Occupational safety management in our country no longer meets modern requirements for occupational safety in the workplace and needs to be improved, in particular through the introduction of a risk-oriented approach to the assessment of production factors. The use of risk-oriented approach system to safety management in the workplace is substantiated in this work, and it is the primary link in the management system of labor protection and its optimal (comfortable) organization significantly affects the production environment, safety and staff productivity. A structural and logical model of the incident at the workplace is proposed and possible dangerous events, the development of which in space and time can lead to its implementation are identified. Dangerous events can be caused by both - the actions of the employer and the employee, as well as external factors. All considered dangerous events are random in nature, so methods of general theory of random process control, simulation and Boolean algebra are used for their analysis. According to this model, workplace safety management involves identifying the factors that are most likely to be present in the workplace and justifying measures to reduce the frequency of their occurrence and increase the level of safety. It is shown that the use of a systemic risk-oriented approach to safety management in the workplace will allow to identify the factors that are most likely to cause accidents and to develop appropriate measures to eliminate them. In a market economy, an important point in occupational safety management at all levels is to resolve the compromise between the economic feasibility of economic activity and social responsibility of the state in a way that reduces production risk, namely - maintaining human-centric economic development. Finding such a compromise is difficult and problematic, as it is difficult to compare in commensurate units the economic performance of economic activities with social losses due to accidents and occupational diseases at work. In the conditions of decentralization, when the role of supervisory bodies over the state of labor protection is reduced, it is very important to form elements of labor protection culture in employees and managers. Improving public and cultural education on occupational safety remains a priority of our country's public policy, in particular through higher education, which trains highly qualified workers and senior managers who are personally responsible for occupational safety at each workplace.

This article suggests ways to quickly assess the state of labor protection and ecology by calculating a number of indicators of industrial risk based on the information available in the modules for assessing labor protection by indicators of industrial risk. The efficiency of using the software proposed by the authors for the occupational health and safety management system based on a specific task from the modules "Personnel", "Events", "Equipment" and "Ecology", consisting of four main modules, is proved. In addition, this paper compares the matrix methods of risk assessment in the coordinate system "probability of an event or consequences of an event" of prevention and assessment of occupational risks for employees used in domestic and foreign practice in the occupational safety management system.Work on identifying harmful factors of accidents during the extraction, use and transportation of raw materials at industrial enterprises and assessing compliance with the requirements of the standards of the Republic of Kazakhstan should be carried out continuously. The main goal of the labor protection service is to create safe working conditions for employees at industrial enterprises, as well as to prevent occupational diseases of employees. In this regard, a system of accounting, analysis and assessment of the state of labor protection, as well as labor safety management, should work.

The article is devoted to the analysis of the state of introducing a risk-oriented approach in the field of labor protection at the legislative level in Ukraine. It has been found that the main reason for the high level of production injuries and occupational diseases is bases the existing normative acts on labor protection on the «jet principle». The importance of introducing a risk-oriented approach to the organization of labor protection in Ukraine is emphasized as an objective need to withstand labor protection in our country for a qualitatively new level, and the need to comply with international standards in the field of security and health of employees. As a result of the analysis of prospective legislation on occupational safety, in particular the draft Law of Ukraine «On Safety and Health of Workers at Work», concludes on the election of the correct vector of renewal of labor protection legislation in terms of introducing a risk-oriented approach in the field of occupational safety. The draft Law of Ukraine «On Security and Health of Workers at Work» in general meets international standards in the field of occupational safety and allows to solve the main problems in terms of motivation of employers and employees to comply with the legislation on labor protection. This may contribute to the draft laws: about improvement of the settlement of employers' responsibility for violating the requirements of labor protection legislation; About the size and ways of forming the amount of financing of labor protection due to a preliminary assessment and analysis of industrial risks. An analyzed draft law in case of its adoption can reduce bureaucratic pressure on employers and give it a larger freedom to organize the protection of labor at the level of an entity, promptly responding to changes in production processes and economic conditions. The article is devoted to the essence and features of scientific research in the field of labor protection, which in a set of norms and practical measures is designed to ensure safe working conditions. It is emphasized that today the priorities in the organization of scientific research and the main scientific problems in the field of labor protection require the analysis of the main achievements and problems of modern social and social relations, emphasis on providing systematic and integrated approaches, improving the regulatory framework for safety and health. and production environment, etc. It is noted that basic and applied research on occupational safety, identification of occupational hazards are organized within the national and other programs on these issues and conducted by research institutes, design institutions and organizations, universities and professionals, and stressed that labor protection is characterized by clear interdisciplinary and intersectoral characteristics. It is emphasized that for research in the field of labor protection it is important to note the following grading of methodology: first, it is a system of certain principles, rules and operations applied in a particular field of activity; secondly, it is the doctrine of this system, the general theory of methods. It is explained that a significant number of different methods are traditionally used for the analysis of occupational injuries and occupational diseases at work, including statistical, topographic, monographic, economic, ergonomic, psychophysiological, questionnaires and some others. Most attention in many scientific fields is traditionally paid to the method of systems analysis or systems approach. Research on labor protection issues is no exception, which is explained by the complexity of modern production and the general prevalence of occupational safety management systems. The system analysis process is carried out in relation to the production environment, where people, processes, equipment / mechanisms and production facilities are components that can affect the safety and successful performance of the work or task. Each of these elements can add some degree of risk to people or equipment in the course of work. Therefore, in the process of system analysis, it is necessary to take into account all these factors in order to take into account the various potential hazards that may be associated with a particular job or task. Emphasis is placed on the fact that when choosing and refining promising research methods, it is necessary to take into account current trends in the development of social and labor relations and labor protection. Such methods include, first of all, the Delphi method, the Pareto method, Forsyth and some others. It is noted that the reference to the methodological basis in the basic legislation on labor protection requires further more detailed interpretation.

It is necessary to carry out work to analyze the harmful factors of accidents during the production, operation and transportation of raw materials in oil and gas fields and assess their compliance with the requirements of the standards of the Republic of Kazakhstan. The main goal of labor protection is to create safe working conditions for employees, as well as to prevent personnel from illnesses. In this regard, it is necessary to have a system of accounting, analysis and assessment of the state of labor protection, as well as management of labor protection. This article proposes ways to quickly assess the state of health and safety at work by calculating a number of occupational risk indicators based on information available in the modules for assessing occupational safety by industrial risk indicators. The efficiency of using the OSH management systems software proposed by the authors is based on a specific task from four main modules "Employees", "Events", "Equipment", "Ecology" and a number of submodules. In addition, this work uses matrix methods for assessing risks in the "Probability or Consequences of an Event" coordinate system, "Elmeri" system, "Fine Kinney" method, "Risks". Modern expert methods are compared and presented under the title "Five stages of assessment"

In the article various approaches to determination of quality of labor life are considered and on their basis author´s definition of this concept is given. As an element of quality of labor life the special attention is paid to a control system of labor protection. The acts and normative documents regulating labor protection in the Russian Federation are provided in the article. Process of development and deployment of a control system of labor protection at the enterprise is presented in the form of creation of business process by IDEF0 technique. The program of formation of a control system of labor protection according to requirements of GOST 12.0.230-2007 is also developed.

The state plays a major role in occupational safety and health in the United States, impacting all aspects including resources, training, research, standard setting, and enforcement. Howard Waitzkin has challenged public health activists to rethink their understanding of the State and to replace the dominant pluralist view with a conception that serves as the theory for more effective public health action to improve the health of working people. This paper is a response to Waitzkin’s challenge utilizing a framework that views the State as a reflection of the relationship and power dynamics between capital and labor, within the confines of institutions, policies, and laws organized to protect and maintain the capitalist system. A historical review of safety and health since the Occupational Safety and Health Act of 1970 in the context of the capitalist state serves as the basis for suggestions as to how this might shape safety and health advocates’ strategy.

Construction objects arise during the implementation of construction projects. Participants in these projects are interested in taking systematic actions to improve the state of occupational safety and health protection. The effectiveness of these activities requires that they be carried out as part of a comprehensive system of managing the construction project implementation process.The safety management and health protection system is part of the overall project management system, which includes: organizational structure, planning, responsibility, rules of conduct, procedures, processes and resources and requires analysis of safety and health protection issues in its individual areas, phases and stages. This is primarily due to the fact that proper management is the most effective way to ensure an adequate level of safety and health protection (S&HP), desirable both due to the need to comply with legal provisions in force in construction, social expectations, and the possibility of obtaining positive economic effects by individual process participants in the scale of the entire construction project.The article proposes a theoretical model of the built undertaking that can be used to recognize the state of bioses. The model distinguishes parts, activities and areas in accordance with the logical course of the process, which was assigned to individual stages of the project. A research tool - RADAR S&HP - was developed to identify the factors affecting S&HP. To assess the condition of bioses, an analytical and mathematical model of the examined undertaking was formulated to ultimately determine the directions of preventive actions in the field of safety and health protection at individual stages, phases and areas of the construction project implementation process.

Reducing injuries problems in the electrical energy industry require the modern tools search and application for managing professional risks. The authors suggest the labor protection services specialists’ professional competence improving in organizations as one of these tools. Conducting experiment of the labor protection specialists’ professional competence improving impact assessment on the labor protection management effectiveness of was performed on the example of the energy sales company. The experiment purpose was the electrical injuries level decrease. The competency-based approach testing in the labor protection field is based on the researches results of more than 1000 organizations, where the assessment of more than 2000 labor protection specialists’ professional competence state was performed. The results obtained showed the occupational safety specialists professional competence improving effectiveness not only in electrical injury reducing by 1.5 times over 2 years, but also in the occupational safety management system effectiveness improving in the company as a whole. The authors forecast the further positive company’s competence approach impact in the labor protection field in dynamics. The experiment results are of practical interest to the labor protection services heads, personnel management services, leading top managers, employers.

Labor protection and industrial safety are of great importance in the production activities of an industrial enterprise. The effective functioning of the occupational health and safety management system reduces the risk of accidents. Analysis of information that characterizes the state of labor protection and industrial safety requires large data processing. This article discusses the implementation of the module on accounting and analyzing the results of control and preventive activities in the field of industrial safety and labor protection. Its practical relevance consists in consolidating data on industrial safety, reducing the time for information processing, and increasing the reliability of information on the state of industrial safety at the enterprise.

Analytical approach to the assessment of the state of the occupational health and safety management system is considered based on the constant analysis of hazards and current risks, regular adjustment of the occupational health and safety management system depending on the decrease or increase in the assessment of its state. In the presented model the Bayesian approach is used, in which on the basis of the apriori value of the complex indicator for assessing the state of the occupational health and safety management system the possible a posteriori change of this indicator is determined depending on the factors affecting its state (availability of the organizational documentation, observance of the labor rights of the employees, organization of training and instructing on occupational safety, accounting of incidents, assessment of the risk of injury and death of the personnel, etc.). To obtain the posteriori assessment, only those indicators characterizing the state of the occupational health and safety management system are considered, the values of which have changed in the current year compared to the previous one. The method of maximizing the posterior probability density is used. The effectiveness of the occupational health and safety management system is assessed using the intervals of the Harrington function. The boundary values of this function corresponding to a good, satisfactory, and poor assessment of the effectiveness of the occupational health and safety management system are determined. As an example, the calculation of the posteriori assessment of a complex indicator of the state of the occupational health and safety management for a fire protection unit is considered. It is shown, that as a result of implementing measures for labor protection the complex indicator for assessing the state of the occupational health and safety management system increases, the assessment of its effectiveness improves.
