The article discusses the issues of identification of models of analysis of the navigational situation by the navigator during the passage in narrow places and port areas; this is especially relevant in critical situations. As part of the research, an analysis of literary sources was carried out, which made it possible to characterize this direction as actual for the development of special means of an experimental nature. As the main goal, the article presents formal-logical approaches to the development of software and hardware means for determining the areas of attention of the navigator as a subject of an ergatic system. A mechanism was determined for the formation the indexes of the analytical activities of the navigator during assessing the situation, mathematical models, and means for clarifying the position of the navigator on the navigation bridge. A geometric approximation of indexes was proposed, the metric of which can significantly reduce the identification time of critical situations and prevent negative consequences. The carried experiments by using the certified navigation simulator Navi Trainer 5000 confirmed the effectiveness and practical value of the proposed approaches, which will greatly improve the retraining of marine crew.

Abstract Background Cardiovascular system involvement in coronavirus disease-2019 (COVID-19) has gained great interest in the scientific community. Main body Several studies reported increased morbidity and mortality among COVID-19 patients who had comorbidities, especially cardiovascular diseases like hypertension and acute coronary syndrome (ACS). COVID-19 may be associated with cardiovascular complications as arrhythmia, myocarditis, and thromboembolic events. We aimed to illustrate the interactions of COVID-19 disease and the cardiovascular system and the consequences on clinical decision as well as public health. Conclusions COVID-19 has negative consequences on the cardiovascular system. A high index of suspicion should be present to avoid poor prognosis of those presenting with unusual presentation.

Having offered a computer vision course as a 4th year undergraduate elective for almost a decade now prompt me to re-evaluate it, not just with the idea of adding new trends seen at international symposia on a yearly basis but evaluating the course taking into consideration what can be seen as needed outside academia and within academia as a preparation for industry jobs and further studies and research. Thus, this paper suggests the different topics that such a course must cover in order to have a strong background on the necessary steps needed to successfully implement a computer vision system. A discussion regarding software and hardware tools involves what I perceive to be an importance towards covering computer vision based on mobile devices.

The work is devoted to the study of the state policy of Russia in the field of improving the welfare of the population, changes in its influence on the welfare of the country’s population in different periods of history. We consider various interpretations of the concept of welfare, their changes in the course of history. We conclude that the state policy to ensure and improve the well-being of the population was constantly subject to transformation and reorientation depending on the level of society development, the nature of social relations, the political system, the state system, the priority of external and internal problems. It is determined that in the population welfare system a special place is occupied by the income category, as one of the indicators characterizing the quantitative aspect of the population’s welfare. The nature of state policy in different periods had a direct impact on the situation in the sphere of the population’s well-being. Particular attention is paid to the fact that a sharp change in the state policy in the field of population welfare from the command-administrative methods of the Soviet period to the almost complete “withdrawal” of the state from the social sphere in the 1990s, caused a noticeable decline in welfare, especially the incomes of most of the population of Russia, the negative consequences of radical political changes are felt in early 21st century.

The article describes the system of transfer pricing based on the method of cash flows redistribution, developed by the author. The article describes such concepts as transfer price, transfer pricing, transfer pricing system. Methodological tools of research: analysis, synthesis, system approach. The author used the method of cash flows redistribution, the description of which is given in this article. The transfer pricing system developed by the author is based on the determination of the transfer price interval on the basis of the transfer pricing methods allowed by tax law, as well as the average value of this interval. This average value can be considered as the average market price, which is determined by the specifics of transfer pricing methods. If there is a deviation from the average market price, there is a redistribution of funds between the subjects of the transaction. For the control of transfer price introduced the coefficient of cash flows redistribution. To manage the transfer pricing system, a matrix of cash flow redistribution coefficients was introduced, as well as the account "redistributed funds". The positive and negative consequences of the introduction of this system of transfer pricing are considered.

AGV is mostly used in industrial application to move material around manufacturing facility. Here assembling of AGV is done by using components like chassis, wheels, wiper motors, gear motor, LED sensors, tactile sensor, actuators etc. AGV is designed with the help of electrical design of sensors which are used to control AGV during operation when it is moved on guided path. AGV design was modelled and simulated using catiaV5 software .Design was modelled and drawing preparation was done using catiaV5.Static analysis was done for stress using catiaV5 .Here principal stresses at different point were obtained having different deflection .Graphs are plotted for principal stress verses deflection and Navigation performance of AGV uses electric motor .Thus AGV is used to pick up the object with proper gripping system. A navigation system has been developed using sensors. AGV contains software and hardware components and is primarily used for material handling in industries. Static analysis was done for stress using catiaV5. Graphs are plotted for principal stress vs. deflection. The same analysis can be done for different material depending on loading condition. Stress analysis concept can be used to study dynamic analysis. Optimization of AGV can be possible by using different material. To evaluate the performance simulations were conducted using catiaV5 maintaining a constant setup inputs all over. IndexTerms:Catia,navigation,optimization

On the basis of empirical experimental data, relationships were identified indicating the influence of navigators' response to such vessel control indicators as maneuverability and safety. This formed a hypothesis about a non-random connection between the navigator's actions, response and parameters of maritime transport management. Within the framework of this hypothesis, logical-formal approaches were proposed that allow using server data of both maritime simulators and operating vessels in order to timely identify the occurrence of a critical situation with possible catastrophic consequences. A method for processing navigation data based on the analysis of temporal zones is proposed, which made it possible to prevent manifestations of reduced efficiency of maritime transport management by 22.5 %. Based on cluster analysis and automated neural networks, it was possible to identify temporary vessel control fragments and classify them by the level of danger. At the same time, the neural network test error was only 3.1 %, and the learning error was 3.8 %, which ensures the high quality of simulation results. The proposed approaches were tested using the Navi Trainer 5000 navigation simulator (Wärtsilä Corporation, Finland). The simulation of the system for identifying critical situations in maritime transport management made it possible to reduce the probability of catastrophic situations by 13.5 %. The use of automated artificial neural networks allowed defining critical situations in real time from the database of maritime transport management on the captain's bridge for an individual navigator.

The article deals with the actual problem of air pollution by man-made products that have a negative impact on the environment and pose a threat to the further development of mankind and its existence. One of the tasks in solving this problem is timely, reliable and operational control of pollution of the surrounding air space. Traditional means of control tend to have serious limitations in their application over hard-to-reach areas. In addition, the main drawbacks of the currently existing environmental monitoring systems capable of sampling in hard-to-reach areas of airspace are the large mass and low wind resistance of sampling structures. The paper deals with an unmanned aerial system, a distinctive feature of which is the use of automated samplers with small dimensions and weight. The design features of the used samplers and a set of technical means for controlling an unmanned aerial device in different modes are considered.

The article addresses the issue of guarantees the individual rights and in the scope of coercion. These guarantees should be a reliable protection against possible unlawful actions by officials in the course of coercion and operate in order not create unnecessary obstacles to repid response. As a rule, the guarantee of individual rights take effect either upon application or after its application to the individual. Therefore, it is emphasized that legal means of preventive action play a special role in ensuring the rights of citizens in the process of applying administrative and coercive measures. The types of proceeding classifications concerning the use of coercive measures in the scientific and educational literature are discussed in detail. They are carried out on various grounds, but the most common is the classification depending on the nature of the administrative case, of the traditional separation of nonjurisdictional administrative proceedings and jurisdictional administrative proceedings. Emphasis is placed on the study of their main stages of implementation: deciding or obtaining permission to use coercive measures; warning of intent to use coercion; providing necessary assistance; prompt report on the negative consequences of coercion measures use and the submission of procedural documents on the application of appropriate measures and others. It is noted that any state coercion is a very sharp weapon, because it restricts the freedom of those it is applied to and significantly violates their rights and interests in one way or another. Therefore, it could be applied only there and to the extent that it is really necessary. In order to avoid its misuse, the state strictly regulates the procedure for its application, providing necessary guarantees to those it is applied to.

Purpose. The aim of the article is to reveal during the analysis the peculiarities of the work of profile products from composite materials in building structures located in seismic areas. Methodology. The structure of fiber-reinforced composite materials is given and the role of each component is explained. It is noted that recently, in the construction industry for the manufacture of basic and additional structures, composite materials are used not only on the basis of epoxy resins reinforced with glass fiber, but also on the basis of carbon, organic and other fibrous fillers. The expediency of the application of products from composite materials in the construction is highlighted. Findings. The analysis of literary sources devoted to the work of products from composite materials of simple and complex cross-section in the building structures under the influence of simple (tension, compression, torsion) and complex types of loading was conducted. Distribution of stresses acting in cross-sections of complex profile rod elements made of composite materials under bending load is shown. Features of work of profile products from composite materials in building constructions are revealed. The reasons of decrease of load-carrying ability of complex profile products made of composite materials are determined. The existing methods of increasing mechanical characteristics of products from composite materials are given. Negative consequences and disadvantages of application of existing methods of increasing mechanical characteristics of products from composite materials are formulated. Originality. On the basis of the carried out analysis conclusions about necessity of refinement of existing methods of increase of mechanical characteristics of products from composite materials are made. Practical value. During the analysis features of work of profile products from composite materials in building constructions which are the basis for development of new ways of increasing mechanical characteristics of products from composite materials in building constructions and improvement of already existing ones are revealed.
