The article is devoted to the analysis of the state of introducing a risk-oriented approach in the field of labor protection at the legislative level in Ukraine. It has been found that the main reason for the high level of production injuries and occupational diseases is bases the existing normative acts on labor protection on the «jet principle». The importance of introducing a risk-oriented approach to the organization of labor protection in Ukraine is emphasized as an objective need to withstand labor protection in our country for a qualitatively new level, and the need to comply with international standards in the field of security and health of employees. As a result of the analysis of prospective legislation on occupational safety, in particular the draft Law of Ukraine «On Safety and Health of Workers at Work», concludes on the election of the correct vector of renewal of labor protection legislation in terms of introducing a risk-oriented approach in the field of occupational safety. The draft Law of Ukraine «On Security and Health of Workers at Work» in general meets international standards in the field of occupational safety and allows to solve the main problems in terms of motivation of employers and employees to comply with the legislation on labor protection. This may contribute to the draft laws: about improvement of the settlement of employers' responsibility for violating the requirements of labor protection legislation; About the size and ways of forming the amount of financing of labor protection due to a preliminary assessment and analysis of industrial risks. An analyzed draft law in case of its adoption can reduce bureaucratic pressure on employers and give it a larger freedom to organize the protection of labor at the level of an entity, promptly responding to changes in production processes and economic conditions. Development of scientifically sound measures for the prevention of occupational injuries based on the analysis of data on occupational injuries, including fatal in the forestry sector of Ukraine, to identify the main causes of such injuries. Based on the analysis, it was established that the level of occupational injuries in the forest industry was in one of the first places among all sectors of the economy of Ukraine. A step-by-step decision-making process was used to develop an algorithm for making managerial decisions. It was found that the accidents occurred mainly due to violations of safety requirements by employees, lack of control by officials of forest enterprises over the organization of safe work and due to violations of the technological process. The study was based on actual statistics of the State Labor Service on occupational injuries in the forestry sector. It is stated that the situation around the enterprises of the forest industry cannot be radically corrected without the introduction of an effective labor protection management system with elements of assessment and management of industrial risks. The obtained theoretical conclusions, based on statistical data on occupational injuries, have been brought to the level of specific proposals suitable for practical use in the planning of preventive measures for labor protection in the field of forestry. The necessity of actualization and improvement of normative-legal acts in the field of forestry is substantiated. The adoption of the "Minimum requirements for the safety and health of workers in forestry and greenery" is justified, which will expand the scope, namely: legal relations will be regulated by the type of work, and not just apply to economic entities who carry out certain activities; it is proposed to introduce a "labor safety coordinator".

Despite the constantly growing level of mechanization and automation of labor in industry and transport, the share of manual labor remains very significant in a number of the technological processes. Increased physical activity during manual labor often leads to non-compliance by the employee with labor safety requirements — because of the desire to avoid additional actions. In this regard, mandatory control by the manager is required, who himself must understand and comply with all the safety rules. Personal qualities of the middle managers have a significant impact on the efficiency of their activities in matters of occupational safety and health. In addition to constant monitoring of the actions of subordinates, the leader by personal example must confirm the need for strict compliance with safety requirements. First of all, the manager himself must maintain order at his workplace, comply with the internal labor regulations, be disciplined and competent in professional work matters. The manager should pay special attention to the state of the material and technical base of the unit, and take measures to improve it, including to minimize injuries when working with a faulty tool. Only by fulfilling all the listed requirements, the manager will have authority in the work collective, sufficient to implement his orders to comply with occupational safety requirements and ensure a high level of labor safety in the unit, which not everyone is capable of. To determine the required personal qualities of the leader, the study was carried out using the method of ranks based on positive experience and statistics of the work of linear track sections.

Occupational safety management in our country no longer meets modern requirements for occupational safety in the workplace and needs to be improved, in particular through the introduction of a risk-oriented approach to the assessment of production factors. The use of risk-oriented approach system to safety management in the workplace is substantiated in this work, and it is the primary link in the management system of labor protection and its optimal (comfortable) organization significantly affects the production environment, safety and staff productivity. A structural and logical model of the incident at the workplace is proposed and possible dangerous events, the development of which in space and time can lead to its implementation are identified. Dangerous events can be caused by both - the actions of the employer and the employee, as well as external factors. All considered dangerous events are random in nature, so methods of general theory of random process control, simulation and Boolean algebra are used for their analysis. According to this model, workplace safety management involves identifying the factors that are most likely to be present in the workplace and justifying measures to reduce the frequency of their occurrence and increase the level of safety. It is shown that the use of a systemic risk-oriented approach to safety management in the workplace will allow to identify the factors that are most likely to cause accidents and to develop appropriate measures to eliminate them. In a market economy, an important point in occupational safety management at all levels is to resolve the compromise between the economic feasibility of economic activity and social responsibility of the state in a way that reduces production risk, namely - maintaining human-centric economic development. Finding such a compromise is difficult and problematic, as it is difficult to compare in commensurate units the economic performance of economic activities with social losses due to accidents and occupational diseases at work. In the conditions of decentralization, when the role of supervisory bodies over the state of labor protection is reduced, it is very important to form elements of labor protection culture in employees and managers. Improving public and cultural education on occupational safety remains a priority of our country's public policy, in particular through higher education, which trains highly qualified workers and senior managers who are personally responsible for occupational safety at each workplace.

The management system of labor protection (MSLP) is an effective tool, which allows the business entity to provide the proper level of labor protection on the enterprises, that corresponds to the requirements of safe and healthy conditions of work for employees. The approaches of construction and functioning of MSLP are improving based on international experience. In 2018 the Cabinet of Ministers of Ukraine has approved “The concept of reforming the management system of labor protection in Ukraine”, which basing on a risk-oriented approach determines the principles, directions and tasks of building a system of labor safety and health in Ukraine and aims to create the national system of production risks prevention and to ensure safe and healthy working conditions for employees. This article deals with the use of the method of multicriteria choice of alternatives based on fuzzy advantage ratio in the process of evaluating the effectiveness of the labor protection management system of enterprises, that allows more objectively identify threats to efficiency of MSLP of the specific business entity. There are some examples of usages of this method to solve issues related to ensuring the economic security of economic entities. Based on those scientific works authors tried to evaluate the effectiveness of functioning of MSLP. The solution of this problem was carried out on the example of a specific chemical enterprise. The department of Life Safety of the National Forestry University of Ukraine has carried out significant work to identify threats to efficiency of MSLP, related to the activities of the labor protection service, which in this article are considered as a set of acceptable alternatives and could be the threat for MSLP efficiency. Also, there were identified some criteria for selecting among the identified threats (acceptable alternatives): the threat occurs infrequently and irregularly; the appearance of threats from time to time; threat occurs frequently and regularly (recurrence of the threat) over a period of time. In the course of the work, the most significant threats were found. That is, the problem of rational choice of alternatives from a certain set X was solved, for which some fuzzy advantage ratio is given g1, g2, g3 with the function μgj : X × X → (0, 1). To solve the problem of multicriteria selection described above, was select an effective method of convolution of the vector criterion into a scalar. The results show that the most significant threats to efficiency of MSLP of the enterprise that was analyzed is an excess of the frequency of injuries at the enterprise over the frequency in the industry and a gross violation of occupational safety rules, accidents. The results obtained indicate that an accident has occurred or may occur at the assessed enterprise. The use of the method of multi-criteria selection of alternatives on the basis of a fuzzy ratio of advantages in the process of evaluating the effectiveness of the management system of labor protection of the enterprise allows more objectively identify shortcomings of MSLP, that potentially lead to undesirable consequences and, accordingly, take the necessary measures in time to normalize the situation.

In the absence of uniform and unified requirements for the assessment of industrial risks at an enterprise, the system approach remains the only tool for a comprehensive assessment of the workplace safety. Implementation of Occupational Safety and Health (OSH) system involves identifying, analyzing and reducing risks at the workplace. The purpose of the article is to calculate the minimum expenses for occupational safety measures and minimize production risks identified through the developed procedure for analyzing the hazards of the machine-building enterprise. The research methodology is based on the integrated use of qualitative and quantitative approaches to risk assessment, namely, structured assessment and integral assessment using the “rucksack problem” optimization model. The study identifies the risks that are most common and the most serious ones. The procedure of risk reduction is proposed, which is to determine the minimum costs for achieving each of the integral assessments for the machine-building enterprise. The practical value of work consists in the ability to directly apply the developed methodology for risk assessment at the enterprises of the machine-building industry, and to easily adapt the risk assessment procedure to other conditions.

Due to high level of agglomeration many innovative standards are being implemented in industry sectors of the world countries. Ensuring the safety of the environment and the human production is an urgent task of modern civilized societies. Especially, it plays a great role in construction industry since many building processes become based on hi-technologies and extreme engineering atmosphere. Naturally, high probability of risks and hazard might cause in and out of the construction site during the working hours occur major accidents. Only way is reaming optimize and implement of international standards on Health and Safety Law at work affects human, financial and environmental factors of the country. The main objective purpose of the paper is reducing injures and accidents at construction industry and implement recent modern legislation system in Uzbekistan. It helps for contribute finishing construction projects on time, on budget and on high quality standards with zero rate accident regulation. Although, health and safety theories are important for the prevention of accidents scientifically with a little in-depth knowledge on their outcomes and processes. This research deals with this gap by using methodology on occupational safety standards in construction sites.

The article deals with the issues of developing creative personality in future lecturers in professional education (occupational safety and health) in the context of research activities during professional training. The article proves that the development of creative personality expands the limits of students’ learning and research activities. Professional pedagogical training of future lecturers in professional education (occupational safety and health) for research and creative activities contributes to developing new knowledge and skills in the organization of research in accordance with professional qualities of lecturers. Based on the analysis of scientific sources, the concept of creativity in future lecturers in professional education (occupational safety and health) is regarded as a comprehensive activity and development of something new, which is the opposite to a stereotyped pattern activity, and shapes creative imagination characterized by the high level of creativity, pronounced personal qualities and сapacity for creative and research activities, which contribute to effective professional performance. The readiness for research activities in future lecturers in professional education (occupational safety and health) is defined as the result of professional training and a qualitative characteristic of their creative activities based on relevant abilities and skills required to conduct research activities and projects, which allow them to use the acquired skills when conducting scientific research due to the well-developed theoretical foundations of the essence and content of the research process. The article shows that research activities are a powerful mechanism for developing creativity in future lecturers in professional education (occupational safety and health) and one of the main objectives of higher education in accordance with the new requirements of society for professional training of specialists able to solve professional and research tasks independently, actively and creatively.

Mining in Colombia is regulated by the Mining Safety Code and although it had not been updated since 1987, the references of safety that has owned were based on international standards. However, these do not have a mandatory adoption and Decree 1886/15, despite its strong component in occupational safety and health, continues to show a rough technical content that could consent the extension of mining disasters associated with explosions in Colombia. The article specifies the international mine safety regulations and shows a critical analysis before the absence of its applicability in the country. Although the national outlook is discouraging because of the lack of rigor from governmental entities in enforcement, mining in other countries has reported improvements in safety by implementing standards that ensure quality operations and procedures, machinery and human resources, decreasing mining disasters.

Objective The purpose of this study is to determine attitudes of doctors of chiropractic regarding the importance of staff training in specific skill areas to inform the curriculum management process of a chiropractic technology program. Methods A survey was distributed to registrants of a chiropractic homecoming event. On a 5-point Likert scale, respondents were asked to rate the degree of importance that staff members be trained in specific skills. Descriptive statistics were derived, and a 1-way analysis of variance (ANOVA) was used to test differences between groups based on years in practice and level of staff training. Results Doctors place a high level of importance on oral communication skills and low importance on nutrition and physical examinations. Comparing groups based on years in practice revealed differences in the areas of passive physiotherapies (F = 3.61, p = .015), legal issues/regulations (F = 3.01, p = .032), occupational safety and health regulation (F = 4.27, p = .006), and marketing (F = 2.67, p = .049). Comparing groups based on level of staff training revealed differences in the areas of occupational safety and health regulations (F = 4.56, p = .005) and cardiopulmonary resuscitation (F = 4.91, p = .003). Conclusion With regard to their assistants, doctors of chiropractic tend to place high importance on office skills requiring effective communication and place less importance on clinical skills such as physical examinations and physiotherapy.
