The importance of Central Asia for China increased with the change in international power structure, growth of its economy, rapid industrialization and increase in population. China is regarded as the second largest energy consumer in the world while Central Asia has rich energy resources and raw materials complementary for its economic growth. It is interested in the energy resources of Central Asia for the security of its energy supply and a large market for its finished goods. Prior to Central Asian energy resources, China was importing oil from the Middle East. The route of oil supply from M.E to China was passing through Malacca strait, under the control of United States, a perceived rival of China in the world politics. In case of conflict this route may be blocked by United States. This situation worried the Chinese policy makers and prepared a comprehensive policy regarding the energy resources of Central Asian region. Energy is not the only concern of China in Central Asia; it is also worried about the security of its Xinjiang, sharing border with some Central Asian Republics (CARs). About 60% of the population of Xinjiang are Uyghur Muslims. The same ethnic community also exists on the other side of the border in the Central Asian Republics. China has an apprehension that in case of instability in the region, terrorists organizations may instigate the China’s Uyghur for independence. That is why, China is supporting United States in its fight against terrorism. Politically, it wants to reduce the influence of United States in the region by integration with the CARs (Central Asian Republics) through SCO particularly after US military penetration in the region in 2001. Applying a descriptive-analytical approach in the paper, the interests of China in CARs are surveyed.

This research is an endeavour to examine the dynamics of interest determining the complex political situation in Central Asia. These states have come into being from the trauma of freedom and became the master of their own destinies. The region has energy resources which attract the other countries of the world to get access to them. Many world countries such as Pakistan, Iran, India, China, U.S. and Russia have economic, political and strategic interests in the region. Its geo-strategic location makes it difficult for the Central Asian Republics to ignore it. The article concludes that only culture and history cannot be a bank on for the improvement of cooperation among the nations, but new strategic policies and the dynamics of the modern geopolitical world must be kept in mind while formulating a policy to follow the economic targets.

Аннотация. В статье очерчено геополитическое и геостратегическое положение ЦА. Охарактеризована внешнеполитическая ситуация в ЦА в контексте новых тенденций в мировой политике. Показаны основные интересы и политические тренды РФ, США, КНР по отношения к государствам ЦА. Отмечено, что современная Центральная Азия, притягивает к себе все большее внимание внешних игроков. Объяснение кроется в том, что Центральная Азия обладает не только удобным геополитическим и выгодным геостратегическим положением, но и большим количеством природных ресурсов. Анализируя современные российско-китайские отношения приходим к мысли, что не все так безоблачно во взаимоотношениях двух государств, ведь еще никто не опроверг постулат о постоянных интересах государств и о непостоянстве друзей. В недалеком будущем конкуренция за энергоресурсы (газ, нефть) ЦА приведет к обострению отношений, к конфликту интересов России и Китая, практически это политическая аксиома. The article describes the foreign policy situation in Central Asia in the context of new trends in world politics. The main interests and political trends of the Russian Federation, the USA, China in relation to the Central Asian States are shown. It is noted that modern Central Asia attracts more and more attention of external players. The explanation lies in the fact that Central Asia has not only a convenient geopolitical and advantageous geostrategic position, but also a large number of natural resources. Analyzing the current Russian-Chinese relations, we come to the conclusion that not everything is so cloudless in the relations between the two States, because no one has yet refuted the postulate about the permanent interests of States and the impermanence of friends. In the near future, competition for energy resources (gas, oil) in Central Asia will lead to an aggravation of relations, to a conflict of interests between Russia and China, this is practically a political axiom. In the XXI century the role of Central Asia in international politics is increasing. This region, possessing rich natural, energy, mineral and raw material resources, has an important geostrategic position, in which we see the geopolitical confrontation of global actors. The confrontation is explained by the fact that, for example, for Russia this region, being a “vulnerable underbelly”, is included in the traditional sphere of influence, from the perspective of China, the region seems to be an alternative source of energy and a vital partner for stabilizing and developing the troubled Xinjiang province. As for the United States and their allies, this region appears to be an important transportation hub, for example, for military supplies to unstable Afghanistan. Central Asia is not only a key region on the world map, the establishment of control over which allows you to manage the regional transit of hydrocarbons and other types of strategic raw materials for the largest developing economies, primarily China, and, as a result, affect their economic growth and aggregate power. Central Asia is a crossroad of civilizations, control over which, as was believed over the centuries, allows you to rule the world. The region retains its exceptional geopolitical significance today.

Central Asian Republics contain a grand potential in itself through their rich natural resources and strategic locations on the Silk Road between east and west. However, international production and trade share of Turkic Republics is very low. Natural resources are among the most important elements for economic structure. Natural resources that hold by Turkic Republics have had an increasing importance in the world energy market since the disintegration of the Soviet Union. Many international firms have focused on this district in order to have a say in the production and distribution of energy resources. Within this period, the starting up of the Baku-Tbilisi-Ceyhan Pipe Line and studies on the Nabucco Project have contributed to the economies and stability of Turkic Republics. Important gas and petroleum exporting countries such as Kazakhistan, Azerbaijan have gotten high rates of growth depend especially on the natural resources export. However, gains provided by natural resources can create negative effects on income distribution of countries despite their positive effects on economic growth. Economic structure depend natural resources should be diversified for Turkic Republics in order to invest earnings come from natural resources efficiently. This is also very important for the intraregional trade and investment. Thus, logistic structure that could transport natural resources to other markets becomes very important. This study focuses on the positions of energy resources of Kazakhistan, Azerbaijan, Kirghizstan, Turkmenistan and Uzbekistan as Turkic Republics in the world energy market and their effects on the economies of these countries.

The Taliban’s (terrorist organization banned in Russia) victory in Afghanistan creates new threats and challenges to the countries of Central Asia. At the same time, the attitude of the Central Asian republics to the new government is significantly different. While Tajikistan is not yet ready to establish ties with the Taliban, Uzbekistan, interested in economic projects with Afghanistan, aims to develop good-neighborly relations with the Taliban. In the context of the aggravation of the situation on the southern borders of the CIS, cooperation between Russia and the countries of the region in the field of security is strengthening, which increases its role in Central Asia. Having carried out the withdrawal of its troops from Afghanistan, the United States does not abandon its attempts to gain a foothold in the region, seeking to involve the Central Asian countries in solving their problems. At the same time, proposals are being put forward that may create additional difficulties for the Central Asian republics.

Improving the forms and mechanisms of regional economic integration, deepening the mutual understanding on the formation of an economically and politically secure integrated space, expanding trade and economic relations, elaborating joint actions to maintain regional peace and stability, creating a single information space are among the key areas that have become the basis of cooperation among the Central Asian region (CAR) states. The authors reveal the positive aspects of cooperation among the CAR countries—Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan, and Tajikistan. First and foremost, these include common historical roots, linguistic and cultural similarity, convenient geographical location and established economic ties, which allow the states of Central Asia (CA) to establish a deeper and more active understanding of each other, to solve economic and political problems related to finding and realizing domestic investment potential and expanding regional trade and economic ties. The joint establishment of international transport corridors and infrastructure will help reduce the transport costs for Central Asian countries that supply export products to external markets, which is an important area of ​​cooperation in Central Asia. In addition, the economic problems that exist among the regional countries largely determine the nature of relations between them. Future solution of problems determines the subsequent viability of the Central Asian Regional Economic Cooperation (CAREC) and the regional development prospects. Based on the use of economic research tools, the authors examine the problems caused by the COVID-19 pandemic and their impact on the state of trade and economic relations between the regional states. Post-crisis plans for economic recovery in the Central Asian countries will be developed and implemented in the context of the need to solve the present-day problems associated with the gradual lifting of quarantine measures. In this regard, the quickest possible transition of economies to an upward growth trajectory should launch the expansion of trade and economic cooperation and ties among the Central Asian countries. The authors emphasize the fact that another important problem within CAREC is the fact that CAR economies are dominated by raw materials, which does not solve the problems of reducing social inequality and improving the welfare of the regional population. For this reason, Kazakhstan, like other Central Asian countries, is currently in search of a new economic model. The transformation is crucial because the country needs to overcome its excessive long-term dependence on the export of oil and raw materials. The new economic model should be focused on further industrialization and diversification of the economy, on the search for new innovative approaches and development strategies.

The session of IMEMO academic council in December 2010 discussed the problems of Central Asia in the context of the Afghan situation. In her keynote report D. Malysheva, doctor of political sciences, pointed at the increased attention to Central Asia by regional and international players. This is explained by the new and extremely worrying situation in neighboring Afghanistan. There is a prospect that NATO will lose the war in Afghanistan and that the coalition troops will be withdrawn from that country. In its turn, this generates a threat of Taliban’s return to power in this country. Thus, we cannot exclude the political upheavals in the Central Asian republics that will inevitably affect Russia's interests. The discussion highlighted Russia’s stable interest to Afghanistan both politically and economically.

The development of international trade implies the use of the territory of Central Asia as a transit zone, through which the routes China–Europe, China – the middle East should be laid. The existing communication capabilities are not enough, so new directions are being developed (Railways “China–Kazakhstan – Turkmenistan–Iran”, “Turkmenistan– Afghanistan–Tajikistan”, ”China–Kyrgyzstan–Uzbekistan”; multimodal transit corridors” Lazurit”,” TRANS – Caspian international transport route”; such highways as “Western China– Western Europe”). However, paved roads, both rail and road, do not always meet expectations in terms of the volume of cargo passing through them (projects “China – Kazakhstan – Turkmenistan – Iran” and the Lapis lazuli corridor). Their loading is delayed “until better times” either due to the unstable political background, or due to the lack of necessary commodity flows in both directions. In some cases, there is a lack of political will to make appropriate decisions. Finished projects are unprofitable. None of the international transit projects announced or even completed over the past 20 years through the Central Asian republics has been fully operational. Meanwhile, international transit allows not only to fill the state budget, but also to solve issues of internal connectivity of territories. This task is most relevant today for Kyrgyzstan and Tajikistan, which have become hostages of their own geography, with localities separated by impassable mountain ranges.

The article examines the features of the US foreign policy towards the Central Asian states in the post-bipolar period. The imperatives and constants, as well as the transformation of Washington’s Central Asian policy, have been characterized. It is shown that five Central Asian states have been in the focus of American foreign policy over the past thirty years. In the process of shaping the US foreign policy in Central Asia, the presence of significant reserves of energy and mineral resources in the region was of great importance. Therefore, rivalry for Caspian energy resources and their transportation routes came to the fore. In addition to diversifying transport and logistics flows and supporting American companies, the US energy policy in Central Asia was aimed at preventing the restoration of Russia’s economic and political influence, as well as countering the penetration of China, which is interested in economic cooperation with the countries of the region. During the period under review, the following transformation of mechanisms and means of Washington’s policy in the Central Asian direction was observed: the policy of “exporting democracy”; attempts to “nurture” the pro-American elite; striving to divide states into separate groups with permanent “appointment” of leaders; involvement in a unified military system to combat terrorism; impact on the consciousness of the population in order to destabilize geopolitical rivals; building cooperation on a pragmatic basis due to internal difficulties and external constraints. Central Asian states sympathized with the American course because of their interest in technology and investment. At the same time, these states in every possible way distanced themselves from the impulses of “democratization” from Washington. Kazakhstan was a permanent regional ally of the United States, to which Uzbekistan was striving to join. The second echelon in relations with the American side was occupied by Kyrgyzstan, Tajikistan and Turkmenistan. A feature of the positions of the Central Asian countries is the maximum benefit from cooperation with Washington while building good-neighborly relations with Russia and China, which is in dissonance with the regional imperatives of the United States. In the future, the American strategy in Central Asia will presumably proceed from the expediency of attracting regional allies and stimulating contradictions in order to contain geopolitical rivals in the region.

Kazakstan is both part of former Soviet Central Asia and yet stands apart in many respects. Its geographic position, past history and present development are unique for the area. It is significant that Soviet-era writings treated Kazakstan distinctly from the other four Central Asian republics. This essay is devoted to these differences.
