Globalization challenges and competitiveness of the enterprise’s personnel The article examines certain aspects of the social component of personnel in the context of the innovative development of an enterprise, the strengthening of globalization challenges the Ukrainian economy faces. It is substantiated that in the modern conditions of the enterprise the problem of personnel sustainability is ripe. The possibility of considering this issue through such components as motivational, managerial and public has been determined. It is determined that the competitiveness of staff is a significant factor in shaping the competitive advantages of any enterprise. It has been proved that education and professional development of personnel are becoming the dominant factors in the formation of competitive advantages of enterprises in the agro-industrial complex. The research is aimed at defining trends in the innovative development of international and domestic business systems and forming on their basis the principles of development management. When analyzing trends in the innovative development of international and domestic business systems, the main indicators of innovativeness are considered through integral indices characterizing the innovative development of countries; the geographical and sectoral structures of innovators and leading innovative companies of the world and Ukraine are determined; a comparison of the ratings of innovative world companies as presented by Boston Consulting, Clarivate Analytics, Fast Company, Delo.ua and Vlada Hroshey is carried out. As a result of the study, it is determined that the positive dynamics of business systems development can be observed in the activities of companies that constantly carry out scientific research, conduct developments, introduce various innovations, receive patents, etc. It is substantiated that the innovative development of international and domestic innovative business systems ensures the competitive advantages of companies in both the international and the domestic markets, facilitates the development of the economy of both the country and its regions, promotes the social development of business systems. Researching the trends in the innovative development of business systems in the global environment allowed to form the principles of managing their development. Prospects for further research in this direction are the development of methodological provision for the evaluation of innovative development of business systems and the formation of a mechanism for managing their development in the global business environment.

In the article the bases of intensification of innovative activity are considered and modern tendencies of innovative development of the processing industry are analyzed. The prerequisites and basic conditions for the intensification of innovative development of the processing industry markets are revealed. It is substantiated that the competitive advantages in industry as a structure-forming sector of the national economy are achieved on the basis of an adequately developed strategy for its innovative development, becomes increasingly urgent during a period of long-term market transformation, because it is not only related to determining the social and economic effect, but also requires taking into account the existing potential with Change in environmental conditions. The analysis of innovative sphere and sources of financing of innovative expenses of the processing industry enterprises is conducted, causes irreversibility of the process of reforming the system of state regulation and public administration in the innovation sphere as a priority for implementing systematic and consistent state policy. The definition of innovativeness of types of activity of enterprises in the processing industry was made, which allowed to identify the maximum and minimum levels according to the relevant criteria. Proposed to improve the effectiveness of government support for the processing industry to implement adjustments to the antimonopoly, tax and customs policies, as well as to increase the investment attractiveness of industrial enterprises.

Для обеспечения оценки социального фактора проанализирован существующий методологический инструментарий и определен комплекс показателей, который позволит провести оценку степени влияния существующего социального пространства на развитие человеческого капитала и инновационную активность отдельной территории. Научная новизна - представлена методика и результаты анализа и оценки роли социального компонента как фактора обеспечения эффективного воспроизводства человеческого капитала и инновационного развития территории, выявлены проблемные зоны в системе его развития в современном экономическом пространстве. The aim of the study is to establish the influence of the social component in the system of reproduction and development of human capital. To ensure the assessment of the social factor, the author analyzes the existing methodological tools and a system of indicators that allows assessing the degree of influence of the existing social space on the development of human capital and innovation activity of a particular territory. Scientific novelty consists in the analysis and evaluation of the role of the social component as a factor in ensuring the effective reproduction of human capital and innovative development of the territory, identifying problem areas in the system of its development in the modern economic space. The results of the study can be used for the development and justification of regional socio-economic development programs.

The article examines the social component of improving the competitiveness of enterprises. It has been determined that social responsibility of a business is a social component, which is one of the competitive advantages of modern enterprises of the national economy. The concept of social responsibility is characterized and its role and importance in the development of enterprises are defined. It is determined that the socially responsible functions of the enterprise, the ways of developing its social infrastructure, the formation and improvement of social protection systems for workers, the introduction of norms of ethical behavior between subordinates, suppliers and consumers are the priority tasks of the national economy.

Pedagogical strategies for the implementation of the social content of higher education should be exercised through the application of the bottom-up approach. The bottom-up approach is aimed at ensuring proper development of the student’s personality. This approach is based on the subject-specific (academic achievements) and generic (leadership, management skills and focus on personal and professional development) competencies. The purpose of this study was to investigate the range of tools as well as the effectiveness of the bottom-up approach to the implementation of the social component of higher education through perspective development and the emphasis on students’ leadership and management skills. The study is of an empirical nature and the research component is based on the formative experimental methodology. Fifteen students of the Faculty of Primary Education participated in the experimental part of the study. They were involved in the specific bottom-up approach to educational environment organization and were evaluated accordingly by a jury. The two-year implementation period of the bottom-up approach to the implementation of the social content of higher education took place through customized projects of personal and professional development. The average socialization readiness level within the group was 78.2 (out of 100 max.), with 13.3% of students showing an average socialization readiness level, and 86.7% of students achieving a good level. The results confirmed the effectiveness of the principal notions of the study. The task of adapting the content of higher education in order to achieve a positive momentum of students’ socialization readiness was successfully completed. The most promising approach for future research is finding out the advisability and effectiveness of expanding the range of participants of the projects of personal and professional self-development and leadership with the preservation of the essence and identified values of the bottom-up approach.

The opportunities of the competitive advantages use of the social and cultural capital for pro-modernization institutional reforms in Kazakhstan are considered in the article. Based on a number of sociological surveys national-specific features of the cultural capital are marked, which can encourage the country's social and economic development: bonding social capital, propensity for taking executive positions (not ordinary), mobility and adaptability (characteristic for nomad cultures), high value of education. The analysis shows the resources of the productive use of these socio-cultural features.
