The paper is an analytical overview focused on the amendments, which were included to the Constitution of the Russian Federation in 2020, in order to estimate their meaning and probable effects from the perspectives of the Philosophy of Law and ontological grounds of the Russian model of constitutionalism, as well as from the point of presently formed and actual social and political practices. Relying upon the different views and public eventful circumstances, author makes the conclusion that all the needed improvements of the contemporary Russian constitutionalism cannot be reached merely by revising the 1993 Russian Constitution, whatever revisions could be. Contrarily, the process of formation of value-enriched fundamentals of social transactions and the constitutionality of socio-political sphere are to be founded on the ground of moral basics of the Russian people which are able to become a source of achieving of the social solidarity, revival of a trust between people and government, maintain a firm basis for a complete implementation of the constitutional provisions and serve as a starting point for the whole legal modernization of Russia.

The subject of research is the concept of social dialogue in labor and relations directly related to them that was enshrined by Russian Constitution for the first time in Russian history in 2020.The purpose of article is to confirm or disprove hypothesis that the constitutionalization of social dialogue, the unprecedented expansion of the legal content of the concept to a much wider range of social relations (that are no longer associated exclusively with the social and labor sphere) requires a new definition of the social significance of social dialogue, its connection with other social processes and institutions.The methodology of research is formal legal and logical interpretation of Russian Constitution and labor legislation, analysis of the academic publications concerning labor law.The main results, scope of application. The constitutionalization of social dialogue requires to identify it’s interrelation with other social processes and institutions - economic, political and social solidarity, social responsibility of business, civil society, the social state. The author tries to trace the transformation of the conceptual apparatus, content and regulatory framework of social dialogue and develops recommendations for improving its legal regulation.Based on the analysis of the practice of applying articles of the amended Russian Constitution, it is proposed to amend Art. 23 of Russian Labor Code. At the same time, the content of the elements of this system of social dialogue in the field of labor relations will be disclosed in articles of the second and thirteenth sections of Russian Labor Code. It is proposed to amend the normative acts adopted in accordance with the Russian Labor Code containing the appropriate terminology. Normative acts of social dialogue (sectoral tariff agreements and collective agreements), the effect of which is limited in time, can be updated simultaneously with the planned measures for the development and conclusion of relevant acts for the future period.Conclusions. Ensuring the implementation of the principles of social dialogue is entrusted by the Constitution to the Government of the Russian Federation. The content of these principles is disclosed in the norms of the Labor Code of the Russian Federation. With the entry into force of amendments to the Constitution, these scientifically grounded and legislatively enshrined principles do not need a radical revision based only on the very fact of the appearance of the corresponding constitutional provision. At the same time, the work on their analysis and filling with new legal meaning based on the rule-making and current law enforcement practice is not excluded and can be useful.

The article considers the positive changes of the Russian Constitution, implemented during the constitutional reform of 2020, justified the relevance and significance of the constitutional reform of 2020, which for the Russian Federation is an important step towards strengthening the nation as a multinational people of Russia, its unity. The return to the text of the constitution of traditional spiritual and moral values of Russian society, filling with real content of the social character of the modern Russian state is made with the understanding that the nation in Russia is a civilizational union of many peoples. The consolidation of the multi-ethnic people of Russia is considered in the spiritual, moral, social, economic, political and civilizational levels, when the consolidation of cultural unity of modern Russia is carried out at the same time protecting the identity of all peoples and ethnic communities of the Russian Federation. It is concluded that the constitutional reform of 2020 has not removed from the agenda the question of the need for a new Constitution of Russia.

The article analyzes the content of the new Article 75.1 of the Constitution of the Russian Federation through the prism of economic and political doctrines of solidarity based on the social division of labor, codependency, and mutual assistance. The relevance of the problem of social solidarity in the implementation of economic activity by citizens is due to the entry into force of the Law of the Russian Federation on the amendment to the Constitution of the Russian Federation of March 14, 2020 "On improving the regulation of certain issues of the organization and functioning of public authorities." Concluded that Article 75.1, fixing new principles of balancing private and public interests based on mutual trust in society and the state, integrating the Russian economy into the global community based on universal principles of economic development set out in the Concept of Sustainable Development of the United Nations.

The premise of writing the article is reflected that the process of development of the Russian State is based on the principles of social justice, mutual responsibility and universal solidarity. Solidarity is an indicator of the socio-economic, civilized and moral level of development of society. The terminology «economic, political and social solidarity» was proposed in the amendments to the Constitution in 2020 and firstly voiced. The purpose of the work is a theoretical analysis of this term with its historical retrospective, sociological, philosophical and legal thinking, as well as work with legislation, federal and regional, operating this concept even before it came as a proposal for reforming the Constitution of the Russian Federation.

The subject. An attempt is made to analyze the evolution of the relationship between the Russian Presidents and local self-government in modern Russia over the past 30 years.The methodology of the research is based on the application of the historical method and the method of comparative legal analysis of normative legal acts of the Russian Federation of different years.The purpose of the article is to confirm or dispute hypothesis that the President's relations with local self-government developed non-linearly and contradictory on the different stages.The main results, scope of application. The paper examines the dynamics of the relationship between the Russian Presidents and local self-government, determines the five stages of the development of such relations and their characteristic features, as well as the prospects for these relations after the adoption of amendments to the Constitution of the Russian Federation in 2020.Stage 1. The absence of specific regulatory legal provisions on the participation of the President in local self-government issues and the actual practice of their interaction (July 1991 – October 1993).Stage 2. Arbitrary or authoritarian President’s participation in local self-government issues (October 1993 – August 1995). This stage is connected with the period of the constitutional crisis of 1993 and is characterized, first of all, by two decrees of the Russian President directly changing the provisions of the Law of the Russian Federation on Local Self-Government of 1991.Stage 3. Bringing the powers of the President in the field of local self-government in accordance with the Russian Constitution of 1993, the approval by the President of the main directions of state policy in the field of local self – government development in the Russian Federation, the creation of the Council for Local Self-Government under the President of the Russian Federation (August 1995 – August 2000).Stage 4. Strengthening the role of the President in the field of local self-government. The beginning of this stage is connected with the coming to power of the new Russian President (August 2000 – July 2020). So far, this is the longest stage in our chronology. This stage is characterized by additional regulation by the President of certain point issues in the field of organization and implementation of local self-government, directly provided for by federal law. Stage 5. The integration of local self-government bodies into a single system of public power and the receipt by the Russian President of hidden, virtually unlimited powers in the field of local self-government (from July 2020 to the present). The starting point of this stage was the adoption of amendments to the Russian Constitution in 2020.Conclusions. The interaction between the Russian President and local self-government developed in a zigzag pattern: from the complete absence of contacts to the direct intervention of the Russian President in the legal regulation of relations in the field of local self– government, violating and actually canceling the legislative regulation of these relations in 1993-1995. From bringing these relations into line with the Russian Constitution of 1993, which proclaimed the organizational independence of local self-government, to strengthening the role of the Russian President and regulating certain issues in the field of organization and implementation of local self-government. The expansion of the powers of the Russian President in connection with the amendments to the Russian Constitution in 2020 actually means an aside from the organizational independence of local self-government and the integration of local self-government bodies into a single system of public authorities. In this regard, the question arises: do the above amendments mean an actual return to the second stage of the development of relations between the Russian President and local selfgovernment in the period of 1993-1995, when the use of "hidden (implied)" powers of the President was allowed, and, consequently, theoretically unlimited participation of the Russian President in local self-government issues?

The author's interpretation of the concept of «socio-economic system of the region» is given in the article. The main stages of methodologies for assessing the socio-economic system are considered. The methodology developed by the authors for assessing the development of the social and economic system of the region is based on the implementation of certain principles, compliance with a number of requirements and consisting of 8 stages. The developed methodology was tested in assessing the development of SES regions in the Central Federal District of the Russian Federation.

The article presents an analysis of the state and problems of implementing the socio-economic rights of population of the Khabarovsk territory as a priority area for reducing poverty. Attention of the authorities was drawn to the situation of poverty in a number of northern municipalities, where the population is experiencing difficulties in realizing their socio-economic rights due to the lack of jobs. Concern was expressed about the socio-economic rights of persons released from the places of deprivation of liberty. The Commissioner for human rights in the Khabarovsk territory, taking into account the study of situation in the region, sets out his vision for solving the problem of reducing poverty in the Khabarovsk territory and makes proposals that, in his opinion, can be used by the regional state authorities to achieve the indicators set by the President of the Russian Federation.

В статье приведены данные уголовно-правовой характеристики осужденных, отбывающих наказание в виде лишения свободы в Российской Федерации. Цель исследования заключается в том, чтобы показать влияние изменений в уголовной политике государства на изменение численности осужденных, распределение их в зависимости от квалификации совершенных преступлений, по количеству судимостей, назначенному сроку наказания в виде лишения свободы и по другим показателям. Установлено, что произошли существенные изменения в распределении осужденных в зависимости от числа судимостей и по срокам назначенного судом наказания, в распределении по видам исправительных учреждений. Анализ статистических данных ФСИН России демонстрирует, что в исследуемый период значительно возросла доля женщин, осужденных к лишению свободы, а численность несовершеннолетних осужденных сократилась в несколько раз, существенно возросли доля осужденных за преступления, связанные с незаконным оборотом наркотиков, и численность осужденных на срок наказания свыше 10 лет лишения свободы, а также произошли другие изменения. Знание и учет особенностей уголовно-правовой характеристики осужденных в деятельности научных и практических работников будет способствовать повышению эффективности деятельности уголовно-исполнительной системы в решении задач по исправлению осужденных и предупреждению совершения новых преступлений как осужденными, так и иными лицами, - достижении основных целей уголовно-исполнительного законодательства Российской Федерации. The article presents the data of criminal-legal characteristics of convicts serving a sentence of imprisonment in the Russian Federation. The aim of the study is to show the impact of changes in the criminal policy of the state on changes in the number of convicts, their distribution depending on the qualification of the crimes committed, the number of convictions, the appointed term of imprisonment and other criteria. As a result of the conducted researches it is established that there were essential changes in distribution condemned depending on number of criminal records and on terms of the punishment appointed by court, in distribution by types of correctional facilities and other indicators. The analysis of statistical data of the Federal Penitentiary Service of Russia reflects the fact that during the study period the proportion of women sentenced to imprisonment increased significantly, and the number of juvenile convicts decreased several times, the proportion of those convicted of crimes related to drug trafficking and the number of those sentenced to more than 10 years of imprisonment, as well as other changes. Knowledge and consideration of the features of the social and legal characteristics of convicts in the activities of researchers and practitioners will contribute to improving the efficiency of the penal system in solving problems of correction of convicts and preventing the Commission of new crimes by both convicts and other persons, which is the main objectives of the Penal legislation of the Russian Federation.
