BACKGROUND: Mining, especially underground coal mining, has always been a hazardous occupation. Injuries, including those that are fatal, are a major occupational risk that all miners have to face. OBJECTIVE: Despite the fact that all workers are aware of the risks, efforts must be made to increase their safety through the implementation of preventive measures. METHODS: This retrospective study includes injury data from all nine Serbian coal mines over a 16-year period, from 2000 to 2016. All injury data were collected from employee safety and health records. RESULTS: In the analyzed period, a total of 9,273 occupational injuries were recorded at Resavica. The highest number of occupational injuries (over 600) were recorded in 2008 (669), 2004 (651), and 2005 (603). The data shows that almost one fifth of the total number of occupational injuries, or 20.74%, occurred during the said three years. On average, 493.06 minor, 51.12 severe, and 1.29 fatal injuries occurred each year. Every day there were 1.29 minor occupational injuries and every seven days there was one severe injury. CONCLUSIONS: Despite indications that there is a connection between some of the variables and the number of injuries, the general conclusion is that injuries are accidental and unpredictable. The high percentages of injuries are due to the organization of work and the age or qualification structure of the staff and, of course, are the consequence of likelihood –the greater the number of workers, the greater the likelihood of injury. However, the present study showed that some measures can be taken to increase occupational safety and reduce the number of injuries.

With the 1970 passage of the Occupational Safety and Health Act (OSHA), federal regulation reached the American workplace. Given the newness of the legislation, any firm conclusion on its effectiveness seems premature. However, there is ample evidence on federal safety regulation of a specific workplace: the coal mine. The federal government has been directly involved in coal mining safety for over 35 years, operating under three major pieces of legislation, enacted in 1941, 1952, and 1969. Opposing opinions regarding the effect of this legislation can be grouped into three categories: radical, reactionary, and reformer. A multiple interrupted time-series analysis indicates that, in fact, the 1941 and 1969 regulations significantly reduced the fatality rate in coal mining. Certain conditions seem related to the effectiveness of this safety legislation: birth order, provisions, enforcement, target population, and goals. The first two conditions would appear to work for the success of the OSHA, the latter three conditions to work against it.

Background: Risk management is a preventive effort for a company, especially those engaged in the service sector, which is very prone to errors and complaints. For this reason, it is necessary to map the risks that occur in accordance with the work unit in it which is expected to minimize the number of accidents or errors in both patients, visitors and employees in the hospital. In the 2019 patient safety incident report data at the Surabaya A. Yani Islamic Hospital, it was found that there were incidents which included near miss 93%, not injured 4%, unexpected events 3% and Sentinel 0%. The purpose of this study was to identify and identify the application of occupational safety and health risk management at the A. Yani Islamic Hospital in Surabaya. Methods: This thesis is a qualitative research with a case study method with the aim of fully describing the implementation of K3 risk management at Surabaya A. Yani Hospital based on observation, survey and documentation data on 37 units and hospital workplaces by identifying risks. , analyze and find risk control measures. Results: The results showed that the implementation of K3 risk management in the Islamic Hospital of Surabaya A. Yani based on the results of risk identification obtained as many as 25 risks in the graha building and the old building which were further analyzed by finding 15 moderate risks and 10 high risks. can be done is by repairing damaged infrastructure and improving the existing security system at the A. Yani Islamic Hospital in Surabaya. Conclusion: The conclusion in this study is the implementation of K3 risk management at the Islamic Hospital of Surabaya A. Yani based on the process of risk identification and risk analysis, there are 25 potential risks, of which there are 15 moderate risks and 10 high risks that can potentially cause accidents to employees, visitors and patients. In this case, control efforts are made to minimize the number of incidents and accidents.

Background. In the structure of Kuzbass miners ophthalmopathology, disorders of refraction and accommodation occupy the first place. Excimer laser vision correction is the only acceptable method for correcting various refractive errors that allows miners engaged in the underground coal mining to remain in their profession and continue their career. Objective. To assess the long-term results of excimer laser refractive surgery in miners to evaluate this method as a means of vocational rehabilitation. Material and methods. A survey was conducted in the main group including 135 Kuzbass miners who underwent excimer laser vision correction for professional reasons. The comparison group consisted of 135 patients of various professions unrelated to coal mining who met the general selection criteria. All the patients underwent an extended range of ophthalmologic examinations. Results. The visus in both eyes in the comparison group was 1.2 (1.01.2), in the group of miners 1.0 (0.91.2), p0.05. The values of the sphere and cylinder in the groups are mainly in the range of residual myopia. The clinically significant correlation of the index of contrast sensitivity was established with the visual acuity, age of patients, the period after the operation, and underground experience in the group of miners. In the group of miners, OCT-detected changes are twice as common as they are in the control group, and peculiarities of the anterior segment are 1.5 times more frequent, according to biomicroscopy. Conclusion. The obtained clinical and functional results of excimer laser operations enable professional rehabilitation of miners engaged in the underground work, and provide a high level of occupational safety.

AbstractThe need of ensure the safety in the realised industrial processes results directly from their negative influence both on environment and workers’ health, and, as a result – the associated material losses. Safety management must be based on the risk management, results of which are the basis of risk acceptability assessment and taking action of the systemic character directed on risk minimisation. Those actions should guarantee technical condition of the used technological installations and monitoring and control equipment as well as organisational solutions, which in the effective manner are going to minimise the probability of occurrence of environmental and occupational accidents, and – in the case of their occurrence – minimise the influences. Therefore research on the practical solutions of process safety assurance, both in the regular conditions of work and in the time of the emergency are of the crucial meaning. That is why the value of the paper is being constituted by the authorial model of operational control, which aim is to guarantee the process safety from the perspective of the both: technical and occupational safety. The worked out model is the systemic tool giving the guidelines of operational management and allowing for the homogeneous management in the range of environmental safety and occupational safety and on the basis of – being the fundamental element of the model – risk management. The worked out model can be implemented in case of any organisation which wants to assure the safety of the realised processes by risk and system management.
