Public Evaluation of Society in China

This study employs the social quality approach to analyze public evaluation of society in China based on the data of the 2017 Chinese Social Survey. It includes both objective and subjective survey indicators of the conditional factors of social quality, namely, socioeconomic security, social cohesion, social inclusion, and social empowerment, as independent variables. Regression results reveal most of these indicators are significantly related to the overall evaluation of society though with different explanatory power. This study not only helps understand how Chinese people evaluate their society but also calls attention to further improve social quality indicator system.

This study applies social quality framework to analyze the current social development of Taiwan by utilizing governmental database as secondary dataset and using meta-analysis as further check in data collection. This study found that the social development of current Taiwan society basically keeps progressing along with requirements and indicators of social quality. Among them, Taiwan’s performance of social development in dimension of social economic security goes best. And in social inclusion and social empowerment dimensions, the indicators obviously show much progressive. However, the biggest room for further improvement and development is in social cohesion.

China has entered a new phase of development. Living standards have significantly improved as the economy grows. Socioeconomic security, social cohesion, social inclusion, and social empowerment have all strengthened, but the social quality level is not quite satisfactory. First, many think the low “social security” cannot provide sufficient protection. Second, low social trust and lack of social belief and value system greatly affect social cohesion. Third, to cope with social discrimination and realize better tolerance, social inclusion must be addressed. People have the strongest sense of unfairness for wealth and income gaps as well as right and entitlement differences between urban and rural areas. In addition, low political efficacy and low levels of social and political participation indicate weak social empowerment in China.

In this article, we seek to provide a social quality–led analysis of some of the conditions that led to the UK population’s collective decision to leave the European Union in June 2016. We draw on interview data collected between 2010 and 2012 to argue that while not predictable, the seeds of the Brexit vote are well rooted in the conditions experienced by many of the working classes in Britain’s most deprived postindustrial communities. We argue that the ongoing decline in economic security, effective enfranchisement, social inclusion, and social empowerment have all had profound consequences for working-class communities and that the outcome of the Brexit vote was rooted, at least in part, in their subjective experiences and disenchantment forged in this ongoing decline.

Self-realization of the individual in the conditions of using the policy of “social quality” as a modern tool of public administration in a transitional society is largely related to overcoming the existing limitations of the individual in acting in such a society and economy transitioning to a market character. Given that, in particular, in Ukraine the market is hybrid (and this is especially important), the existing limitations in self-realization of the individual must be overcome, including, and perhaps primarily, through transformations in the processes of socialization, which differ from European practices and institutions that ensure its implementation. Thus, it is a matter of overcoming not only and not so much the natural selfish interests of the individual, but the existing gap in skills, which are an invisible asset to ensure the endogenous nature of economic growth. It is shown that there is an inverse relationship between the formation of socialization and the policy of “social quality”, which is characterized by the dialectic of interaction between the individual and the group and which is a process of increasing the degree of socialization. The latter, due to interdependence, will serve to increase the effectiveness of interaction between the individual and the group, which expands the possibilities of self-realization of the individual in terms of European policy of “social quality” as a tool of public administration, whose successful application causes new challenges and content of the so-called secondary sociology. The logic of Ukraine's current development shows that new approaches are needed to achieve the social development goals set out in the Association Agreement between Ukraine and the European Union and to minimize the potential risks and threats that accompany current reforms in Ukrainian society. They should introduce new forms of public administration to create policy interrelationships of all dimensions, as proposed, in particular, by the social quality approach to socialization, the nature of which has been revealed in the author's previous publications. As a result, the socio-cultural (social) dimension will fundamentally change, the structure of which must include the transformational processes of socialization of a person, thanks to which they will learn the basics of life in the new social reality and intensify their social and economic interaction on the basis of self-realization, thereby contributing to the success of state policy of social quality and achieving stable socio-economic development.

Abstract The theme of the paper is very topical in global and European context. It brings theoretical information on the concept of asocial model of early care in the Czech Republic and practical case studies and final reports related to the early care provision which demonstrate tangible activities within the system of the complex support and assistance to children with disability and their families. The author applies the theoretical-practical approach as she is of the opinion that „the practice without theory is as a blind person on the road and the theory without practice is as a cart without an axle”. The aim of the paper is to extend theoretical information on the topic in the Czech Republic by individual examples of final reports related to the provision of social prevention of the early care in the Czech Republic. The overall aim of the paper is to justify topicality and eligibility of early care in its broad reference framework, including its practical impact. The theoretical basis of the paper is elaborated with respect to the analysis and comparison of Czech and foreign literature, legislation, methodology document and other relevant written resources. The practical level is elaborated with respect to 3 cases and final reports of the provider of an early care of the social prevention. The early care in the Czech Republic represents a professional, modern and recognized system in European and global comparison and is legally anchored in the Act 108/2006 Coll. on social services. It aims on the minimization of child´s disability impact upon child´s development, especially the social inclusion of a child and a family and their capability to cope with limitating disability in natural environ, i.e. by the preservation of standard way of life. It represents a multi-dimensional model, overcoming limitation of sectoral division of the early care and facilitating complex assistance from a series of subject fields at the same time. Services for families with an endangered child in early age are the background for social, educational and pedagogical inclusion of a child and the re-socialisation and re-inclusion of a family. Early care is considered preventive, from the point of the prevention of the second disability (i.e. is effective), in the prevention of institutionalized and asylum care (i.e. is economical), in the prevention of segregation (i.e. is ethical).

An analysis of the social pedagogical work with difficult children is presented, outlining characteristics, specifics and approaches for prevention and social accompaniment. In order to highlight the specifics of this group of children, a comparison is made with two other groups of children in a situation of life difficulty - "socially disadvantaged children" and "children at risk". The analysis refers to the understanding that difficult children are children with impaired emotional development, difficulty in communicating with others and disrupted behavioral control, all of which can lead to consequences both on a personal and behavioral level. It is emphasized that difficult children turn into such in situations where adults cannot find an adequate approach to them, and most often these adults are members of the family, parents, or teachers. An overview of scientific positions on difficult children by English, American, Russian and Bulgarian researchers is offered. This is the basis for outlining the main spheres which affect children negatively and categorize them as "difficult children" - emotional-personal; learning-cognitive; behavioral; somatic. The reasons for children’s difficult behavior are examined, including: the family and the flaws in it; the lack of spiritual connection between parents and children; the asocial environment; participation in criminal groups; errors in the work of educational institutions; economic difficulties that have influenced all spheres of public life. The characteristics of problem children are presented that account for the formulation of the principles of social pedagogical work with them. It is emphasized that one of the important approaches in the work is the development of skills for social inclusion, social expression and self-assertion. The model for social pedagogical work with difficult children is developed in two aspects: preventive work and social accompaniment. Preventive work consists in constantly informing all stakeholders - teachers, educators, non-pedagogical staff in educational institutions and the family on the opportunities for preventing "difficult children" on the one hand, and ensuring interaction between the participants in the preventive activities as well as striving to attract more organizations and institutions, on the other. The social accompaniment as a social pedagogical work includes: identification of children with difficult behavior at the earliest stage of the disadaptation process, diagnosis of the factors of the difficult behavior and the reasons for the disadvantage, preparation of an individual road map for working with the child, implementation of the individual program for accompanying the child, measuring and analyzing the results of the child's work and his / her close circle.

The problem of the discrimination of people with disabilities remains being an urgent social problem. Misunderstanding of the meaning of this problem by others results in a situation when invalid’s level of life cannot be equal to a healthy person’s level of life. This article raises the issue of ableism in order to explore the idea of barrier-free environment integration. The results of a social survey are demonstrating a good level of respondent’s awareness concerning this problem and their will to participate in a discussion and taking of measures for the integration of a barrier-free environment with the intention to raise the invalid’s level of life.
