Development of scientifically sound measures for the prevention of occupational injuries based on the analysis of data on occupational injuries, including fatal in the forestry sector of Ukraine, to identify the main causes of such injuries. Based on the analysis, it was established that the level of occupational injuries in the forest industry was in one of the first places among all sectors of the economy of Ukraine. A step-by-step decision-making process was used to develop an algorithm for making managerial decisions. It was found that the accidents occurred mainly due to violations of safety requirements by employees, lack of control by officials of forest enterprises over the organization of safe work and due to violations of the technological process. The study was based on actual statistics of the State Labor Service on occupational injuries in the forestry sector. It is stated that the situation around the enterprises of the forest industry cannot be radically corrected without the introduction of an effective labor protection management system with elements of assessment and management of industrial risks. The obtained theoretical conclusions, based on statistical data on occupational injuries, have been brought to the level of specific proposals suitable for practical use in the planning of preventive measures for labor protection in the field of forestry. The necessity of actualization and improvement of normative-legal acts in the field of forestry is substantiated. The adoption of the "Minimum requirements for the safety and health of workers in forestry and greenery" is justified, which will expand the scope, namely: legal relations will be regulated by the type of work, and not just apply to economic entities who carry out certain activities; it is proposed to introduce a "labor safety coordinator".

The article is devoted to the analysis of the state of introducing a risk-oriented approach in the field of labor protection at the legislative level in Ukraine. It has been found that the main reason for the high level of production injuries and occupational diseases is bases the existing normative acts on labor protection on the «jet principle». The importance of introducing a risk-oriented approach to the organization of labor protection in Ukraine is emphasized as an objective need to withstand labor protection in our country for a qualitatively new level, and the need to comply with international standards in the field of security and health of employees. As a result of the analysis of prospective legislation on occupational safety, in particular the draft Law of Ukraine «On Safety and Health of Workers at Work», concludes on the election of the correct vector of renewal of labor protection legislation in terms of introducing a risk-oriented approach in the field of occupational safety. The draft Law of Ukraine «On Security and Health of Workers at Work» in general meets international standards in the field of occupational safety and allows to solve the main problems in terms of motivation of employers and employees to comply with the legislation on labor protection. This may contribute to the draft laws: about improvement of the settlement of employers' responsibility for violating the requirements of labor protection legislation; About the size and ways of forming the amount of financing of labor protection due to a preliminary assessment and analysis of industrial risks. An analyzed draft law in case of its adoption can reduce bureaucratic pressure on employers and give it a larger freedom to organize the protection of labor at the level of an entity, promptly responding to changes in production processes and economic conditions. Development of scientifically based measures for the prevention of occupational injuries due to alcohol intoxication of workers are based on modeling of the labor protection system. In order to develop effective preventive measures to prevent accidents at work, the mathematical model of the labor protection system (OS) was built, which takes into account many indicators that assess violations of labor and industrial discipline related to alcohol consumption. The study was based on actual statistics on occupational injuries. The application of the method of mathematical modeling on the basis of injury indicators is justified, as the proposed approach allows to ensure the targeting of preventive measures, the complexity and alternative solutions to problems, the objectivity of management decisions. The proposed scientific approaches to the development of preventive measures for labor protection allow to increase the level of industrial safety, optimize the size of penalties for violations of labor and industrial discipline, regulate relations arising in the course of work related to alcohol consumption in the workplace. Limitations / implications of research. The developed scientific approaches to the prevention of occupational injuries due to alcohol intoxication of workers are universal, they can be applied to different sectors of the economy. Practical consequences. The obtained theoretical conclusions, based on statistical data on occupational injuries, are brought to the level of specific proposals suitable for practical use in the planning of preventive measures for labor protection at enterprises. The presented scientific approaches to solving management problems in labor protection are based on a component method of assessing the occurrence of traumatic events due to violations of labor and production discipline by both employees and employers. For a comprehensive analysis of industrial risks, the main and concomitant causes that led to accidents due to alcohol intoxication of workers were taken into account. This allowed to provide a systematic approach to the assessment of production conditions and behavioral reactions of staff.

The purpose of the article is to adapt the methodology of the labor protection benchmark for enterprises of the Ministry of infrastructure of Ukraine, which consist in spreading best practices and best achievements in this sector. The article analyzes the death rate from industrial injuries in Ukraine and the world. Expenses of Ukrainian enterprises caused by accidents are presented. The dynamics of accidents at enterprises of the transport and road complex and the postal service industry for 5 years is presented. The main events and causes of industrial injuries at the enterprises of the Ministry of infrastructure are considered. It is shown that non-compliance with the requirements of the labor protection instructions accounts for 42 % of all causes of occupational injuries in this area. The coefficients of the frequency of accidents related to production in commercial seaports of Ukraine from 2015 to 2019 are presented. The concept of "labor protection benchmarking" is revealed. A list of tasks of labor protection benchmarking at enterprises of the Ministry of infrastructure of Ukraine has been developed, including: identifying weaknesses and strengths of the labor protection management system at enterprises of the Ministry of infrastructure, developing models for rating the level of labor protection; establishing how competitors have succeeded in the field of labor protection; developing organizational and technical measures for labor protection; implementing the best methods of competitors; optimizing and building an effective system of work of the labor protection service; achieving results or at least approaching the results of the reference enterprise of the Ministry of infrastructure. Indicators of information that are necessary for labor protection benchmarking at enterprises of the Ministry of infrastructure are presented. Sources of information are proposed for the survey of enterprises of the Ministry of infrastructure. The originality of the work lies in the development of an algorithm for making managerial decisions for enterprises of the Ministry of infrastructure of Ukraine based on the provisions of labor protection benchmarking.

The management system of labor protection (MSLP) is an effective tool, which allows the business entity to provide the proper level of labor protection on the enterprises, that corresponds to the requirements of safe and healthy conditions of work for employees. The approaches of construction and functioning of MSLP are improving based on international experience. In 2018 the Cabinet of Ministers of Ukraine has approved “The concept of reforming the management system of labor protection in Ukraine”, which basing on a risk-oriented approach determines the principles, directions and tasks of building a system of labor safety and health in Ukraine and aims to create the national system of production risks prevention and to ensure safe and healthy working conditions for employees. This article deals with the use of the method of multicriteria choice of alternatives based on fuzzy advantage ratio in the process of evaluating the effectiveness of the labor protection management system of enterprises, that allows more objectively identify threats to efficiency of MSLP of the specific business entity. There are some examples of usages of this method to solve issues related to ensuring the economic security of economic entities. Based on those scientific works authors tried to evaluate the effectiveness of functioning of MSLP. The solution of this problem was carried out on the example of a specific chemical enterprise. The department of Life Safety of the National Forestry University of Ukraine has carried out significant work to identify threats to efficiency of MSLP, related to the activities of the labor protection service, which in this article are considered as a set of acceptable alternatives and could be the threat for MSLP efficiency. Also, there were identified some criteria for selecting among the identified threats (acceptable alternatives): the threat occurs infrequently and irregularly; the appearance of threats from time to time; threat occurs frequently and regularly (recurrence of the threat) over a period of time. In the course of the work, the most significant threats were found. That is, the problem of rational choice of alternatives from a certain set X was solved, for which some fuzzy advantage ratio is given g1, g2, g3 with the function μgj : X × X → (0, 1). To solve the problem of multicriteria selection described above, was select an effective method of convolution of the vector criterion into a scalar. The results show that the most significant threats to efficiency of MSLP of the enterprise that was analyzed is an excess of the frequency of injuries at the enterprise over the frequency in the industry and a gross violation of occupational safety rules, accidents. The results obtained indicate that an accident has occurred or may occur at the assessed enterprise. The use of the method of multi-criteria selection of alternatives on the basis of a fuzzy ratio of advantages in the process of evaluating the effectiveness of the management system of labor protection of the enterprise allows more objectively identify shortcomings of MSLP, that potentially lead to undesirable consequences and, accordingly, take the necessary measures in time to normalize the situation.

The article focuses on the need to form the culture of safety of professional activity in future occupational safety and health engineers. The purpose of the article is to theoretically substantiate and develop the structure of the pedagogical system of formation of the culture of safety of professional activity in future occupational safety and health engineers. Research methods applied: systematization and analysis of scientific and pedagogical literature and scientific and methodological documentation; modeling; classification and comparison; generalization. It is determined that the pedagogical system of formation of the culture of safety of professional activity in future occupational safety and health engineers is a complex dynamic and flexible formation that contains a set of interconnected and interdependent elements as goals, content, organizational forms, methods, tools, techniques and learning outcomes. It is established that the pedagogical system is aimed at increasing and improving the motivational and value sphere, professional knowledge, skills and professionally important qualities for the prevention and obviation of occupational injuries, gaining experience in safe professional activities and communication on occupational safety and is implemented through: educational goals (general, strategic, tactical, final); content of formation (labor protection, organizational and managerial, legal, ergonomic, health-preserving, communicative); forms of organization of educational activities that provide interactive work (problem lecture, lecture-visualization, lecture-dialogue, lectures-discussions, lectures in pairs, practical and laboratory work of interactive cooperation, workshops, problem seminars); methods (problem, moderation, training, brainstorming,  professional activity modeling); interactive pedagogical techniques (game, techniques of cooperation, design, case, vitagenic training techniques, information and communication techniques); complex of educational-methodical and didactic support (programs of academic disciplines and practices, reference notes of lectures, plans of laboratory and practical classes, means of visualization of educational information, legislative and normative documents on labor protection, formats of documents on labor protection, means of assessment of students’ educational achievements). It is concluded that the proposed pedagogical system makes it possible to improve the quality of professional training of future occupational safety and health engineers for their professional activities on the basis of safety culture in accordance with modern requirements.

BACKGROUND: Mining, especially underground coal mining, has always been a hazardous occupation. Injuries, including those that are fatal, are a major occupational risk that all miners have to face. OBJECTIVE: Despite the fact that all workers are aware of the risks, efforts must be made to increase their safety through the implementation of preventive measures. METHODS: This retrospective study includes injury data from all nine Serbian coal mines over a 16-year period, from 2000 to 2016. All injury data were collected from employee safety and health records. RESULTS: In the analyzed period, a total of 9,273 occupational injuries were recorded at Resavica. The highest number of occupational injuries (over 600) were recorded in 2008 (669), 2004 (651), and 2005 (603). The data shows that almost one fifth of the total number of occupational injuries, or 20.74%, occurred during the said three years. On average, 493.06 minor, 51.12 severe, and 1.29 fatal injuries occurred each year. Every day there were 1.29 minor occupational injuries and every seven days there was one severe injury. CONCLUSIONS: Despite indications that there is a connection between some of the variables and the number of injuries, the general conclusion is that injuries are accidental and unpredictable. The high percentages of injuries are due to the organization of work and the age or qualification structure of the staff and, of course, are the consequence of likelihood –the greater the number of workers, the greater the likelihood of injury. However, the present study showed that some measures can be taken to increase occupational safety and reduce the number of injuries.

In the absence of uniform and unified requirements for the assessment of industrial risks at an enterprise, the system approach remains the only tool for a comprehensive assessment of the workplace safety. Implementation of Occupational Safety and Health (OSH) system involves identifying, analyzing and reducing risks at the workplace. The purpose of the article is to calculate the minimum expenses for occupational safety measures and minimize production risks identified through the developed procedure for analyzing the hazards of the machine-building enterprise. The research methodology is based on the integrated use of qualitative and quantitative approaches to risk assessment, namely, structured assessment and integral assessment using the “rucksack problem” optimization model. The study identifies the risks that are most common and the most serious ones. The procedure of risk reduction is proposed, which is to determine the minimum costs for achieving each of the integral assessments for the machine-building enterprise. The practical value of work consists in the ability to directly apply the developed methodology for risk assessment at the enterprises of the machine-building industry, and to easily adapt the risk assessment procedure to other conditions.

The article examines the state of labor protection in the conditions of solving strategic tasks of the state policy on preserving the life and health of employees in the course of labor activity. The analysis of the regional experience of labor protection contributes to obtaining objective facts and allows us to draw conclusions about the effectiveness of the system under consideration. Priority measures are proposed to improve the labor protection of employees of enterprises on the basis of increasing investments in human capital, improving the education and competencies of employees, forming a culture of labor safety.

Publicizing firms’ socially undesirable actions may enhance firms’ incentives to avoid such actions. In 2009, the Occupational Safety and Health Administration (OSHA) began issuing press releases about facilities that violated safety and health regulations. Using quasi-random variation arising from a cutoff rule OSHA followed, I find that publicizing a facility’s violations led other facilities to substantially improve their compliance and experience fewer occupational injuries. OSHA would need to conduct 210 additional inspections to achieve the same improvement in compliance as achieved with a single press release. Evidence suggests that employers improve compliance to avoid costly responses from workers. (JEL J28, J81, K32, L51, M54)

The problem of the protection of labor in the construction industry has always been acute, as there is a large number of objects that cause harmful and dangerous production factors and, consequently, causes of occupational diseases and injuries of workers. Analysis of the status and protection of labor at the construction industry enterprises of the Belgorod region, allowed to identify the main types of violations, to identify ways to decrease them. It is established that in order to reduce the level of occupational injuries in the construction industry it is necessary to introduce innovative methods of occupational safety and health improvement, to accelerate the level of education and level of vocational training of workers.
