The article discusses the concept of the draft Federal Law of the Forest Code of the Russian Federation put forward by the CEPL staff. The timeliness of such a discussion by the wide professional community is recognized. Proposals are being made to change a number of provisions of the Concept. It is proposed to clarify the status of “wild forests”. The thesis about the inadmissibility of leaving the cutting areas of oak forests for natural overgrowth is emphasized, which leads to the transformation of strategically valuable oak formations of the Central Black Earth Region into significantly less valuable deciduous forests without his participation. The authors support the position on the unacceptability of the existing model of private forest management, which leads to “deterioration of the state of forests, reduction of their economic and ecological potential.” A number of proposals are being made to improve the country’s forestry. It is proposed to restore the Ministry of Forestry, transfer the use of forest resources to state forestry enterprises, staffed with personnel, equipment and machinery for the production of all types of forestry work. To add to the section on the indefinite use of forest plots, research institutions, educational institutions, in the use of which there are forest plots for long-term research. It is necessary to exclude other types of use of forest areas (for example, hunting use), where research or educational activities are carried out.

The article discusses the issues of the economic organization of forestry and proposals for its transformation from the sphere of budgetary services to the branch of material production, based on the international practice of profitable forestry without its integration with the timber processing industry. We have given a brief description of the low investment attractiveness of forestry production due to its long-term nature, which requires a special source of funding, and also described the advantages of state forestry organizations in terms of state ownership of forests over private forest use, burdened with forest reproduction activities (forest lease). The paper presents the general provisions of the forest management model based on the licensed right to conduct forestry by legal entities and individual entrepreneurs in state forests.

В статье исследуется институт музейных табу. Актуальность исследования обусловлена несколькими факторами, в первую очередь, развитием в последние три десятилетия взаимоотношений «музей-посетитель» и ростом в них роли последнего. Помимо этого, тема важна потому, что именно запреты во многом формируют профессиональную этику, а, следовательно, и сам статус профессии. Целью данной работы было стремление показать неоднозначность современных музейных табу с точки зрения их рациональности и степень влияния последних на функционирование самого музейного института. Основным источником исследования стал опрос музейных сотрудников и анализ систем запретов в музеях Российской Федерации. Главный вывод авторов следующий: современная система музейных табу была сформирована не только отношением к музею как к сакральному пространству, но и культурой советских запретительных практик. Часть профессионального сообщества осознает проблемы с количеством и качеством запретов, однако в целом обсуждение данной темы само по себе табуировано. Это влечет за собой целый ряд проблем, ключевая из которых  – отсутствие единой системы стандартов при работе с посетителем, что становится источником потенциальных конфликтов. Также исследование показало, что в профессиональной музейной среде пока отсутствует консенсус не только по внешним запретам, но и по базовым вопросам внутренней корпоративной культуры. This article analyzes the institute of museum taboos. The relevance of this study is due to several factors, primarily the development of relationships between the museum and the visitor in the last three decades. The prohibitions also influence the shaping of professional ethics, and, consequently, the status of the profession. The main aim of this work was to show the ambiguity of the contemporary taboos in Russian museums and their impact on the functioning of the museum itself. The research was mainly based on a survey of museum employees and analysis of the systems of prohibitions in museums of the Russian Federation. The main conclusion of the research is as follows: the contemporary system of museum taboos was formed not only by attitude to the museum as a sacred space, but also by the culture of Soviet prohibitive practices. Part of the professional community is aware of the problems with the quantity and quality of prohibitions, however, in general, the discussion of prohibitions is taboo itself. This entails a number of problems, the key one being the absence of a unified system of standards in working with a visitor, which is a cause of potential conflicts. The study showed that in the professional museum community there is still no consensus not only on external prohibitions, but also on basic issues of internal corporate culture.

The article notes the relevance of the Concept of the draft Federal law “Forest code of the Russian Federation”. One of the sections of this Concept (point 3.7.10) concerning reforestation issues is considered. The importance of the approach proposed in the Concept, which provides for more flexible legal regulation of technological issues of reforestation, taking into account regional, forest-growing and economic conditions, is emphasized. Questions that require clarification or more detailed disclosure are noted.

Pursuant to relevant provision of the Federal Law No. 190-FZ On Radioactive Waste Management and Amendments to Certain Legislative Acts of the Russian Federation of July 11, 2011, radioactive waste generated due to the peaceful uses of nuclear charges has been attributed to the non-retrievable radioactive waste (RW) category. Accordingly, relevant RW subsoil areas are currently considered as facilities holding non-retrievable RW with periodic radiation monitoring that should be performed and certain measures provided to ensure the long-term safety of the population. The article presents the results of a radiation survey performed in 2019 for the site with non-retrievable RW inventory generated from the Meteorite-5 peaceful nuclear explosion.

Под инвестициями в образование мы понимаем финансовые, имущественные, интеллектуальные и другие ресурсы, которые способствуют развитию образования и повышения ее конкурентоспособности, а следовательно, и конкурентоспособности нашего государства. Проанализировав Федеральный Закон «О Федеральном Бюджете» можно сделать вывод о том, что механизм инвестиционного обеспечения высшего образования в РФ пока развит слабо, что проявляется в фактически полной зависимости вузов от государственного финансирования, объемы которого очень ограниченны особенно в условиях пост-ковидного кризиса. В условиях снижения количества бюджетных средств в обеспечении деятельности высшего образования особую важность приобретает постоянное стимулирование частных инвестиций и поиск дополнительных источников финансирования. Средства отдельных юридических и физических лиц могут быть существенным дополнительным источником развития высших учебных заведений, одновременно влияя на хозяйственные операции в целом в виде повышения уровня  образования в стране и порождения других положительных экстернальных эффектов. Но при установленной фиксированной оплате за обучение для отдельных физических лиц в вузах качество, вариативность и инновационность образовательных услуг определяется не постоянными инвестиционными вливаниями, а имеющимся административным руководством, его стратегией и тактикой деятельности и особенностью функционирования данного заведения в целом. By investment in education, we mean financial, property, intellectual and other resources that contribute to the development of education and increase its competitiveness, and therefore the competitiveness of our state. Having analyzed the Federal Law "On the Federal Budget", we can conclude that the mechanism of investment support for higher education in the Russian Federation is still poorly developed, which is manifested in the virtually complete dependence of universities on state funding, the volume of which is very limited, especially in the conditions of the post-covid crisis. In the context of a decrease in the amount of budget funds in ensuring the activities of higher education, it is of particular importance to constantly stimulate private investment and search for additional sources of financing. The funds of individual legal entities and individuals can be a significant additional source of development of higher educational institutions, while simultaneously influencing economic operations in general in the form of increasing the level of education in the country and generating other positive external effects. But with a fixed tuition fee for individual individuals at universities, the quality, variability and innovation of educational services is determined not by constant investment injections, but by the existing administrative management, its strategy and tactics of activity and the specifics of the functioning of this institution as a whole.

According to the Federal Law of December 29, 2012 № 273-FL «On Education in the Russian Federation» new procedures to regulate educational activities arranging and conducting in accordance with educational programs of various levels and/or of various purposes or on correspondent type of education, which are to be adopted by orders of the RF Ministry of Education and Science (hereinafter referred to as «procedures»), have come into effect as from September 1, 2013. Standard provisions, which earlier regulated arranging and conducting educational activities by educational institutions of various types and kinds, and the whole specter of other activities of these institutions, are gradually losing force. When implementing new procedures, bodies of the RF executive authorities and local authorities, responsible for control and administration in the sphere of education, as well as educational institutions and participants of educational relations may encounter considerable difficulties. The author’s papers provide exhaustible and detailed answers to any questions, which may arose when implementing new procedures in the educational sphere.

The subject of the study is the constitutional concept of federal territories in Russia. The purpose of the article is to confirm or disprove hypothesis that constitutional status of federal territories in Russia consists of system of elements and identify such elements. The authors use the method of formal legal interpretation of Russian Constitution, the methods of comparative constitutional law, complex analysis, systemic interpretation of Russian laws and drafts of laws. The main results of research, scope of application. When making an amendment to part 1 of Article 67 of the Constitution of the Russian Federation, the content of this innovation was not disclosed. Therefore the federal law on federal territories will be of decisive importance. The authors define the constitutional characteristics of the federal territories based on the literal content of the constitutional norm and the conclusion of the Constitutional Court of the Russian Federation. The federal territory is an element of the state territory that is not a subject of the federal structure and has a status different from the status of the constituent entities of the Russian Federation. There are specific features of the organization of public power in federal territory. The authors’ vision of the content of each of the elements of the federal territories is presented. It is noted that the defining element of the status of federal territories will be the purpose of their creation. The authors propose a conceptual division of federal territories in Russia into two types: inhabited and uninhabited. It is stated that at the moment, the status elements can be clearly defined only in relation to uninhabited federal territories. The formation of the concept of inhabited federal territories will depend on definition of the purpose of their creation. Conclusions. It is proposed to consider the elements of the status of federal territories in Russia, based on the elements of the status of the subject of the Russian Federation, and in comparison with them. Such elements are: territory, population, subjects of jurisdiction, responsibilities, state power organization, property and budget, system of taxes and fees, names and symbols, population’s role in the state affairs management.

Almost three decades have passed since the appearance of the Law of the Russian Federation from 06.07.1991 No. 1550-1 «On local self-government in the Russian Federation». Over the past historical stage, the regulatory framework of local self-government and its bodies has significantly transformed: this applies to the concept of local self-government, territorial and organizational foundations, and of course the legal status of individual local self-government bodies. This article provides a comparative legal analysis of certain provisions of Federal law No. 131-FZ of 06.102.2003 «On General principles of local self-government organization in the Russian Federation» and Federal law No. 6-FZ of 07.02.2011 «On General principles of organization and activity of control and accounting bodies of subjects of the Russian Federation and municipalities» in the part concerning control and accounting bodies of municipalities. Based on the results of this analysis, significant contradictions were identified in the basic Federal normative legal acts regulating the legal status of the control and accounting body of a municipality, which need to be corrected by the Federal legislator in order to increase the level of unity and consistency in the legal regulation of the status of one of the most important bodies in the system of local self-government-the control and accounting body of a municipality.

This article reveals the essence of the basic principles of public service, their implementation in the penal system of the Russian Federation. It is noted that the existing variety of definitions of principles entails some uncertainty. Therefore, it is proposed to adhere to a philosophical approach to determining the principles of public service in the penal system. It is noted that the current legislation regulating the status of employees of prisons and the procedure for serving the service does not take into account the specifics of the penal system, since the new provisions aimed at implementing the general principles of public service copy the similar norms of Federal Law of November 30, 2011 №. 342-FL «On Service in the Internal Affairs Bodies of the Russian Federation and Amending Certain Legislative Acts of the Russian Federation». It is concluded that it is necessary to detail the general principles of public service in conjunction with existing standards governing the activities of bodies and institutions of the penal system, the enforcement of criminal sentences, and the detention of defendants.
