In response to climate change projections, scientists and concerned citizens are increasingly calling for changes in personal consumption. However, these calls ignore the true relationship between production and consumption and the ongoing propagation of the ideology of overconsumption. In this article, we draw from Western Marxist theorists to explain the ideology of overconsumption and its implications for addressing global climate change. Drawing from Herbert Marcuse and Guy Debord, we illustrate how production drives consumption, how advertising promotes false needs and excess, how these power relations are concealed, and how they undermine social and ecological well-being. Specific to climate change, continued widespread support for increasing levels of production and economic growth will undermine efforts to reduce carbon emissions and limit global warming. Given the relationships between production and carbon emissions, effective mitigation efforts will require significant systemic changes in work, production, consumption, advertising, and social norms.

Abstract This essay explores the multiple ways in which the nexuses between water scarcity and climate change are socially and historically grounded in ordinary people's lived experiences and are embedded in specific fields of power. Here we specifically delineate four critical dimensions in which the water crises confronting the African continent in an age of climate change are clearly expressed: the increasing scarcity, privatization, and commodification of water in urban centers; the impact of large dams on the countryside; the health consequences of water shortages and how they, in turn, affect other aspects of people's experiences, sociopolitical dynamics, and well-being, broadly conceived; and water governance and the politics of water at the local, national, and transnational levels. These overarching themes form the collective basis for the host of essays in this volume that provide rich accounts of conflicts and struggles over water use and how these tensions have been mitigated.

The discussion in chapter 2 addressed what might be described as a microview of the US energy economy— how we use energy as individuals, how we measure our personal consumption, and how we pay for it. We turn attention now to a more expansive perspective— the use of energy on a national scale, including a discussion of associated economic benefits and costs. We focus specifically on implications for emissions of the greenhouse gas CO2. If we are to take the issue of human- induced climate change seriously— and I do— we will be obliged to adjust our energy system markedly to reduce emissions of this gas, the most important agent for human- induced climate change. And we will need to do it sooner rather than later. This chapter will underscore the magnitude of the challenge we face if we are to successfully chart the course to a more sustainable climate- energy future. We turn later to strategies that might accelerate our progress toward this objective.We elected in this volume to focus on the present and potential future of the energy economy of the United States. It is important to recognize that the fate of the global climate system will depend not just on what happens in the United States but also to an increasing extent on what comes to pass in other large industrial economies. China surpassed the United States as the largest national emitter of CO2 in 2006. The United States and China together were responsible in 2012 for more than 42% of total global emissions. Add Russia, India, Japan, Germany, Canada, United Kingdom, South Korea, and Iran to the mix (the other members of the top 10 emitting countries ordered in terms of their relative contributions), and we can account for more than 60% of the global total. Given the importance of China to the global CO2 economy (more than 26% of the present global total and likely to increase significantly in the near term), I decided that it would be instructive to include here at least some discussion of the situation in China— to elaborate what the energy economies of China and the United States have in common, outlining at the same time the factors and challenges that set them apart.

There is a lively debate among scholars and policymakers on whether either consumers or producers should be seen as responsible for pollution caused in the production and consumption of traded goods. In this article, we argue that, in conformity with intuitive conceptions of causation, the economic incidence of a Pigouvian tax can be seen as a measure of the relative contribution to pollution of consumers and producers. Taking this perspective on the polluter-pays principle can help increase ambition in climate change action because it reduces the relevance of the question “Who is the polluter?” in climate change negotiations and enables a focus instead on the issue of “What can be done?” to reduce carbon emissions.

The need to mitigate climate change has become a major global concern, and greenhouse gas emissions are a major cause of global climate change. Therefore, the need to curb greenhouse gas emissions has been well recognized by global researchers, policymakers and academics. Carbon emissions of hotel operations have seized the attention of global researchers. However, carbon emissions of the hotels in developing countries remain to be a less explored domain. Therefore, carbon emissions of Sri Lankan hotels were explored using a case study approach. Five hotels in the Colombo suburb were explored, which revealed that each hotel released more than 7000 tons of carbon annually. Results further indicated the use of purchased electricity as the dominant source of carbon emissions. Emissions caused by transport activities were not included in the calculations due to the unavailability of data. Recommendations were made to overcome the issues identified during data collection as well as to reduce the carbon emissions from hotel operations. Wider adoption of the methodology used in this research will benefit the hotels to keep track of the carbon emissions using a systematic approach.

Assessment of nearshore response to climatic change is an important issue for coastal management. To predict potential effects of climate change, a framework of numerical models has been implemented which enables the downscaling of global projections to an eroding coastline, based on TOMAWAC for inshore wave propagation input into SCAPE for shoreline modelling. With this framework, components of which have already been calibrated and validated, a set of consistent global climate change projections is used to estimate the future evolution of an un-engineered coastline. The response of the shoreline is sensitive to the future scenarios, underlying the need for long term large scale offshore conditions to be included in the prediction of non-stationary processes.

This review examines from a services perspective strategies for preparedness and response to mental health impacts of three types of climate-related events: 1) acute climate-related events such as hurricanes, floods and wildfires, 2) sub-acute or long-term changes in the environment such as drought and heat stress; and 3) the existential threat of long-lasting changes, including higher temperatures, rising sea levels and a permanently altered and potentially uninhabitable physical environment. Strategies for acute events include development and implementation of guidelines and interventions for monitoring and treating adverse mental health outcomes and strengthening individual and community resilience, training of non-mental health professionals for services delivery, and the mapping of available resources and locations of at-risk populations. Additional strategies for sub-acute changes include advocacy for mitigation policies and programs and adaptation of guidelines and interventions to address the secondary impacts of sub-acute events such as economic loss, threats to livelihood, health and well-being, population and family displacement, environmental degradation and collective violence. Strategies for long-lasting changes include implementation of evidence-based risk communication interventions that address the existential threat of climate change, promoting the mental health benefits of environmental conservation, and promoting positive mental health impacts of climate change.

The World Health Organization (2003) stated that there is growing evidence that changes in the global climate will have profound effects on the well-being of citizens in countries throughout the world. The “business as usual” frame of mind in dealing with this phenomenon is no longer feasible. Rather, there is a great need for a “sense of urgency” to empower and actively involve every individual to adapt and to mitigate the worsening of climate change. A great number of studies show that the leadership of the educational system in developed countries for more than 2 decades has been successful in promoting environmental sustainability. Some of these studies are reviewed and documented in this paper so that vulnerable countries may learn and benchmark from their experiences. Keywords - Education, sustainable development, climate change


Subject The prospects for global climate governance in 2018. Significance The 2017 UN COP23 Climate Change Conference, chaired by Fiji, ended in the shadow of news that 2017 is expected to see a 2% rise in global carbon emissions. After three years of roughly stable emissions, this estimated increase magnifies the challenge of making the sharp emission reductions needed to meet the Paris Agreement’s goal of keeping global warming to below 2 degrees centigrade above preindustrial levels, even as the renewable energy sector grows and electric vehicle technology makes further progress.
