In recent years, the terms ‘corporate/organizational culture’ and ‘ranking’ have become important reference points for the Russian system of university management and criteria for assessing the quality of higher education. However, these terms are rarely considered as interrelated, which can be explained mainly by the lack of studies assessing the role of corporate culture as a tool for improving universities’ positions in the international rankings. Nevertheless, the available data allow to draw some conclusions about characteristics of the corporate culture of the leaders of the world university rankings (it is a combination of the elements of market, adhocracy and clan types of organizational culture), which are not yet typical for classical Russian universities with the dominance of the elements of clan and bureaucratic/hierarchical types of corporate culture. The article presents the results of two surveys conducted in the RUDN University on the basis of CameronQuinn methodology. They revealed the framework of competing values and showed that over the past decade the share of bureaucratic/hierarchical type decreased due to an increase in the share of market and adhocracy types of culture that are typical for the leaders of world university rankings.

The article examines the problem of assessing the competitiveness of universities from the perspective of regional and urban development. The paper raises the question of taking into account the criteria aimed at examining the benefits of universities for the territory of presence in the modern methodology of assessing the effectiveness of universities. The article considers the advisability of integrating the results of international university rankings in the development of indices which assess the impact of universities on urban development. It includes a review of the methodologies of compiling international city rankings (Global Cities Index, Cities of opportunity, Mercer Quality of Living, The Global City Competitiveness Index, QS Best Student Cities) in order to identify the content and significance of the criteria aimed at assessment of the effectiveness of universities. The paper gives a critical assessment of international university rankings (Qs World University Rankings, Times Higher Education, Academic Ranking of World Universities). It also proposes criteria to evaluate universities from the perspective of the benefits they bring to the cities in which they are present. The article was prepared as part of the research work of the state task of the RANEPA under the President of the Russian Federation.

In the course of creation of the corporate culture focused on the consumer, a key role play understanding and acceptance by all employees of the principles put in a basis of activity of the company. Therefore, success of the organization rendering services, in the competitive market substantially depends on organizational culture. It also defines relevance of the matter. In article the analysis of a current state of researches of organizational culture is provided in Russia and abroad, and also results of carried-out diagnostics of organizational culture of one of divisions of Sberbank of Russia. The theoretical value and the practical importance of the conducted research consists in identification of a role of organizational culture in formation of those models of behavior of employees which are the main component of quality of service and are highly appreciated by consumers.

ABSTRACT Purpose: To test models of mediation and moderation of the organizational culture, competing values and styles of organizational operation having quality of organizational life (QOL) as antecedent and personal organizational well-being (POW) as consequent. Originality/value: Literature has presented tests of mediation/moderation models to understand well-being of employees and support leadership in the implementation of strategies that fit into the organizational realities. Organizational culture has been used as a component variable of some of those models. However, no publication investigating culture as mediator/moderator of the quality of life/well-being relation was found. Design/methodology/approach: Quantitative, transversal survey employing scales that present evidences of psychometric validity applied to 1,292 employees (81%) of the population in a public organization. Two mediation models and two moderation models were tested through multiple regression. Findings: The results of the linear and hierarchic regression analyses used to test the proposed models showed that, except for the bureaucratic culture, all types of culture had significant power of mediation between the variables of QOL and POW. No moderation relation was found. The empirical evidences of the models tests point out the need for considering cultural traits of organizations in the design of strategies of intervention related to QOL and POW, since some may be more applicable to given cultures and less applicable to others.

A constantly growing demand for ensuring the competitiveness of countries in the international arena and improving the quality of higher education actualizes changes in universities. The author analyzes the scientific literature and strategic documents of universities, the leaders in the international ratings of Times Higher Education World University (THE) and QS World University Rankings (QS), as well as development strategies of the top Russian universities – participants of the 5-100 program. Based on the analysis, the author identifies ways to maintain the change of universities “from below” – the development of subjectivity, updating the socio and humanitarian agenda and design of collaborations. Besides, the author pays special attention to possible directions for the development of social innovations supporting university changes, such as institutional changes in interactions, associations of different university models and pedagogical bioethics.

The article describes the peculiarities of the monitoring systems of higher education quality in Ukraine and Germany at the present stage, taking into account the national traditions, historical experience and mentality of the population, also enshrined at the legislative level. The impact of public administration in the field of education and independent public organizations (agencies) on the nature and quality of monitoring procedures should be evaluated, since the involvement of society in monitoring the quality of higher education should be an integral part of a full-fledged education system. Given the specifics of the step-by-step system for regional monitoring of the quality of higher education in Germany, the role of the Conference of Rectors of Higher Education Institutions in this issue was demonstrated. Recent years’ statistics are used to illustrate the polarity of Ukrainian and German universities positions in world rankings (for example, The Times Higher Education World University Rankings and World University Rankings). The results of a comparative analysis of the approaches to higher education quality assurance and monitoring in Germany and Ukraine, the activities of monitoring entities in the two countries at all levels, starting from the national level and ending with the level of the educational institution, are presented in a summary table. The table demonstrates also the conceptual and functional components of quality monitoring: the purpose of the monitoring, the objects of monitoring, the levels and entities, the public initiative, the priority of the monitoring levels, the dominant principles, the overall orientation and monitoring of the quality of higher education. The article outlines the prospects of using elements of the progressive international experience of organizing a monitoring system of higher education quality to reform the national higher school, which is a necessary step in the process of its entry into the European Higher Education Area.

The conceptual foundations and the essence of standards and recommendations on quality assurance in the European higher education area have been defined. The Ukrainian realities of the adaptation of higher education of Ukraine to the educational European standards of quality have been characterized.

The author focuses on the manner and effects of German higher education reforms that have changed the model of university management. The point of reference is the quality of education and its role, how universities ensure it, and how it is verified through evaluation and accreditation. These elements divide the article into two parts: a part about quality and a part about evaluation and accreditation. The analysis includes the impact of global processes and Europeanization. The research approach is characteristic for public policies, sciences of management and quality. The theories used in this article: the theory of systems and neo-institutionalism, as well as perspectives: the university as an active strategic partner, entrepreneurial university, the third role of universities. The publication is based on desk research and on the analysis of processes.

Digital libraries, designed to serve people and their information needs in the same way as traditional libraries, present distinct advantages over brick and mortar facilities: elimination of physical boundaries, round-the-clock access to information, multiple access points, networking abilities, and extended search functions. As a result, they should be especially well-suited for the disables. However, minorities, those affected by lower income and education status, persons living in rural areas, the physically challanged, and developing countries as a whole consistently suffer from a lack of accessibility to digital libraries. This paper evaluates the effectiveness and relevance of digital libraries currently in place and discusses what could and should be done to improve accessibility to digital libraries for under-graduate students.

The purpose of this study was to determine the role of academic information systems in improving the quality of higher education implementation in PGRI STKIP Bangkalan, and the extent to which the policies of implementing higher education before and after the use of information systems and how satisfaction is felt by students towards academic information systems at STKIP PGRI Bangkalan, named STKIP PGRI Bangkalan’s Siakad.The study was conducted by conducting a survey of users of the internet-based academic information system (Siakad STKIP PGRI Bangkalan), namely lecturers, students and employees with the method of observation and conducting in-depth interviews to obtain as much information as possible from all respondents/informants. The number of informants was 5 people consisting of the chairman of STKIP PGRI Bangkalan, Vice Chairman I, Head of BAAK and two students who had experience in their respective fields of work, knew deeply and had many roles in the process of using information systems.Based on the results of the study, it was shown that with the use of the information system/ STKIP PGRI Bangkalan’s Siakad which is one of the facilities for the smooth activities of the teaching and learning process, it proved to provide convenience, many benefits and benefits that greatly support the duties of serving lecturers, students and outsiders requiring. This is evidenced by the support of the support of lecturers and students, capacity, namely the ability of employees to process data and value, namely the benefits felt by lecturers, employees and students as well as outside parties in need.

Abstract: In the context of Indonesia, the quality of education seems to be something taboo to talk about, however, according to researchers the quality of education in Indonesia is very apprehensive. It is necessary for the role of headmaster and special efforts in developing a quality education institution through organizational culture as a value system that is understood, imbued, run jointly by members of the organization as a system of meaning or guidance for the organizers. This study aims to describe the three roles and impacts role of the headmaster role in developing the quality of organizational culture, they are: (1) the role of the headmaster as a manager; (2) the role of the headmaster as the educator; (3) the role of the headmaster as the supervisor; 4) The impact of the headmaster's role in developing the quality of organizational culture quality at SDMT Ponorogo. This research is categorized into a field research with qualitative descriptive approach and the research design was case study. The setting of study was at SDMT Ponorogo.  The findings showed that (1). The role of headmaster as manager encompasses conducting internal and external analysis, internalizing the Islamic value that is kemuhamadiyahan value. (2). The role of the headmaster as an educator includes involving educators in upgrading, workshops or training in order to provide opportunities for educators to improve their knowledge and skills by learning to the higher education, conducting cadre to members of organizational culture and creating jargon to motivate members of organizational culture. (3). The role of the headmaster as a supervisor comprises overseeing and Evaluating the performance and achievement of members of organizational culture, conducting weekly, monthly and semester meetings, monitoring achievements of educators and learners. (4) The impact of the school headmaster's role in developing the quality of organizational culture is organizational culture climate becomes harmonious and schools achieve more attainments.Abstrak: Dalam konteks Indonesia, mutu pendidikan seolah-olah menjadi barang yang tabu untuk diperbicangkan, dalam konteks tersebut kualitas pendidikan di Indonesia sangat memperihatinkan. Untuk itu diperlukan peran kepala sekolah dan Upaya khusus dalam mengembangkan sebuah mutu lembaga pendidikan melalui budaya organisasi sebagai sistem nilai yang dipahami, dijiwai, dijalankan secara bersama oleh anggota organisasi sebagai sistem makna atau pedoman bagi pelaku organisasi. Penelitian ini bertujuan untuk mendeskripsikan dan menjelaskan tiga peran serta dampak peran  kepala sekolah dalam mengembangkan mutu budaya organisasi, yaitu: (1) Peran kepala sekolah sebagai Manajer, (2) Peran kepala sekolah sebagai Educator, (3) Peran kepala sekolah sebagai supervisor, dan (4) Dampak peran kepala sekolah dalam mengembangkan mutu budaya organisasi di SDMT Ponorogo. Dengan menghasilkan temuan: (1).Peran kepala sekolah sebagai manajer diantaranya: melakukan analisis internal dan eksternal, menginternalisasi nilai keislaman yaitu nilai kemuhammadiahan. (2). Peran kepala sekolah sebagai educator diantaranya: mengikut sertakan pendidik dalam penataran, workshop atau pelatihan memberikan kesempatan kepada pendidik untuk meningkatkan pengetahuan dan keterampilannya dengan belajar ke jenjang pendidikan yang lebih tinggi, melakukan pengkaderan kepada anggota budaya organisasi. membuat jargon-jargon untuk memotivasi anggota budaya organisasi. (3). Peran kepala sekolah sebagai supervisor diantarnya: mengawasi dan mengevaluasi kinerja dan pencapaian anggota budaya organisasi, mengadakan rapat setiap, minggu, bulan dan semester, memantau prestasi pendidik dan peserta didik. (4) Dampak peran kepala sekolah dalam mengembangkan mutu budaya organisasi diantaranya: iklim budaya organisasi menjadi harmonis, sekolah menjadi lebih berprestasi.
