Цель исследования - установить влияние социального компонента в системе воспроизводства и развития человеческого капитала. Для обеспечения оценки социального фактора проанализирован существующий методологический инструментарий и определен комплекс показателей, который позволит провести оценку степени влияния существующего социального пространства на развитие человеческого капитала и инновационную активность отдельной территории. Научная новизна - представлена методика и результаты анализа и оценки роли социального компонента как фактора обеспечения эффективного воспроизводства человеческого капитала и инновационного развития территории, выявлены проблемные зоны в системе его развития в современном экономическом пространстве. The aim of the study is to establish the influence of the social component in the system of reproduction and development of human capital. To ensure the assessment of the social factor, the author analyzes the existing methodological tools and a system of indicators that allows assessing the degree of influence of the existing social space on the development of human capital and innovation activity of a particular territory. Scientific novelty consists in the analysis and evaluation of the role of the social component as a factor in ensuring the effective reproduction of human capital and innovative development of the territory, identifying problem areas in the system of its development in the modern economic space. The results of the study can be used for the development and justification of regional socio-economic development programs.

Migration processes are a factor in shaping the size and quality of the population of the region. The outflow of innovative professionals from the region does not pay for intensive investment in human capital and jeopardizing the implementation of innovative development programs of the Orel region.

The development of a knowledge economy is a key priority for innovative progress and for ensuring the country’s competitiveness through the efficient use of intellectual resources and human capital. Our paper is focused on a necessity to find out the influence of human capital in providing innovative development and the formation of knowledge economy, to develop measures for its formation, accumulation, preservation, reproduction in order to increase national competitiveness at the world market. The foundation of the knowledge economy is productive knowledge and quality education that contribute to the intellectual capital embodiment into productive activities. A detailed analysis of the current state and problems of the education and science spheres has been carried out, international ratings have been analyzed and the place of Ukraine in them is determined in the article. An estimation of financial losses of the economy in connection with the outflow of students to study abroad is hold in the article. By using the trend modeling method we propose to estimate the effect of the predicted values of the components of innovation activity on the Global Innovation Index. Results show that Ukraine position in the Global Innovation Index rating will strengthen, which can testify, about the redistribution of financing of the innovation sphere in favor of private institutions and investors. The transition to a knowledge economy involves an understanding of the decisive influence of science, the latest technologies, innovations in the global economy, and enables the resource-oriented countries to leave this status and become a countries of high-tech and high skilled development, based on the transformation of knowledge into a source of value and the driving force of economic progress.

Globalization challenges and competitiveness of the enterprise’s personnel The article examines certain aspects of the social component of personnel in the context of the innovative development of an enterprise, the strengthening of globalization challenges the Ukrainian economy faces. It is substantiated that in the modern conditions of the enterprise the problem of personnel sustainability is ripe. The possibility of considering this issue through such components as motivational, managerial and public has been determined. It is determined that the competitiveness of staff is a significant factor in shaping the competitive advantages of any enterprise. It has been proved that education and professional development of personnel are becoming the dominant factors in the formation of competitive advantages of enterprises in the agro-industrial complex. The article is devoted to the study of the processes of formation and use of intellectual capital at Ukrainian enterprises and the analysis of the efficiency of innovative activity of domestic enterprises. The analysis conducted showed that domestic enterprises and organizations nowadays slow down the innovation activity and reduce the efficiency of the use of intellectual capital. Such tendencies are the consequence of the imperfection of the legislative framework for stimulating innovative activity of domestic enterprises; lack of incentive mechanism for developers and inventors, innovative enterprises and organizations. Problems of innovative development are inherent in both the state level of management and the management at the level of individual enterprises. It is necessary to form effective innovative state and regional development programs, to create modern innovative infrastructure, to develop at the legislative level the mechanism of preferential taxation and crediting of innovatively active enterprises, etc.

The study investigates the stages and features of privatisation in Ukraine. it describes the impact and consequences of privatisation on the economic potential of the country. The main features and problems of the privatisation process in Ukraine are identified. Theoretical and practical analysis of the consequences of privatisation of state property on the innovative development of Ukraine's economy has been carried out. It was established that the withdrawal from state ownership by means of privatising enterprises is a challenge that negatively affects innovation activity, because it is mainly associated not with the creation of "know-how" to ensure economic development, but with encroachment on material resources states with the motive of enrichment, which leads to the cessation of development and introduction of existing (often imported) technologies and, as a consequence, threatens the internal innovation potential and national security of the country. The proposed ways to reform the privatisation process are aimed at mitigating the consequences of unfair privatisation to strengthen the competitiveness of the national economy, its innovative development and improve the social situation of citizens of Ukraine.

The modern imperatives of the social and economic development of our country brought to the forefront the determination of the conceptual approaches to the long- and medium-term national development programs. The paper contributes to solving the problem with the focus to elaborate the system of mechanisms of the institutional provision of the state policy to stimulate the innovations of industrial enterprises. Its objective is to form a complex system of financial, organizational and administrative mechanisms of innovation stimulation in industrial enterprises. System, functional, statistic and factor analysis methods were applied for this purpose. Among the results achieved with the given methods there is a conception of the system of institutional provision of the innovative activity concentration of innovation activity of industrial enterprises and the formation of the terms to advance the development of the high- and medium- tech manUfacturing sectors. A perspective area of the further work based on the conception elaborated is to solve the innovations development problems using the complex of the means initiated by the authors to stimulate innovation activity of the enterprises and organizations.

Literasi ekologi sosial Islam adalah interaksi manusia dengan lingkungan alam, teknologi, dan sosial yang didasarkan pada prinsip dasar Islam. Rekonstruksi literasi ekologi sosial Islam yang bisa direkonstruksi adalah prinsip dasar Islam yang menegaskan posisi manusia sebagai “pemimpin” yang diberi “amanah” untuk mengelola “bumi” atau “lingkungan alam dan sumber daya alam” sebaik-baiknya. Rekonstruksi literasi ekologis inilah yang kemudian akan diaktualisasikan pada masyarakat. Proses aktualisasi adalah kegiatan aktual dalam menanamkan kesadaran ekologi sosial Islam pada masyarakat yang mana dilakukan dalam ruang sosial keluarga, masyarakat, dan sekolah yang diorganisasi oleh negara melalui kebijakan dan peraturan per undang-undangan. Dengan proses rekonstruksi dan aktualisasi yang terstruktur ini, maka negara akan aktif membangun kesadaran ekologis sosial Islam dengan aktif dan terstruktur dengan baik guna mewujudkan basis kesadaran, ilmu pengetahuan, dan tata nilai ekologi sosial Islam pada masyarakat. Literacy on Islamic social ecology is the human interaction with the natural environment, technology, and social which is based on the basic principles of Islam. Reconstruction of literacy on Islamic social ecology that can be reconstructed is a basic tenet of Islam that affirms the human position as a "leader" by "mandate" to manage "Earth" or "natural environment and natural resources" as well as possible. Reconstruction of ecological literacy is then to be actualized in society. The process of actualization is actual activity in instilling awareness of the social ecology of Islam in the society which is done in the social space of families, communities, and schools organized by the state through policies and regulations. With the process of reconstruction and actualization, then the state will actively build social-ecological awareness of Islam in order to realize a base of awareness, knowledge, and values of Islamic social ecology in society.
