The listsize capacity is computed for the Gaussian channel with a helper that—cognizant of the channel-noise sequence but not of the transmitted message—provides the decoder with a rate-limited description of said sequence. This capacity is shown to equal the sum of the cutoff rate of the Gaussian channel without help and the rate of help. In particular, zero-rate help raises the listsize capacity from zero to the cutoff rate. This is achieved by having the helper provide the decoder with a sufficiently fine quantization of the normalized squared Euclidean norm of the noise sequence.

In this article, the peculiarities of applying the zero income tax rate of organizations by medical companies are considered. The requirements that, according to the Tax Code of the Russian Federation, must be fulfilled by medical organizations to impose the profit received at a rate of 0% are considered: the types of activities for which profit is subject at this rate, the presence of a certain percentage of medical personnel, restrictions on the number of employees and other restrictions. Listed are the types of reporting that should be additionally submitted by a medical organization that has expressed a desire to apply a zero rate, as well as the consequences of not submitting these documents. Features of voluntary transition to profit levying at a rate of 20% are shown, practical examples are given.

Zero-rate output (ZRO) drift induces deteriorated micro-electromechanical system (MEMS) gyroscope performances, severely limiting its practical applications. Hence, it is vital to explore an effective method toward ZRO drift reduction. In this work, we conduct an elaborate investigation on the impacts of the internal and packaging stresses on the ZRO drift at the thermal start-up stage and propose a temperature-induced stress release method to reduce the duration and magnitude of ZRO drift. Self-developed high-Q dual-mass tuning fork gyroscopes (TFGs) are adopted to study the correlations between temperature, frequency, and ZRO drift. Furthermore, a rigorous finite element simulation model is built based on the actual device and packaging structure, revealing the temperature and stresses distribution inside TFGs. Meanwhile, the relationship between temperature and stresses are deeply explored. Moreover, we introduce a temperature-induced stress release process to generate thermal stresses and reduce the temperature-related device sensitivity. By this way, the ZRO drift duration is drastically reduced from ~2000 s to ~890 s, and the drift magnitude decreases from ~0.4 °/s to ~0.23 °/s. The optimized device achieves a small bias instability (BI) of 7.903 °/h and a low angle random walk (ARW) of 0.792 °/√ h, and its long-term bias performance is significantly improved.

Blood transfusion is an essential component in modern healthcare. Blood being an irreplaceable resource needs to be appropriately utilized with preferably minimal or zero percent wastage. Only one third of required blood units are collected in a Northern Tanzania Hospital, demanding the need for zero rate of discard of blood and blood products. This study aimed to determine the rate and reasons for discarding blood and blood products at Northern Zone Blood Transfusion Centre in Tanzania. From the current study the discard rate of blood and blood component units was 2.48% and the main reason for discarding blood and blood components was Transfusion Transmitted infections, followed by plasma prepared after 24 hours of collection of blood. . Furthermore, the common discarded blood product was packed red blood cells in Northern Tanzania.

Background: Hepatitis C affects 5–15% of the 38 million people living with HIV globally. Africa which has the second highest prevalence of HIV/HCV co-infection following Asia. This alarming statistics has made it crucial that studies be done to also ascertain the HIV/HCV co-infection prevalence in the country and host factors which may influence the co-infection. Objective: Therefore, this study was conducted to investigate the seroprevalence of HCV infection amongst the HIV population of Rivers state, Nigeria. Study Design: Cross-sectional study. Place and Duration of Study: University of Port Harcourt Teaching Hospital (UPTH), in Rivers State, Nigeria, from February 2017 to September 2019. Methods: In this study, 226 HIV-infected individuals were recruited comprising 105 males and 121 females. These subjects were screened for the presence of HIV and HCV using ELISA and was performed according to the kit manufacturer’s stipulations. The demographic characteristics of the participants were obtained using a questionnaire designed for the study. Results: The presence of antibodies to HIV-1 reconfirmed the HIV status in all the study subject. A seroprevalence rate of 0.0% was observed for HIV/HCV infection. The ratio of females to males was found to be 1.2:1. The ages of the study population ranged from 16 to 70 years with a median age of 42.5 years. A large number (30.5%, n = 69) of the participants were within the age group 40 – 49 years, followed by those within 30 – 39 years (26.1%, n= 59), 50 – 59 years (17.3%, n = 39) and >59 years (13.7%, n = 31). Participants that were within younger age groups had less population; 20 – 29 years (9.7%, n = 22), with those that are <20 years having the least population (2.7%, n = 6). Many (49.1%, n = 111) of the study participants were found to be married. About 46.5% (n = 105) of them were single, while a few (4%, n = 10) were widowed. Conclusion: No coinfection of HIV/HCV was found, in spite of Nigeria being endemic for HCV. However, despite this zero rate of HIV/HCV coinfection, routine screening for HCV markers should be carried out to reduce morbidity and mortality in HIV-infected individuals.

Hypergraph product codes are a class of constant-rate quantum low-density parity-check (LDPC) codes equipped with a linear-time decoder called small-set-flip (SSF). This decoder displays sub-optimal performance in practice and requires very large error correcting codes to be effective. In this work, we present new hybrid decoders that combine the belief propagation (BP) algorithm with the SSF decoder. We present the results of numerical simulations when codes are subject to independent bit-flip and phase-flip errors. We provide evidence that the threshold of these codes is roughly 7.5% assuming an ideal syndrome extraction, and remains close to 3% in the presence of syndrome noise. This result subsumes and significantly improves upon an earlier work by Grospellier and Krishna (arXiv:1810.03681). The low-complexity high-performance of these heuristic decoders suggests that decoding should not be a substantial difficulty when moving from zero-rate surface codes to constant-rate LDPC codes and gives a further hint that such codes are well-worth investigating in the context of building large universal quantum computers.

The rheological behavior, in terms of steady and oscillatory shear flow, of Laponite® with different polysaccharides (alginate, chitosan, xanthan gum and levan) in salt-free solutions was studied. Results showed that a higher polymer concentration increased the zero-rate viscosity and decreased the critical strain rate (Cross model fit) as well as increasing the elastic and viscous moduli. Those properties (zero-rate viscosity and critical strain rate) can be a suitable indicator of the effect of the Laponite® on the shear flow behavior for the different solutions. Specifically, the effect of the Laponite® predominates for solutions with large critical strain rate and low zero-rate viscosity, modifying significantly the previous parameters and even the yield stress (if existing). On the other hand, larger higher polymeric concentration hinders the formation of the platelet structure, and polymer entanglement becomes predominant. Furthermore, the addition of high concentrations of Laponite® increases the elastic nature, but without modifying the typical mechanical spectra for polymeric solutions. Finally, Laponite® was added to (previously crosslinked) gels of alginate and chitosan, obtaining different results depending on the material. These results highlight the possibility of predicting qualitatively the impact of the Laponite® on different polymeric solutions depending on the solutions properties.
