For obtaining benefits from using Information and Communication Technology (ICT) in education sector, technical and management aspects related to the use of ICT are needed. This literature review article focuses on assessing managerial aspects that influence deployment of e-learning technologies. Provision of details in each managerial dimension attempted to cover description of their significance, and the extent to which they influence adoption and usage of e-learning technologies. Key considerations were also extracted and presented as benchmarks for smooth practicality. A stock of existing literature n=81 devoted to the study, were reviewed to capture the specific themes for extracting arguments to acquire a wider perspective of the findings. The downloaded literature was categorised thematically and timely to capture a review of themes and trends on appreciable increase of usage or adoption published respectively. The process supported by NVivo software (version 12). From the findings training seemed the most discussed and considered managerial factor in terms of its significance and influence. It might be so due to its nature and need as it has to be conducted from the initial stage and continuously. The literature seems to be concerned with managerial aspects facilitating e-learning technologies in a holistic way, for stance combining different aspects of training, ultimately reflecting a high level of training aspect analysed. Still, despite some of these aspects being dubbed ‘all inclusive’, many tend to be little reported if we consider the possibilities in terms of those managerial dimensions.

The use of information and communication technology ineducation is absolutely necessary to answer problems in the education sector,especially for access and equity and the quality of education. Everything will runsmoothly depending on the technology and network conditions available.Standardization and utilization of ICT in education is very important to ensure thequality of educational processes and outcomes. Teachers as implementers ofeducation are required to design the learning process by presenting the rightlearning atmosphere so that the learning process can take place effectively,efficiently and pleasantly. One learning model that can be used as a reference formodel design and learning based material is the ADDIE model.

<span>MOOC or Massive Online Open Course is increasingly adopted by Universiti Teknologi MARA as one of the e-learning methods. It is estimated that 900 courses will be offered by end of 2018, in line with the Malaysian Government’s push for better utilization of Information and Communication Technology (ICT) in education. This creates an opportunity to introduce MOOC as a legitimate full alternative to lecture classes. However, learners in a MOOC setting are at a disadvantage when compared to conventional classroom in learner-learner and learner-instructor interaction. There is a huge temporal gap that exists by nature of how the courses are conducted. InSIDE is developed as a model that introduces synchronous interactivity and immersive component within MOOC. To facilitate interaction in this setting, InSIDE suggests a dedicated moderator to accompany the lecture. The model also utilizes a “go high and fail gracefully” approach to overcome the devices, connectivity and infrastructural challenge. In pursuant of the creation of a model that can be used in UiTM, interviews with UiTM’s MOOC facilitators and lecturers were conducted to gain insights on the behind-the-scene processes of creating and managing a course. In order to ensure that the model is feasible within existing infrastructure, a Proof of Concept was conducted with an actual lecture. InSIDE was also presented to three experts on MOOC in UITM. From the qualitative data obtained, 2 out of 3 experts agree that the InSIDE have the possibility to improve MOOC delivery, while one expert agree with reservation in regards required hardware and infrastructure required.</span>

Abstact — This research is based on the rapid Information and Communication Technology in the world of education. This is contrary to the concept of 21st century competence, one of which is mastering Information and Communication Technology. This research is motivated by the weakness of high level thinking skills or High Level Thinking Skills in FKIP Universitas Pancasakti Tegal students, specifically students in mathematics education. The purpose of this research is to study the implementation of E-learning based learning in improving Higher Level Thinking Skills in FKIP UPS Tegal students. This type of research is research and development. Affirmed by Borg and Gall (2003), that "educational research and development is a process used to develop and validate educational products". Furthermore they also put forward 10 steps of research and development, which can be simplified into the following five main steps: (1) analyzing the products to be developed; (2) developing initial products; (3) expert validation and revision; (4) small-scale field trials and product revisions; (5) large-scale field trials and final products. The results of calculations using SPSS software show a significance level of 0.135 or 13.5% or can be interpreted that e-learning is effective in improving mathematics learning outcomes in mathematics education students of the Faculty of Mathematics and Natural Sciences University of Pancasakti Tegal University. The most important thing in this e-learning learning experimental experiment is the superior sense that is encouraged by students to be taken and explored lecture material provided by the lecturer.Keywords : Learning, E-Learning, HOTS Abstrak  — Penelitian ini didasari pada pesatnya Teknologi Informasi dan Komunikasi pada dunia pendidikan. Hal ini sejalan dengan konsep kompetensi abad 21, salah satunya adalah menguasai Teknologi Informasi dan Komunikasi. Penelitian ini dilatarbelakangi oleh lemahnya keterampilan berpikir tingkat tinggi atau Higher Order Thinking Skills pada mahasiswa FKIP Universitas Pancasakti Tegal, khususnya mahasiswa pada pendidikan matematika. Tujuan penelitian ini adalah untuk mengetahui pelaksanaan pembelajaran berbasis E-Learning dalam peningkatan Higher Order Thinking Skills pada mahasiswa FKIP UPS Tegal.. Jenis penelitian ini adalah penelitian dan pengembangan. Ditegaskan oleh Borg dan Gall (2003), bahwa “educational research and development is a process used to develop and validate educational products”. Lebih lanjut mereka pun mengemukakan 10 langkah penelitian dan pengembangan, yang dapat disederhanakan  menjadi lima langkah utama berikut: (1)  melakukan analisis produk yang akan dikembangkan; (2) mengembangkan produk awal; (3) validasi ahli dan revisi; (4) ujicoba lapangan skala kecil dan revisi produk; (5) ujicoba lapangan skala besar dan produk akhir. Hasil penghitungan menggunakan perangkat lunak SPSS menunjukkan bahwa taraf signifikansi sebesar 0.135 atau 13.5% atau dapat dintepretasikan bahwa e-learning efektif dalam meningkatkan hasil belajar matematika pada mahasiswa pendidikan matematika FKIP Universitas Pancasakti Tegal.  Hal yang pling menonjol dalam pelaksanaan eksperimen pembelajarn e-learning ini adalah tingginya rasa terdorong mahasiswa untuk mengikuti dan mendalami materi perkuliahan yang telah disajikan oleh dosen.Abstrak ditulis dalam bahasa inggris dan indonesia. Kata Kunci: Pembelajaran, E-Learning, HOTS

Informatization of education has been going on for 30 years. During this time, a good material and technical base appeared in schools, there are repositories of e-learning resources to which teachers have access. However, it is difficult to use these e-learning resources due to their too large number and not always high level. It is advisable to introduce a system of reviews and recommendations, to conduct a comparative analysis, as well as to make reviews of resources on a particular subject/topic. In addition, the demand for e-learning resources is affected by the fact that education authorities encourage not so much the use of e-learning resources as their development by the teacher himself. In general, the load on teachers has increased instead of the promised saving of time and effort when using the e-learning resources. At the same time, many e-learning resources are not very effective, since they do not meet the requirements of cognitiveness (they contribute not to learning, but to simple memorization of the material). It is necessary to explore the process of learning new material: this will allow you to create cognitive e-learning resources and other resources that would help you with equal probability to successfully acquire new knowledge for students belonging to different psycho-types. At the initial stage of the study of any subject, it is more expedient to use the usual “paper” method, that is, a textbook and not overload the student’s brain with excessive information. Only when he has mastered the basic provisions, we can turn to e-learning resources, bearing in mind that they must be cognitive, that is, they are aimed at logical perception and rapid intuitive learning, only in this case e-learning resources can be considered effective. The conclusion is formulated that cognitiveness is the next stage of informatization of education after the stage of electronization.

The potential of Information and Communication Technologies (ICT) is playing increasing role in various pedagogical contexts. The necessity to integrate technologies in learning enhances educators’ digital competences is constantly highlighted in education policy documents European Union and national strategic documents and recommendations. Following the advance of digital technologies, the State Border Guard College of Latvia is constantly looking after innovations in ICT and education contexts. Since 2011 Specialized English language e-learning course for border guards is being implemented, other professional e-learning courses are being systematically introduced, currently 8 specialised qualification courses are available, on average 300 border guards graduate e-learning courses annually. Having in mind the continuous advancement of ICT in education contexts as well as the strategic approach of the State Border Guard College to continue the development of e-learning systems author of this article intends to describe the system of e-learning used in border guards’ training, explore and summarize the theory and best practices on using ICT in pedagogical context, educators’ roles in development and implementation of e-learning courses.

Background and objective: The Primary Health Care Corporation in Qatar was established in 2012 and is comprised of 23 Health Centers. One of its goals is to create excellence in its workforce. A preceptorship program needs to be initiated at the Primary Health Care Corporation to ensure a high level of training for its nurses. The purpose of these preceptorship programs is to ensure nurses are equipped to carry out Qatar’s National Health Strategy and in doing so the Primary Health Care Corporation has this as its goal. This study amis to assess the effectiveness of preceptorship program models that can eventually be used for adoption as training programs for nurses in Health Centers in Qatar.Methods: A literature review of twenty articles published between 2006 and 2017 that focused on different models of preceptorship programs was conducted. The Mixed Methods Appraisal Tool was used to assess the quality of these studies. The data was analyzed by categorizing the included articles in a matrix sheet based on study design.Results and conclusions: Preceptorship programs are effective in four key areas: increasing nursing knowledge, supporting effective and safe care delivery by newly graduated nurses, increasing organizational support, and decreasing turnover rate and cost.

The use of ICT has resulted in new opportunities that mobile devices have transformed from a means of communication to tools for socialization, entertainment, work, and learning. The aim of this study is to determine the science teachers’ attitudes towards ICT and using mobile learning in education. The research sample consists of (67) science teachers from different cities in Malaysia who studing for master in University Education Sultan Idris. A valid and reliable scale has been adapted from "Mobile Learning Survey” (Pollara, 2011) and “Information and Communication Technology Attitudes Questionnaire-IAQ” (Kubiatko - Haláková, 2009; Mehra - Far, 2013) was used as a data collection tool. The results indicate that; science teachers have positive attitudes toward using ICT and mobile learning in education. On the other hand, science teachers' attitudes towards mobile learning was predicted by their perception about ICT and their self-efficacy.
