The integration process as developed in MERCOSUR has been largely a success, albeit led (and often aggravated) by Brazil. Three cases illustrate Brazil’s dominant role: the dispute over the automobile regime that began in 1995, the import-financing conflict of 1997, and the recent negotiations over the Free Trade Area of the Americas. Brazil’s behavior pattern does not threaten MERCOSUR’s stability, however, or the all-but-irreversible progress of regional integration.

The author argues that the emergence of the first permanent intergovernmental (IIGO) and non-governmental (INGO) organizationsin the second half of the XIX-th century was due to common causes. He tries to justify the need to consider them not as independent objects of study, but as the phenomenon, caused by the high level of internationalization of economic life of states and of socio-economic consequences of the industrial revolution, reached in this period. The emergence of IIGOs, based on international treaty, was accompanied by establishment of a large number of INGOs operating in similar fields of human activity, which performed supplementary functions and regulated areas of cooperation and public needs, not covered by interstate agreements. The article presents the main factors that in later stages of internationalization and development of contemporary international relations gave the impetus to emergence and development of international organizations, including the military-technological revolution, that gave birth to mass destruction weapons and avalanche-like growth of the number of human and material losses during wars and military conflicts, the Cold War between world communism and world capitalism, the collapse of the colonial system and formation ofa new main contradiction of the world politics between the "Club of rich countries" and states of the "global periphery", beginning of development of regional integration processes and, finally, the emergence of global problems. The article emphasizes that both IIGOs and INGOs evolved from the supportive tools in implementation of multilateral interaction of sovereign states towards becoming an integral part of contemporary international relations, fulfilling many vital functions of modern human society and its citizens. Given the involvement of the overwhelming majority of modern sovereign states and tens of thousands of civil society organizations in activity of numerical IIGOs and INGOs, none of the existing centers of world power can afford to trample down and to subordinate activities of all these international organizations. The development of IIGOs and INGOs makes any attempts to create a unipolar system of contemporary international relations impossible.

The article examines the relations between the Central Asian states and Japan at the present stage. The evolution of Japan's diplomatic approaches to this subregion of international relations, as well as its position on the processes of regional integration, is cited. Particular attention is paid to the consonance of the policy of the Republic of Uzbekistan to strengthen the atmosphere of good neighbourliness in Central Asia and Tokyo's position towards the region.

Regional integration creates a common economic, social, and political space, which is based on interstate dialogue. A common integration space forms the territory of security, since the security sphere is not only to solve specific tasks, but also to create permanent instruments for preventing various risks. The Post-Soviet space remains a complex territory, the states of which have gone through a period of political destabilization, faced various threats, and come to the idea that only collective security mechanisms in the framework of constant cooperation are capable of preventing risks. Therefore, the Eurasian Economic Union (EAEU) is not only an economic project, it is a project that forms a common security space for all participants, and not only for its member states. In this regard, this chapter is structured around two key problems: established conceptual approaches in the field of security in relation to integration processes and tools of the EAEU for the formation of a common and indivisible security space for all its participants.

In South America, regional integration has a plethora of overlapping initiatives. To investigate it, a postcolonial/decolonial approach is proposed to teach the theme in International Relations, based on the the art of Torres García, which supported, with the phrase "our north is the south", the need to change north-south power relations. Thus, it is aimed at forming critical subjects, rethinking the South American place in the world.

AbstractThe concept of autonomy has acquired a plurality of meanings in international relations; this article analyzes the distinct uses given to this term in Latin America and its relationship to theoretical contributions from outside the region. The authors propose a far-reaching reconceptualization of autonomy appropriate to Latin America's new circumstances in the global context. They argue that these new circumstances favor the shift from autonomy as traditionally defined to what they call relational autonomy, a construct based on contributions from classical political theory, political sociology, gender studies, social and philosophical psychology, and the theory of complex thought.

The paper examines the evolution of the Asian regional security architecture in the past three decades, evaluating relations between China and its neighbors, and considering various approaches in International Relations theory. First, the paper examines the assumptions of liberal institutionalism in the context of “econophoria,” assessing its merits in East Asia. Second, the paper addresses China and its relations with the East Asian neighborhood in the latter decades of the 20th century. Third, the paper examines growing territorial tensions between China and its neighbors in the past decade -- and how this undermines regional security and regional integration. Lastly, the paper evaluates the contributions of alternative IR theories such as realism and constructivism in providing a better understanding of China’s new assertiveness.

O presente artigo discute o tema da inserção internacional dos governos não centrais brasileiros e argentinos dentro contexto de integração regional que resulta na criação do Mercosul. Inicialmente, busca-se inserir o fenômeno dentro do debate teórico das Relações Internacionais, identificando suas principais correntes explicativas. Posteriormente, busca-se analisar as experiências pioneiras do estado do Rio Grande do Sul e da província de Misiones no contexto inicial da integração regional, ainda antes da criação do Mercosul.  Por fim, com o surgimento do bloco em 1991, busca-se analisar seus impactos no âmbito estadual (Brasil) e provincial (Argentina) para compreender as diferentes estratégias adotadas pelos diferentes governos não centrais com base em estudos de caso que abrangem diferentes regiões brasileiras e argentinas, identificando padrões similares nos dois países. A metodologia utilizada ao longo da pesquisa foi o da política comparada aplicada a um pequeno número de casos (small n).  Palavras-chave: Paradiplomacia, Diplomacia Federativa, Governos Não Centrais, Mercosul.     Abstract: This article discusses the theme of the international insertion of Brazilian and Argentinian non-central governments within the context of regional integration that results into the creation of Mercosul. Initially, it seeks to insert the phenomenon within the theoretical debate of International Relations, identifying its main explanatory approaches. Then, it seeks to analyze the pioneering experiences of the state of Rio Grande do Sul and the province of Misiones in the initial context of regional integration, even before the creation of Mercosul. Finally, with the appearance of the block in 1991, it seeks to analyze its impacts at the state (Brazil) and provincial (Argentina) level in order to comprehend the different strategies taken by the different non-central governments based in case studies that includes different regions of Brazil and Argentina, identifying similar patterns in both countries. The methodology used during the research was the comparative politics applied to a small number of cases (small n).
