Agriculture is one of the main sectors of the economy of the Republic of Armenia. The efficiency of agricultural production in the province is mainly due to climatic conditions. For this purpose, first of all, a systematic study should be carried out on the situation in the provinces, the agricultural features of each province, the dangers posed and the agricultural work being carried out. The features of this system are different in different countries, and their study will allow us to find similarities that can be applied in Armenia. Assessing the importance and difficulties of agricultural insurance, it is necessary to introduce an insurance system that equally expresses the interests of both the insured and the insurer. In other words, to neutralize farm risks, insurance companies will not increase their risks, so a reasonable way to balance them is to introduce a state-subsidized agricultural insurance system.

The experience of the USA as the world leader in agricultural production is generalized. The current regulatory and legal framework for regulating the insurance mechanism in Ukraine is analyzed. The optimal model, which provides for active participation of the state in support of agricultural risk insurance, commodity producers, products, is proposed. A two-level system of agri-insurance is considered. The first level – insurers, which provide agricultural producers with agricultural insurance services. In this case, the insurer must be a member of the insurance bureau, which is created by insurers; additional financial standards and requirements for the formation of provisions for insurance of agricultural products should be established. The second level is the association of agricultural producers involved in the creation of new and improved existing insurance products, the insurance bureau for agricultural products insurance as the sole association of insurers, and the government agency – the agency that implements the state policy to support the insurance of agricultural products. This level provides financial and informational integration for agricultural producers and insurers and promotes the development of voluntary insurance of agricultural products with state support. The model of functioning of the agricultural insurance system in Ukraine will ensure the formation of mutual trust between insurers, producers of agricultural products and the state. The formation of such a system will ensure the development of insurance of agricultural products, stability of agricultural production, food security of the state; optimal solution of state tasks in support of agricultural producers in the face of limited budget funds; new approaches to the state management process at the macro level. The state of the agricultural insurance industry has been studied and evaluated as a crisis due to the poor financial situation of the majority of agricultural producers and the lack of guarantees of timely payment of insurance compensations due to lack of necessary funds from insurance companies. The features, advantages and disadvantages of insurance products are considered. Insurance from one or more risks provides protection from strictly defined risks and is one of the cheapest. Hardship insurance is the most commonly used product in Ukraine and in other countries. This product is offered to manufacturers at a tariff rate of 0.5 to 2,5% depending on the region and the frequency of risk events. It is recommended to sign combined insurance contracts to protect the crop from hail and storm. Insurance of income from crop production in the country is practically not developed due to the lack of effective marketing infrastructure in the agricultural sector. It is expedient to use insurance of expenses for enterprises that grow vegetables, grapes and fruits. They can insure costs at the earliest stages of cultivation. Also, cost insurance is appropriate for enterprises that are laying new vineyards and gardens, when it is necessary to wait 2-4 years before landing at the level of planned productivity. Insurance costs and yields usually cost the same, and the insurer can save their own money by choosing insurance costs or through the levels of franchise or coverage. It is suggested to conclude insurance contracts without a franchise, since coated products are more understandable and simple. It should be noted that products with large deductibles (40 50%) and / or low coverage (50 60%) are cheaper, but they compensate for only a small part of the cost or revenue of the manufacturer. It should be noted that the insurance of vegetables, fruits and vineyards is more expensive than insurance of field crops, as the producer can receive significant losses (in monetary terms) even from a risk event on a small area or for a short period of time (hailstones, frostbites). The advantage of such insurance is the possibility of insurance of product quality, which may be of interest to producers of products consumed in fresh form. Comprehensive insurance usually includes a wide range of risks (from 5 to 15), from which the manufacturer can insure their crops. These insurance products require the insurance of an entire array of crops, but some insurance companies can insure individual fields, subject to compliance with all agrotechnological requirements and the use of high-quality logistical resources. The disadvantage of complex insurance products is a certain difficulty in identifying losses as a result of a risk event. Index agricultural products have not yet become popular among producers, but they are expected to increase their interest as farmers become accustomed to insurance as a way to protect their crops and incomes. Characteristic properties of index products are the objectivity of the process of assessing the damage and the absence of a franchise. We believe that in the current conditions of the index insurance program it is expedient to offer for field crops. Possible products for this type of insurance include: insurance against late spring frosts, insurance against excessive precipitation or insufficient amount of effective temperatures, early autumn frosts, droughts, temperature stresses, etc. Weathered index products can be offered together with insurance from a hail or a set of identified risks. The disadvantage of weather index products is the «risk of the basis» when an agrarian company may not be able to recover if the weather index is recorded within the normal range. In order to establish and ensure the efficient functioning of the agro-insurance system in Ukraine, it is advisable to create conditions for the creation of trust and financial literacy of agrarians, rational choice of insurance products in order to increase access to financing, improve the legal framework and implement a model of an effective agricultural insurance system with state support. The Decentralized Autonomous Government of the province of Chimborazo promotes the agricultural productive development of the province by promoting entrepreneurship, and improving the capacities of producers, access to production factors, and integration of actors and subjects of agriculture and management on the basis to strategic planning. The construction of the Chimborazo Competitiveness Agenda was a participatory process that identified opportunities to improve the agricultural sector, where agricultural production at the primary level was recognized as a vocation and strength of the province; however, a strategic necessity was to establish possibilities of adding value and diversifying agricultural production. The definition of a set of agricultural products with high potential at the primary level and/or in agroindustrial processes that are not deeply explored required determining market signals to identify new medium- and long-term commercial possibilities for Chimborazo farmers. Additionally, it was recognized that the management of the province of Chimborazo was based on its management of the Millennium Development Goals, the Constitution of the Republic, the National Plan for Development in a Supra-Provincial Framework, as well as the Plan Development of Chimborazo, the Territorial Planning Plan and others that promoted planning with a focus on territorial and solidarity sustainable development. Resumen El Gobierno Autónomo Descentralizado de la Provincia de Chimborazo impulsa el fomento productivo agrícola de la provincia mediante la promoción del emprendimiento, el mejoramiento de las capacidades de los productores, acceso a factores de producción, integración de los actores y sujetos del agro y gestión en base a una planificación estratégica. Como parte de dicho accionar, la construcción de la Agenda de Competitividad Chimborazo fue un proceso participativo que identificó oportunidades para mejorar el sector agrícola, donde se reconoció la producción agrícola a nivel primario como una vocación y fortaleza de la provincia, no obstante, una necesidad estratégica fue el establecer posibilidades de agregación de valor y de diversificar la producción agrícola. La definición de un conjunto de productos agrícolas con alto potencial a nivel primario y/o en procesos agroindustriales que no están profundamente explorados requirió determinar señales de mercado para identificar posibilidades comerciales nuevas a mediano y largo plazo para los agricultores de Chimborazo. Adicionalmente, se reconoció que la gestión de la provincia de Chimborazo tuvo como base los Objetivos del Milenio, la Constitución de la República, el Plan Nacional de Desarrollo en un marco supra-provincial, así como el Plan de Desarrollo de Chimborazo, el Plan de Ordenamiento Territorial y otros en su conjunto que promovieron una planificación con un enfoque de desarrollo sostenible territorial y solidario. The article discusses the issue of government support for reclamation activities in the context of new challenges of the economic environment. The relevance of the issue is due to the need for intensive development of the agricultural sector caused by globalization processes, which have created fierce competition, both in the international and domestic food markets. Sustainable production of agricultural products on irrigated lands is one of the main indicators of the efficiency of the agro-industrial complex in areas of risky agriculture, including the Republic of Tatarstan. The purpose of the article is to develop recommendations for improving the efficiency of irrigated agriculture whose development depends on the stability of agricultural production and food security. The study aims to identify trends in the development of land reclamation at the regional level and substantiate measures aimed to improve the economic efficiency. The paper presents results of the analysis of development of land reclamation in the Republic of Tatarstan, identifies directions of its development, provides recommendations for ensuring sustainable growth in the volume of reclaimed land and agricultural products, income from the sale of products obtained through irrigation. The research results can be used to develop programs aimed at the development of federal and regional food markets, organizational, economic, technological measures to improve the efficiency of agricultural production, rural areas and the provision of high-quality food supply to the population.

The article is devoted to the study of the peculiarities of the functioning of personal peasant farms, the main trends of their development in modern conditions are determined. The development of PPF play an important role for the economy of the state, the socio-cultural development of rural areas, and the life of rural residents. It is these farms that create the foundation for the state's food security, producing more than 40% of agricultural products, supplying a significant share of food products to the population on the domestic market. At the same time, it was investigated that in the Transcarpathian region the role of PPF is increasing due to the peculiarities of the geographical location and relief, natural and climatic conditions, traditions of life and activities of the population, and the like. It has been established that 224.4 thousand PPF operate in the region, which produce more than 90% of agricultural products, and they use land areas in comparison with the worst quality, production activities in them are more labor-intensive and require larger costs. However, the presence of three natural and climatic zones, a favorable climate and other factors create advantages for this particular form of farming in the region. And even despite the fact that now there is a tendency towards a gradual reduction in the number of PPF and their share in agricultural production, in the future they will continue to play an important role both in the region and in Ukraine as a whole, the issue of improving their material and technical support is actualizing, increase in investment volumes and development of their investment potential. Particular attention is paid to considering the prospects for further research, taking into account the processes of decentralization of authority.

The problems of agricultural production management, the prospects for its development in a crisis (the resource one and pandemic), creation of necessary conditions for the effective activity of commodity producers are considered. The results of the main trade relations for the Republic of Kazakhstan in 2015-2019 and the priorities of the state internal agricultural policy are analyzed within the framework of the geostrategic goals of developing the market for agricultural products, raw materials and food, as well as creating favorable conditions for the activity of an agricultural producer. Basing on the analysis, the main reasons for the existing production problems in the agro-industrial complex of the republic were revealed: production technical and technological ones, underdeveloped production infrastructure, segmental approach to financing agricultural producers and their associations in the absence of comprehensive measures for the development of the agro-industrial sector, low prestige of labor in agriculture, insufficient investment attractiveness and the significant influence of external factors on the production efficiency. The article provides statistical data showing trends in foreign trade in the context of the main types of agricultural products and partner countries. The role of the Chinese agri-food market on the development of Kazakh agricultural production and the consumer market is shown. The role of the One Belt and One Road initiative in the formation of commodity flows, including transit of goods and the economic effect of developing other fields. The features of agricultural production in the crisis are highlighted, which allow the use of digital tools and other economic measures to activate processes in the agricultural sector. The need for active application of republican sustainable development goals that contribute to solving the problems of hunger, poverty and caring for future generations is indicated.

The Armenian insurance market has undergone major changes in the transition to a market economy. Growth tendencies were observed in almost all insurance indicators. At present, the RA Central Bank is the body overseeing the financial system of RA. The positive shifts in the insurance market are partially conditioned by its activities. The article presents the main directions of the activities of insurance companies in RA. Insurance premiums and insurance indemnities have undergone comparative analysis. In a number of countries the insurance is one of the most important prerequisites for the provision of agricultural loans through which banks try to mitigate their credit risk. Agricultural insurance is not implemented in the Republic of Armenia, which negatively affects the stability and development of the sector. Taking into account the advantages of compulsory insurance and the current socio-economic conditions created in Armenia, the article recommends to implement compulsory insurance of agricultural credits. The necessity of introduction of credit insurance in the RA agrarian sphere has been justified, the reasons of non-implementation of agricultural credit insurance has been raised, and the main results expected when implementing agricultural credit insurance has been presented.

The study is devoted to the development of the agrarian sphere of unrecognized (partially recognized) small states, on the example of the Republic of South Ossetia. The purpose of this work is to identify exogenous and endogenous factors affecting the increase in the efficiency of agricultural production within the framework of the export-oriented model of the national economy of the RSO. Research object: the economy of agriculture of the RSO. The scientific novelty of the research is determined by the provisions revealing (1) the results of the analysis of criteria, endogenous and exogenous factors affecting the development of South Ossetia, (2) determining the directions of improving the organizational and economic mechanism of agricultural development in the RSO, based on endogenous and exogenous factors, (3) characteristics of the economic -institutional solutions to overcome barriers to intensifying the export of agricultural products, tourist services, etc.

N extreme climatic conditions and the unsatisfied state of agricultural land fertility in the Selenga Region, a decline in the production of crop and livestock products is observed. It should be noted that the production volumes of farms comprise agricultural production in the structure of production. district products - 25.2%. In such circumstances, the main factor in the development of the region’s economy and increasing soil fertility should be the organization of the rational use and protection of the land of peasant farms, main agricultural producers in the region.

The subject of this paper is the analysis of agricultural insurance in the Republic of Serbia, which includes the types of agricultural insurance that exist in Serbian insurance market, the subjects that could be insured, as well as the insurance companies that are active in agricultural insurance at national level. The main goal of paper is to define the basic terms in agricultural insurance and to show the products and procedures in agricultural insurance offered by the insurance companies. Additional goal is to show the level of development and coverage of agricultural insurance in Serbia, as well as to point out the importance of insurance for agricultural development. In paper are used descriptive and deduction method, as well as desk research and descriptive statistics methods. Based on the conducted research, it is concluded that the current state in agricultural insurance in Serbia is quite low, while the main factors influencing this situation are underdeveloped agriculture and the fact that agricultural insurance is not mandatory. Insurance is significantly more represented in the crop than in livestock production.

Agriculture in Kazakhstan can be described as the main resource, but it is far from being fully used. One of the priorities of agro-industrial complex of the Republic is the development of processing of agricultural products.This is confirmed by the implementation of the objectives of the State program on the development of agro-industrial complex of the Republic of Kazakhstan for 2017–2021. The article gives a picture of the development of agricultural production in Kazakhstan, explores the current state and problems of the agricultural sector of the republic in the context of the financial crisis, including in the Aktobe region.
