The article analyzes the compliance of the structure of supply and demand for higher education services with the staffing needs for the development of the Far Eastern Federal District. The authors dwell on the main market factors affecting the demand for higher education (the number of potential consumers, monetary incomes of the population, employment opportunities after graduation, the level of possible wages in the specialty received, the price of secondary vocational education, the needs of economics for specialists with higher education by groups of training areas), their influence on the market for higher education services in the macroregion. In the context of enlarged groups of specialties and areas of training, an assessment of the demand and supply of higher education services and their compliance with the development needs of the macroregion and its constituent entities is given. The article shows that the system of forming management decisions in terms of harmonizing the demand for higher education services, their supply and development needs of the region requires a deeper differentiation in conjunction with factors affecting the market for higher education services. The main directions of improving the system of forming management decisions by redistributing powers between higher education authorities towards the expansion of regional and macroregional authorities are proposed.

Subject. The article addresses the tax liabilities of taxpayers registered in the subjects of the Far Eastern Federal District, which should be paid to the consolidated budget of the Russian Federation, as well as the factors of the said debt growth. Objectives. Our aim is to assess the level of tax debt of regions of the Russian Far East and identify the correlation between the factors and the amount of tax debt. Methods. The study rests on methods of analysis, generalization, grouping, systematization, and the correlation and regression analysis. Results. We analyzed the level of tax debt for the entire Far Eastern Federal District and by region, identified factors affecting the growth of tax debt therein. The paper assesses the structure of tax debt by type of taxes and activity of debtors. The unveiled factors may help control changes in the size of tax debt in the Russian Far East and develop effective measures to improve the debt collection. Conclusions. The study shows that there is an increase in the tax debt in the regions of the Russian Far East, in the VAT in particular. The factor analysis revealed that the volume of sales of wholesale enterprises, investment in fixed capital, the consumer price index have the largest impact on the amount of tax debt.

This study reviews and compares the market potential of two macro-areas in the Republic of Sakha (Yakutia) in the AZRF (Arctic zone of the Russian Federation) and the FEFD (Far Eastern Federal District. Moreover, this work shows that a significant part of supply and demand in municipalities' domestic markets is concentrated in the FEFD. Until recently, the AZRF and the FEFD were not considered by the State as a single government body. Transferred powers to the Ministry of the Russian Federation for the development of the Far East and the Arctic has allowed the territory of the Arctic uluses of the Republic of Sakha (Yakutia) to be included in the social and economic development of the FEFD.

The paper provides an assessment of the state of forest resources in the Far Eastern Federal District and identifies the main factors affecting the qualitative state of forests. The reasons contributing to the increase in the area of forest fires are analyzed. One of the reasons contributing to the degradation of forest areas is also indicated - the accepted allowable cut, which does not always correspond to reality due to the use of outdated forest husbandry materials and its untimely implementation. Considering the issues of forest reproduction, an integrated approach is proposed for carrying out reforestation activities, including both the creation of forest plantations and the implementation of measures aimed at observing the technology of logging operations and preserving undergrowth. This will reduce the cost of reforestation work, as well as reduce the time required for the transfer of forest crops to a forested area. One of the conclusions is a change in the fundamental approaches to forest management in this area, taking into account the observance of environmental, economic and social requirements for forest management.

Subject. This article deals with the issues of growth of socio-economic indices and attracting investments for the implementation of important projects of the priority development areas of the Far Eastern Federal District subjects. Objectives. The article aims to test the original methodology for assessing the investment attractiveness of the priority development areas, as well as identify factors affecting the formation of potential and conditions of the external investment environment. Methods. For the study, I used my own method of assessing investment attractiveness, which includes indicators grouped into three blocks, namely investment potential, investment environment, and investment risk. Results. The article defines priority development areas in the Far East of Russia that are the most attractive for investors. Conclusions. The article concludes that it is necessary to develop measures to stimulate the investment activity of residents of the priority development areas.

Introduction: Diseases associated with iodine deficiency are among the most prevalent noncommunicable diseases around the world. Despite the fact that the number of countries where iodine deficiency disorders (IDDs) pose a national problem decreases annually, iodine deficiency pathology in the Russian Federation is characterized by the annual increase in the incidence rate and the specific features of its spread are of high medical and social importance for our country. The objective was to summarize the results of available studies establishing characteristics of the spread of IDDs in the regions of the Russian Far Eastern Federal District. The material included research data on the issue accumulated in 1994–2019. This analytical review examines and systematizes existing information about the factors significant for the formation and development of disorders associated with iodine deficiency in the population of the Far Eastern Federal District (FEFD). Results: We identified the features related to a variety of factors leading to and promoting the development of IDDs in the population of the FEFD. We established that in the examined regions iodine deficiency was attributed to both the features of geochemical provinces, iodine deficiency in environmental media and the influence of factors of a different nature indirectly associated with a deficiency of iodine intake but able to disrupt the thyroid system and lead to serious consequences for public health. Conclusion: In view of the above, it is expedient to develop programs for targeted prevention of IDDs in groups at higher risk (children, adolescents, pregnant women, and nursing mothers) taking into account regional factors affecting the formation and development of IDDs.

The present paper analyses migration policy measures implemented in the Russian Far East, namely, State Programme to Assist the Voluntary Resettlement of Compatriots Living Abroad to the Russian Federation, the Far-Eastern Hectare Programme, establishment of Priority Development Areas (PDAs) and territories with a special regime of economic activity. The synthetic control method was applied to quantitatively assess how the adopted measures affect the migration outflow from regions of the Far Eastern Federal District. According to this method and relevant statistics, constituent entities of the Far Eastern Federal District were compared with control regions of the Siberian Federal District, where these policy tools have not been introduced. Comparable areas had similar socio-economic development trends and migration flows in the period preceding the implementation of the state programmes. To analyse the impact of migration policy changes in 2011–2018, the difference between outflow values of the Far Eastern and synthetic control regions was calculated. The results showed that the average estimated values are negative and significantly different from zero. This indicates a positive effect of new migration mitigation measures on reducing the outflow from the Russian Far East. Future research will separately assess the effectiveness of each migration policy tool implemented in the Far Eastern Federal District.

The purpose of the study was to conduct a comparative assessment of the incidence and characteristics of the course of the NCI COVID-19 in pregnant women in the Siberian Federal District and Far Eastern Federal District. Materials and methods. The analysis of operational information on the incidence of NCI COVID-19 and the features of the course in pregnant women, women in childbirth and puerperas provided by the chief obstetrician-gynecologists of the Siberian Federal District and the Far Eastern Federal District on May 25, 2020 is carried out. Results. The results of the study showed that the proportion of pregnant women among patients with COVID-19 in the Siberian Federal District and the Far Eastern Federal District is 0.82 %. Pneumonia was registered in almost every third patient (28.4 %), but the disease, on the whole, was characterized by a milder course than in the general population of patients: a severe form of the disease was diagnosed in 3.6 % of women, hospitalization in RAO was performed in 1.9 % of cases, mechanical ventilation was required by 0.6 % of patients. There were no cases of maternal and perinatal mortality. Conclusion. The course of the disease in pregnant women in the Siberian Federal District and the Far Eastern Federal District was characterized by a milder course relative to the general patient population. However, final conclusions can only be drawn after the pandemic is over. щей популяции больных. Однако окончательные выводы можно будет сделать только после завершения пандемии.

In the current geopolitical conditions and fierce competition in world markets from such dy-namically developing countries of the Asia-Pacific region as China, Vietnam, Thailand, Singapore and a number of others, the preservation and increase of human capital in the regions of the Far Eastern Federal District is of a strategic nature. To ensure the national security and integrity of the country, to strengthen Russia's position in the Asia-Pacific area, the role of the Far East regions comes to the fore. However, the pronounced processes of depopulation of the population of the Far East regions and the stable migration outflow of the working-age population to other regions of Russia and abroad call into question the implementation of many tasks for the sustainable socio-economic development of this macro-region. The regions of the Far Eastern Federal District are already experiencing a shortage of qualified personnel in several industries. This deficit, in the absence of a governmental long-term strategy in the field of human capital formation, will not allow Russia to compete with the fast-growing economies of Asia-Pacific countries in the future. In this article, we analyze the opportunities and potential risks of human capital development through the prism of demographic processes occurring in the regions of the Russian Far East. Based on modern data on fertility, mortality, age-sex structure of the population, trends in interregional and international migration we conclude that for the growth of human capital and sustainable economic growth, the necessary conditions are: the development of transport and social infrastructure of the macro-region, the development of programs of labor mobility of the popu-lation, attracting young people through the educational migration channel, attracting international migrants from the CIS countries as well as from Asia-Pacific countries with a level of education and qualifications corresponding to the economic specialization of the regions of the Far Eastern Federal District.

The analysis of the interim results of the implementation of the "Far Eastern Mortgage" program in the subjects of the Far Eastern Federal District is carried out. An assessment of the economic effects of mortgage interventions on regional housing markets is presented. The multidirectional effects for the subjects of supply and demand are revealed.
