexible methodology for designing an Activity-Based Costing system to determine the costs of degrees bestowed by higher education institutions applying the method to a Chilean public university. The results highlight nine degrees with a surplus and one with a financial deficit, the high impact on the cost of degrees stemming from the distribution of efforts of academics in the varied activities undertaken, the effect of grants among degrees, and other results of university administration, indicating the relevance of these models for the definition of government policies. Furthermore, these results' contribution in a current global context is discussed where institutions are found to be devising readjustments to their activities that have been affected by confinement caused by the global SARS-CoV-2 virus pandemic. Higher education plays a crucial role in the economic and social development. In order to fulfill its role, mission, and vision, as well as enhance competitive advantages in the global integration context, universities have to put quality as the top priority. Recently, many universities nationwide have been developing quality assurance system, conducting self assessment, and pursuing accreditation in both program and institutional levels. This process aims at developing suitable action plan for quality improvement based on determined strengths and weaknesses. However, this process requires a huge effort to collect and analyze data. In order to enhance the effectiveness and efficiency, the key performance indicators (KPIs) are proposed to evaluate the quality of higher education programs in many aspects. Those KPIs can be considered as a set of statistical measures of how higher education programs are performing. This paper, therefore, provides some general definitions and proposes some KPIs in order to measure the quality of higher education programs in engineering and technology. However, findings of this study can be used as references for other programs.

The article discusses the potential opportunities for leaders of higher education to monitor and implement development management functions using a system of key performance indicators, which is often used by various business entities. The authors adapted it to the needs of higher education institutions, integrating them with their characteristics.The formation of a system of key performance indicators in the article is disclosed from the point of view of improving the management system and motivation of the management and teaching staff of higher education. Approbation of the proposed methodology was implemented in the Institution of Higher Education, where it showed its effectiveness. The new system allowed the university professors to influence directly on the bonus part of income through their own work and efficiency.

Abstract Background Many of the strategies designed to reduce “low-value care” have been implemented without a consensus on the definition of the term “value”. Most “low value care” lists are based on the comparative effectiveness of the interventions. Main text Defining the value of an intervention based on its effectiveness may generate an inefficient use of resources, as a very effective intervention is not necessarily an efficient intervention, and a low effective intervention is not always an inefficient intervention. The cost-effectiveness plane may help to differentiate between high and low value care interventions. Reducing low value care should include three complementary strategies: eliminating ineffective interventions that entail a cost; eliminating interventions whose cost is higher and whose effectiveness is lower than that of other options (quadrant IV); and eliminating interventions whose incremental or decremental cost-effectiveness is unacceptable in quadrants I and III, respectively. Defining low-value care according to the efficiency of the interventions, ideally at the level of subgroups and individuals, will contribute to develop true value-based health care systems. Conclusion Cost-effectiveness rather than effectiveness should be the main criterion to assess the value of health care services and interventions. Payment-for-value strategies should be based on the definition of high and low value provided by the cost-effectiveness plane.

The Ministry of Higher Education (MOHE) of Malaysia has launched its transformationinitiative, called National Higher Education Strategic Plan (NHESP) that sets the foundationtowards attaining merit and sustainability for the higher education system beyond 2020. Oneof the initiatives is for one Malaysian university to be in the top 50 of world ranking. UniversitiTeknologi Malaysia (UTM) has decided to go for this challenge.To achieve this objective, UTMhas to set a very clear and tangible target by setting challenging Key Performance Indicators(KPI). This paper summarizes the transformation initiatives that UTM undertook since 2009,the lesson learnt and good practices that other institutions of higher learning could adopt.
