As the state and society pays more attention to watershed environment and water ecological environment in recent years, watershed ecological compensation has increasingly become an indispensable part of promoting watershed environmental development and protecting the ecological environment of watersheds. It is not optimistic to look at the current situation of Chinese water ecological environment. In order to practice the concept of green development and protect the environment of the water resources, it is urgent to study the ecological compensation system of the water resources. Here, the connotation and significance of ecological compensation in the river basin are pointed out, and the sustainable suggestions and countermeasures for the development of ecological compensation in the water resources are accordingly put forward.

The calculation of an ecological compensation standard is an important, but also difficult aspect of current ecological compensation research. In this paper, the factors affecting the ecological–economic system in the Xiao Honghe River Basin, China, including the flow of energy, materials, and money, were calculated using the emergy analysis method. A consideration of the relationships between the ecological–economic value of water resources and ecological compensation allowed the ecological–economic value to be calculated. On this basis, the amount of water needed for dilution was used to develop a calculation model for the ecological compensation standard of the basin. Using the Xiao Honghe River Basin as an example, the value of water resources and the ecological compensation standard were calculated using this model according to the emission levels of the main pollutant in the basin, chemical oxygen demand. The compensation standards calculated for the research areas in Xipin, Shangcai, Pingyu, and Xincai were 34.91 yuan/m3, 32.97 yuan/m3, 35.99 yuan/m3, and 34.70 yuan/m3, respectively, and such research output would help to generate and support new approaches to the long-term ecological protection of the basin and improvement of the ecological compensation system.

The water resources carrying capacity is an important component of natural resource carrying capacity in a country or region sustained development process. It is the key being related to using the water resources reasonably, which means vital to the sustained growth of the water resources, the social economy and the ecological environment concordant development.Taking the case of river basin in arid zone of the Manasi River Basin,The author evaluated water resources supporting capacity condition basin in different year of the Manasi River by establishing fuzzy comprehensive evaluation model. The results indicated that because of saving water technological progress and industry restructure advancement, the water resources carrying capacity of Manasi River will be improved in the future twenty years. The water resources supply and demand contradictory will be obtained certain alleviation, but the uneven of water resources space and time distribution is still the main restrictive factor of the development of society and economic and the ecological environment construction.

The water network plays an important role in maintaining the stability of regional water resource and ecological environment. It is also affecting the harmonious development between environment and economy. Guangxi is one of the provinces with relatively rich water resources in China, while the ecological water network exists deficiencies and faces challenges. The current situation and defects of ecological water network in Guangxi province will be discussed. By studying the experience of the establishing and the preserve of ecological water network in various regions at home and abroad, some suggestions and targeted measures will be mentioned for a better ecological water network in Guangxi.

Ecological compensation is being applied to deal with transboundary external effects caused by water resources conservation or exploitation in China. A concept of water resources co-conservation and sharing was applied to burden the upstream conservation cost and to share the benefit in the whole river basin. Xin’an River Basin, related to two provinces in East China, was taken as the study area. The current territorial scales of the co-conservation area and the benefit sharing area were determined. The total actual water conservation cost for Xin’an River Basin was estimated to be about 488 million CNY in 2006. By analyzing the transformation of protection costs and benefits between different districts and sections, benefits brought by water to different beneficiaries were also estimated. The conservation cost was distributed to the water users or governments in the whole sharing area according to the proportion of shared benefits.

In recent decades, there are lots of the changes of land use in the Liusha River basin in Xishuangbanna, Yunnan Province. The large-scale replacement of natural forests by rubber plantation have had a certain impact on the ecological environment and water resources in the Liusha River basin. Based on the data of runoff, rainfall and evaporation from 1963 to 2015 measured by Menghai Hydrological Station of Liusha River, the effects of climate change and human activities on the ecological environment of Liusha River runoff and the degree of change were analyzed by using the comparison method of slope change rate of runoff accumulation. The research results show that the cumulative amount of runoff flow after mutation presents significant decrease trend from 1963 to 2015. Because of the Liusha river runoff change decision which residents downstream watershed water security, the runoff of the ecological environment situation and analysis, the protection of natural resources such as forests and the effective protection of regional water resources sustainable development has important guiding significance.

A comparative study was conducted in this work in order to investigate the current situation in the Nile river basin (NRB) regarding the institutional and legal arrangements needed to support the adaptive integrated water resources management (AIWRM) strategy. Two similar river basins were selected to achieve this comparison and to introduce suggestions to reform the current situation in the basin. Before that, the ideal situation is investigated to be as a yardstick for the desired situation. The study indicated that the necessary AIWRM criteria may include regulatory as well as implementation organizations that support shared-vision reaching with its all necessary features (cooperation, stakeholders' participation, subsidiarity, and information and knowledge exchange). Thus the main features of the desired situations regarding AIWRM in river basins are stakeholders' participation, learning-driven ability, quick response to risks and uncertainties, and finally a legal framework that could support these criteria. Although the AIWRM criteria seem to be satisfied in NRB, the basin lacks the necessary regulatory institutions as well as the legal framework. According to this, this study recommends to reform the current situation in NRB by creating regulator institutions (policy and decision making level) as well a legal framework to legitimate them.

The Yellow River Basin is an important ecological function zone in China, and it plays an important role in the national economic and social development pattern. However, the over-utilization of water resources has made the ecological and environmental problems in the river basin more and more serious. For this reason, the coordinated governance of the areas along the Yellow River basin has become very important. Based on the static game model, this paper conducts a comprehensive analysis of the coordinated governance of the Yellow River basin in the upstream and downstream areas, constructs a static game model of ecological compensation between the Shanxi and Henan governments under coordinated governance, and studies the feedback equilibrium strategies of the Shanxi and Henan governments. This article provides theoretical basis and suggestions for collaborative governance to achieve sustainable development. The game results show that: reducing the cost of protecting the ecological environment of the upstream basin, increasing the benefits of protecting the ecological environment, and increasing the amount of ecological compensation can promote the implementation of the ecological compensation policy between the upstream and downstream in the basin.

Revealing public preferences regarding the ecological restoration of a river basin and evaluating the associated social benefits provide important references for the development of related policies. Taking the Shiyang River Basin as an example, this study quantified and analyzed the difference in public preferences regarding the ecological restoration of the river basin by the choice experiments method and the random parameters logit (RPL) model. It also evaluated the social benefits of river basin ecological restoration. The results showed that (1) The residents all hoped to improve the ecological environment of the Shiyang River Basin and were willing to bear certain restoration costs. (2) There were significant differences in public preferences for ecological restoration of the river basin. These differences existed between the upper, middle, and lower reaches of the river and between urban and rural residents. (3) The average annual cost of ecological restoration that the basin residents were willing to pay was between 505.833 ∼ 948.571 RMB yuan, and the total annual benefits of ecological restoration were 381.2 million RMB yuan. Based on these conclusions, the following recommendations were made. First, future ecological and environmental policies should be further combined with public preferences; and even cross-regional ecological compensation can be introduced to balance the interests of different social groups, to win public support. Second, increased water-saving technology in industries and agriculture, residents’ awareness of water conservation, and the management of water pollution measures should be promoted in order to improve the ecological environment of the river basin. Third, the budget for the ecological restoration of the Shiyang River Basin should be 381.2 million yuan per year. Costs should be controlled while meeting the restoration goals.
