Agricultural insurance is a prerequisite for the existence of agriculture, especially for agricultural countries. The present time poses serious climatic, economic, and biological challenges to agricultural production. Insurance should become a tool that will help to balance the risks between all participants in agricultural insurance relations. Insurance should reduce the negative impact on agricultural production and living standards in the country. In the article on the basis of analysis of normative-legal acts, regulating the procedure of agricultural animals insurance the problematic issues are investigated and the ways of elimination of collisions in legal regulation of this type of insurance are offered. The problems of determining the list of animals subject to compulsory insurance are investigated and solutions are proposed. The question of legal expansion of the range of insurance risks for insurance contracts of animals in the framework of the Law of Ukraine «On peculiarities of insurance of agricultural products with state support» is analyzed. The proposed additions to the regulatory and legal acts in the field of insurance of breeding animals will lead to the harmonization of relevant legislation, as well as improve awareness of breeding animals for regulatory authorities, consumers of relevant products and insurers. The scientific article Sadruk Oksana Mykolayivna on the topic "Legal features of insurance in the agricultural sector" is devoted to the analysis of the features of insurance of agricultural products. The paper examines such concepts as "agricultural insurance", "risk in agricultural production", "index insurance of agricultural products" and others. The current state of development of agricultural insurance in Ukraine is analyzed, and such characteristic features of modern agricultural insurance as insufficient legal regulation of insurance relations in the agricultural sector are identified; low popularity of insurance among agricultural producers, which is caused by distrust of agricultural producers to insurance companies; insufficient state support for agricultural insurance in the country; insufficient supply from insurance companies and others. In addition, the authors studied the law "On the features of insurance of agricultural products with state support", namely the task of uniting insurers of the Agrarian Insurance Pool and noted the problems of its operation. Finally, the authors noted the need to develop index insurance of agricultural products, referring to the successful experience in such sectors of Ukraine's economy as energy, construction, restaurant business and others. The authors highlight the significant advantages of index insurance, such as low cost, transparency, simplicity of index insurance and the need to involve appraisers at the scene of the insured event. In the conclusions, the authors drew attention to the problems that arise today during the insurance of agricultural products and ways to overcome them. In addition, the article notes a significant step by the state to address the problems that arise during the insurance of agricultural products. Such a solution could be the Law of Ukraine, which provides for the introduction from 2021 of state support for insurance of agricultural products.

The relevance of the topic of the research is determined by the necessity to implement insurance as a method to control agricultural risks in order to increase the financial stability of agricultural producers in the conditions of high uncertainty of natural and climatic conditions.Insurance as a means to stabilising risks in the agrarian sphere enables not only to compensate for the losses connected with the loss of agricultural products but also to protect the producers from possible bankruptcy, to enhance the predictability of financial outcomes of activities. The authors put the greater emphasis on the underlying factors influencing the formation and dynamics of crucial indicators of agricultural insurance with state support compared to Russian and foreign experience. The sectoral analysis of was carried out, the peculiarities of implementing instruments of agricultural insurance in terms of federal districts and insurance institutions were revealed, provisions on innovative programmes were developed in order to improve agreements between actors for strengthening agricultural producers’ activities.  


Objective. An analysis of the current state of the agricultural industry of the Siberian Federal District Methodology. The following methods were used: statistical, monographic, graphic. Results. The authors revealed that the main producers of agricultural products are agricultural organizations, followed by households (ranking second) and peasant farms (ranking third). Use in practice. The authors examined the dynamics of production of major crops and livestock, which subsequently can be included into the development programs for state support of agriculture. Originality. The paper emphasizes that an increase in agricultural production is possible through the use of intensive factors of production.

The purpose of the research is to substantiate the laws of development of agricultural insurance with state support in Ukraine, and provide a set of practical recommendations for implementation of insurance mechanisms for financial support of agriculture. Methodology. The theoretical and methodological basis of the research are the dialectical method of knowledge of economic processes, the fundamental provisions of modern economic theory, scientific works domestic and foreign scientists on economic relations between participants of the agricultural insurance market with state support for agricultural products. A systematic approach, methods of generalization, induction, deduction, analysis, synthesis and comparison were used to achieve this purpose. Results. The necessity and importance of using insurance mechanisms to mitigate risks for agricultural producers had been determined. The state of economic relations for the protection of property interests of agricultural producers had been reviewed in general, and trends in the development of subsidized crop insurance in the insurance market of Ukraine had been identified. The indicators of agricultural insurance and the amount of subsidies from the state budget allocated to reduce the cost of insurance premiums (contributions), which actually had been paid by actors of the agricultural market, had been analyzed. It was revealed that in 2005-2008 the introduction of state support for crop insurance had a positive impact on the performance of the agricultural insurance market, contributed to the popularization of this type of insurance in Ukraine, and positively affected protecting the interests of agricultural producers. The factors hindering the development of domestic crop insurance with state support were revealed. It had been proved that current level of penetration of this kind of insurance protection remains low and insufficient to guarantee the safety of business activities in the agricultural sector, the current model of agricultural state aid, provided by the Law of Ukraine “On peculiarities of crop insurance with state support”, was inefficient and therefore required reformation. The importance of improvements in state regulation, including implementation mechanisms of the existing legislation, and state policy of financial support had been substantiated. It was determined that the market model of crop insurance system in Ukraine should be based on the principles of public-private partnership. Practical meaning appears in the possibility of using theoretical conclusions and practical recommendations for the further development of agricultural insurance in general and crop insurance with state support in particular. Prospects for further research are identification and scientific substantiation of the ways of forming a reliable mechanism for insurance protection of property interests of agricultural producers, development and legislation of recommendations on the forms of effective interaction between the main participants in agricultural insurance – agricultural producers, insurance companies and government.

The chapter studies contemporary innovative approaches to and practices of state support of agricultural production and trade in food and agricultural products. The authors attempt to discover how protectionist policies in the sphere of production and trade affect the level of food security in the conditions of expanding globalization. The chapter focuses on the investigation of advanced innovative practices of state support in the case of selected OECD countries. The authors reveal that the introduction of innovations into the system of state regulation is one of the key determinants of achieving food security in the conditions of the volatile market. Both the volume and priority directions of innovations in agricultural protectionism policies are discussed and evaluated.

The article examines the issues of state and legal regulation of the agricultural sector of the Russian Federation, as a basic component of the country’s agro-industrial complex, at the present stage. The authors analyze the problems associated with the peculiarities of the regulatory support of the agricultural sector, focus on the priorities of the state socio-economic policy in the current conditions of the need for import substitution, including agricultural products. The article examines the methods and limits of government intervention in agricultural production. The most effective methods of state influence and stimulation of the subjects of agrarian legal relations in order to attract highly qualified personnel to the field of agriculture are analyzed.

The problem of payback of subsidies in agricultural industry due to obligatory payments in the budgetary system of the country rises. It is shown that the minority of this problem for the state is caused by the social and economic importance of the industry for society and inaccuracy of opinion on low budgetary efficiency of allocations in agricultural production. The technique of assessment of efficiency of use of funds of state support from a position of the state financial system is proved. On the basis of the analysis it is revealed that at creating favorable conditions of development of producers not only prerequisites of ensuring food security and preservation of rural territories, but recoverability of means due to obligatory payments in the budget and off-budget funds are formed. By means of the constructed models the optimum ratio of payback of subsidies and profitability of costs of production taking into account conditions of simple and expanded reproduction of resources without loss of cost of the budgetary investments is revealed. The importance of results of a research consists in the revealing opportunities of planning of efficiency of use of the raised funds in production of agricultural products both for agrarian business, and for the state.

Agriculture is one of the main sectors of the economy of the Republic of Armenia. The efficiency of agricultural production in the province is mainly due to climatic conditions. For this purpose, first of all, a systematic study should be carried out on the situation in the provinces, the agricultural features of each province, the dangers posed and the agricultural work being carried out. The features of this system are different in different countries, and their study will allow us to find similarities that can be applied in Armenia. Assessing the importance and difficulties of agricultural insurance, it is necessary to introduce an insurance system that equally expresses the interests of both the insured and the insurer. In other words, to neutralize farm risks, insurance companies will not increase their risks, so a reasonable way to balance them is to introduce a state-subsidized agricultural insurance system.
