The article considered the formation concept of a historical-thematic exposition "Formation and development of scientific, technical and personnel support for the agriculture mechanization and electrification in Russia", covering the historical period from the 18th to the 21st century. The characteristics of the development stages of agriculture mechanization and electrification in Russia in the specified period were given. The creation history of the first agricultural uni-versities which began the systematic training of specialists for agriculture, including for working with agricultural machines and tools was presented. The authors noted the contribution of leading scientists and specialists in the field of agriculture and machines maintenance to the formation of agroengineering science and highly qualified personnel training.

Currently, a modern young specialist is expected to meet the market forming criteria for the selection in the agricultural labor market and have a risk-oriented thinking. It is necessary to upd ate the structure of the development of an effective mechanism for the training of highly qualified personnel on the basis of specialized universities in the region. The relevance of the topic of the study is explained by the fact that the agricultural labor market is experiencing a shortage of young highly qualified IT specialists in digital agriculture. This article raises the problem of personnel training that meets the modern requirements of dynamically developing agriculture in the conditions of digitalization of the country in the post-pandemic period. The purpose of the study is to analyze the tasks facing an agricultural university in training of young specialists for agriculture as a branch of the digital economy of Russia. The objectives of the article are to develop a model for partnerships and promotion of employment of young specialists in the post-pandemic economy in order to develop optimal variants for covering personnel deficit in the agriculture; to suggest measures on the regulation of the labor market for young specialists. The solution of the tasks se t in the article will allow training highly qualified young specialists with all the necessary competencies and capable of meeting the requirements of the modern agricultural labor market. The article discusses the concepts, the departmental program “Digital Agriculture”, the areas of training and additional training of young specialists in the agriculture. The implementation of modern goals facing agricultural universities will improve the algorithm for training highly qualified young specialists who would be able to meet all the selection criteria in the agricultural labor market.

The article is devoted to the problems of training highly qualified personnel in the specialty of “Space Geodesy”. The solution of geodetic fundamental problem, i. e. studying the shape of the Earth and its gravitational field, based on using tools and methods of space geodesy allowed in a short historical period to obtain results of high accuracy. This created an opportunity by the beginning of the XXI century to make a breakthrough in terms of studying the dynamic processes taking place in the bowels of the Earth. The achieved results were obtained through training highly qualified personnel. In the Soviet Union, Moscow Institute of geodesy, aerial photography and cartography engineers (MIIGAiK) became the first higher education institution where training in the specialty “space geodesy” was carried out. Graduates of MIIGAiK in this specialty have made a significant contribution to the development of domestic space geodesy. The analysis of the problem with training in the specialty “Space Geodesy”, which is overdue to date, leads to the following conclusion

Writing the history of mental disorders is an unfinishable task. Each historical period is expected to write its own, and in a style designed to satisfy its own conceptual and social needs. In the 21st century such a historical account seems to be one that conceives of mental disorders as natural kinds, that is, as entities that for their meaning and ontology require to be related to a brain change. However, being aware that, after all, concepts are just instruments in the hands of humans opens up the possibility of writing a more comprehensive history of mental disorders, one based on their historical epistemology, that is, on the manner in which madness has been culturally reconfigured throughout the ages. This approach should be more fruitful in regard to finding ways of helping people with mental sufferings, a task which is about the only justification for the existence of the discipline called psychiatry.

The article suggests that professional training of highly qualified personnel for the fashion and beauty industry should take into account a comprehensive study of the methodology of creativity in a range of areas that would-be specialists can be engaged in. The methodology of creativity is also implemented in the creation of fashionable clothing designs and the processes of their establishment in the fashion industry. The authors consider it plausible to teach disciplines focusing on consumer modeling and finding entrepreneurial comprehensive solutions to organizational and economic problems typical of the fashion industry.

The article describes the problem of qualitative training of highly qualified specialists for the tourism industry. It presents the model of formation of professional competence of specialists. There are also the basic problems of the domestic system of training personnel for the tourism industry on programs of additional professional education. The author provides information about foreign experience of personnel training organization in tourism sphere of activity. The article is devoted to the methodology of stepwise solution of existing problems of personnel training for tourist industry in Russia. The study uses the methodology of theory of constraints system (TOC) by E. Goldratt, which is built on logical reasoning and providing answers to three main questions to the management of improving transformations: 1) what limits the development (improvement); 2) what needs to be sent to change limits, its complete elimination, expansion limiting boundaries and so on; 3) how to implement this change. The article shows the algorithm of building of logical circuits called E. Goldratt’s «current reality tree» (CRT) and «future reality tree» (FRT). Analyzing the dendrogram, the author comes to the conclusion that the greatest factor of the local tourism development is the mismatch of curricula to the needs of tourism organizations that can be solved by joint work of the educational organizations of secondary professional and higher education and additional professional education with professional unions, associations and other unions of organizations in the tourism sphere. This conclusion is reinforced by findings based on the analysis and generalization of training professionals experience in tourism business abroad. The necessity of cluster approach to the organization of training, including the cooperation of organizations of higher and additional professional education with professional tourism community is proved.

The article presents the history of formation, current state and prospects of development ofSholom-AleichemPriamurskyStateUniversityas the main guidelines for self-renewal of the regional University. The issues of self-renewal and self-development of the organization are viewed through strategic projects and implementation of a change management model. The development of the territorial entity of theRussian Federationis impossible without the development of an educational cluster on its territory. After 50 years of existence of the Jewish Autonomous Region, it became necessary to develop higher education institutions for training personnel that could meet the internal needs of the socio-economic sphere of the region. The author describes external and internal factors that cause the processes of self-renewal of the education system. New challenges, objective demands of the region should be an integral part of the system of self-development of the regional University. A modern regional University as a self-developing system can and should become not just a “filter” for regional innovations, but also the most important tool for their promotion on the territory. It is able to generate new cohorts of active and qualified specialists, who are integrated into the region, grounded in it and able to create new areas of economic and social activities, new jobs. In this case, it is already a two-way process. Despite its dynamics of development,Sholom-AleichemPrimurskyStateUniversityremains a regional university whose strategic goal is to be an educational, research, innovation and cultural regional centre. It focuses on training highly qualified personnel and consolidating intellectual resources that can improve the quality of life, preserve and develop the culture of the Jewish Autonomous Region andRussiaas a whole in the Far Eastern region.

The article discusses the model of professional training of enterprise personnel, potential personnel training pitfalls, tools and criteria for evaluating the effectiveness of training. A matrix for selecting a personnel training method and a scheme for evaluating the effectiveness of personnel training are proposed. In today’s rapidly developing conditions to ensure the stability of the enterprise and increase the level of competitiveness, an important factor is the professional development of personnel, which must comply with the conditions of the internal and external environment. An important resource of each enterprise is highly qualified personnel, able to fulfill all the goals and objectives set for it. The staff performance is one of the indicators that affect the success of the enterprise. Proper investment in staff training will ultimately provide a solid, motivated, qualified staff that will bring profits to the company, as well as reduce staff turnover and ensure the growth of the productivity of each employee. For the effective functioning and development of the enterprise, management needs to create a constantly learning organization that is able to adapt to external changes and is ready to master innovative work methods and technologies to solve real problems of the company. Therefore, there is a need for new knowledge, the development of special skills and innovative approaches to the implementation of their professional duties. To do this, the management of the enterprise needs to systematically and purposefully send employees for training and retraining so that the acquired professional knowledge will contribute to the solution of the previous tasks in new non-standard, more efficient ways.

In modern conditions, the development of agriculture is possible only with the availability of personnel who have a high professional level. The problem of attracting highly qualified specialists to the industry who are able to use the achieved scientific, technical and innovative potential of agricultural producers remains very urgent at the moment. Financial support from the state, stimulating payments, diversification of production, the emergence of digital technologies increase the prestige of work in agriculture, thereby making the agricultural sector attractive. The article assesses the formation of a complex of measures to organize a system of educational support for the agro-industrial complex on the materials of the Altai Territory. The authors disclosed the reasons for the «staff shortage» in the region’s agriculture, analyzed the financing of measures aimed at increasing the personnel potential of the agro-industrial complex of the region. The role of the Agrarian University and the Altai Institute for Advanced Studies in the training of highly qualified personnel for agriculture through state funding of educational programs is noted. Recommendations on the formation of staffing for innovation in the agro-industrial complex with the use of tools of comprehensive state support, which will improve the competitiveness and attractiveness of the agrarian sector in the region, are proposed.
