Abstract: In the context of Indonesia, the quality of education seems to be something taboo to talk about, however, according to researchers the quality of education in Indonesia is very apprehensive. It is necessary for the role of headmaster and special efforts in developing a quality education institution through organizational culture as a value system that is understood, imbued, run jointly by members of the organization as a system of meaning or guidance for the organizers. This study aims to describe the three roles and impacts role of the headmaster role in developing the quality of organizational culture, they are: (1) the role of the headmaster as a manager; (2) the role of the headmaster as the educator; (3) the role of the headmaster as the supervisor; 4) The impact of the headmaster's role in developing the quality of organizational culture quality at SDMT Ponorogo. This research is categorized into a field research with qualitative descriptive approach and the research design was case study. The setting of study was at SDMT Ponorogo.  The findings showed that (1). The role of headmaster as manager encompasses conducting internal and external analysis, internalizing the Islamic value that is kemuhamadiyahan value. (2). The role of the headmaster as an educator includes involving educators in upgrading, workshops or training in order to provide opportunities for educators to improve their knowledge and skills by learning to the higher education, conducting cadre to members of organizational culture and creating jargon to motivate members of organizational culture. (3). The role of the headmaster as a supervisor comprises overseeing and Evaluating the performance and achievement of members of organizational culture, conducting weekly, monthly and semester meetings, monitoring achievements of educators and learners. (4) The impact of the school headmaster's role in developing the quality of organizational culture is organizational culture climate becomes harmonious and schools achieve more attainments.Abstrak: Dalam konteks Indonesia, mutu pendidikan seolah-olah menjadi barang yang tabu untuk diperbicangkan, dalam konteks tersebut kualitas pendidikan di Indonesia sangat memperihatinkan. Untuk itu diperlukan peran kepala sekolah dan Upaya khusus dalam mengembangkan sebuah mutu lembaga pendidikan melalui budaya organisasi sebagai sistem nilai yang dipahami, dijiwai, dijalankan secara bersama oleh anggota organisasi sebagai sistem makna atau pedoman bagi pelaku organisasi. Penelitian ini bertujuan untuk mendeskripsikan dan menjelaskan tiga peran serta dampak peran  kepala sekolah dalam mengembangkan mutu budaya organisasi, yaitu: (1) Peran kepala sekolah sebagai Manajer, (2) Peran kepala sekolah sebagai Educator, (3) Peran kepala sekolah sebagai supervisor, dan (4) Dampak peran kepala sekolah dalam mengembangkan mutu budaya organisasi di SDMT Ponorogo. Dengan menghasilkan temuan: (1).Peran kepala sekolah sebagai manajer diantaranya: melakukan analisis internal dan eksternal, menginternalisasi nilai keislaman yaitu nilai kemuhammadiahan. (2). Peran kepala sekolah sebagai educator diantaranya: mengikut sertakan pendidik dalam penataran, workshop atau pelatihan memberikan kesempatan kepada pendidik untuk meningkatkan pengetahuan dan keterampilannya dengan belajar ke jenjang pendidikan yang lebih tinggi, melakukan pengkaderan kepada anggota budaya organisasi. membuat jargon-jargon untuk memotivasi anggota budaya organisasi. (3). Peran kepala sekolah sebagai supervisor diantarnya: mengawasi dan mengevaluasi kinerja dan pencapaian anggota budaya organisasi, mengadakan rapat setiap, minggu, bulan dan semester, memantau prestasi pendidik dan peserta didik. (4) Dampak peran kepala sekolah dalam mengembangkan mutu budaya organisasi diantaranya: iklim budaya organisasi menjadi harmonis, sekolah menjadi lebih berprestasi.

<p>The quality of education is a benchmark in assessing the success of the school in creating qualified students. It is appropriate if the school or institution can maintain and improve the quality of its education. Improving the quality of education is influenced by many factors, such as the leadership of the manager, the professionalism of the teacher, and the support of the teaching and education personnel in the institution. The purpose of this study was to obtain information about improving the quality of PAUD that focused on how planning, management, evaluation, inhibiting and supporting factors in the implementation of Handayani PAUD quality improvement, as well as efforts made to overcome the obstacles found in applying quality improvement planning. This research uses descriptive qualitative method. Data collection procedure techniques used are field research techniques while the methods used are observation, interviews, and documentation. Subjects in this study were managers, teachers, and education personnel in Handayani PAUD. The results of this study indicate that: (1) improving the quality of institutions can occur if there are plans and programs that are prepared and disseminated by joint managers of educators and education personnel and related parties, (2) management of quality improvement needs the support of all parties in the institution, (3) the evaluation of the improvement of the quality of education by the manager by supervising it periodically and continuously, and the manager should also involve the role of the supervisor to help supervise the program management in the institution, (4) the commitment of all parties in the institution is a supporting factor while less optimal evaluation from the manager, educational background of educators that are not appropriate and the professionalism of educators in carrying out the learning process is one of the inhibiting factors, and (5) the efforts made to overcome obstacles are by involving educators and education personnel in workshops or training mbingan and motivation, as well as planning to form a parenting program with parents of students around the institution's environment because the quality of education will increase and be carried out well with joint efforts, maximum control and evaluation of managers and related parties.</p>

The author focuses on the manner and effects of German higher education reforms that have changed the model of university management. The point of reference is the quality of education and its role, how universities ensure it, and how it is verified through evaluation and accreditation. These elements divide the article into two parts: a part about quality and a part about evaluation and accreditation. The analysis includes the impact of global processes and Europeanization. The research approach is characteristic for public policies, sciences of management and quality. The theories used in this article: the theory of systems and neo-institutionalism, as well as perspectives: the university as an active strategic partner, entrepreneurial university, the third role of universities. The publication is based on desk research and on the analysis of processes.

Purpose: This study evaluates the role of transformational leadership in effective strategic implementation. The purposes of this study are; first, to examine the degree of transformational leadership of administrative officials; second, to assess the degree of effective strategic implementation; third, to investigate the impact of transformational leadership on effective strategic implementation. Finally, this study examines the roles of organizational culture as a moderator of the association between transformational leadership and effective strategic implementation. Methodology: This study uses the case study of municipalities in Trang Province in Thailand. This research employs quantitative methods. The questionnaires are collected from administrative officials of municipalities in Trang Province. Descriptive statistics are used to analyse the data. This study uses Pearson correlation analysis to achieve the associations between two variables. In addition, regression analysis is applied as a suitable statistical tool to test the hypotheses. Implication: This study combined the framework of strategic management, leadership, and organizational culture for testing the conceptual model. The study is particularly useful for improving the roles of administrative officials in order to achieve effective strategic in municipalities.

The impact of the COVID-19 pandemic has limited the space for the community and health workers to provide health services. In this study, we want to see how the role of health workers can minimize health problems that occur in the field. GERMAS (Gerakan Masyarakat Hidup Sehat) which contains to implement the health service programs seeks to provide information through mobile broadcasts on services for preventing Covid-19 activities through vaccination and distributes anthelmintics to children, which is expected to be a forum for the health service to keep interacting with children and societies and also to give some meanings or messages to conveyed the community. This research used a qualitative descriptive method with case study methods and data collection techniques through interviews and observations. The theory used in this research is Coordinated Management of Meaning. For the results, Tanjung Selor Health Center Health Workers and the Tanjung Selor community set a pattern to create meaning in their communication. Health workers and communities create meaning and interpret meaning in their activities through the GERMAS Program.

The leadership of the kiai becomes very important in Islamic boarding school because the development of the quality of pesantren education depends on the competence of the leader, the meaning of the leader here is the kiai or caretaker of the boarding school. This study aims to describe the first role of leadership in improving the quality of education, secondly the leadership of kiai that is effective in improving the quality of education in Islamic boarding schools.This research uses a qualitative method, with a case study in Bahrul Maghfiroh Islamic Boarding School in Malang. Data collection was carried out using interview, observation, and documentation and observation techniques. Data analysis uses descriptive qualitative methods and inductive thinking patterns. The purpose is to analyze the data obtained from field objects, and then to be related to relevant theories.The results showed: 1) The role of the kiai in improving quality in the Bahrul Maghfiroh Islamic boarding school in Malang is as a manager, educator, human resource empowerment, decision maker, attainee of the pesantren, motivator and supervisor. 2) Effective kiai leadership is leadership that builds cooperation with kiai or other institutions, regenerates kiai and builds good relations with the community.

This research aims to determine the role of the head of Madrasah in improving the quality of education in MTs Negeri 4 Kulon Progo, and to help improve the competency of teachers in the learning activities with a real, measurable, controlled, directional program to achieve learning objectives. This research uses qualitative descriptive methods with data collection through observation, interviews and documentation. The results of this research are: 1) supervision of the head of the district of the state of the principal of the school 4 Kulon Progo includes education, managerial, administrator, supervisor, leader, innovator, and motivator; 2) The role of quality improvement is done by increasing the professionalism of teachers by giving opportunities to teachers; 3) Factors affecting the implementation of the head of the Madrasah include: the planning, implementation and follow-up that is carried out continuously to the teachers and education personnel.

This article is a case study on the education of Orang Asli in Malaysia. Indigenous people or “orang asli” are the oldest inhabitants of Peninsular Malaysia but they are the minority among the total population in Malaysia.  A study showed that around 50 percent of the students from the Orang Asli community do not further their study in secondary school after finishing their primary school and only 30 percent of students of Orang Asli finish their secondary school, which is less than half of the national average. The statistics of the education progress of Orang Asli are quite worrisome for a lot of parties especially the government and there are a lot of factors that contribute to those, not good-looking results. In order to improve the quality of education, studies on the challenges faced by the Orang Asli are a must. There are a lot of factors causing that specific problem. One of the factors is would be the awareness amongst the Orang Asli community towards education and another factor is would be the Orang Asli accessibility to their nearest education institution. In a nutshell, the Orang Asli are the minority communities that had been marginalized for decades and to achieve the aim to reduce poverty and uplift quality of life them, education is the main key to success.

The context of this research is the biggest challenge of schools/’madrasah’ in carrying out the mandate related to the quality of education which is a measure of the success of the implementation of education, one of which is to shape the character/personality of students through inheritance of cultural values. In educational institutions, organizational culture (values, habits, and positive attitudes) will be a strong non-material capital strength for the realization of excellent educational institutions. This study aims to describe the organizational culture developed by SDIT Darul Falah Sukorejo Ponorogo which makes it one of the leading schools in Ponorogo Regency. This type of research is descriptive qualitative research based on field research. The results showed that the organizational culture developed by SDIT Darul Falah included: 1) at the institutional level which included weekly meetings, field meetings, routine recitals every Ahad Wage, One Day One Information (ODOI), educational visits and flag ceremonies every Monday; 2) at the level of educators and educational staff which includes bina nafsiyah, tahsin al-Qur'an, professional development; and 3) at the student level which includes bina nafsiyah, reading the Koran with the Ummi Method, congregational prayers, manners, queuing, independent, disciplined, One Day One Thousand (ODOT), skilled, healthy living, clean and beautiful.

The paper includes analysis of the results of field studies conducted among employees of 20 organizations (N=601). The analyses were aimed at determining the impact of organizational culture has on the relationships between the “soft” (psychological and social) factors that characterize them. In particular the impact of organizational culture was considered on the relationship between the antecedents and outcomes of organizational trust. The statistical method used was moderation analysis (Hayes, 2018). The studies were based on a questionnaire that included 13 scales as measures for the variables considered. The analyses provides two main conclusions. The first is for researchers dealing with the soft aspects of the organization’s functioning, especially those related to the role of trust in the organization. The second is addressed to practitioners and relates to the quality of knowledge on employee management. The conclusion for the researchers concerns the need to take into account the specificity of a given organization when describing organizational phenomena. This concerns the tacit factors that go beyond the standard characteristics (industry type, size of the organization, number of employees, etc.), in particular those aspects of the organizational culture related to organizational trust. The failure to do so may lead to inadequate advice for executives regarding the methods used to develop the organization’s potential. The conclusion for practitioners is the need to pay attention to how employees perceive the organizational culture of their company. The omission of this fact may adversely affect the strategy of building a climate of trust, which can lead to a decrease in teamwork quality and a reduction in the superior-subordinate relationship.

This paper aims for several research objectives. It aims to find out the agribusiness sectors developed by Al-Mawaddah Entrepreneurial Pesantren. It also aims to find out the empowerment of agribusiness developed by this pesantren. Last, it also aims to determine the impact of empowering agribusiness developed on improving the economy Al-Mawaddah Entrepreneurial Pesantren’s alumni. This research is a field research. The approach used by researcher is a qualitative descriptive approach with a case study strategy. Research location is at Pesantren Entrepreneur Al-Mawaddah Honggosoco Kudus RT. 06/ RW. 01, Jekulo District, Kudus Regency. Data collection techniques used are observation, interviews, and documentation. The data analysis technique used is descriptive qualitative. The results show that: (1) the agribusiness sector that was developed at Al-Mawaddah Entrepreneurial Pesantren touched only agriculture and educational sectors. It yet touches other agribusiness sectors, such as fisheries or livestock. The agricultural sector developed includes: agricultural food crops, such as: rice, corn, soybeans, vegetables, and cassava, fruit crops, such as: longan, and dragon fruit. They even plant within the premise sugar cane plantation; (2) Agribusiness Empowerment developed by Al-Mawaddah Entrepreneurial Pesantren consists of three stages, namely: input, process, and output; (3) Agribusiness entrepreneurship is better than working under other people (companies) because apart from freedom, the income generated is also higher.
