The article solves the problem of finding a solution for building a digital model of the transport network or transport infrastructure object. On the basis of the analysis, the limitation of available solutions is given and the limited state of implementation of digital models in new modernizations of transport systems is fixed. The paper provides a general scheme of using documentation of the state of the transport system, nodes and elements and considers examples based on real transport systems. The paper examines the basic requirements for digital transport models and proposes a solution based on the use of unmanned aircraft systems. A model of formation of flight task variants is proposed and, as a proof of relevance of the research, the results of a real experiment are given. The task of modernizing a segment of the transport network of the city, the identification of the state of the site on the basis of data from unmanned aircraft system is considered. The article presents a solution to the problem, which has a high quality of building a digital model and the possibility of integration into other information systems for monitoring the condition and forecasting of development.

Topicality. The relevance of the study is based on the fact that the transport sector of the European Union is at a crossroads today, as it requires a policy that meets the needs of the 21st century and which will contribute to the growth of jobs in the EU. It must avoid constraining mobility, while at the same time responding to a range of social and economic problems that arise. Aim and tasks. The purpose of the article is to develop theoretical, methodological and practical applications, which should justify the optimization of transport services and changes in the design of vehicles and infrastructure of the European Union. In addition, various factors of historical and geographical nature often affect the political merits of States parties. After decades of EU activity, there is currently not a sufficiently compatible and resource saving network of interconnected, trans border transport infrastructure. Reasearch results. The essence of the formation of a united European transport network is the implementation of direct links between the main nodes and the infrastructure that forms the mobility of passengers. Airports, ports, railways, undergrounds and bus stations must increasingly be transformed into multimodal communication platforms for passengers and cargo. Online information, electronic booking and payment systems that combine all vehicles will contribute to multimodal travel. But today legal, administrative and technical barriers multiply and slow down the process of forming a single European transport space. Despite the intensification of rail freight and international passenger transport, access to the transport services market continues to be a serious problem. This is largely due to lack of independence and lack of financial transparency between infrastructure managers and service providers, which can lead to discrimination and distortion of the market. Conclusion. The transport policy of the European Union provides a powerful lever for economic recovery. A new issue for European transport systems is their intermodality, that is, the opportunity for logistic chains to use different consecutive modes of transport according to their specific needs for optimizing costs and environmental impact. This means the implementation of regular, clear efforts at European level country by country, industry by industry, according to different geographical, economic and historical features. An investment strategy in transport infrastructure will make sense only if it is shared by actors in the world market. By means of joint financing of individual objects by business and states, the possibility of creating a single European transport network will be real.

The development of intelligent methods and the development of tools for solving research problems of modeling and diagnosing the state of technical systems are relevant areas related to the introduction of digital technologies. Such problems include the problems of preparing correct data arrays for diagnosing and predicting the state of elements and nodes of transport systems. The purpose of the paper is to develop methods for preparing and analyzing data for modeling digital twins on the example of studying the temperature regime of the functioning of a railway car's axle box node, as well as choosing the architecture of neural networks for solving problems of assessing the technical condition of the axle box nodes. The features of the digital twin technology are characterized and the directions of its use for modeling and diagnostics of railway transport systems are considered. As part of the development of an approach to solving the problem of diagnosing the condition of the axle box units of railway cars, analytical dependences and generalized heat transfer equations related to changes in temperature regimes are considered. Examples of the presentation of such data on temperature series, which contain values for deviations from the normal functioning of the elements of the axle box node, are given. The choice of the neural network architecture adapted for solving the problems of estimating and predicting the temperature values of the axle box unit of the car was made. Options for preparing test data for a neural network model have been developed. The results can be used in the problems of creating algorithmic and software for preparing correct arrays of input data for technical diagnostics, in the problems of synthesis and analysis of models of intelligent systems, in various machine learning problems. The considered approach to modeling is aimed at developing methods for assessing and predicting the state of transport infrastructure elements and can be used in the development of intelligent transport systems and for improving the technology of digital twins.

For thousands of years in major cities one of the main problems was the possibility of movement. The need for movement is based on the opportunities provided by transport, and encourages society to further develop. The article considers the historical aspects of the study of the mobility of the population and the study of its mobility in terms of digital technology.The application of various methods of mobility research is a common practice in many countries, cities, regions, which provides the collection of important information for the development of transport systems. Financial and organizational constraints affect the quantity and quality of the data collected. Existing techniques need to be constantly adapted to rapidly developing technologies and the rapidly changing nature of population mobility, which is becoming more intermodal. A qualitative model based on an appropriate data set creates a qualitative set of input data for the concept, design, and evaluation results. This in turn will allow for a more reasonable design and evaluation of transport projects.Transport modeling varies from developing relatively simple models in the form of tables to models of transport networks, which consider transport demand as a function of the state of the transport network. For each stage of modeling, there is a need to include feedback in the modeling process. They reveal the interrelation of the various steps of the modeling process and the need to use iterative methods of calculation. The functionality of the model is determined by the presence of feedbacks, which increase the ability of the model to predict actual results. Before carrying out any actions on transport modeling, it is necessary fully understand the requirements for the function of this model. This will ensure, that the model is a result, which is important for the project and provides it with a qualitative assessment.

The article is devoted to the development of the concept of the state to manage its tax risks, based on a systematic approach. The author's concept presupposes the presence of the following elements logically arranged according to the principle "from the general to the particular": 1) mechanisms for managing tax risks, 2) disclosing methodological recommendations, 3) specific proposals for changing legislation. To achieve this goal, the author used general scientific methods (deduction and induction, analysis and synthesis, observation, description, generalization) and private scientific methods of cognition (comparison method, graphical and tabular data presentation methods). We have presented a brief overview of the main tax risks of the Russian Federation in the current economic environment, which are classified in four areas: 1) risks in the field of value added taxation; 2) risks in the field of taxation of profits and income; 3) risks, the source of which is Russia's membership in the Eurasian Economic Union; 4) customs risks. The author presents a general scheme of tax risk management by the state, which includes the context, goals and management strategy. The priority mechanisms for managing the tax risks of the state are formulated on the basis of the presented classification of tax risks. These areas include: introduction of an end-to-end product traceability system; substantiation of taxation methods; joint elimination of tax risks (Federal Tax Service, Federal Customs Service, Ministry of Labor, Federal Service for Financial Monitoring); optimization of tax administration costs on the part of both tax authorities and taxpayers; harmonization of indirect taxation, including duty-free trade; harmonization of international tax rules at the international level; selection of the most effective tools for eliminating multiple taxation. A draft "road map" has been developed to improve the management of state tax risks.

To mitigate car traffic problems, the United Nations Human Settlements Programme (UN-Habitat) issued a document that provides guidelines for sustainable development and the promotion of public transport. The efficiency of the policies and strategies needs to be evaluated to improve the performance of public transportation networks. To assess the performance of a public transport network, it is first necessary to select evaluation criteria. Based on existing indicators, this research proposes a public transport criteria matrix that includes the basic public transport infrastructure level, public transport service level, economic benefit level, and sustainable development level. A public transport criteria matrix AHP model is established to assess the performance of public transport networks. The established model selects appropriate evaluation criteria based on existing performance standards. It is applied to study the Stonnington, Bayswater, and Cockburn public transport network, representing a series of land use and transport policy backgrounds. The local public transport authorities can apply the established transport criteria matrix AHP model to monitor the performance of a public transport network and provide guidance for its improvement.

AbstractTransport routes are basic elements that are inextricably linked to diverse political, economic, and social factors. Transport networks may be the cause or result of complex historical conjunctions that reflect to some extent a structural conception of the political systems that govern each territory. It is for this reason that analyzing the evolution of the transport routes layout in a wide territory allows us to recognize the role of the political organization and its economic influence in territorial design. In this article, the evolution of the transport network in the Iberian Peninsula has been studied in a broad chronological framework to observe how the different political systems of each period understood and modified the transport systems. Subsequently, a second analysis of the evolution of transport networks in the northeast of the Iberian Peninsula is included in this article. This more detailed and geographically restricted study allows us to visualize in a different way the evolution and impact of changes in transport networks. This article focuses on the calculation of the connectivity to analyze the intermodal transport systems. The use of network science analyses to study historical roads has resulted in a great tool to visualize and understand the connectivity of the territories of each studied period and compare the evolution, changes, and continuities of the transport network.

Transport Network Companies (TNCs) have become a popular alternative for mobility due to their ability to provide on-demand flexible mobility services. By offering smartphone-based, ride-hailing services capable of satisfying specific travel needs, these modes have transformed urban mobility worldwide. However, to-date, few studies have examined the impacts in the Latin American context. This analysis is a critical first step in developing policies to promote efficient and sustainable transport systems in the Latin-American region. This research examines the factors affecting the adoption of on-demand ride services in Medellín, Colombia. It also explores whether these are substituting or competing with public transit. First, it provides a descriptive analysis in which we relate the usage of platform-based services with neighborhood characteristics, socioeconomic information of individuals and families, and trip-level details. Next, factors contributing to the election of platform-based services modeled using discrete choice models. The results show that wealthy and highly educated families with low vehicle availability are more likely to use TNCs compared to other groups in Medellín. Evidence also points at gender effects, with being female significantly increasing the probability of using a TNC service. Finally, we observe both transit complementary and substitution patterns of use, depending on the context and by whom the service is requested.

Medium-resolution satellite images have been widely used for the identification and quantification of irrigated areas by center pivot. These areas, which present predominantly circular forms, can be easily identified by visual analyses of these images. In addition to identifying and quantifying areas irrigated by center pivot, other information that is associated to these areas is fundamental for producing cadastral maps. The goal of this work was to generate cadastral mapping of areas irrigated by center pivots in the State of Minas Gerais, Brazil, with the purpose of supplying information on irrigated agriculture. Using the satellite CBERS2B/CCD, images were used to identify and quantify irrigated areas and then associate these areas with a database containing information about: irrigated area, perimeter, municipality, path row, basin in which the pivot is located, and the date of image acquisition.3,781 center pivots systems were identified. The smallest area irrigated was 4.6 hectares and the largest one was 192.6 hectares. The total estimated value of irrigated area was 254,875 hectares. The largest number of center pivots appeared in the municipalities of Unaí and Paracatu, with 495 and 459 systems, respectively. Cadastral mapping is a very useful tool to assist and enhance information on irrigated agriculture in the State of Minas Gerais.
