The development of information and communication technology is very fast affecting various fields of life and professions. The changes that were accompanied by the potential offer of telematics also caused a paradigm shift in the field of higher education. The paradigm changes include E-Learning, E-Research, and information literacy which requires libraries to develop to support the smooth running of education, research and society. This reserach uses participatory observation method. The subjects of this study were active library users of UIN Raden Intan Lampung. Data collection in this research is through questionnaire surveys, interviews, and document studies. The results of the study are the perceptions and expectations of users to  the development of Raden Intan Library in the digital era is the merging of the Four building concepts: the concept of green library, Academic Library, Supermarket Library and Home Library. The development of IT in the digital era 4.0 currently provides a considerable and different influence on each user, including children. In general, the problems in the world of education include the quality and quantity of education related to quality and equality in obtaining access to education without any gaps and exceptions. The solution that can be developed is the optimization of the role of Information and Communication Technology (ICT) in the world of education. One of the roles of ICT in education is realized by the development of online learning (e-learning) or the direct use of ICTs for children. Many changes - changes in different new values can have a positive impact on children's growth, especially on intellectual intelligence, intelligence emotional, spiritual, and social intelligence. ICTs have a good influence on children's intellectual, emotional, spiritual and social intelligence; IT brings a bad influence on children's intellectual intelligence; IT has a pretty good influence on children's emotional intelligence; IT has a pretty good influence on children's spiritual intelligence, IT has a good influence on children's social intelligence. Importance of Parents has a role to be able to know the changes that occur during child development.

This has revolutionalised the methods and techniques to retrieve the relevant and useful information for the users. In this paper, a study of three open-source digital library management software has been presented which collects and disseminates information for library-users. This analysis involves the study and comparison of related software documents and respective technical manuals.   In this digital era, all information and communication technology emhanched faster all the time. This issue gives a big chance on communication practice become more effective than before. Hence, to full the tight competition on digital era such as online media, the researcher wanted to investigate about applying ethic of journalist code in the online media and in journalist understanding to the ethic journalist code. The researcher used qualitative descriptive method which oriented on the field research and literature. On the other side, the qualitative research also directs into the finding of basic theory which is emphasized the process over the result. It also limits the research with the focus which has criteria on finding the trustwothiness dta. Based on the result on the research about applying ethic of journalist code in the Islamic rubrik OASE at Depok POS.com, online media in Depok POS always apply the ethic of journalist code with colaborate on that ethic such as the way which always used in the field by journalist and the ethic of journalist understanding are the specific detail and detail things which manage about how should the media worker such as journalist, editor, chief of reporter, news achor and every profession which can called a journalist can behave on ethic of journalist code. Further, ethic of journalist code is the basic of journalist thought.

This paper has explored the role of information and communication technology ICT in academia and as well as the strategies used in propagating the available services in an academic library this is because tailor made information it is highly required so as to avoid wasting the precious time of academicians and this can be only achieving with the help of information and communication technology software, therefore, descriptive method was adopted in the methodology of this study.

<p><em>The problem in the world of education at this time is the quality and quantity of education in the field of information and communication technology. The quality of education can be seen from the quality of education desired by the community and for the quality of education related to the equitable access to education without any gap. One way to overcome these problems is by optimizing the role of information and communication technology in the learning process by using e-learning. E-learning used is using online learning based on Schoology. In this application there are several features that can be used by the teacher in the learning process including uploading material, assignments, discussions and giving test questions using the online quiz system. In the use of E-Learning in the learning process can increase students' learning motivation and can create enjoyable learning so that students in participating in learning activities can be active and achieve maximum learning outcomes.</em></p>

For obtaining benefits from using Information and Communication Technology (ICT) in education sector, technical and management aspects related to the use of ICT are needed. This literature review article focuses on assessing managerial aspects that influence deployment of e-learning technologies. Provision of details in each managerial dimension attempted to cover description of their significance, and the extent to which they influence adoption and usage of e-learning technologies. Key considerations were also extracted and presented as benchmarks for smooth practicality. A stock of existing literature n=81 devoted to the study, were reviewed to capture the specific themes for extracting arguments to acquire a wider perspective of the findings. The downloaded literature was categorised thematically and timely to capture a review of themes and trends on appreciable increase of usage or adoption published respectively. The process supported by NVivo software (version 12). From the findings training seemed the most discussed and considered managerial factor in terms of its significance and influence. It might be so due to its nature and need as it has to be conducted from the initial stage and continuously. The literature seems to be concerned with managerial aspects facilitating e-learning technologies in a holistic way, for stance combining different aspects of training, ultimately reflecting a high level of training aspect analysed. Still, despite some of these aspects being dubbed ‘all inclusive’, many tend to be little reported if we consider the possibilities in terms of those managerial dimensions.

The aim of this chapter is to give an overview of the modernisation of academic libraries in the ICT era, changing format of the library resources and types of computer-based services being offered by the academic libraries. In view of this, the present chapter discusses various aspects of LIS training and user education, emphasising the need to empower our LIS professionals and library users so that they benefit from the new technologies by using new ICTs for exploring the world of knowledge for their academic pursuit and excellence in higher education and research. The first part of the chapter discusses the recent development in the areas of application of ICT in academic libraries, availability, and usage of electronic resources by the library users, new services provided by the academic libraries to their end users. The second part of the chapter highlights the need for empowering LIS professionals working in academic libraries and their end users in electronic / digital era, enumerates the role of various agencies that are engaged in making library users aware of printed as well as e-resources, and explains the role of Web 2.0/Library 2.0 in making library users more interactive and well informed about the resources, products, and services of the academic libraries to their clientele. The third part of the chapter discusses the user education programme/user awareness programme being organised and offered to the students and research scholars by the Assam University Library (Rabindra Library, Silchar) as a case study. While concluding the chapter, some suggestions and recommendations are also discussed in brief.

The institutional commitment to research that was hitherto left to individual researchers and few research centres came with the University Strategy, ‘Shape Our Future’. The Strategy, with clear mission and vision of research excellence, provided support for the development of a policy framework, subsequent research, output management infrastructure, and associated processes. This paper has reviewed these developments and emerging challenges posed by resource intensive paper based processes that need to be addressed inline with increasing aspirations for digital scholarship. Efforts to address these challenges are largely to reduce intensity of resource use inline with digital scholarship aspirations that embrace information and communication technology (ICT). However, the dynamism of developments and innovations in ICTs are characterized by high frequency of system obsolesce that could be costly to emerging resource poor Universities, particularly proprietary systems. This leads to the need of embracing the use of open source ware by investing in human resource development for capacity building and sustenance of digital scholarship.

The amount of information to be accumulated at university has been increasing in recent years, so students nowadays are moving towards using computers in the learning process. Application of Information and Communication Technology (ICT), particularly educational software, to facilitate the learning and teaching process has become a more and more popular trend among teachers. In Thai Nguyen University of Technology (TNUT), Vietnam, a multi-disciplinary virtual learning environment (http://e-learning.tnut.edu.vn) has been established on the MOODLE platform. The aim of this paper is to introduce the design of self-practice listening and vocabulary exercises for the TOEFL-ITP preparation course by integrating the exercises designed with the Hot Potatoes and Quizlet into TNUT’s institutional e-learning system. First, the advantages of the e-learning system are discussed. Second, the tools and materials necessary for the design are described. Finally, a suggestion on integrating the listening and vocabulary exercises designed by the Hot Potatoes software and Quizlet into the available e-learning system is introduced.
