Emergency modes in electrical networks, arising for various reasons, lead to a break in the transmission of electrical energy on the way from the generating facility to the consumer. In most cases, such time breaks are unacceptable (the degree depends on the class of the consumer). Therefore, an effective solution is to both deal with the consequences, use emergency input of the reserve, and prevent these emergency situations by predicting events in the electric network. After analyzing the source [1], it was concluded that there are several methods for performing the forecast of emergency situations in electric networks. It can be: technical analysis, operational data processing (or online analytical processing), nonlinear regression methods. However, it is neural networks that have received the greatest application for solving these tasks. In this paper, we analyze existing neural networks used to predict processes in electrical systems, analyze the learning algorithm, and propose a new method for using neural networks to predict in electrical networks. Prognostication in electrical engineering plays a key role in shaping the balance of electricity in the grid, influencing the choice of mode parameters and estimated electrical loads. The balance of generation of electricity is the basis of technological stability of the energy system, its violation affects the quality of electricity (there are frequency and voltage jumps in the network), which reduces the efficiency of the equipment. Also, the correct forecast allows to ensure the optimal load distribution between the objects of the grid. According to the experience of [2], different methods are usually used for forecasting electricity consumption and building customer profiles, usually based on the analysis of the time dynamics of electricity consumption and its factors, the identification of statistical relationships between features and the construction of models.

Reducing the cost of electricity consumption by industrial enterprises is the most important area of increasing the operational efficiency of their activities. The article is devoted to the issue of reducing the cost of paying for the service component of the transport component of purchased electrical energy from industrial enterprises that have technological connection to the electrical networks of electricity producers. The article makes an empirical study of the features of the pricing of payment for the services of the transport component of purchased electrical energy for industrial enterprises connected to the electric grids of electricity producers with the identification of factors influencing the overestimation of the cost of paid electricity, and calculating such overestimations using the example of a typical schedule of electricity consumption of a machinebuilding enterprise for various regions Russia. On the basis of the developed author's indicators (tariff coefficient for electricity transportation by the level of GNP, index of tariff coefficient for electricity transportation, weighted average price for electricity transportation, index of weighted average price for electricity transportation, integral index of efficiency of GNP tariffs) study of the effectiveness of the application of tariffs for the transport of electricity for industrial enterprises connected to the electric networks of electricity producers. Based on the calculated indicators, the article groups the regions into three main groups, with the development of recommendations for managing the cost of purchasing electricity by the component of the cost of the transport component of purchased electricity in each group. As the most optimal option for reducing the cost of electricity transportation, the author proposes the introduction of demand management for electricity consumption, which will reduce the costs of industrial enterprises that pay for the transport component of purchased electricity at unfavorable tariff configurations.

The structure, circuit-design solutions and information support of the city electric networks in the conditions of the SMART GRID have been analyzed. It is demonstrated that the new conditions of functioning of electric power engineering, increasing demands for its technological state and reliability in most countries determined the transition to a restructuring of electrical networks to be based on the SMART GRID (intelligent power networks) innovative new structure. The definitions of the SMART GRID, its various attributes and characteristics in most developed countries including Belarus are presented. It is revealed that the existing and future circuit and constructive solutions that can automate the process of managing modes of urban electric networks under the SMART GRID conditions are manifold. At present, the most common in distribution networks are the sources of distributed generation (combustion turbines, wind turbines, photovoltaic installations, mini-hydro, etc.). The patterns and problems of information traceability of a traditional urban networks of the unified energy system of Belarus have been analyzed, and it is demonstrated that in the conditions of the SMART GRID most of the problems of the control mode that are characteristic for traditional distribution networks 6–10 kV and 0.38 kV, lose their relevance. Therefore, the present article presents and features the main directions of development of automatic control modes of the SMART GRID.

Identifying sections of 0.4 kilovolt power grid lines with increased power losses is an urgent task, the solution of which will free up some of the funds spent by power grid companies to compensate for power losses and direct them to the reconstruction and modernization of electric networks. It is necessary to monitor electricity consumption on sections of power grid lines and on the connections of consumers, and compare data on consumption. Existing devices that analyze the quality of electrical energy and can control current and power in the network, such as power quality analyzers, do not have the full necessary qualities, since they are intended for other purposes, and they are also very expensive. (Research purpose) The research purpose is in developing technical means for identifying sections of 0.4 kilovolt power grid lines with increased power losses, which also allow performing a survey of operating modes of power grid lines. (Materials and methods) The article presents a review of literary sources and an analysis of statistical data. (Results and discussion) The article presents developed technical tools for inspection of power grid lines of 0.4 kilovolts and identification of areas with increased losses of electrical energy, portable single-phase and three-phase electric meter and timer. The single-phase mobile electric meter and timer can be used for the survey of single-phase connections of consumers, three-phase one can be used for the survey of any sections of power lines. Authors also developed a version of the portable electric meter and timer with up to six independent sensors. (Conclusions) It is most rational to use a version of the mobile meter and timer equipped with Wi-Fi data transmission technology to detect power losses on sections of 0.4 kilovolts power grid lines, since in this case simultaneous monitoring of several sections is provided with the possibility of obtaining information from sensors in real time. The data allow to calculate technological and commercial losses on power line sections and draw conclusions about whether they are overstated.

For" smart " electric networks, intelligent software tools that perform new functions and increase the level of computer support for dispatching solutions are considered. Given that one of the goals of building "smart" networks is to ensure recovery after accidents, the main focus of the textbook is on the problems of diagnosing emergency situations, intelligent monitoring of the state of electrical networks, and planning for the post-accident restoration of power supply. A new type of software simulator for dispatchers of electrical networks — a simulator for analyzing emergency situations-is considered in detail. The theoretical material is accompanied by many examples in the form of protocols for the operation of real intelligent systems. The existing approach to electricity metering, which underlies the formation of payment for consumed electricity, has a significant drawback. It can be correctly used in systems with a sinusoidal symmetrical mode, but needs to be improved in other network modes. The article defines indicators that numerically reflect the effect of distortions on the modes of distribution electric networks, as well as indicators that take into account consumed inactive power (by analogy with reactive power in a sinusoidal mode) when paying electricity bills to an electricity supplier. The proposed principles of electricity consumption metering includes the influence of such indicators as the spectral composition of voltage and current, the ratio of linear and nonlinear loads of consumers, as well as the influence of the topology of the electric network.

The European Union Establishes that for the next few years, a cleaner and more efficient energy system should be used. In order to achieve this, this work proposes an energy optimization method that facilitates the achievement of these objectives. Existing technologies allow us to create a system that optimizes the use of energy in homes and offers some type of benefit to its residents. Specifically, this study has developed a recommendation system based on a multiagent system that allows to obtain consumption data from electronic devices in a home, obtain information on electricity prices from the Internet, and provide recommendations based on consumption patterns of users and electricity prices. In this way, the system recommends new hours in which to use the appliances, offering the economic benefit that it would propose recommendations for the user. In this way, it is possible to distribute and optimize the use of energy in homes and reduce the peaks in electricity consumption. The system provides encouraging results in order to resolve the problem proposed by the European Union by optimizing the use of energy among different hours of the day and saving money for the customer.

The article studies and develops the methods for assessing the degree of participation of power plants in the general primary frequency control in a unified energy system (UES) of Russia based on time series analysis of frequency and power. To identify the processes under study, methods of associative search are proposed. The methods are based on process knowledgebase development, data mining, associative research, and inductive learning. Real-time identification models generated using these algorithms can be used in automatic control and decision support systems. Evaluation of the behavior of individual UES members enables timely prevention of abnormal and emergency situations. Methods for predictive diagnostics of generating equipment in terms of their readiness to participate in the primary frequency control are also proposed. In view of the non-stationarity of the load in electrical networks, the algorithms have been developed using wavelet analysis. Case studies are given showing the operating of the proposed methods.

In recent years, the proliferation of distributed renewable energy sources and the application of new rules for the exploitation of electrical networks imposed by the markets have dictated increasingly demanding operating conditions for electric power transformers, creating new challenges in their exploration and conservation. Transformers that, in addition to the transmission lines, are certainly the most important and critical element of any electrical energy system. Adequate models are necessary to accurately describe transformer behavior and internal response when submitted to different external requests imposed by the network, particularly during transient phenomena, as well as, to properly assess system vulnerabilities and network optimization. This effort is being carried out today by several research groups in the world, namely from Cigré and IEEE. In this work, a transformer model to be integrated into a timedomain equivalent circuit is developed and discussed. Results obtained with this model are compared with measurements obtained by the Cigré JWG A2/C4.52 in a power transformer used as a reference for the working group.

The power production of electrical Renewable Energy Sources (RES), mainly PV and wind energy, is affected by their primary source of energy: solar radiation value or wind strength. Electrical networks with a large share of these sources must manage temporal imbalances of supply and demand. Hybrid Energy Networks (HEN) can mitigate the effects of this unbalancing by providing a connection between the electricity grid and and other energy vectors such as heat, gas or hydrogen. These couplings can activate synergies among networks that, all together, increase the share of renewable sources helping a decarbonisation of the energy sector. As the energy system becomes more and more complex, the need for simulation and optimisation tools increases. Mathematical optimisation can be used to look for a management strategy maximising a specific target, for instance economical, i.e. the minimum management cost, or environmental as the best exploitation or RES. The present work presents a Mixed Integer Linear Programming (MILP) optimisation procedure that looks for the minimum running cost of a system made up by a large-scale PV plant where hydrogen production, storage and conversion to electricity is present. In addition, a connection to a natural gas grid where hydrogen can be sold is considered. Different running strategies are studied and analysed as functions of electricity prices and other forms of electrical energy exploitation.

The problem of increasing the reliability of electricity supply is relevant at the current stage of electric power systems development both in the territory of the Russian Federation and in foreign electric power systems. One of the ways to improve the reliability of electricity supply is to prevent the development of emergency situations on overhead power transmission lines as the most important components of electric power systems, which is confirmed by a substantial number of annual domestic and foreign publications. Preventing the development of emergency situations is largely facilitated by early detecting the signs of emergency modes onset in the functioning of all voltage classes’ electric networks. At the same time, the development of intelligence systems for technical and commercial electricity metering opens up new opportunities for monitoring numerous parameters of different operational modes of electrical networks, including those of 6-10-35 kV voltage with isolated neutral operation mode. Numerous works of author’s teams are devoted to the theoretical analysis of the possibility to early detect the diagnostic signs of emergency signals. However, existing publications do not always present the results of field experimental studies in existing electrical networks on the subject under consideration, which demonstrates some discrepancy between theoretical provisions and the possibility of their practical implementation. The present article attempts to assess the possibility of practical implementing the part of theoretical provisions on early detection of diagnostic signs for emergency regimes and, as a result, increase reliability of electricity supply. At the same time, the article presents the results of the field study the basis of which were used to open up current possibilities of early detecting the diagnostic signs of emergency regimes on the example of individual singling out higher harmonic components of currents and voltages, including when using already existing intelligence electricity metering systems installed in the existing electrical distribution systems with the voltage of 10 kV. At the same time, the article demonstrates implementability and further development of online monitoring of emergency modes in electric networks functioning on the example of identifying a single-phase ground fault, which makes it possible to significantly reduce the costs of temporary and material resources when localizing the single-phase closure zone.
