The article presents the history of formation, current state and prospects of development ofSholom-AleichemPriamurskyStateUniversityas the main guidelines for self-renewal of the regional University. The issues of self-renewal and self-development of the organization are viewed through strategic projects and implementation of a change management model. The development of the territorial entity of theRussian Federationis impossible without the development of an educational cluster on its territory. After 50 years of existence of the Jewish Autonomous Region, it became necessary to develop higher education institutions for training personnel that could meet the internal needs of the socio-economic sphere of the region. The author describes external and internal factors that cause the processes of self-renewal of the education system. New challenges, objective demands of the region should be an integral part of the system of self-development of the regional University. A modern regional University as a self-developing system can and should become not just a “filter” for regional innovations, but also the most important tool for their promotion on the territory. It is able to generate new cohorts of active and qualified specialists, who are integrated into the region, grounded in it and able to create new areas of economic and social activities, new jobs. In this case, it is already a two-way process. Despite its dynamics of development,Sholom-AleichemPrimurskyStateUniversityremains a regional university whose strategic goal is to be an educational, research, innovation and cultural regional centre. It focuses on training highly qualified personnel and consolidating intellectual resources that can improve the quality of life, preserve and develop the culture of the Jewish Autonomous Region andRussiaas a whole in the Far Eastern region.

The article provides a brief overview of library local lore activity with an emphasis on the local lore direction in book studies and bibliography of the Siberian- Far Eastern region; names organizations providing information support for local lore activities of libraries; lists local lore resources on the websites of regional libraries in Siberia and the Far East. Special attention is paid to the resources generated by the State Public Scientific Technological Library of Siberian Branch of the Russian Academy of Sciences, which is the center for information support of local history research in Asian Russia, and obtains unique techniques to create regional databases, as well as highly qualified specialists. It presents a list of databases providing information support of theoretical and practical aspects of local history activity in the regional libraries. Authors give a detailed description of DB “Scientific Sibirika”, which includes regional material on a wide range of local history: history, ethnography, economy, nature and natural resources of certain territories of Siberia and the Far East, Arctic. It is shown that theoretical and methodological research in the field of library local history, individual persons, are presented in the “professional” DB “Librarianship and bibliography in Siberia and the Far East”, which has a special heading “Local lore activities of libraries in Siberia and the Far East”; the bibliologic direction of local lore is implemented in the bibliographic DB “History of books and book business in Siberia and the Far East”. The paper concludes about the importance of library local history in the library activities, and the need to attract information resources of large libraries for more complete implementation of local history research.

Редкое исследование, посвященное современному художественному процессу, его участникам, обходится без употребления термина «школа». При этом его содержание трактуется очень широко: от сложившейся и действующей на протяжении большого отрезка времени системы полного цикла профессионального художественного образования до принадлежности художников одной территории или следования за лидером в выборе стилевых предпочтений. В статье дается краткий очерк истории появления и бытования термина «школа», предлагается уточнение его содержания в современных условиях и на этой основе предпринимается попытка оценить ситуацию с формированием региональных школ в России на примере Дальнего Востока. A rare study devoted to the contemporary art process, its participants, dispenses with the use of the term "school". At the same time, its content is interpreted very broadly: from the system of a full cycle of professional art education that has been established and has been operating for a long period of time to artists belonging to the same territory or following the leader in choosing style preferences. The article gives a brief outline of the history of the emergence and existence of the term "school", suggests clarifying its content in modern conditions and on this basis attempts to assess the situation with the formation of regional schools in Russia, using the example of the Far East.

The article considered the formation concept of a historical-thematic exposition "Formation and development of scientific, technical and personnel support for the agriculture mechanization and electrification in Russia", covering the historical period from the 18th to the 21st century. The characteristics of the development stages of agriculture mechanization and electrification in Russia in the specified period were given. The creation history of the first agricultural uni-versities which began the systematic training of specialists for agriculture, including for working with agricultural machines and tools was presented. The authors noted the contribution of leading scientists and specialists in the field of agriculture and machines maintenance to the formation of agroengineering science and highly qualified personnel training.

The article discusses the issues of the availability of professional psychological and pedagogical support from specialists in the defectological profile, possible approaches to solving the problems of a shortage of qualified personnel that meet modern requirements for the professional competencies of a teacherdefectologist. The statistical data reflecting the availability of qualified assistance from specialists to children with hearing impairment, vision impairment, intellectual impairment are presented. An attempt to analyze the impact of changes in the system of training highly qualified personnel on the current state of higher education of teachers-speech therapists and teachers-defectologists is presented.

The article highlights the current state and problems of vocational health professional education of physicians and nurses in the specialty «cosmetology». Legal documents: orders, instructions, regulations on the activities of medical practitioners and nurses in the specialty «cosmetology» are described. The authors noted that availability of qualified staff, regularly and systematically improving their professional skills, not only the student´s individual technologies, largely determines the quality and safety of services provided on cosmetology. The authors believe that cosmetologist must have higher professional education in one of the specialties: «General medicine», «Pediatrics», he should complete his residency training on the specialty «Cosmetology» or to complete a professional retraining on specialization «Cosmetology» in the presence of higher education on the specialty «Dermatovenereology». During labour activity a doctor is obliged to obtain additional professional education at least once in five years, what determines the quality of his activities.The authors note, there are the need for greater involvement in the training of private health organizations, which have modern material and technical base and highly qualified personnel.

The article, based on documentary sources, the main part of which is introduced into scientific circulation for the first time, aims to analyze and summarize the historical experience of labor educational colonies for minors of the NKVD on the territory of the Khabarovsk territory in wartime (taking into account the events of the Soviet-Japanese war) and in the first post-war months of 1945. Within the framework of this goal, the author sets the following tasks: to specify the social significance of these institutions in relation to wartime conditions; describe the main directions of their activities (educational process and industrial training); establish the causes and nature of the problems that accompanied the activities of educational colonies at the time under review. The publication concludes that being essentially correctional and educational institutions, labor educational colonies for minors performed humanitarian, criminological, preventive, and socio-economic functions during the study period. The main problems in the activity of the colonies, which affected the material and everyday aspects of the life of pupils, the quality of educational work and the educational process, were the lack of material resources and experienced, qualified personnel. It is noted that the functioning of these institutions in the Khabarovsk territory was fully affected by the socio-economic specifics of the far Eastern region with a characteristic shortage of human resources, a relatively weak economic base, an undeveloped infrastructure and a saturation of penitentiary institutions. The author gives a positive assessment of the role of the leadership of the NKVD administration in the Khabarovsk territory in strengthening the discipline of the colony staff, suppressing illegal actions against pupils, creating favorable material and living conditions, and improving the educational and upbringing process.

Целью исследования является выявление исторических свойств устного народного творчества на примере типологии сюжетно-мотивного состава эпоса эвенков. Актуальная проблема фольклорного историзма рассматривается с позиции междисциплинарного подхода, в котором привлекаются материалы смежных научных дисциплин. Для достижения цели исследования используются методологические основы фольклорного историзма на материале эпоса восточных эвенков. Проблемы ранней истории тунгусо-маньчжурских народов исследуются на основе анализа популярного мотива путешествия эпического героя эвенков с привлечением материалов устного народного творчества и мировоззренческих традиций этносов дальневосточного региона. Мотив путешествия героя нимнгакана является наиболее распространенным в эпических традициях восточных эвенков, составляя композиционную и содержательную основу текста – основное содержание сказаний восточных эвенков описывает странствия и подвиги эвенкийского богатыря в далеких землях, расположенных к востоку от места его рождения. В своём странствии в страну восходящего солнца герой сражается с враждебными богатырями Нижнего мира, обретает взаимобрачные и родственные связи с аборигенами восточных земель. Характеристики и этнографические детали культурных традиций дружественных племен существенно отличаются. Кроме носителей скотоводческих и оленеводческих традиций, можно выделить две основные этно-племенные группы, с которыми контактирует герой эвенкийского эпоса: носители культуры рыболовства и морской охоты, а также «древние свиноводы». В результате исследования, выдвигается предположение о том, что мотив путешествия эпического героя эвенков представляет собой отражение исторических процессов, сопровождавших развитие этнографического комплекса эвенков и родственных народов тунгусо-маньчжурской группы в Приамурье, Маньчжурии и на побережье Охотского моря. В число групп, с которыми формировались прочные исторические связи тунгусов, следует отнести предков нивхов и этно-племенные формации Приамурья, объединяемые этнонимами сушень и мохэ. Работа представляет интерес для специалистов по фольклору, истории и этнографии, в круг научных интересов которых входят традиции устного народного творчества и история тунгусо-маньчжурских народов. The aim of the study was to identify the historical properties of oral folk art on the example of the typology of the plot-motif composition of the Evenki epic. The actual problem of folk historicism is considered from the position of an interdisciplinary approach, which draws on materials from related scholarly disciplines. To achieve the goal of the research, the methodological foundations of folklore historicism were used based on the material of the epic of Eastern Evenks. The problems of the early history of the Tungus-Manchu peoples were investigated on the basis of the analysis of the popular travel motif of the Evenki epic hero with the use of materials of oral folk art and ideological traditions of the ethnic groups of the Far Eastern region. The motif of the Nimngakan hero’s travel is the most widespread in the epic traditions of Eastern Evenks. The motif constitutes the compositional and substantive basis of the text – the main content of Eastern Evenks’ legends describes the travels and deeds of the Evenki hero in distant lands located to the east of the place of his birth. In his travel to the land of the rising sun, the hero fights against the hostile bogatyrs of the Under World, forms mutual and kinship ties with the natives of the eastern lands. The characteristics and ethnographic details of the cultural traditions of friendly tribes differ significantly. In addition to the carriers of cattle-breeding and reindeer-breeding traditions, the hero of the Evenki epic contacts with two main ethno-tribal groups: carriers of the fishing culture and sea hunting, as well as “ancient pig breeders”. As a result of the research, it is suggested that the motif of the Evenki epic hero’s travel is a reflection of the historical processes that accompanied the development of the ethnographic complex of Evenks and related peoples of the Tungus-Manchu group in the Amur region, Manchuria and on the coast of the Sea of Okhotsk. The Tungus formed strong historical ties with the groups, which should include the ancestors of the Nivkhs and the ethno-tribal formations of the Amur region, united by the ethnonyms Sushen’ and Mohe. This research is of interest to specialists in folklore, history and ethnography, whose scholarly interests include the traditions of folklore and the history of the Tungus-Manchu peoples.

The article analyzes the socio-psychological qualities of Russian master students at a technical university. Since 2003 the Russian educational system is guided by the Bologna program, which implies a transition to a two-stage model. At the same time, master students remain a little-studied subject. Socio-psychological portraiture of undergraduates is an important task for monitoring the current state of the process of training highly qualified personnel. The research showed that the resulting generalized portrait shows that master students have abilities that can be directed both to managerial activities and to scientific ones. At the same time, clearly expressed introversion does not allow us to speak about the priority of management activities. Thus, at the moment, the problem of predicting the preferred leading type of activity after the master's degree is difficult.
